This application proposes revitalization of a Toronto Community Housing Corporation (TCHC) site including a 10-storey residential building and a 17-storey and 15-storey mixed-use building, containing approximately 771 residential units with a variety of housing tenures including rent-geared-to-income, affordable rental, market rental, and condominiums. This report provides information and identifies a preliminary set of issues regarding the application. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff have scheduled the community consultation meeting for the application for March 3, 2020, in consultation with the area Councillor.
The Toronto and East York Community Council requested: 1. As part of the City staff review of the Community Services and Facilities study submitted as part of the application for 1555-1575 Queen Street East, the following be considered: a. pressures on the Applegrove Community Complex operations in its current location at Duke of Connaught School; b. options to ensure continued and expanded services by Applegrove Community Complex; c. options to ensure permanent space requirements for the Applegrove Community Complex; d. options to enhance service to the community at the S. H. Armstrong Community Centre; e. address the continued leasing of the Duke of Connaught Pool by Parks, Forestry & Recreation for community swim programs and lessons until such time as a new City of Toronto pool is available within the S. H. Armstrong catchment area; and f. identification of new childcare requirements and locations, including options in the development to serve the new residents who will be moving into the proposed 651 net new units at 1555-1575 Queen Street East and the broader community. 3. Planning staff, in consultation with the Toronto District School Board and Toronto Catholic District School Board and the local Trustees, to outline any pressures that may be created at the local area's schools. 4. The Housing Secretariat to investigate opportunities to deepen the affordability mix for the proposed 100 new units designated as affordable housing, and to explore all options for Canada Mortgage and Housing Corporation funding for the proposed 188 market rental units. 5. Planning staff to identify options for appropriate and safe crossing of Eastern in consultation with the General Manager, Transportation Services, in conjunction with the South of Eastern Traffic Management Mitigation study. 6. Planning staff to include in the final report an update on the timing of the implementation of the Woodfield Road access to Lake Shore Boulevard East and related transportation connection considerations. 7. The Clerk to forward this Item to the appropriate City Staff, the Board of Applegrove Community Complex, and Officials at TCDSB and TDSB as well as the local School Trustees. 8. City Planning staff to consider the following in reviewing the application for 1555-1575 Queen Street East: a. secure safe public access over the proposed mid-block connection that runs from Queen Street East through the site to Eastern Avenue; and improvements to the overall public realm; b. securing appropriate setbacks, including consideration of existing adjacencies and potential future redevelopment of neighbouring sites; c. increasing the number of entrances serving the residential units above the retail component, along Queen Street East; and d. ability to achieve enhanced sustainability performance through building systems, alternative energy sources, and sustainable building practices.

Designation of Fire Routes and amendment to Chapter 880 - Fire Route - 50 Pottery Road
To obtain Toronto and East York Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.
The Toronto and East York Community Council: 1. Designated part or those parts of the private road or roads shown on the site plan filed with the Fire Chief and General Manager, Fire Services in respect of the municipal addresses set out below, as fire routes pursuant to Municipal Code Chapter 880 - Fire Route - 50 Pottery Road. 2. Authorized the Fire Chief and General Manager, Fire Services and the City Solicitor to take the appropriate action to make a designated Fire Route.

Construction Staging Area - 520 Richmond Street West
This staff report was initially submitted as a delegated matter. It was subsequently determined that this matter is not delegated and requires City Council approval. Alterra-Filer (Richmond Street) Limited is constructing a 15-storey condominium building at 520 Richmond Street West. The site is located on the northwest corner of Richmond Street West and Augusta Avenue. Transportation Services is requesting authorization to close the north sidewalk and a portion of the westbound curb lane on Richmond Street West for a period of 16 months (i.e. March 18, 2020 to July 31, 2021) to accommodate a construction staging area. The developer originally requested a closure for 21 months but Transportation Services is seeking authority for 16 months at this time, as further coordination with another development in the vicinity is required. Staff will review the need to extend the duration of the construction staging area and seek authority from Toronto and East York Community Council, if necessary. Although Transportation Services is technically requesting approval to close the sidewalk, bike lane and a portion of the westbound curb lane in their current location, on the north side of Richmond Street West, traffic lanes abutting the site will be realigned to maintain one westbound traffic lane, a parking lane, plus a bike lane and temporary walkway. Pedestrian operations on the north side of Richmond Street West will be maintained in a covered and protected walkway within the closed portion of the existing bike lane. Bike operations on the north side of Richmond Street West will be maintained within the closed portion of the westbound curb lane. Pedestrian operations on the south sidewalk will be maintained.
The Toronto and East York Community Council recommends that: 1. City Council authorize the closure of the north sidewalk on Richmond Street West, between Augusta Avenue and a point 33 metres west, from March 18, 2020 to July 31, 2021. 2. City Council approve the closure of the bike lane and a portion of the westbound curb lane on the north side of Richmond Street West, between Augusta Avenue and a point 47 metres west, from March 18, 2020 to July 31, 2021. 3. City Council direct the applicant to pressure wash the construction site and adjacent sidewalks and roadways weekly, or more frequently as needed to be cleared of any construction debris and made safe. 4. City Council direct the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 5. City Council direct the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications. 6. City Council direct the applicant to install appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 7. City Council direct the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 8. City Council direct the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 9. City Council direct the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired. 10. City Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 11. City Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 12. City Council direct that Richmond Street West be returned to its pre-construction traffic and parking regulations when the project is complete.

Construction Staging Area - 30 Widmer Street
This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. TMG Builders is constructing a 49-storey commercial and residential building and a 38-storey condominium building at 8 Widmer Street and 28-30 Widmer Street. The site is located on the southeast corner of Adelaide Street West and Widmer Street. The development is currently in progress, operating under a monthly Street Occupation Permit. Transportation Services is requesting approval to close the west sidewalk and a portion of the southbound curb lane on Widmer Street for a period of 44 months (i.e. March 13, 2019 to November 30, 2023) to accommodate a construction staging area. Pedestrian movements on the west side of Widmer Street abutting the site will be restricted. A temporary pedestrian walkway along the closed portion of the west sidewalk could not be installed due to insufficient roadway width to maintain both the temporary walkway and two-way traffic operations on Widmer Street.
The Toronto and East York Community Council: 1. Authorized the closure of the west sidewalk and a 1.5 metre wide portion of the southbound curb lane on Widmer Street, between Adelaide Street West and the first east-west public laneway north of King Street West, from March 13, 2020 to November 30, 2023. 2. Rescinded the existing parking machine regulation in effect for a maximum period of 3 hours, from 8:00 a.m. to 6:00 p.m., Monday to Saturday, on the west side of Widmer Street, between Adelaide Street West and a point 68.6 metres north of King Street West. 3. Rescinded the existing parking machine regulation in effect for a maximum period of 6 hours, from 6:00 p.m. to 12:00 a.m., Monday to Saturday and 1:00 p.m. to 12:00 a.m., Sunday, on the west side of Widmer Street, between Adelaide Street West and a point 68.6 metres north of King Street West. 4. As the Toronto Transit Commission (TTC) operates a transit service on Bloor Street East, City Council approval of this report is required. SkyGrid Construction Incorporated is constructing a 54-storey residential building and a 10-story hotel building at 387-403 Bloor Street East. The development site will have frontage on both Bloor Street East and Selby Street. The site is located on the south side of Bloor Street East, one property east of Sherbourne Street. The sidewalk and a portion of the eastbound curb lane on the south side of Bloor Street East fronting the site are currently closed to accommodate construction staging operations for the development. City Council, at its meeting on February 26, 2019, approved the subject construction staging area on Bloor Street East, from March 5, 2019 to March 5, 2020. Payment-In-Lieu of Parking - 2360 Bloor Street West
Transportation Services seeks City Council's approval to exempt the applicant from the parking requirement specified in By-law 569-2013 to provide 3 parking space. As a result, the applicant has requested a Payment-In-Lieu of Parking to the City for 3 parking spaces, which amounts to $15,000.00. The parking exemption is considered appropriate since the parking space shortfall will not have a significant impact on parking conditions in the area. Traffic Management Plan - Wallace Emerson Area
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services, on behalf of Councillor Ana Bailão and the Wallace Emerson Traffic Management Committee (WETMC), is reporting on a number of parking and traffic amendments as part of a comprehensive review of traffic conditions within the Wallace Emerson community. The study area is bounded by Bloor Street West to the south, Lansdowne Avenue to the west, Dupont Street to the north, and Dufferin Street to the east. The plan primarily aims to address concerns about traffic infiltration, speeds, and pedestrian safety using a variety of measures including one-way direction changes, speed humps, and planters.
The Toronto and East York Community Council: 1. Endorsed in principle the Wallace Emerson Traffic Management Plan as outlined in the report dated February 24, 2020 from the Acting Director, Traffic Management, Transportation Services. 2. Transportation Services is recommending maximum one-hour parking from 10:00 a.m. to 6:00 p.m., Monday to Saturday, on the north side of Edmund Avenue, between a point 30.5 metres west of Avenue Road and Poplar Plains Road, in place of the existing statutory unsigned maximum three-hour parking limit. This is in response to a petition received from the residents of Edmund Avenue requesting that the time limit for on-street parking be reduced to prevent long-term parking. This proposal will not result in the loss of any parking spaces on Edmund Avenue.
