The application is proposing a 10-storey senior facility with retail uses at-grade and 210 residential retirement units above. The building would have a total gross floor area of 20,079 m2 and a Floor Space Index of 3.79 times the area of the lands. The application proposes to retain the front portion of the designated heritage building on site. Staff are currently reviewing the application and it has been circulated to all appropriate agencies and City divisions for comment. This report provides information and identifies a preliminary set of issues regarding the application to amend the Official Plan, the former City of Etobicoke Zoning Code and City-wide Zoning By-law No. 569-2013 for the lands municipally known as 900-940 The East Mall. The application proposes a phased mixed use development comprised of 4 buildings ranging from 20 to 21-storeys (approximately 72 m in height, including the mechanical penthouses) containing a total of 882 residential condominium units. The proposal would have a gross floor area of 83,399 m², of which 75,481 m² would be for residential uses and 7,918 m² would be for non-residential uses including retail, daycare and office space. A total of 858 parking spaces would be provided within a four level below-grade parking garage. Vehicular access to the site would be provided via a two-way private road off The East Mall. A public park is proposed at the southeast corner of the site that would adjoin a privately-owned publicly accessible open space (POPS). Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

This report provides information and identifies a preliminary set of issues regarding the application to amend the former City of York Zoning By-law No. 1-83 and City-wide Zoning By-law No. 569-2013, for the lands municipally known as 1821-1823 and 1831 Weston Road. The application proposes a 36-storey (119 m in height, including the mechanical penthouse) mixed-use building including a 6-storey podium. The proposed building would contain 581 m2 of non-residential floor area on the first floor and 454 residential units above. The building would have a gross floor area of approximately 31,752 m2, yielding a Floor Space Index (FSI) of approximately 9.4 times the area of the lot. A total of 261 parking spaces would be provided within a three-level below-grade parking garage. Vehicular access would be provided via Weston Road. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

Temporary Road Closing of Islington Avenue and Parking Regulation Amendments - 2020 Canadian Open
As the Toronto Transit Commission (TTC) operates bus service on Islington Avenue, City Council approval of this report is required. The purpose of this report is to present the Traffic Management Plan prepared by IBI Group on behalf of Golf Canada, relating to the full closure of Islington Avenue, between Eglinton Avenue West and The Kingsway, for a period up to 19 days, from Saturday, June 1, 2020, to Friday, June 19, 2020. The closing is required as Golf Canada is hosting the 2020 Canadian Open at St. George's Golf and Country Club, located on Islington Avenue, between the intersections of Ridge Valley Crescent/Prince George Drive and Princess Margaret Boulevard/Poplar Heights Drive. The closing includes the Pre-tournament (June 1 to June 7), Tournament (June 8 to June 14) and the Post-tournament (June 15 to June 19) events. This report also recommends implementing temporary parking, standing and stopping regulations during the Tournament week (June 8, 2020 to June 14, 2020) on streets in the vicinity of the golf club and the visitor parking areas. The TTC has been consulted and has no concerns regarding the proposals contained in this report.

City Council receive the Transportation Management Plan for the 2020 RBC Canadian Open, attached to the report (February 18, 2020) from the Acting Director, Traffic Management, Transportation Services. 2. City Council authorize the closing of Islington Avenue to traffic from Eglinton Avenue West to The Kingsway, for the period from June 1, 2020 to June 19, 2020. 3. City Council authorize the temporary parking, stopping and standing regulations on streets in the vicinity of St. George's Golf and Country Club, identified in Appendix A, attached to the report ( February 18, 2020) from the Acting Director, Traffic Management, Transportation Services. 4. City Council direct that all costs associated with the road closings, including the costs of restoring and cleaning the streets following each event, as well as installing/removing temporary parking restrictions, shall be completed by Golf Canada to the satisfaction of the Transportation Services Division, and at no cost to the City.

Traffic Calming Poll Results - Arrowsmith Avenue, between Keele Street and Amesbury Drive
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. This report summarizes the result of the traffic calming poll for owners and occupants of Arrowsmith Avenue, between Keele Street and Amesbury Drive. Polling ballots were mailed to the affected residents on November 12, 2019 and 46% of the residents on Arrowsmith Avenue responded. As a result, the minimum response rate of 50% plus 1 votes needed to proceed with the installation was not achieved.

Parking Regulation Amendments - Lake Shore Boulevard West near Brown's Line
As the Toronto Transit Commission (TTC) operates bus service on Lake Shore Boulevard West, City Council approval of this report is required. The TTC has been advised of this matter. The purpose of this report is to amend the existing parking prohibitions in effect from 6:00 p.m. to 8:00 a.m., within the two parking layby areas, on the north side of Lake Shore Boulevard West between the inbound and outbound access ramps to/from Brown's Line, to be in effect between 8:00 p.m. and 5:00 a.m. In conjunction with the above, the existing maximum one-hour parking regulation in effect between 8:00 a.m. and 6:00 p.m. will be amended to be in effect between 5:00 a.m. and 8:00 p.m. The proposed amendments were requested by area businesses, in consultation with Transportation staff and the Ward Councillor, to allow parking during the operating hours of area businesses.

Traffic Safety on Burnhamthorpe Road
Residents in the area of Burnhamthorpe Road between Dundas St. w and Kipling Ave. have been in contact with my office frequently about their concerns over traffic safety on Burnhamthorpe Rd. I have held meetings with the community and City staff, and a number of potential measures to improve safety have been identified. This motion directs Transportation Services to investigate and report back on opportunities to improve safety on Burnhamthorpe Road between Dundas Street West and Kipling Avenue, including but not limited to: reducing the speed limit; enacting a Community Safety Zone; installing permanent Watch Your Speed signage; reducing the number of lanes; pedestrian crossing protection; road re-classification; and any additional signage i.e. "hidden driveway" etc.
