Final Report - 2180 Lawrence Avenue East - Zoning Amendment
This application proposes to amend current site specific zoning by-law provisions for the property at 2180 Lawrence Avenue East (see Attachment 1: Location Map) to increase the number of permitted dwelling units from 286 dwelling units, as previously approved by Council at its meeting on July 27, 2018, to 429 units, together with related adjustments to certain development standards. The 21-storey apartment building on Lawrence Avenue East ("Building A") and 7-storey apartment building on Birchmount Road ("Building B") previously approved in 2018 would be retained with generally consistent building forms, gross floor area, heights and massing. The previous number of stacked townhouse units in three blocks interior to the site would now be reduced to two blocks only. Overall proposed gross floor area remains largely unchanged, with the increased number of dwelling unit achieved through an approximate one-third reduction in average unit sizes, and altering the overall mix of units previously proposed including the introduction of 25% of the (non-townhouse) units as new 'studio' (i.e. 'bachelor') apartments. Previously approved retail commercial floor space would also now be utilized for residential purposes only. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). Staff have considered the application within the context of applicable Official Plan policies and the City's Tall Building Guidelines, as well as the Avenue and Mid-rise Building Guidelines. The proposal responds to the distinct characteristics of the site, deploying the proposed density in appropriate building types that are compatible with adjacent and nearby land uses. This report reviews and recommends approval of the application to amend the Zoning By-law.

The City Planning Division recommends that: 1. City Council amend City of Toronto Zoning By-law 569-2013, as amended, for the lands at 2180 Lawrence Avenue East substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 4 to the report dated March 23, 2021 from the Director, Community Planning, Scarborough District. 2. City Council amend the City of Scarborough Wexford Community Zoning By-law 9511, as amended, for the lands at 2180 Lawrence Avenue East substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 5 to the report dated March 23, 2021 from the Director, Community Planning, Scarborough District. 3. City Council authorizes the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required. 4. Before introducing the necessary Bills to City Council for enactment, require the Owner to enter into and register on title an amending agreement pursuant to Section 37 of the Planning Act to secure the following additional facilities, services and matters at the owner's expense: a. Prior to issuance of an above grade building permit, other than a building permit for a temporary sales office, the owner shall pay to the City a cash payment of seven hundred thousand dollars ($700,000.00) to be allocated towards the provision of new affordable housing and/or the Toronto Community Housing Corporation revolving capital fund for repairs to Toronto Community Housing Corporation housing in the local Ward, at the discretion of the Chief Planner and Executive Director, City Planning in consultation with the local Ward Councillor; b. The financial contribution identified in subsection a. above shall be indexed upwardly from the date of execution of the Section 37 Agreement to the date the payment is made in accordance with the residential Construction Price Index for the Toronto Census Metropolitan Area, reported quarterly by Statistics Canada in Building Construction Price Indexes Table: 18- 10-0135-01, or its successor; c. In the event the cash contribution referred to in subsection a. has not been used for the intended purpose within three (3) years of this By-law coming into full force and effect, the cash contribution may be redirected for another purpose, at the discretion of the Chief Planner and Executive Director of City Planning, in consultation with the local Ward Councillor, provided that the purpose(s) is/are identified in the Toronto Official Plan and will benefit the community in the vicinity of the lands; d. The amending agreement shall reflect and maintain all prior Council-approved commitments (with the exception of subsection e. below), relating to improvements to McGregor Park Public Library and Birchmount Hub, provision of on-site public art, commitment to Tier 1 performance measures of the Toronto Green Standard, and provision of a Privately Owned Publicly-accessible (POPS) space on site; and e. The amending agreement shall also redirect the previously committed $90,000 (as allocated to a rubberized surface installation at Maidavale Park and to have been collected upon the effective date of the 2018 zoning amendments), to now be used for park and/or playground improvements in the vicinity of the development and to be collected at the building permit stage.

Final Report - 1744 to 1750 Ellesmere Road - Class 4 Noise Area Classification (NPC-300)
This report provides information on a development at 1744 to 1750 Ellesmere Road for a 15-storey residential building containing 242 affordable rental housing units, and recommends that City Council designate the subject lands as a Class 4 Area under relevant provincial noise guidelines administered by the Ministry of Environment, Conservation and Parks (MECP). A Class 4 Area designation allows for higher daytime and night-time sound level limits than would otherwise be permitted in relation to a noise sensitive land use such as residential dwellings and associated outdoor living areas. The impact of such higher levels is mitigated by specified noise control measures. A Noise and Vibration Impact Study was prepared in support of the development at 1744 to 1750 Ellesmere Road which opines that the site is an appropriate candidate for a Class 4 Area designation. A peer review of this study supported this conclusion. A Class 4 Area designation will allow existing commercial facilities in the vicinity of the site and the TTC McCowan Yard to the north of the site, to rely on the associated sound level limits in applications for required provincial approvals, including operating certificates.

Intention to Designate Under Part IV, Section 29 of the Ontario Heritage Act - 3315 Midland Avenue
This report recommends that City Council state its intention to designate the property at 3315 Midland Avenue under Part IV, Section 29 of the Ontario Heritage Act. The subject property is located on the east side of Midland Avenue at the north-east corner with South Shields Avenue in the Agincourt neighbourhood and contains a one-and-a-half storey house dating to c. 1875. In 2006, City Council listed the property at 3315 Midland Avenue, containing a house historically known as the George L'Amoreaux farm house (c.1875), on the City of Toronto's Inventory of Heritage Properties (now known as the Heritage Register). The property has been identified as having archaeological potential in accordance with the City of Toronto's Archaeological Master Plan. Following research and evaluation, it has been determined that the property at 3315 Midland Avenue meets Ontario Regulation 9/06, the criteria prescribed for municipal designation under Part IV, Section 29 of the Ontario Heritage Act for its design, associative and contextual value. The owner of the property at 3315 Midland Avenue has submitted a Notice of Intention to demolish a listed heritage property under the Ontario Heritage Act. The application is incomplete. In accordance with Official Plan Heritage Policies, properties on the Heritage Register will be conserved and maintained. Designation enables City Council to review alterations to the site, enforce heritage property standards and maintenance, and refuse demolition.
Scarborough Community Council recommends that: 1. This report recommends that City Council include the property at 2685 Kingston Road (the Scarboro Foreign Mission) on the City of Toronto's Heritage Register, state its intention to designate the property under Part IV, Section 29 of the Ontario Heritage Act, approve the alterations proposed for the heritage property in connection with a proposed development of the subject property and grant authority to enter into a Heritage Easement Agreement for the subject property. The property at 2685 Kingston Road was owned and occupied by the Scarboro Foreign Mission Society from 1923 until 2018. The property contains the seminary constructed in 1923-4 in a Georgian Revival style according to the designs of James M. Cowan, with later additions. It also contains the Gothic Revival style chapel and adjacent residence designed by James H. Haffa and constructed in 1958-9. Located in the Cliffcrest neighbourhood at the south-west corner of Kingston Road and Brimley Road South, the Mission is part of a collection of educational buildings located at this corner, including the prominent landmark of St. Augustine's Seminary, a designated heritage property, the St. John Henry Newman Catholic High School, the St. Theresa Shrine Catholic School and the Chine Drive Public School. The property is currently owned by the Toronto Catholic District School Board. The Scarboro Foreign Mission complex of buildings will be partially retained and adaptively reused as a new school. The 1923-4 seminary building and 1958-9 chapel will be retained and conserved. The 1958-9 office-residential wing, including the bell tower and stone Gothic porch, will be demolished to accommodate construction of the new school. A new addition will link the seminary building and chapel, a three-storey addition will be located to the rear of the seminary building and chapel and a new one-storey, double-height gymnasium building will be located to the west of the heritage buildings, in the location of the existing 1958-9 office-residential wing. Another new addition will be located further to the rear of the heritage buildings. The proposal involves alterations to allow the adaptive reuse of the retained buildings as part of a new school and compatible new construction that is subordinate to the seminary building and chapel. The designation of the Scarboro Foreign Mission property at 2685 Kingston Road would identify all of the property's cultural heritage values and heritage attributes. Designation enables City Council to review proposed alterations for the property, enforce heritage property standards and maintenance, and refuse demolition.

City Council approve the alterations to the heritage property at 2685 Kingston Road, in accordance with Section 33 of the Ontario Heritage Act, to allow for the construction of a school incorporating portions of the existing building complex on the lands known municipally in the year 2021 as 2685 Kingston Road, with such alterations substantially in accordance with plans and drawings dated October 30, 2020, prepared by Montgomery Sisam Architects Inc., and on file with the Senior Manager, Heritage Planning; and the Heritage Impact Assessment, prepared by Goldsmith Borgal & Company Ltd. Architects, dated October 30, 2020, and on file with the Senior Manager, Heritage Planning, all subject to and in accordance with a Conservation Plan satisfactory to the Senior Manager, Heritage Planning and subject to the following additional conditions: a. That prior to final Site Plan approval for the property located at 2685 Kingston Road the owner shall: 1. Enter into a Heritage Easement Agreement with the City for the property at 2685 Kingston Road in accordance with the plans and drawings dated October 30, 2020, prepared by Montgomery Sisam Architects Inc. and on file with the Senior Manager, Heritage Planning, the Heritage Impact Assessment prepared by Goldsmith Borgal & Company Ltd. Provide a detailed landscape plan for the subject property, satisfactory to the Senior Manager, Heritage Planning; and 6. Provide an Interpretation Plan for the subject property, to the satisfaction of the Senior Manager, Heritage Planning and thereafter shall implement such Plan to the satisfaction of the Senior Manager, Heritage Planning. b. That prior to the issuance of any permit for all or any part of the property at 2685 Kingston Road, including a heritage permit or a building permit, but excluding permits for repairs and maintenance and usual and minor works for the existing heritage building as are acceptable to the Senior Manager, Heritage Planning, the owner shall: 1. Provide building permit drawings, including notes and specifications for the conservation and protective measures keyed to the approved Conservation Plan required in Recommendation 6.a.2, including a description of materials and finishes, to be prepared by the project architect and a qualified heritage consultant to the satisfaction of the Senior Manager, Heritage Planning; 2. Provide a Letter of Credit, including provision for upwards indexing, in a form and amount and from a bank satisfactory to the Senior Manager, Heritage Planning to secure all work included in the approved Conservation Plan, Lighting Plan, Interpretation Plan and Landscape Plan; and 3. Provide full documentation of the existing heritage property, including two (2) printed sets of archival quality 8" x 10" colour photographs with borders in a glossy or semi-gloss finish and one (1) digital set on a CD in tiff format and 600 dpi resolution keyed to a location map, elevations and measured drawings, and copies of all existing interior floor plans and original drawings as may be available, to the satisfaction of the Senior Manager, Heritage Planning. c. That prior to the release of the Letter of Credit required in Recommendation 6.b.2, the owner shall: 1. Provide a letter of substantial completion prepared and signed by a qualified heritage consultant confirming that the required conservation work and the required interpretive work has been completed in accordance with the Conservation Plan and Interpretation Plan and that an appropriate standard of conservation has been maintained, all to the satisfaction of the Senior Manager, Heritage Planning; and 2. Provide replacement Heritage Easement Agreement photographs to the satisfaction of the Senior Manager, Heritage Planning. 7. City Council authorize the entering into of a heritage easement agreement under Section 37 of the Ontario Heritage Act with the owner of 2685 Kingston Road in a form and content satisfactory to the City Solicitor and the Chief Planner and Executive Director, City Planning. 8. Preliminary Report - 672 to 676 Birchmount Road - Zoning Amendment Application
This report provides information and identifies a preliminary set of issues regarding the rezoning application located at 672 to 676 Birchmount Road to permit redevelopment of three, largely vacant detached single-family dwelling properties, with a 4-storey apartment building comprising 127 dwelling units. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.
Scarborough Community Council directed that: 1. Staff schedule a community consultation meeting for the application located at 672 to 676 Birchmount Road together with the Ward Councillor. 2. Staff provide notice for the community consultation meeting to landowners and residents within 300 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant. 3. The subject application be considered concurrently within the context of a City-initiated Official Plan amendment to be undertaken by Planning staff which identifies and evaluates appropriate residential density, built form and new public street, opportunities to guide potential overall coordinated redevelopment of the subject and flanking lands within the Neighbourhoods designation.

This report provides information and identifies a preliminary set of issues regarding the Zoning By-law Amendment and Draft Plan of Subdivision applications for the northerly (2.9-hectare) portion of the lands at 1891 Eglinton Avenue East, designated Mixed Use Areas. The southern segment of the site designated General Employment Areas is not included in this application. The proposal consists of four (4) development blocks, including (one) 1 block for public parkland, and three new streets. Five (5) buildings are proposed with heights that range from ten to 48 storeys. The existing one-storey industrial building would be demolished. The applications are related to Official Plan Amendment Application No. 20 158264 ESC 20 OZ. Staff are currently reviewing the applications, which have been circulated to all appropriate agencies and City divisions for comment.

This report provides information and identifies a preliminary set of issues regarding the subject two applications which together propose approximately 5,000 dwelling units in fourteen 15- to 45-storey mixed use towers that include approximately 10,700 square metres of retail commercial space, 4,624 square metres of community facilities space, and an approximately 1.46 hectare public park. The subject applications have also been submitted jointly with an Official Plan Amendment and rezoning application for 641 to 663 Danforth Road. The three applications together propose a coordinated overall redevelopment concept master plan for a new mixed use community within the area known locally and historically as "Scarborough Junction", as illustrated on Attachment 12: Artist's Perspective Rendering - Overall Development Concept. Of note, the application at 641 to 663 Danforth Road will require separate preliminary consideration at the Planning and Housing Committee meeting on April 22, 2021 in view of the current Municipal Comprehensive Review ("MCR") initiated on August 4, 2020. The combined proposals provide for approximately 6,600 new dwelling units overall in up to 17 new high-rise mixed use apartment towers ranging in height from 12 to 48-storeys on stand-alone or shared podiums of varying heights. The overall development proposed comprises approximately 480,000 square metres of residential uses, 15,300 square metres of retail space, new GO station entrance building and approximately 4,600 square metres of community use space, representing an overall density ("FSI") of 4.88 times over the combined site area. A draft plan of subdivision has also been proposed for the area south of St. Clair Avenue East, east of Danforth Road, to establish 8 new development blocks, introduce new public streets and create approximately 1.46 hectares of new parkland. The applicant has entered into an agreement with Metrolinx under the Province's Transit Oriented Communities Program. This authorizes the applicant to obtain planning approvals for an integrated development, including a new GO station building and transit plaza which connect to the tunnels under the rail corridor. For ease of reference to distinguish between the subject two applications for 3583 to 3595 St. Clair Avenue East and 411 to 415 Kennedy Road/636 to 646 Danforth Road, they will be referred to throughout this report as the "St. Clair" and "Danforth Triangle" applications respectively. (The application for at 641 to 663 Danforth Road will similarly be referred to as "641 Danforth".) Staff are currently reviewing the subject applications together with Draft Plan of Subdivision Application 20 211336 ESC 20 SB that also includes the 641 Danforth lands. Construction Staging Area - 10 to 20 Meadowglen Place
This staff report is about a matter that Scarborough Community Council has delegated authority from City Council to make a final decision. ME Living Limited Partnership are constructing a 28 storey and a 14 storey condominium buildings 10 to 20 Meadowglen Place. The site is located between Markham Road and Meadowglen Place north of Brimorton Drive. Transportation Services is requesting authorization to close the west sidewalk and a 2.7-metre-wide portion of the southbound curb lane on Meadowglen Place, between a point 35 metres north of Brimorton Drive a point 45 metres further north, for a period of 37 months (i.e., April 26, 2021 to May 31, 2024) to accommodate a construction staging area. The construction staging area on Meadowglen Place will require the northbound and southbound traffic lanes, abutting the site, be realigned to maintain two 3.5-metre-wide lanes, one lane each for northbound and southbound traffic. Pedestrian operations on the west side of Meadowglen Place will be maintained in a covered and protected walkway within the closed portion of the existing southbound lane. As part of the redevelopment of the subject area, Meadowglen Place has been realigned and extended further to the north and east, connecting to a new city road that runs westerly between Meadowglen Place and Markham Road. This new roadway is called Roman Abraham Boulevard. During the course of our investigation, it was noted that the signs currently posted on Meadowglen Place and Roman Abraham Boulevard do not reflect the current regulations. However, the posted signs are consistent with what was proposed as part of the development approval process. Recommendations 3 to 6, 8 and 19 will address these discrepancies.

Upon completion of the construction project, the following amendments to traffic and parking regulations be authorized: a. rescind the stopping prohibition at all times on both sides of Meadowglen Place, between Brimorton Drive and a point 105 metres north; b. prohibit parking and all times on the west side of Meadowglen Place, between Brimorton Drive and a point 105 metres north; and c. prohibit parking at all times on the east side of Meadowglen Place, between Brimorton Drive and a point 55 metres north.

Installation of Pedestrian Sidewalk on Falaise Road
Residents have voiced their concerns regarding pedestrian safety due to the lack of sidewalks on Falaise Road. The local road is a 600 metre stretch from Kingston Road to Warnsworth Street neighbouring two schools, West Hill Collegiate and St. Margaret's Public School, and is heavily utilized by pedestrians as a means of exercise, recreation and a passway to facilities and transportation means. Area residents have submitted a petition, receiving 30% resident support, requesting Transportation Services install a sidewalk on this Falaise Road. Transportation Services staff confirmed their support and have placed the project on a list to be studied and programmed, but report that delivery will take up to 5 years to implement as current projects and programming are subscribed into 2023. Staff noted that the best chance for installation would be during a road reconstruction, which has not occurred on Falaise Road since 1994. In Fall 2020, a pedestrian was struck on Falaise Road where police and paramedics were called to the scene. The community has stressed their concerns for some time to address the lack of pedestrian safety measures and vehicle volume and usage on Falaise Road. Consequently, new parking amendments are being adopted on Falaise Road to improve vehicle movement by maintaining a clear passage for vehicles. While these amendments improve vehicle movement, there are no meansures in place to ensure safety for the high volume of pedestrians who live and utlize this road. As it has been expressed, the absence of sidewalks has placed the safety of pedestrians at risk, leading area residents and myself to request for the installation of Pedestrian Sidewalks on Falaise Road be implemented no later than 2022.
Scarborough Community Council recommends that: 1. City Council request Transportation Services and Engineering and Construction Services and required Divisions to install a Pedestrian Sidewalk on Falaise Road from Kingston Road to Warnsworth Street and, a. that all required planning and design be completed by 2022 for the installation, construction and completion in 2022; and b. that all required divisions add this project to their 2022 project list for completion in 2022.

As the Toronto Transit Commission (TTC) operates a transit service on Morrish Road, City Council approval of this report is required. Transportation Services has reviewed the need for pedestrian crossing protection at Morrish Road and Euclid Avenue. Based on the assessment undertaken, Transportation Services does not recommend the installation of pedestrian crossing protection at Morrish Road and Euclid Avenue as the warrant criteria was not met for a pedestrian crossover (PXO).

Vision Zero Road Safety Plan Right-Turn-on-Red Prohibitions - Scarborough
This staff report is about right-turn-on-red prohibitions affecting roadways where the Toronto Transit Commission operates bus service, requiring City Council approval. One focus action in the Vision Zero 2.0 Road Safety Plan approved by Council in July 2019 is addressing turning collisions at signalized intersections. This can be addressed through the utilization of several tools, including the strategic application of right-turn-on-red prohibitions. The purpose of this report is to recommend right-turn-on-red prohibitions at three intersections in Scarborough Community Council area and presents the decision making process for selection of these intersections.

Eglinton Avenue East and Danforth Road for southbound and northbound traffic; and b. Danforth Road and Trudelle Street for westbound traffic. 2. Safety Improvements and Sound Mitigation on Hwy 2A
In response to concerns brought forward by members of the community, I am bringing forward a motion for staff to report back on studies previously conducted, and future plans, to address noise and lighting concerns on Hwy 2A. Hwy 2A is classified as a City Expressway, serving over 40,000 vehicles per day. In Scarborough - Rouge Park, a 2.2 km stretch of this expressway runs adjacent to a local subdivision. Local residents have indicated safety concerns, particularly regarding noise at all hours and no street light infrastructure along the expressway. There is increasing concern about the impacts of environmental noise on health in urban areas. As detailed by the 2017 Toronto Public Health report, "How Loud is Too Loud? Health Impacts of Environmental Noise in Toronto", the growing body of evidence indicates that exposure to excessive environmental noise does not only impact quality of life and cause hearing loss, but also has other health impacts, such as cardiovascular effects, cognitive impacts, sleep disturbance and mental health effects. As a City, reducing the exposure of environmental noise to residents is multi-pronged and includes periodic assessment of the noise environment through monitoring, modelling and implementing infrastructure additions.
