Implementation of Speed Humps on Winona Drive, between Glenhurst Avenue and Barrie Avenue
I am writing to respectfully seek your support on this request for the installation of speed humps on Winona Drive, between Glenhurst Ave and Barrie Ave. An overwhelming number of residents of the street presented a petition requesting this over two years ago as a result of speeding and other forms of reckless driver behavior on the street that endangers kids. In consultation with the previous Councillor for Ward 9, we referred the petition to staff for a study. While the staff report did not warrant the installation of speed humps, residents continued to report close shaves and produced vide evidence to that effect. As a result, my office consulted further with traffic operations staff, who assisted us in coming up with the recommendations. My office has also consulted with the new Councillor for Ward 9, who has no objections.
The Toronto East York Community Council: 1. Waived the polling requirement under the City's Traffic Calming Policy and authorize the installation of traffic calming (speed humps) on Winona Drive, between Glenhurst Avenue and Barrie Avenue. 2. Directed the City Solicitor to prepare a by-law to alter a section of the roadway on Winona Drive, between Glenhurst Avenue and Barrie Avenue, to install two speed humps, generally as shown on the copy of 'Drawing No. TC-109' dated November 2022 from the Director, Traffic Management, Transportation Services.

Placement of a Temporary Crossing Guard at the Intersection of Benson Avenue and Hendrick Avenue
I am writing to respectfully request the placement of a temporary school crossing guard at the Intersection of Benson and Hendrick Ave beyond December 2022. Sometime last year, a driver hit a 3-year old McMurrich student, while driving a car at the intersection of Benson and Hendrick Avenues. This incident brought to light serious safety flaws at that particular intersection, and around the school zone in general. My office has been working with traffic operations staff, the School Council, and the Police over parking and other design changes. A top immediate priority identified was the placement of a school crossing guard at Benson and Hendrick. However, Active Traffic management staff informed my office a few months ago that the location is not warranted as per a technical analysis conducted, and that the guard will be withdrawn at the end of December 2022. Due to continued concerns around safety at this intersection by the School Community, I am requesting an override of the technical analysis to keep the guard in place until our work with Traffic Operations and the Capital Projects group toward parking and other design changes is completed. So far, we are almost finalizing parking changes to address the safety concerns and staff have begun initial discussions toward design improvements. We anticipate these should be completed within a year.

Reduction of Speed Limit on Avenue Road, between Chaplin Crescent and Eglinton Avenue West
I am writing to respectfully request the reduction of the speed limit on Avenue Road, between Chaplin Crescent and Eglinton Ave West from 50km/h to 40km/h. This proposed measure culminates from a series of engagements with the Oriole Park Association, the Oriole Park Junior Public School Council, residents, and traffic operations staff through regular traffic safety meetings. Serious safety concerns around speeding and other forms of reckless driver behavior that endanger students have been identified on this particular stretch of roadway. A few months ago, following from similar engagements, I moved a motion to designate this section as a Community Safety Zone. While that designation has assisted with the situation, a reduction in the speed limit will go a long way to further address the concerns and encourage responsible driver behaviour.
The Toronto and East York Community Community Council recommends that: 1. City Council reduce the speed limit from 50 kilometres an hour to 40 kilometres an hour on Avenue Road, between Chaplin Crescent and Eglinton Avenue West.

Comprehensive Traffic Management Plan for Neighbourhood Streets in the Wychwood-Bracondale Area
I am writing to respectfully seek your support on this request for a comprehensive plan for neighbourhood streets in the Wychwood-Bracondale area bounded by Christie Street, St. Clair Avenue West, Bathurst Street and Davenport Road. Residents in this area have expressed concerns about traffic infiltration, congestion, speeding, and other forms of reckless driver behaviour. They have further recommended that a number of measures and actions be undertaken to address same-namely, new turn restrictions and the review of the existing ones. Other changes they would like to see are staggered parking, installation of planters, speed humps, refreshing of stop bars, pedestrian crossing lines, and other safety markings, potential changes in road direction and signal timing changes where applicable. For instance, on Ellsworth Ave, residents have specifically complained about speeding and significant cut-through traffic, impacting their quality of life, especially during the morning rush hour periods. While there are exiting turn restrictions during the evening rush hour, I understand that traffic patterns have since changed and reviewing the timing of the restriction may make it more impactful. My office has received reports that the speed humps on the street are not as effective in deterring speeding. In addition to this, they have been installed in a way that makes it easy for drivers to try to avoid them by driving in the direction of sidewalks, putting pedestrians in grave danger. Similar concerns have been raised on Benson Ave, between Christie Street and Wychwood Ave, which also has turn restrictions and speed humps. Residents are looking for a review of the restrictions and additional traffic calming measures like collapsible bollards/traffic posts (used to narrow the width of traffic lanes) and traffic-calming road surfaces, such as cobblestones and paving bricks. Other residents have complained that the turn restrictions at the intersections of Christie Street and a number of neighbourhood streets that were implemented more than a decade ago are unfair. While those restrictions assist with traffic infiltration concerns on those specific neighbourhood streets, they seem to be unfair to the general neighbourhood as residents experience longer travel times in order to get to their respective homes. They spend several minutes in traffic jams on Bathurst Street and St. Clair Ave West. They are seeking an opportunity to review the timing of the restrictions in such a way that while infiltration concerns are addressed, other residents in the neighbourhood are not inconvenienced. The weekly Wychwood Barns Farmers' market on Saturdays attracts a lot of pedestrian and vehicular traffic into the neighbourhood. The neighbourhood has complained about congestion on streets due to visitors taking up parking spaces and would like to see a review of the parking regulations to address this. Also, with the very vibrant Wychwood Barns Park with a playground that attracts several families with young kids, it is imperative that a complete review of the adjacent road conditions toward enhancing safety be undertaken.

Yonge Street and St. Clair Avenue Construction Hub Co-ordination
I am writing to respectfully request the establishment of a construction hub in the Yonge and St. Clair area, approximately bounded by Avenue Road to the west, Cottingham Street/Shaftesbury Ave to the south, Lonsdale Road to the north and Avoca Ave to the east. This is in view of the rapid pace of developments in the area evidenced by the large number of active development applications-there are over 25. Construction has commenced on a number of these developments. In the not too distant future, others will follow suit. As such, it is crucial that we begin taking steps to proactively envisage logistical planning of the right-of-way, review Construction Management Plans, connect travellers with real-time information, collaborate with enforcement officers and communicate impacts and changes to businesses and communities in the neighbourhood. Certainly, this proposed hub should be set up replicating the Yonge and Eglinton Construction Hub model that was instituted in 2019, which has by-and-large been a success. At the numerous community consultation meetings that I have presided over, residents and community stakeholders alike have consistently called for co-ordinating truck movements, improving signage and road markings, and undertaking temporary road design changes, on a case-by-case basis, as the area is becoming what they describe as the "new Yonge and Eglinton." Moreover, the complete streets pilot on Yonge Street makes this more imperative. Just a couple of days ago, we learned of the unfortunate demise of a young cyclist in this area, at the intersection of Yonge and St. Clair, as a result of being hit by a pickup truck. Many residents have identified this particular intersection as chaotic. This could not be a timelier opportunity to begin to focus on the Yonge and St. Clair area and taking the needed steps toward enhancing pedestrian and cyclist safety as we could have more chaos on our hands once more heavy-duty trucks increasingly ply this area.
The Toronto and East York Community Council: 1. Requested the General Manager, Transportation Services to review the feasibility of establishing a construction hub within the Yonge and St. Clair area, bounded by Avenue Road to the west, Cottingham Street/Shaftesbury Avenue to the south, Lonsdale Road to the north and Avoca Avenue to the east, along the same model as existing construction hubs, particularly, the Yonge-Eglinton Construction Hub, and to provide an update to the February 23, 2023 Community Council meeting.

Traffic Calming on Walpole Avenue
Dear Toronto and East York Community Council, In June 2022, speed humps were approved on Walpole Avenue under item TE34.155 with the following recommendations: 1. Directed the Director of Traffic Management, Transportation Services, to request the City Clerk to poll eligible householders on Walpole Avenue, between Greenwood Avenue and Hiawatha Road, to determine whether residents support the installation of traffic calming, in accordance with the City of Toronto Traffic Calming Policy. 2. Subject to favourable results of the poll: a. authorized the installation of traffic calming (speed humps) on Walpole Avenue, between Greenwood Avenue and Hiawatha Road. b. directed the City Solicitor to prepare a by-law to alter sections of the roadway to install five speed humps on Walpole Avenue, between Greenwood Avenue and Hiawatha Road, for traffic calming purposes, generally as shown on Attachment 2, dated May 2022, attached to the report (May 9, 2022) from the Director, Traffic Management, Transportation Services. These recommendations were approved in error as my office has already polled residents of Walpole Avenue for speed humps. This letter includes requests to rectify the recommendations and install speed humps on Walpole Avenue.

I am writing to ask that you support a request for Transportation Services to report on realigning the permit parking area to exclude the development at 995-1005 Broadview Avenue and 2 -4 Mortimer Avenue from the on-street permit parking program. Considering the provision of off-street parking at this development and the current permit parking pressures on local streets, I am asking for your support for this request.

All-Way Stop at Lankin Boulevard and Judith Drive
Lankin Boulevard is a two-way north-south residential street near Coxwell Avenue, between Memorial Park Avenue and O'Connor Drive. Judith Drive is an east-west street which intersects with Lankin Blvd. Residents of the community contacted my office expressing serious concern for pedestrian safety in their neighbourhood and requested an all-way stop at this intersection. I have polled the community and local residents support the installation of an all-way stop at Lankin Blvd and Judith Dr. I hope I can count on your support for this recommendation.

My office polled the homes and there was strong support from the residents for making this change. I am requesting that speed humps be installed on Amsterdam Avenue, between Westview Blvd and Victoria Park Avenue.

Traffic Calming - Roblin Avenue between O'Connor Drive and Plains Road
Residents have reached out to my office with concerns about speeding along their street, and requested that traffic calming measures (speed bumps) be installed as a method of addressing these concerns. My office polled the homes and there was strong support from the residents for making this change. I am requesting that speed humps be installed on Roblin Avenue between O'Connor Drive and Plains Road.
The Toronto and East York Community Council: 1. Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Roblin Avenue, between O'Connor Drive and Plains Road. 2. Directed the City Solicitor to prepare a by-law to alter the roadway to install two speed humps on Roblin Avenue, between O'Connor Drive and Plains Road, generally as shown on the attached Drawing No. TC-105, dated November 2022, from the Director, Traffic Management, Transportation Services.

Residential Demolition Application - 130 Scarborough Road
This staff report is about a matter for which the Toronto and East York Community Council has delegated authority to make a final decision. In accordance with Section 33 of the Planning Act and the City of Toronto Municipal Code, Ch. 363, Article 6 "Demolition Control," the application for the demolition of an existing 2-storey detached dwelling at 130 Scarborough Road (Application No. 22 155368 DEM 00 DM) is being referred to the Toronto and East York Community Council for consideration. Toronto Building received an objection from a constituent with concerns over the preservation of existing trees.
The Toronto and East York Community Council: 1. Approved the application to demolish the 2 storey detached dwelling with the following conditions that: a. construction fences be erected in accordance with the provisions of the Municipal Code, Chapter 363, Article 7, if deemed appropriate by the Chief Building Official; b. all debris and rubble be removed immediately after demolition; c. sod be laid on the site and that the site be maintained free of garbage and weeds, in accordance with the Municipal Code Chapter 629-10, paragraph B and 629-11; and d. any holes on the property are backfilled with clean fill.

The Director and Deputy Chief Building Official, Toronto Building, Toronto and East York District recommends that the Toronto and East York Community Council give consideration to the demolition application for 130 Scarborough Road, and decide to: 1. Refuse the application to demolish the existing 2 storey detached dwelling because there is no permit to replace the building on the site at this time; or 2. Approve the application to demolish the 2 storey detached dwelling without any conditions; or 3. Approve the application to demolish the 2 storey detached dwelling with the following conditions: a. Implementation of a Speed Hump on Rushton Road, between Valewood Avenue and Maplewood Avenue
I am writing to request your support in directing Traffic Operations Staff to install a speed hump on Rushton Road, right before the intersection with Valewood Avenue. In June of 2022, two children were hit by vehicles at this intersection. Residents and concerned parents reached out to my office highlighting long-standing safety concerns at this intersection. With Valewood Avenue being a main route for students walking to Humewood Community School, it is imperative that we take immediate steps to protect the safety of our kids. To this end, traffic operations staff advised that a speed hump prior to the intersection would be a good first step while we continue to work with Vision Zero staff over further safety improvements at this intersection.

I am writing to request your support in directing Traffic Operations Staff to introduce permit parking on the south side of Manor Road West between Duplex Avenue and the Manor Road West Foot Bridge. Residents of the apartment building at 5 Manor Road West have, until April 2022, have had access to overnight permit parking spots on the eastern portion of Manor Road West, in front of their building. However, due to the construction, and future pedestrianization of Manor Road West as part of the development at 2100 Yonge Street, the short and long term future of their parking situation has been jeopardized. While a temporary solution has been arranged to allow the five permits holders to park on Lola Road since April, staff have advised that this not a sustainable solution and have advised that expanding capacity on the western portion of Manor Road West, between Duplex Ave and the pedestrian bridge is a suitable solution moving forward.
The Toronto and East York Community Council: 1. Amended the existing no parking prohibition in effect at all times on the south side of Manor Road West between Yonge Street and Duplex Avenue to be in effect between Yonge Street and a point 41 metres west 2. Authorized a 1-hour parking regulation to be in effect from 10:00 AM to 6:00 PM on the south side of Manor Road West, from Duplex Avenue and a point 96 metres east. 3. Authorized parking by permit to be in effect from 12:01 a.m. to 10:00 a.m. daily on the odd (south) side of Manor Road West, from Duplex Avenue and a point 96 metres east.
