Construction Staging Area - 10 to 20 Meadowglen Place
This staff report is about a matter that Scarborough Community Council has delegated authority from City Council to make a final decision. ME Living Limited Partnership are constructing a 28 storey and a 14 storey condominium buildings 10 to 20 Meadowglen Place. The site is located between Markham Road and Meadowglen Place north of Brimorton Drive. Transportation Services is requesting authorization to close the west sidewalk and a 2.7-metre-wide portion of the southbound curb lane on Meadowglen Place, between a point 35 metres north of Brimorton Drive a point 45 metres further north, for a period of 37 months (i.e., April 26, 2021 to May 31, 2024) to accommodate a construction staging area. The construction staging area on Meadowglen Place will require the northbound and southbound traffic lanes, abutting the site, be realigned to maintain two 3.5-metre-wide lanes, one lane each for northbound and southbound traffic. Pedestrian operations on the west side of Meadowglen Place will be maintained in a covered and protected walkway within the closed portion of the existing southbound lane. As part of the redevelopment of the subject area, Meadowglen Place has been realigned and extended further to the north and east, connecting to a new city road that runs westerly between Meadowglen Place and Markham Road. This new roadway is called Roman Abraham Boulevard. During the course of our investigation, it was noted that the signs currently posted on Meadowglen Place and Roman Abraham Boulevard do not reflect the current regulations. However, the posted signs are consistent with what was proposed as part of the development approval process. Recommendations 3 to 6, 8 and 19 will address these discrepancies.
Scarborough Community Council: 1. Authorized the closure of the west sidewalk and a 2.7-metre-wide portion of the southbound curb lane on Meadowglen Place, between a point 35 metres north of Brimorton Drive and a point 45 metres further north, from April 26, 2021 to May 31, 2024. 2. Designated Roman Abraham Boulevard, between Meadowglen Place and Markham Road as one-way westbound at all times. 3. Rescinded the existing parking prohibition in effect at all times on the east side of Meadowglen Place, between Brimorton Drive and north end of Meadowglen Place. 4. Rescinded the existing maximum one-hour parking regulation in effect at all times on the west side of Meadowglen Place, between Brimorton Drive and a point 50 metres north of Brimorton Drive. 5. Rescinded the existing parking prohibition in effect at all times on the west side of Meadowglen Place, between a point 50 metres north of Brimorton Drive and a point 65 metres north of Brimorton Drive. 6. Rescinded the existing maximum one-hour parking regulation in effect at all times, on the west side of Meadowglen Place, between a point 65 metres north of Brimorton Drive and the northwest end of Meadowglen Place. 7. Prohibited stopping at all times on both sides of Meadowglen Place, between Brimorton Drive and a point 105 metres north. 8. Prohibited parking at all times on both sides of Meadowglen Place, between a point 105 metres north of Brimorton Drive and north end of Meadowglen Place. 9. Prohibited parking at all times on both sides of Roman Abraham Boulevard, between Meadowglen Place and Markham Road. 10. Directed the applicant to pressure wash the construction site and adjacent sidewalks and roadways weekly, or more frequently as needed to be cleared of any construction debris and made safe. 11. Directed the applicant to ensure that the existing sidewalks or the proposed pedestrian walkways have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 12. Directed the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications. 13. Directed the applicant to install appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 14. Directed the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 15. Directed the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 16. Directed the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired. 17. Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 18. Directed the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 19. Upon completion of the construction project, the following amendments to traffic and parking regulations be authorized: a. rescind the stopping prohibition at all times on both sides of Meadowglen Place, between Brimorton Drive and a point 105 metres north; b. prohibit parking and all times on the west side of Meadowglen Place, between Brimorton Drive and a point 105 metres north; and c. prohibit parking at all times on the east side of Meadowglen Place, between Brimorton Drive and a point 55 metres north.

Installation of Pedestrian Sidewalk on Falaise Road
Residents have voiced their concerns regarding pedestrian safety due to the lack of sidewalks on Falaise Road. The local road is a 600 metre stretch from Kingston Road to Warnsworth Street neighbouring two schools, West Hill Collegiate and St. Margaret's Public School, and is heavily utilized by pedestrians as a means of exercise, recreation and a passway to facilities and transportation means. Area residents have submitted a petition, receiving 30% resident support, requesting Transportation Services install a sidewalk on this Falaise Road. Transportation Services staff confirmed their support and have placed the project on a list to be studied and programmed, but report that delivery will take up to 5 years to implement as current projects and programming are subscribed into 2023. Staff noted that the best chance for installation would be during a road reconstruction, which has not occurred on Falaise Road since 1994. In Fall 2020, a pedestrian was struck on Falaise Road where police and paramedics were called to the scene. The community has stressed their concerns for some time to address the lack of pedestrian safety measures and vehicle volume and usage on Falaise Road. Consequently, new parking amendments are being adopted on Falaise Road to improve vehicle movement by maintaining a clear passage for vehicles. While these amendments improve vehicle movement, there are no meansures in place to ensure safety for the high volume of pedestrians who live and utlize this road. As it has been expressed, the absence of sidewalks has placed the safety of pedestrians at risk, leading area residents and myself to request for the installation of Pedestrian Sidewalks on Falaise Road be implemented no later than 2022.
Scarborough Community Council recommends that: 1. City Council request Transportation Services and Engineering and Construction Services and required Divisions to install a Pedestrian Sidewalk on Falaise Road from Kingston Road to Warnsworth Street and, a. that all required planning and design be completed by 2022 for the installation, construction and completion in 2022; and b. that all required divisions add this project to their 2022 project list for completion in 2022.

Pedestrian Crossing Protection - Morrish Road and Euclid Avenue
As the Toronto Transit Commission (TTC) operates a transit service on Morrish Road, City Council approval of this report is required. Transportation Services has reviewed the need for pedestrian crossing protection at Morrish Road and Euclid Avenue. Based on the assessment undertaken, Transportation Services does not recommend the installation of pedestrian crossing protection at Morrish Road and Euclid Avenue as the warrant criteria was not met for a pedestrian crossover (PXO).

Vision Zero Road Safety Plan Right-Turn-on-Red Prohibitions - Scarborough
This staff report is about right-turn-on-red prohibitions affecting roadways where the Toronto Transit Commission operates bus service, requiring City Council approval. One focus action in the Vision Zero 2.0 Road Safety Plan approved by Council in July 2019 is addressing turning collisions at signalized intersections. This can be addressed through the utilization of several tools, including the strategic application of right-turn-on-red prohibitions. The purpose of this report is to recommend right-turn-on-red prohibitions at three intersections in Scarborough Community Council area and presents the decision making process for selection of these intersections.
Scarborough Community Council recommends that: 1. City Council prohibit right turns on a red signal at the following locations: a. Eglinton Avenue East and Danforth Road for southbound and northbound traffic; and b. Danforth Road and Trudelle Street for westbound traffic. 2. City Council request the Ministry of Transportation to prohibit right turns on a red signal at the following location: a. Victoria Park Avenue and Highway 401 Westbound Off-ramp for westbound traffic.

Safety Improvements and Sound Mitigation on Hwy 2A
In response to concerns brought forward by members of the community, I am bringing forward a motion for staff to report back on studies previously conducted, and future plans, to address noise and lighting concerns on Hwy 2A. Hwy 2A is classified as a City Expressway, serving over 40,000 vehicles per day. In Scarborough - Rouge Park, a 2.2 km stretch of this expressway runs adjacent to a local subdivision. Local residents have indicated safety concerns, particularly regarding noise at all hours and no street light infrastructure along the expressway. There is increasing concern about the impacts of environmental noise on health in urban areas. As detailed by the 2017 Toronto Public Health report, "How Loud is Too Loud? Health Impacts of Environmental Noise in Toronto", the growing body of evidence indicates that exposure to excessive environmental noise does not only impact quality of life and cause hearing loss, but also has other health impacts, such as cardiovascular effects, cognitive impacts, sleep disturbance and mental health effects. As a City, reducing the exposure of environmental noise to residents is multi-pronged and includes periodic assessment of the noise environment through monitoring, modelling and implementing infrastructure additions.

Requested the Director, Planning and Capital Program, Transportation Services to report back in June 2021 regarding: a. the location of existing noise barriers on the Hwy 2A corridor; b. previous, on-going and planned noise studies assessing the need for sound barrier infrastructure, including the scope, the timeline, locations of the studies, findings and recommendations for infrastructure; and c. recommendations for additional noise studies and additional infrastructure to mitigate noise impacts. 2.
