Accessible Parking Zone - Wharfside Lane
This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends the adoption of a by-law to designate an accessible parking zone on the west side of Wharfside Lane where parking is currently permitted for a maximum period of three hours.
The Scarborough Community Council: 1. Designated an accessible parking space to be in effect at all times on the west side of Wharfside Lane, between a point 118 metres south of Bridgend Street and a point 9 metres further south.

Appeal to Toronto Local Appeal Body of Committee of Adjustment Applications for 25 Manhattan Drive
On December 13, 2018, the Committee of Adjustment (the "Committee") heard a minor variance application regarding the property municipally known as 25 Manhattan Drive (the "Subject Property"). The owner of the Subject Property (the "Applicant") sought relief from the former City of Scarborough, Wexford Community Zoning By-law No. 9511 and the City-wide Zoning By-law No. 569-2013 to permit the already expanded driveway in front of the existing dwelling (the "Application"). In a report prepared for the Committee from the Director of Community Planning, Scarborough District dated December 3, 2018, Planning Staff recommended that the Application be refused (the "Report"). The Report indicated that the Application's requested variances for the driveway width are not consistent with the prevailing characteristics of the established neighbourhood. Additionally, the Report indicated that the magnitude of the requested variances does not meet the general intent and purpose of the Official Plan and Zoning By-law, are not minor and do not represent appropriate development of the land. The Committee approved the Application (the "Decision").
Scarborough Community Council recommends that: 1. City Council authorize the City Solicitor, along with appropriate City Staff, and outside consultants, as necessary, to attend the Toronto Local Appeal Body in order to oppose the Application and related variances requested in Committee Application No. A0317/18SC respecting 25 Manhattan Drive. 2. City Council authorize the City Solicitor to attempt to negotiate a resolution regarding the Application, and that the City Solicitor be authorized to resolve the matter on behalf of the City in her discretion after consulting with the Ward Councillor and with the Director of Community Planning, Scarborough District.

Directed the Acting Director, Traffic Management, Transportation Services, Scarborough District to report to the March 19, 2019 Scarborough Community Council meeting with a report on: a. Prohibiting stopping at all times on the south side of Bonis Avenue, between Kennedy Road and a point 475 metres west; b. Rescinding the existing parking prohibition in effect at all times on the south side of Bonis Avenue, between Kennedy Road and a point 475 metres west; c. Prohibiting stopping at all times on the south side of Bamburgh Circle, between Warden Avenue (north intersection) to Wintermute Boulevard; d. Rescinding the existing parking prohibition in effect at all times on the south side of Bamburgh Circle, between Warden Avenue (north intersection) and Wintermute Boulevard; and, e. Prohibiting stopping at all times on both sides of Redlea Avenue, between Steeles Avenue East and the south end of Redlea Avenue.
