241 Redpath Avenue - Construction Staging Area
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. LCG Residential Builders Ltd., is constructing a 38-storey residential rental building at 241 Redpath Avenue. The site is located on the east side of Redpath Avenue, south of Erskine Avenue. Transportation Services is requesting authorization to temporarily close a 3 metre wide portion of the northbound curb lane and the east sidewalk on Redpath Avenue for a period of 46 months, from September 18, 2025 to June 30, 2029, in order to facilitate construction staging operations for the development. Pedestrians will be redirected into a 2.1 metre wide covered and protected walkway within the closed portion of the northbound lane on Redpath Avenue.
North York Community Council: 1. Authorized the closure of the east sidewalk and a 3 metre wide portion of the northbound curb lane on Redpath Avenue, between a point 34 metres south of Erskine Avenue and a point 55 metres further south, with the provision of a temporary pedestrian walkway within the closed portion of the northbound curb lane, from September 18, 2025 to December 1, 2026, inclusive. 2. Directed the applicant to pressure wash or sweep (weather permitting) the construction site and adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe. 3. Directed the applicant to construct and maintain a fully covered, protected and unobstructed walkway for all pedestrians, including for those with mobility devices, for the entire duration of the construction staging area permit to the satisfaction of the City Engineer and ensure it is compliant with the Accessibility for Ontarians with Disabilities Act (AODA). 4. Directed the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 5. Directed the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications. 6. Directed the applicant to install appropriate signage and request the applicant to install converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 7. Directed the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 8. Directed the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 9. Directed the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired. 10. Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 11. Directed the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 12. Directed the applicant to cooperate with and provide all necessary assistance to the City Engineers, staff and representatives carrying out operation, maintenance, and construction activities to municipal infrastructure with the vicinity of the construction staging area, and at no cost to the City to remove any staging to accommodate the necessary municipal infrastructure work. 13. Directed the applicant to undertake a full lane grind and pave on Redpath Avenue, should the new pavement be impacted as a result of streetscaping or any other construction activity related to the development. 14. Directed the applicant to provide monthly community meetings, to discuss any concerns raised by the community. 15. Directed that the occupation permit for construction staging on Redpath Avenue be conditional, subject to there being no conflicts with Metrolinx transit project construction. 16. Directed that Redpath Avenue be returned to its pre-construction traffic and parking regulations when the project is complete.

York Mills Road and Upjohn Road - Traffic Control Signals
As the Toronto Transit Commission (TTC) operates a transit service on York Mills Road, City Council approval of this report is required. Transportation Services is requesting approval to install traffic control signals at the intersection of York Mills Road and Upjohn Road. The traffic control signals will provide enhanced safety for all road users and are justified based on the assessment undertaken.

York Mills Road and Ness Drive - All-Way Stop Control
As the Toronto Transit Commission (TTC) operates a transit service on York Mills Road, City Council approval of this report is required. Transportation Services is requesting approval to remove the pedestrian crossover (PXO) on York Mills Road immediately east of Ness Drive and install all-way compulsory stop control at the intersection of York Mills Road and Ness Drive. Based on the assessment undertaken, the installation of all-way stop control is recommended and should enhance safety for all road users.

Talara Drive, Caracas Road, Bessarion Road - Parking Amendments
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending that parking be limited to one side of the street for the entire length of Talara Drive, Caracas Road and Bessarion Road. Currently, parking is generally allowed for the unsigned statutory three-hour limit on both sides of these streets. Parking on both sides of the street obstructs two-way traffic. The proposed parking prohibitions will address this matter. During the course of the investigation, it was noted that there is a discrepancy between posted signs and the existing parking regulations. Recommendations 2 and 3 will correct this inconsistency.
North York Community Council: 1. Prohibited parking at all times on the north and west side of Talara Drive, between Greenbriar Road and Caracas Road (north intersection). 2. Rescinded the existing parking prohibition in effect at all times on the east and south side of Caracas Road, between Talara Drive (southwest intersection) and a point 183 metres north of Talara Drive (southwest intersection). 3. Prohibited parking at all times on the east and south side of Caracas Road, between Talara Drive (south intersection) and Bessarion Road. 4. Becky Cheung Court - Parking Regulations
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Review is recommending the implementation of parking regulations for the development at 162 - 200 Cummer Avenue (Becky Cheung Court). Becky Cheung Court has been dedicated as a public road but has not been assumed by the City of Toronto. Currently there are no parking regulations on this street. The proposed parking regulations are consistent with City policies and guidelines given the surrounding residential nature.

Proposed Crosswalk Marking Policy and All-Way Stop Sign Control Justification Policy
The purpose of this report is to present proposed updates to the following two policies in support of the Vision Zero Road Safety Plan, for the purposes of obtaining feedback from North York Community Council: - Crosswalk Marking Policy; and - All-Way Stop Sign Control Justification Policy. As recommended by Infrastructure and Environment Committee, City Council directed the General Manager, Transportation Services to present to the four Community Councils on the Crosswalk Marking Policy and the All-Way Stop Sign Control Justification Policy, and directed the General Manager, Transportation Services to report back to the Infrastructure and Environment Committee on any updates to the polices as a result of those consultations with Community Councils. Transportation Services will report back to the Infrastructure and Environment Committee in the fourth quarter of 2025 on the proposed policies and any updates as a result of consultation with Community Councils.

Three Valleys Drive - Amending Speed Limits from 50 Kilometres per Hour to 40 Kilometres per Hour
Three Valleys Drive is a local road within Ward 16 where speed limits are inconsistent due to its proximity to schools. From the intersection of Three Valleys and Laurentide Drive to Kestell Lane, the speed limit is 40 kilometre per hour. While the remaining stretch to the end of Three Valleys is 50 kilometre per hour. Residents living on the road contacted my office about the inconsistency, and requested that we make the speed limit consistent, therefore making all of Three Valleys Drive 40 kilometre per hour. Reasons for implementing this change include: - Reducing vehicle operation speed to improve pedestrian safety. - Addressing the need for a consistent speed limit on a local road that is adjacent to Three Valleys Public School.

Highland Crescent and Beechwood Avenue - All-way Compulsory Stop Control
The area south-west of York Mills Road and Bayview Avenue, particularly on Highland Crescent, is experiencing persistent traffic issues that include speeding, running stop signs and growing volumes of infiltration traffic. In addition to other initiatives my office is working on in collaboration with the Transportation Services division, a serious concern we have heard from many residents is the safety of the Highland Crescent and Beechwood Avenue intersection. Currently a two-way stop for eastbound and westbound traffic, residents and drivers have reported that the intersection is highly problematic with east / westbound drivers routinely not stopping, while north / southbound drivers either race through the intersection, or indeed slow down because they are confused why it is not an all-way stop already. In the past few years, there have been several collisions. We are aware that the last time the warrant criteria were checked, the Potentially Preventable Collision count did not fully reach 6 over 2 years. However, there is wholly credible information that the reported number of collisions undercounts the real number of accidents due to non-reporting. We further note that the warrant counts for Vehicle / Pedestrian Volume as well as Percentage of Traffic on Major Street were very close on the last study day of March 19, 2025 (a day that happened to fall in the March Break period for private schools, some of whose parents are known to use Highland Crescent for the school commute). To address the real safety concerns at this intersection, I am therefore seeking to install all-way compulsory stop control at Highland Crescent and Beechwood Avenue.
