Traffic Calming - George Street
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. This report outlines the results of our investigation into installing speed humps on George Street, between King Street and Church Street. The results indicate that the criteria to justify installing speed humps are not satisfied.
Etobicoke York Community Council: 1. Directed Transportation Services take to the necessary actions to reduce the speed limit from 40 km/h to 30 km/h on George Street, between King Street and Church Street. 2. Waived the polling requirement under the City's Traffic Calming Policy and approved the installation of traffic calming on George Street, between King Street and Church Street. 3. Requested the City Solicitor to prepare a by-law to alter sections of the roadway on George Street, between King Street and Church Street for traffic calming purposes, generally as shown on Drawing EY 19-051, dated May 2019.

Parking Machines - Bloor Street West, between Montgomery Road and Brentwood Road North
The purpose of this report is to obtain approval for the installation of Parking Machines (Pay & Display) and to prohibit standing, from 12:01 a.m. to 8:00 a.m., Monday to Saturday and from 12:01 a.m. to 10:00 a.m. on Sunday, on the north side of Bloor Street West between Montgomery Road and Brentwood Road North. The proposed parking machines and standing prohibitions are in response to a request made by the area Councillor for staff to review the feasibility of introducing parking on the aforementioned section of Bloor Street West where standing is currently prohibited at all times. There is a Toronto Transit Commission (TTC) bus stop at this location that only services an overnight bus route, thus the existing standing prohibition is too restrictive. As Bloor Street West is a transit route, this matter requires the approval of City Council. TTC staff have been advised of the issue and have not objected to the recommendations.

Parking Regulation Amendments - Humbervale Boulevard and Grenview Boulevard South
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to propose an amendment to the current "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" regulation on the east side of Humbervale Boulevard between Glenroy Avenue and a point 102 metres south, to be in effect from 8:30 a.m. to 4:30 p.m., Monday to Friday. In addition, staff propose the introduction of a "Maximum 15 Minute Limit, 8:00 a.m. to 5:00 p.m., Monday to Friday" parking regulation on the west side of Grenview Boulevard South between Glenroy Avenue and a point 80.0 metres south of, along the east flank of Sunnylea Junior School. The Principal of Sunnylea Junior School raised concerns regarding the lack of on-street parking for parents/guardians wishing to leave their vehicle to pick-up and drop off children of the school which includes a daycare. The proposed "Maximum 15 Minute Limit" parking restriction on Grenview Boulevard South and the proposed amendment to the duration of the existing parking prohibition on Humbervale Boulevard will address these concerns. The proposed parking amendments are supported by the ward Councillor.

Parking Regulation Amendment - Ormont Drive
The purpose of this report is to obtain approval for the installation of approximately seven on-street parking spaces along the front entrance of 700 Ormont Drive. This proposed parking regulation amendment will provide more convenience and flexibility for clients of 700 Ormont Drive by providing additional parking. Since the Toronto Transit Commission (TTC) provides service on Ormont Drive, City Council approval of this report is required.

This staff report is about a matter for which Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to propose the introduction of a "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" parking regulation on the south side of West Deane Park Drive, along a portion of the frontage of Josyf Cardinal Slipyj School, 35 West Deane Park Drive. The proposed "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" parking restriction is required to accommodate operational needs which includes a student drop off program that assists students entering and exiting from vehicles to Josyf Cardinal Slipyj School.

Request to Study Speed Limit on The Queensway
On Wednesday May 22, 2019, a woman was struck by a vehicle as she attempted to cross The Queensway at a pedestrian crossover immediately east of Milton Street. She activated the pedestrian signal light, pointed, and began to cross the street when a vehicle proceeded through the crosswalk and hit her. According to the City of Toronto's road classification system, The Queensway is classified as a 'Major Arterial' roadway. Within the road section between The West Mall and Riverside Drive, The Queensway has a varying lane cross sections and a varying speed limit between 50 km/h and 60 km/h. A July 2017 Staff Report investigating the safety of the pedestrian crossover at two intersections along The Queensway notes excessive vehicle operating speeds on the street. This motion requests Transportation Services to conduct a study of the appropriateness of current speed limits on The Queensway between The West Mall and Riverside Drive.

Request to Redesign Traffic Island on Evans Avenue at The East Mall
The island boulevard in the centre of Evans Avenue east of The East Mall, is under the jurisdiction of Transportation Services for maintenance. Currently the island is planted with grass. City staff have advised that the frequency of summer maintenance activities provides for seven visits per year. It takes roughly two weeks to attend to all locations in a service area and there is a one-week gap before undertaking the next round. This means approximately 3-4 weeks between maintenance. The result is overgrown, unsightly grass for many weeks of the year and results in numerous complaints to my office. This motion requests the grass be removed from the island and a new design be prepared and installed as soon as possible.

Encroachment Appeal - 70 Haverson Boulevard
This report seeks to inform Etobicoke York Community Council that Transportation Services is in the process of preparing a final report, which will provide recommendations regarding the encroachment of an existing fence, shed and electrical outlet within the Harlton Crescent public road allowance. The subject encroachments are associated with the property at 70 Haverson Boulevard and do not meet the requirements of the City of Toronto Municipal Code, Chapter 743, Streets and Sidewalks, Use of, for delegated approval by the General Manager of Transportation Services. As a result, the encroachments must be approved by Community Council, which has delegated authority from City Council to make a final decision in this regard.
Etobicoke York Community Council: 1. Approved the request to maintain an approximate 2.19 metre high fence, shed, and electrical outlet on the flankage of 70 Haverson Boulevard, within the Harlton Crescent public right of way, with the following conditions: a. The property owner shall, at their own expense, enter into an encroachment agreement with the City of Toronto on terms and conditions satisfactory to the General Manager, Transportation Services, including the following: i. The property owner shall assume all liability and damages related to the encroachments and release and indemnify the City with respect to any claims in relation thereto. ii. The property owner must retain valid property insurance for the duration of the encroachment installation on the right of way in an amount and with coverages satisfactory to the General Manager, Transportation Services. iii. The property owner shall agree that the City and/or utility companies may remove the fence, pillars, hedges, walkway, landscape at any time in order to install or maintain services within the affected public right of way with no obligation to replace them. iv. The property owner shall remove the encroachments if required by the General Manager, Transportation Services, at any time and restore the street to the satisfaction of the General Manager, Transportation Services. v. The property owner must comply with City of Toronto Municipal Code, Chapter 447, Fences, if the fence encroachment is altered or removed from the City right of way. vi. The property owner must comply with any other conditions identified by the General Manager, Transportation Services. 2. Authorized the General Manager, Transportation Services, to negotiate, enter into and execute the encroachment agreement with the owner of 70 Haverson Boulevard as described in Part 1 above.

Community School Status as a Factor in Vision Zero School Safety Zone Ranking
Under the Vision Zero program, City staff ranks TDSB and TCDSB schools in each ward to determine the order of priority that the School Safety Zone program will be implemented. Prior to amalgamation, the City of Etobicoke developed a model of having community schools, rather than recreation centers. These local schools have a formal and permanent relationship with Parks, Forestry, and Recreation, including summer, evening, and weekend programming. Due to the additional presence of children, seniors, and families at these locations, safety risks are greater than at standard schools. Therefore I am requesting staff prioritize community and adapted recreation schools in the ranking for the implementation of the Vision Zero School Safety Zone.
