Preliminary Report - 150 Eighth Street - Zoning By-law Amendment Application
This report provides information and identifies a preliminary set of issues regarding the application to amend the Zoning By-law for the property at 150 Eighth Street to permit a 6-storey residential building that would contain 90 units. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

Proposed Official Naming of Future Park at 19 Glen Agar Drive
The Parks, Forestry and Recreation Division is recommending that the future park located at 19 Glen Agar Drive be named "Chimney Swift Park". The future park is located north of Rathburn Road on the east side of Glen Agar Drive and south of the new street, Chimney Swift Court. The recommended name meets the policy criteria in the Council approved 'City of Toronto Property Naming Policy'.

As the Toronto Transit Commission (TTC) operates a transit service on Finch Avenue West, City Council approval of this report is required. The purpose of this report is to seek Council approval for temporary removal of the existing westbound left-turn movement and southbound through traffic prohibition at the intersection of Finch Avenue West at York Gate Boulevard/Elana Drive for a 5 month period (June 1, 2019 to October 31, 2019). These temporary traffic by-law amendments will be monitored and used to inform staff recommendations for permanent amendments to the traffic by-laws at this intersection to enable the safe operation of the Finch West Light Rail Transit (LRT) service and access to the planned maintenance and storage facility.

This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. The purpose of this report is to seek Council approval for a temporary traffic by-law amendment on York Gate Boulevard at Finch Avenue West to permit southbound through traffic movements for a 3 month (May 1, 2019 to July 31, 2019) pilot project. Additionally, the pilot project includes removal of the westbound left-turn movement at the intersection of York Gate Boulevard/Elana Drive and Finch Avenue West. Matters related to removal of the westbound left-turn movement will be discussed in 45 a companion report "Finch West Light Rail Transit - Temporary Traffic Regulation Amendments - Finch Avenue West at Elana Drive" requiring City Council approval. The pilot project is in response to the future infrastructure upgrades at the intersection of York Gate Boulevard/Elana Drive and Finch Avenue West to accommodate the Finch West Light Rail Transit service and access to the planned maintenance and service facility.

School Bus Loading Zone - Victoria Street
This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. To address safety concerns and congestion in the area of David Hornell Junior School (32 Victoria Street), it is recommended that a school bus loading zone be created on the north side of Victoria Street to accommodate school buses loading and discharging students. This amendment will improve traffic operations, address concerns regarding traffic congestion and safety while also providing additional facilities for school drop-off and pick-up of attending school children. This recommendation is the result of consultation with the area Councillor and the school's principal.

Transportation Services is requesting approval from Etobicoke York Community Council to introduce overnight on-street permit parking on Frances Avenue, between Waniska Avenue and Ringley Avenue, on a street name basis, under the operating hours of 12:01 a.m. to 7:00 a.m., seven days a week. Area residents requested the implementation of overnight on-street permit parking on Frances Avenue, between Waniska Avenue and Ringley Avenue to accommodate their long term parking needs without being subject to tagging by Parking Enforcement Officers.

Parking Regulation Amendment - Edgehill Road
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to extend the existing "No Stopping Anytime" regulation currently on both sides of Edgehill Road from Royal York Road to a point 40 metres east, to now be in effect between Royal York Road and Edgevalley Drive. The proposed parking amendment is the result of consultation with the local Councillor and will help reduce congestion and improve motorist safety in the area.

Traffic Calming - Strathnairn Avenue, between Lonborough Avenue and Keele Street
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. This report outlines the results of our investigation into installing speed humps on Strathnairn Avenue, between Lonborough Avenue and Keele Street. The results indicate that the criteria to justify installing speed humps are not satisfied.
Etobicoke York Community Council: 1. Authorized the Acting Director, Traffic Management, Transportation Services, to request the City Clerk to poll eligible householders in English or any other language specified by Community Council, on Strathnairn Avenue, between Lonborough Avenue and Keele Street, to determine if property owners/occupants support the installation, according to the City of Toronto Traffic Calming Policy. 2. Subject to favourable results of the poll, requested the City Solicitor to prepare a by-law to alter sections of the roadway on Strathnairn Avenue, between Lonborough Avenue and Keele Street, for traffic calming enhancement, generally as shown on Drawing EY19-033A and EY19-033B, dated March 2019 and circulated to residents during the polling process.

Implementation of Permit Parking on Castleton Avenue, between Henrietta Street and Corbett Avenue
At its meeting of February 26, 2019, City Council approved an exemption for the implementation of permit parking on Castleton Avenue, between Henrietta Street and Corbett Avenue from the requirements of subsection 925-4B of City of Toronto Municipal Code Chapter 925, Permit Parking. City Council Decision http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2019.EY3.26 Subsection 925-4B, provides that: Where permit parking is not currently available and where a petition requesting permit parking signed by the residents of a minimum of 25% of the total number of residential premises having a residential address on the street or the flank of the street is submitted to the General Manager, a poll shall be conducted in accordance with Chapter 190, Polling and Notification, to determine if the residents wish to have permit parking on their road or area, as the case may be. In the event of a positive polling result, the General Manager shall report such result to the appropriate community council, which community council under delegated authority, shall be authorized to pass any necessary by-laws to implement permit parking on the road or area. In the event of a negative result, permit parking shall not be extended to the road or area, and no further permit parking poll shall be conducted for a period of two years. Castleton Avenue, between Henrietta Street and Corbett Avenue is presently not licensed for permit parking. Adding this block of Castleton Avenue to the permit parking program would allow residents to obtain a residential on-street parking permit and provide them with the ability to legally park overnight.

Request for Zoning Review - Westhampton Drive
Recently an application was brought to Committee of Adjustment to build a triplex at 54 Westhampton Drive. The application was refused at Committee due to the size and scope of the minor variance requests and has been appealed to the Toronto Local Appeal Body. All of the homes on Westhampton Drive and the surrounding local streets are detached dwellings. Through this process, it was brought to my attention that the current zoning on Westhampton Drive, (RM (u3)(x18)), permits both duplex and triplex dwellings. All of the local streets surrounding Westhampton Drive are zoned (RD (f13.5; a510; d0.45)) which would only permit detached dwellings. Local residents are concerned about the possibility of a change to the existing character of the neighbourhood and have requested a review of the zoning for their street and surrounding area. I would ask that you support the recommendation below which would direct the Chief Planner to review existing permissions for residential uses and report back with their findings.

Curb Cut Request at the Jamestown Foodbank - 248 Jamestown Crescent
The Jamestown Foodbank plays a crucial role in North Etobicoke by serving as a generous and reliable provider of food and other essential supplies to the local community. On a monthly basis, roughly 2000 residents in North Etobicoke access the services provided at the Jamestown Foodbank. The Foodbank has raised concerns that individuals in wheelchairs, those with disabilities, and elderly residents with scooters and walking devices have difficulty accessing their location due to the absence of a ramped access. The Foodbank also receives weekly visits from trucks offloading shipments of food and donations, which is made difficult because there is no ramped access to accommodate the carts used in the transportation of these supplies. The Jamestown Foodbank has requested assistance from the City to install a ramped access in front of their location to assist with access for residents and with delivery of goods. The Foodbank is a not for profit entity and would not be able to afford the costs associated with the application and implementation of a curb cut. This motion would direct the General Manager Transportation Services to ensure that any associated costs/fees are waived or incurred by the division.

Request for Heritage Designation - 124 Birmingham Street and 260 Eighth Street
The Hydro Substation, completed in 1917 by builder E.J. Lennox in the Edwardian Revival style, is currently listed on the City of Toronto's Heritage Register as it is associated with the historical development of the Etobicoke community of New Toronto. In 1889, Toronto industrialist Thomas McDonald formed a real estate company and purchased over 500 acres of farmland in Etobicoke Township. McDonald subdivided the tract into commercial, residential and industrial sectors, with industrial lands reserved on Seventh Street (now Islington Avenue) and Eighth Street to the west. The Hydro Substation is a landmark in New Toronto where it anchors a corner lot near the intersection of Islington Avenue and Eighth Street, and is part of a series of industrial complexes associated with the development of New Toronto. In the neighbourhood, the Boxer Building (circa 1908) at 222 Islington Avenue and the Bell Telephone Company Building (circa 1926) at 80 Birmingham Street are both designated under Part IV of the Ontario Heritage Act. The site of the Hydro Substation has been listed for sale by CreateTO. To conserve the cultural heritage value of the landmark property and maintain the historic industrial character of metal manufacturing of over 80 years in South Etobicoke, I am requesting a heritage designation evaluation of the site be completed urgently.
