The purpose of this report is to seek authority from City Council to amend the existing Section 111 and Section 37 agreements (the "Agreements") on the properties at 289 and 291 The Kingsway and 1, 3, 5 and 7 St. Steven Court. The agreements were registered in accordance with the April 24, 2018 City Council decision to approve a Rental Housing Demolition Application under Chapter 667 of the Municipal Code for the consolidated development site at 289 and 291 The Kingsway and 1, 3, 5 and 7 St. Steven Court (Item EY29.1). The proposed amendments are to lift the rental replacement obligations in the Agreements from the existing rental building at 289 The Kingsway. All other obligations in the Agreements that relate to the existing rental building at 289 The Kingsway, including the restriction against converting the existing 73 rental dwelling units to condominium tenure for a period of twenty years, will continue to remain on title. The remainder of the development site, which will contain four new residential buildings, will continue to be subject to the rental replacement obligations in the Agreements.

Preliminary Report - 1860-1868 Keele Street - Zoning By-law Amendment Application
This report provides information and identifies a preliminary set of issues regarding the application to amend the former City of York Zoning By-law No. 1-83 and City-wide Zoning By-law No. 569-2013 for the properties at 1860, 1860A, 1862, 1864, 1866, 1866A and 1868 Keele Street. This application proposes to redevelop the site with a 14 storey (42.88 metres in height, excluding the mechanical penthouse) residential building with 216 dwelling units. The proposed development would have a total residential gross floor area of approximately 15,679 m2. A total of 99 parking spaces and 1 loading space are proposed to service the development. Vehicular access to the site would be provided via a driveway from Keele Street. There is also a Rental Housing Demolition application which proposes to demolish the four existing residential rental units located at 1862 and 1864 Keele Street. According to the Housing Issues Report dated November 2019, the existing residential rental units consist of three two-bedroom units and one three-bedroom unit. Staff are currently reviewing the applications. They have been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the applications with the Ward Councillor.

Preliminary Report - 801 The Queensway - Zoning By-law Amendment Application
This report provides information and identifies a preliminary set of issues regarding the application to amend the former City of Etobicoke Zoning Code for the lands municipally known as 801 The Queensway. The application proposes an 11-storey (40.5 m in height, including mechanical penthouse) mixed-use building. The proposed development would contain 1,185 m2 of non-residential floor area on the first floor and 206 residential units above. The building would have a gross floor area of 17,390 m2, resulting in a Floor Space Index (FSI) of approximately 6.1 times the area of the lot. A total of 214 parking spaces would be provided both at-grade and within a three-level below-grade parking garage. Vehicular access to the site would be provided via Taymall Avenue. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

Preliminary Report - 150 Sherway Drive - Zoning By-law Amendment Application
This report provides information and identifies a preliminary set of issues regarding the application to amend City-wide Zoning By-law No. 569-2013 for the property at 150 Sherway Drive. The application proposes the addition of a nine-storey inpatient hospital wing containing 416 beds to the north of the existing hospital building and a new eight-storey parking structure with 910 parking spaces to the south of the existing hospital building. Application to Remove a Private Tree - 9 Firestone Road
This report requests that City Council deny the request for a permit to remove one privately owned tree located at 9 Firestone Road. The application indicates the reasons for removal are the tree's poor health and to address concerns that the tree's roots are damaging the house and porch steps, and its close proximity to the driveway. The application indicates the reason for removal is to address concerns that the tree's roots are clogging the main drain pipe, leading to basement flooding. Installation of Pedestrian Crossover - Oakdale Road
As the Toronto Transit Commission (TTC) operates bus service on Oakdale Road, City Council approval of this report is required. TTC staff have been advised of this matter. Transportation Services is recommending the installation of a pedestrian crossover (PXO) on Oakdale Road, at a point approximately 500 metres south of Finch Ave West. The installation of a PXO is technically justified and will enhance pedestrian safety for students of Westview Centennial Secondary School.

School Bus Loading Zone - Shoreham Drive
This staff report is about a matter for which Community Council has delegated authority from City Council to make a final decision. To address safety concerns and congestion in the area of St. Augustine Catholic School (98 Shoreham Drive), it is recommended that the designated school bus loading zone on the north side of Shoreham Drive be relocated and extended to accommodate school buses loading and discharging students. This amendment will improve traffic operations, address concerns regarding traffic congestion and safety while also providing additional facilities for drop-off and pick-up of school children. This recommendation is the result of consultation with the ward Councillor and the Toronto Catholic School Board.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to prohibit parking at all times on the east side of Dayton Avenue, between Sinclair Street and the first laneway south of The Queensway. This is in response to a petition received from affected residents on Dayton Avenue and in consultation with the Ward Councillor.

Parking Amendment - Oakdale Road
As the Toronto Transit Commission (TTC) operates bus service on Oakdale Road, City Council approval of this report is required. The TTC has been advised of this matter. The purpose of this report is to prohibit parking at all times on the west side of Oakdale Road, between a point 38 metres south of Jody Avenue and a point 177 metres further south. The proposed parking prohibition will improve sightlines for motorists exiting the commercial properties on this section of road and improve traffic safety in the curved section of road.

Parking Regulation Amendment - Wellesworth Drive near Eringate Park
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to amend portions of the existing No Parking Anytime regulation on the east side of Wellesworth Drive along Eringate Park, to be in effect between 11:00 p.m. of one day to 8:00 a.m. of the next following day. The proposed amendments will allow on­­-street parking along sections of the park, for a maximum period of three-hours, between 8:00 a.m. and 11:00 p.m., to address the lack of parking for park users. This amendment is to address concerns with respect to residents who reside on adjacent streets that park users are infiltrating into the neighbouring streets due to the lack of parking in the immediate area of the park.

New Cannabis Retail Locations in Etobicoke York District
Recently there have been three new cannabis retail locations proposed in Ward 2, Etobicoke Centre; 418 The Westway, 1735 Kipling Avenue and 3112A Bloor St. W. There are new cannabis retail locations proposed in every ward of the district. I have been contacted by numerous residents who have raised concerns about the poor suitability of the locations, and the increased risk of access to cannabis by minors that they pose. Some locations are very close to more than one school, and they are located at or near strip plazas and parks which are frequented by youth. The Provincial regulations require a separation distance of 150 metres between the retailer and a school, and many find this too permissive given the context. The Alcohol and Gaming Commission of Ontario (AGCO) is the regulator and approval authority for these retailers. There is limited opportunity for the public and elected municipal officials to intervene in these decisions, giving rise to concerns over transparency and fairness. I hope that you will support the following motion to ensure that the concerns of our community regarding cannabis retail sites are heard by the AGCO and are given adequate consideration in their decisions.

City Council request that the Alcohol and Gaming Commission of Ontario, when considering the needs and wishes of the community for new retail cannabis locations in Etobicoke York District, give additional weighting to: a. Proximity and size of schools in this urban setting. b. Other retailers and amenities near proposed locations which attract youth and expose them to the cannabis retailer. c. The proximity of parks and other publicly accessible spaces which support or enable consumption of cannabis outside of private homes. 2. City Council request the City Clerk to forward this decision to the AGCO with three business days.

Request to Remedy Grooved Bus Pad at Royal York Road and Trehorne Drive
I would like to request that the following item be added to the Etobicoke York Community Council Agenda. A resident in Ward 2 Etobicoke Centre reported in January 2020 that there was undue traffic noise as a result of the recently installed grooved concrete bus pad on the West side of Royal York Road, located in the Northbound lane at the intersection of Trehorne Drive. The bus pad is mostly located in the vehicle travelled portion of the lane, which is different than the Southbound bus pad which is in a dedicated recessed bus bay. The bus pad is in front of two homes. Transportation staff conducted a comprehensive investigation and determined that noise is produced when the grooved concrete is driven over with a vehicle tire while travelling in the lane. This feature of the concrete surface is built to the latest City's specifications TS 3.4 to improve the skid resistance and to address distortion. No construction deficiency was found on this aspect. I have also been on site and have heard the obvious sound produced by the grooved surface compared to the adjacent smooth lane. The only course of action to mitigate the sound would be to modify the grooved finishing at this location. In order to preserve the quiet enjoyment of nearby residents of their property, I am making the following recommendations contained in this memorandum.

Request to Address Unfinished Utility Work
I would like to request that the following item be added to the Etobicoke York Community Council Agenda. I have received complaints from residents within the Richview neighbourhood, just west of Kipling Ave. and The Westway, regarding telecommunications utility work in the City's road right of way on several streets. Earlier this year a project was commenced to install new underground telecommunications infrastructure. However, the work was suspended by the utility company and the workers have left the area for some time. Open holes are covered with pieces of plywood, road cones have been placed throughout the neighbourhood and incomplete underground conduit pieces have been left exposed. Despite working with staff and the utility company, a date as to when the work may resume cannot be determined. I believe that it is inappropriate to subject residents to this state of disarray and clutter for an indeterminate period of time. Materials, holes and uneven surfaces present risks, if not eyesores. If there is no prospect of resuming the work soon, then the roadway should be fully restored and the materials removed. I hope that you will support the following recommendations to bring some closure to the situation.

The status and schedule of the utility project, if it may be determined. 2. Options to cancel the permit and to fully restore the streets immediately. 3.
