Bid Award Panel grant authority to award the contract in accordance with the Contract Details set out in the report (April 1, 2021) from the Chief Procurement Officer: Solicitation Number: Ministry of Health - Vendor of Record (VOR) Number Tender 8690 Description: After reviewing this Ministry of Health Request for Bid and Contract, Toronto Fire Services will piggyback on this Ministry of Health Contract with Combat Networks Inc., and issue a Blanket Contract for the non-exclusive supply, delivery, and installation, of products and services necessary to upgrade the current Toronto Fire Services 911 telephony communications environment to a Next Generation 911 complaint platform, including warranty, maintenance and support for a period of one year from date of award, with an option for an additional term of up to four separate one year periods. Government of Canada Telecom Regulatory Policy Canadian Radio-television and Telecommunications Commission (CRTC) 2017-182 mandated service providers to deliver 911 calls in an Internet Protocol (IP) based format commonly referred to as Next Generation 911(NG911) and to decommission legacy 911 circuit switched networks. This mandate requires that Public Safety Answering Points (PSAP's) such as the Toronto Fire Services upgrade or replace existing telephony communications systems to be fully compliant with NG911 protocols including integration with Computer Aided Dispatch (CAD) systems that support the ability for interagency Computer Aided Dispatch (CAD) data exchange.
