Under Toronto Parking Authority (TPA) Policy Resolution 2-9: Enforcement Practices at Unattended and Uncontrolled Car Parks, the TPA enforces car parks through a two-tiered enforcement approach: 1. For a first offence, a voluntary payment notice (Courtesy Envelope) is issued; and 2. If the voluntary payment notice is not paid, a Parking Violation Notice (PVN) is issued for subsequent offences. Unpaid PVNs are subject to a plate denial. TPA staff recommend that Policy Resolution 2-9 be amended to eliminate the voluntary payment notice and issue only PVNs. Voluntary payment notices were introduced when parking equipment only accepted coins and was highly unreliable. The voluntary payment notice was a customer service approach to allow customers who had not paid for parking to pay. With the implementation of Pay and Display machines that accept credit cards, together with the introduction of the Green P Mobile App that allows customers to pay and extend their parking using their smartphones, the ability for customers to pay for parking and, in turn, compliance levels have increased significantly and there is no longer a need to offer a courtesy payment option.
The Board of Directors of the Toronto Parking Authority: 1. Approved amendments to Toronto Parking Authority Policy Resolution 2-9: Enforcement Practices at Unattended/Uncontrolled Car Parks, outlined in Appendix 1 to the report (March 8, 2019) from the Acting President, Toronto Parking Authority, and directed staff to enact this Policy Resolution, as amended.

The Board of Directors of the Toronto Parking Authority approve amendments to Toronto Parking Authority Policy Resolution 2-9: Enforcement Practices at Unattended and Uncontrolled Car Parks, shown in Appendix 1 to this report (March 8, 2019) from the Acting President, Toronto Parking Authority, and direct staff to enact this Policy Resolution, as amended.

The Toronto Transit Commission (TTC) is undertaking the construction of three new elevators at its Lansdowne Subway Station as part of their Easier Access Phase III Program, providing an additional exit access for customers. The TTC has approached the Toronto Parking Authority (TPA) and requested the TPA's permission to enter, occupy, and use portions of TPA land located at 695 Lansdowne Avenue (Municipal Car Park 81) ("Construction Premises"), as shown in Appendix 1, both temporarily during construction and permanently following the completion of construction. The project will result in the permanent loss of two parking stalls to accommodate the new infrastructure. In addition, the TTC will occupy different sections of the Subject Property on a temporary basis over the approximate three-year construction period. It is anticipated that, during stage four of the construction, the entire car park will be closed for resurfacing and landscaping for a three-month period. This report seeks approval from the TPA Board of Directors to establish a Memorandum of Understanding, or other form of agreement as may be acceptable to the City Solicitor, with the TTC, to permit the temporary loss of up to 40 spaces and a permanent loss of no more than two parking spaces at Municipal Car Park 81 to accommodate the Easier Access Phase III Program at the Lansdowne Subway Station.

Authorized staff to enter into a Memorandum of Understanding, or other form of agreement as may be acceptable to the City Solicitor, with the Toronto Transit Commission to accommodate the construction of the elevators at the Lansdowne Subway Station located at 695 Lansdowne Avenue (Municipal Car Park 81), in accordance with the parameters outlined in the "Terms and Conditions" section of the report (March 8, 2019) from the Acting President, Toronto Parking Authority, and on such other or amended terms and conditions as may be acceptable to the Acting President, Toronto Parking Authority, and the City Solicitor.

The Board of Directors of the Toronto Parking Authority authorize staff to enter into a Memorandum of Understanding, or other form of agreement as may be acceptable to the City Solicitor, with the Toronto Transit Commission to accommodate the construction of the elevators at the Lansdowne Subway Station located at 695 Lansdowne Avenue (Municipal Car Park 81), in accordance with the parameters set out in the "Terms and Conditions" section of this report (March 8, 2019) and any such other amended terms and conditions as may be acceptable to the Acting President, Toronto Parking Authority, and the City Solicitor.

Current and past Toronto Parking Authority employees were deeply saddened to learn of the recent passing of one of our great leaders and a true gentleman, Mr. Reginald W. Lewis. Mr. Lewis served the organization, then known as the Parking Authority of Toronto, as General Manager and President from 1974 to 1990 with unparalleled distinction. He was a guiding force and continues to this day to be remembered as a role model exemplifying the highest standards in every way to which the organization aspires.
The Board of Directors of the Toronto Parking Authority: 1. Conveyed, on behalf of all current and past employees of the Toronto Parking Authority, its deepest condolences on the passing of Reginald W. Lewis, General Manager and President, Parking Authority of Toronto, from 1974-1990, to Sheila, his wife of 59 years and Mr. Lewis' family. 2. Requested the Acting President, Toronto Parking Authority, to develop a fitting memorial tribute to permanently commemorate Reginald W. Lewis' stature in the history of the Toronto Parking Authority and the reverence in which he is held to this day by staff who worked under his leadership and guidance and those that knew of him.

The Board of Directors of the Toronto Parking Authority direct the Acting President, Toronto Parking Authority, to develop a fitting memorial tribute to permanently commemorate Mr. Lewis' stature in the history of the Toronto Parking Authority and the reverence in which he is held to this day by staff who worked under his leadership and guidance and those that knew of him.
