Final Report - 2180 Lawrence Avenue East - Zoning Amendment
This application proposes to amend current site specific zoning by-law provisions for the property at 2180 Lawrence Avenue East (see Attachment 1: Location Map) to increase the number of permitted dwelling units from 286 dwelling units, as previously approved by Council at its meeting on July 27, 2018, to 429 units, together with related adjustments to certain development standards. The 21-storey apartment building on Lawrence Avenue East ("Building A") and 7-storey apartment building on Birchmount Road ("Building B") previously approved in 2018 would be retained with generally consistent building forms, gross floor area, heights and massing. The previous number of stacked townhouse units in three blocks interior to the site would now be reduced to two blocks only. Overall proposed gross floor area remains largely unchanged, with the increased number of dwelling unit achieved through an approximate one-third reduction in average unit sizes, and altering the overall mix of units previously proposed including the introduction of 25% of the (non-townhouse) units as new 'studio' (i.e. 'bachelor') apartments. Previously approved retail commercial floor space would also now be utilized for residential purposes only. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). Staff have considered the application within the context of applicable Official Plan policies and the City's Tall Building Guidelines, as well as the Avenue and Mid-rise Building Guidelines. The proposal responds to the distinct characteristics of the site, deploying the proposed density in appropriate building types that are compatible with adjacent and nearby land uses. This report reviews and recommends approval of the application to amend the Zoning By-law.
Scarborough Community Council recommends that: 1. City Council amend City of Toronto Zoning By-law 569-2013, as amended, for the lands at 2180 Lawrence Avenue East substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 4 to the report dated March 23, 2021 from the Director, Community Planning, Scarborough District. 2. City Council amend the City of Scarborough Wexford Community Zoning By-law 9511, as amended, for the lands at 2180 Lawrence Avenue East substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 5 to the report dated March 23, 2021 from the Director, Community Planning, Scarborough District. 3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required. 4. Before introducing the necessary Bills to City Council for enactment, require the Owner to enter into and register on title an amending agreement pursuant to Section 37 of the Planning Act to secure the following additional facilities, services and matters at the owner's expense: a. Prior to issuance of an above grade building permit, other than a building permit for a temporary sales office, the owner shall pay to the City a cash payment of seven hundred thousand dollars ($700,000.00) to be allocated towards the provision of new affordable housing and/or the Toronto Community Housing Corporation revolving capital fund for repairs to Toronto Community Housing Corporation housing in the local Ward, at the discretion of the Chief Planner and Executive Director, City Planning in consultation with the local Ward Councillor; b. The financial contribution identified in subsection a. above shall be indexed upwardly from the date of execution of the Section 37 Agreement to the date the payment is made in accordance with the residential Construction Price Index for the Toronto Census Metropolitan Area, reported quarterly by Statistics Canada in Building Construction Price Indexes Table: 18- 10-0135-01, or its successor; c. In the event the cash contribution referred to in subsection a. has not been used for the intended purpose within three (3) years of this By-law coming into full force and effect, the cash contribution may be redirected for another purpose, at the discretion of the Chief Planner and Executive Director of City Planning, in consultation with the local Ward Councillor, provided that the purpose(s) is/are identified in the Toronto Official Plan and will benefit the community in the vicinity of the lands; d. The amending agreement shall reflect and maintain all prior Council-approved commitments (with the exception of subsection e. below), relating to improvements to McGregor Park Public Library and Birchmount Hub, provision of on-site public art, commitment to Tier 1 performance measures of the Toronto Green Standard, and provision of a Privately Owned Publicly-accessible (POPS) space on site; and e. The amending agreement shall also redirect the previously committed $90,000 (as allocated to a rubberized surface installation at Maidavale Park and to have been collected upon the effective date of the 2018 zoning amendments), to now be used for park and/or playground improvements in the vicinity of the development and to be collected at the building permit stage.

Preliminary Report - 3175 to 3181 Sheppard Avenue East - Zoning By-law Amendment Application
This report provides information and identifies a preliminary set of issues regarding the application located at 3175 to 3181 Sheppard Avenue East. The proposal seeks to amend the Zoning By-law to permit the development of subject lands with 35 apartment units comprising of back to back and standard townhouse units. The proposed dwellings will range in configuration and size from approximately 128 to 311 square metres. Vehicular access will be from Abbotsfield Gate Lane. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

All-Way Stop Control - Barkdene Hills and Gradwell Drive
As the Toronto Transit Commission (TTC) operates a transit service on Barkdene Hills and Gradwell Drive, City Council approval of this report is required. Transportation Services has reviewed the need for all-way stop control at the intersection of Barkdene Hills and Gradwell Drive. Based on the assessment undertaken, Transportation Services does not recommend the installation of all-way stop control at this intersection as the warrant criteria was not met.

Parking Amendment - Brooklawn Avenue
As the Toronto Transit Commission (TTC) operates a transit service on Brooklawn Avenue, City Council approval of this report is required. Transportation Services is recommending that standing be prohibited on one side of Brooklawn Avenue which is negatively impacted by the overwhelming number of people visiting Bluffers Park and parking on both sides of the road for extended periods during seasonal weekends and public holidays. The proposed changes will deter parking on one side of the road and allow for improved two-way traffic flow and reduce congestion during Bluffers Parks most busy times on weekends and public holidays from May 1 to September 30.

Parking Amendments - Stamford Square South
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending short-term parking be provided on the south side, and no stopping on the north side of Stamford Square South in the vicinity of Our Lady of Fatima Catholic School. The proposed changes will allow for parents/guardians to pick-up/drop-off students near the schools frontage and prevent students from crossing the road after getting picked-up/dropped-off by parents. The proposed changes will allow for two-way traffic flow and reduce congestion on Stamford Square South during the schools start and end times.

Overnight Parking Review - Roads in Ward 22
The prohibition of on-street overnight parking south of Finch Avenue East was considered and approved by Scarborough Community Council on September 16, 2019. Subsequently, the previous Councillor received numerous emails from residents expressing their concerns that there was insufficient off-street parking available. COVID-19 only served to exacerbate the problem as family members consolidated their living arrangements to look after one another and unemployed family members returned home due to financial pressures. Therefore, I am asking the members of Scarborough Community Council to support the revocation of the prohibition of overnight on-street parking south of Finch Avenue East, east of Victoria Park, west of Midland Avenue and north of Highway 401.

The traffic control signals will provide enhanced safety for all road users and is justified based on the assessment undertaken. The segment of Morningside Avenue between Steeles Avenue East and Passmore Avenue has been constructed by the applicant of 6531 Steeles Avenue East as a private road to service their site and will ultimately be conveyed to the City through the development application approval process.

This staff report is about speed limit reductions for which Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. The Vision Zero Road Safety Plan Speed Management Strategy focuses on how higher speeds contribute to higher risk of serious injuries and fatalities, and that setting lower speed limits is a key tool for reducing operating speeds on Toronto's roadways. The Vision Zero Speed Management Strategy includes a program for reducing speed limits on local roads, as defined in the City's Road Classification System and public lanes or public alleys, to 30 km/h on a neighbourhood basis. With this approach the City is no longer required to sign every individual street within that designated area but only the entry and exit points to/from the designated area where speed limits change and any internal roads with a different speed limit. The purpose of this report is to recommend area-based speed limit reductions to 30 km/h on public lanes or public alleys and local roads in Scarborough Community Council area as part of the Vision Zero Road Safety Plan Speed Management Strategy.
Scarborough Community Council: 1. Engaging Scarborough Councillors and Businesses in Economic Development Initiatives
As requested by SC23.32 staff from Economic Development and Culture will give a presentation on the following: How Economic Development staff are engaging Scarborough Community Councillors and businesses in economic development initiatives. How 2020 Economic Development programs were implemented in Scarborough and how successful they were relative to other areas of the City, including, but not limited to: CafeTO, CurbTO, DriveInTO, ShowLoveTO, StrollTO, BigArtTO, MakeArtTO, City Hall Spotlight. How the lessons learned from 2020 have been incorporated into 2021 plans, and what the 2021 plans are to support Scarborough businesses. How more Business Improvement Areas in Scarborough can be created and what resources can be provided to them. The following staff will be presenting: Cheryl Blackman, Acting General Manager, Economic Development and Culture; and Tobias Novogrodsky, Director, Business Growth Services, Economic Development and Culture.

Improving safety on Rouge Hills Drive
Many residents of the West Rouge neighbourhood have highlighted traffic safety concerns to my office about Rouge Hills Drive. This concern is magnified in the summer months when Toronto residents visit the beach in large numbers and park illegally creating congestion and limiting the ability of emergency services to navigate Rouge Hills Drive. Parks Canada continues to work on measures to mitigate parking issues in the area. Logs have been placed at the south end of Rouge Hills Drive to further delineate no parking areas, but more needs to be done. On May 7, 2021, staff from Toronto Police Services, Parks Canada and the City of Toronto (Transportation, PFNR) conducted a site visit to investigate traffic safety concerns. They agree that improved signage and creation of no-standing zones can help deter illegal parking, thereby keeping the intersection and road clearer for emergency services and pedestrians to navigate. On that basis, I am presenting these recommendations that have been reviewed and supported by City of Toronto Transportation and Toronto Police services. The change to no-standing signage will provide a further deterrent for illegal parking by increasing the ability to ticket and tow.
Scarborough Community Council: 1. Rescinded the existing parking prohibition in effect at all times on the east side of Rouge Hills Drive between Lawrence Avenue East and Island Road. 2. Prohibited standing at all times on the east side of Rouge Hills Drive between Lawrence Avenue East and Island Road. 3. Prohibited standing at all times on the west side of Rouge Hills Drive between Lawrence Avenue East and a point 38 metres north.

Bluffer's park has become a beautiful destination spot for many visitors from near and far. As a result, the surrounding residential area is subject to severe traffic congestion and parking issues during the summer months. I have directed Transportation Services to review the parking by-laws on Sunnypoint Crescent, and support their recommendation that a no standing by-law be implemented, as per the following report. I am requesting this be submitted as a new business item.
