This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. Donlands Station, located on the southwest corner of Donlands Avenue and Strathmore Boulevard, is being modernized to accommodate one at-grade elevator and one below grade elevator at the main station. In addition, a second entrance/exit is also being added to the station that will be located on the east side of Dewhurst Boulevard south of Strathmore Boulevard, as part of the Toronto Transit Commission's (TTC's) Easier Access Program and Second Exit Program. Due to tasks being completed on different schedules, separate reports were prepared for the Easier Access and Second Exit components associated with Donlands Station. This report deals with Phase 2 and 3 of the Second Exit program only. Strathmore Boulevard is currently closed in its entirety, between Dewhurst Boulevard and a point 39 metres east to accommodate construction staging operations, except for walkways on both sides of the street that are intended to service only the effected residential properties abutting the closure. A 5 metre wide portion of the eastbound curb lane on Strathmore Boulevard, between a point 39 metres east of Dewhurst Boulevard and a point 60 metres west of Donlands Avenue is also closed. In addition, the east sidewalk and a 5 metre wide portion of the northbound curb lane on Dewhurst Boulevard is closed, from a point 11 metres north of Strathmore Boulevard to a point 40 metres north of Danforth Avenue, which requires Dewhurst Boulevard to operate as one way southbound only, abutting the closed portion of the street. Toronto and East York Community Council, at its meeting on February 24, 2021, approved the subject construction staging areas on Strathmore Avenue and Dewhurst Boulevard, from February 25, 2021 to April 26, 2021. Toronto and East York Community Council, at its meeting on April 21, 2021, approved the time extension of the construction staging areas until January 31, 2023. Toronto and East York Community Council, at its meeting on May 26, 2022, temporarily replaced the existing stopping prohibition with parking prohibition on the south side of Strathmore Boulevard, between Dewhurst Boulevard and a point 52 metres west of Donlands Avenue. Due to delays caused by labour strikes and site conditions, TTC has requested an extension of the duration of the construction staging areas on Strathmore Boulevard and Dewhurst Boulevard. Transportation Services is requesting authorization to extend the duration of the construction staging areas from February 24, 2023 to June 30, 2023.
The Toronto and East York Community Council: 1. Authorized the continuation of the closure of both sidewalks and all of Strathmore Boulevard, between Dewhurst Boulevard and a point 39 metres east, from February 24, 2023 to June 30, 2023. 2. Authorized the continuation of the closure of a 5 metre-wide portion of the eastbound curb lane on Strathmore Boulevard, between a point 39 metres east of Dewhurst Boulevard and a point 60 metres west of Donlands Avenue, from February 24, 2023 to June 30, 2023 3. Authorized the continuation of the closure of the east sidewalk and a 5 metre-wide portion of the northbound curb lane on Dewhurst Boulevard, from a point 11 metres north of Strathmore Boulevard to a point 40 metres north of Danforth Avenue, from February 24, 2023 to June 30, 2023. 4. Directed the applicant to pressure wash or sweep (weather permitting) the construction site and adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe. 5. Directed the applicant to continue to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 6. Directed the applicant to continue to clearly consult and communicate all construction, parking and road occupancy impacts with local Business Improvement Areas and resident associations in advance of any physical road modifications. 7. Directed the applicant to continue installing appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 8. Directed the applicant to continue to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and the Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 9. Directed the applicant to continue to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and the Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 10. Directed the applicant to continue installing cane detection within the covered and protected walkway to guide pedestrians who are visually impaired. 11. Directed the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 12. Directed the applicant to continue to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 13. Directed that Strathmore Boulevard and Dewhurst Boulevard be returned to pre-construction traffic and parking regulations when the project is complete. 14. Requested the Director, Traffic Management, Transportation Services to request the applicant (Toronto Transit Commission) to fund the installation of a painted crosswalk at the intersection of Donlands Avenue and Fielding Avenue as part of the Donlands Station Second exit project, in consultation with the school and local Councillor.

Rhodes Avenue - Parking Amendments
This staff report is about a matter that Community Council has delegated authority to make a final decision. Transportation Services is recommending overnight on-street permit parking be permitted on both sides of Rhodes Avenue, between Gerrard Street East and Fairford Avenue. The proposed amendment will increase the number of available on-street parking spaces while maintaining the one-way traffic flow on Rhodes Avenue.
The Toronto and East York Community Council: 1. Amended the existing parking prohibition in effect from the first day to the 15th day of each month from April 1 to November 30, inclusive, on the west side of Rhodes Avenue, between a point 43.5 metres south of the north end of Rhodes Avenue and the lane first north of Gerrard Street East to be in effect between Fairford Avenue and a point 43.5 metres south of the north end of Rhodes Avenue. 2. Amended the existing parking prohibition in effect from the 16th day to the last day of each month from April 1 to November 30, inclusive, on the east side of Rhodes Avenue, between the north end of Rhodes Avenue and the lane first north of Gerrard Street East to be in effect between Fairford Avenue and the north end of Rhodes Avenue. 3. Wolverleigh Boulevard - Parking Amendments
This staff report is about a matter that Community Council has delegated authority to make a final decision. Transportation Services is recommending the approval of parking for a maximum period of one-hour, in effect from 10:00 a.m. to 6:00 p.m., Monday to Friday, on both sides of Wolverleigh Boulevard, between Monarch Park Avenue and Coxwell Avenue. The proposed amendment will discourage long-term daytime parking, and increase parking turnover on this section of Wolverleigh Avenue.

Transportation Services is recommending that Wiltshire Avenue, between Davenport Road and Connolly Street be converted from the street specific program to an area based program, for permit parking, within permit parking area "3D". Transportation Services recommends approval of this proposal because it will allow greater parking flexibility for the residents on this segment specifically, and all residents within the area generally.

As the Toronto Transit Commission (TTC) operates a transit service on Bloor Street West, City Council approval of this report is required. The purpose of this report is to respond to Toronto and East York Community Council's direction to review and report back on the realignment of Permit Parking Area 4B to exclude the development located at 581 Bloor Street West. Staff have determined the realignment of the Permit Parking Area 4B is feasible and has no objections to excluding the development located at 581 Bloor Street West. If Toronto and East York Community Council excludes this address from the subject Permit Parking Area, residents and visitors of this address will be prohibited from participating in the on-street permit parking program.

Mirvish Village Readiness Assessment
The purpose of this report is to provide the findings from the Mirvish Village Readiness Assessment, a study led by the Transportation Services division at the request of Toronto and East York Community Council. The study encompassed an assessment of existing conditions in the study area, and a review of forecasted travel demand associated with the new development at Mirvish Village. The study was completed to better understand the neighbourhood's transportation infrastructure and travel behaviours today, and assess the capacity of the local road network to accommodate the travel needs of new neighbours and visitors in the future. This report summarizes the study findings and recommends traffic calming measures that can be installed in the neighbourhood. The Mirvish Village Readiness Assessment examined the neighbourhood's travel network, existing traffic management measures, planned network improvements and community concerns and requests. Staff participated in several stakeholder and public meetings with the Councillor and community members to discuss neighbourhood transportation concerns. The City assessed the Mirvish Village transportation network and concluded it will adequately serve current and future area residents when considering three planned improvements: bikeway on Palmerston Boulevard; diversion on Lennox Street; and upgrades to the Lennox Street and Bathurst Street intersection. One additional requested improvement was reviewed and deemed suitable: speed bumps are recommended in the Laneway West of Bathurst Street, between Harbord Street and Lennox Street to encourage compliance with regulatory speed limits. No other network changes are recommended at this time.
The Toronto and East York Community Council: 1. Authorized the installation of speed bumps in Lane West of Bathurst Street, between Lennox Street and Herrick Street, at the locations shown on File No. TC-127 attached as Attachment 6 to the report (February 6, 2023) from the Director, Planning and Capital Program, Transportation Services. 2. Authorized the installation of speed bumps in Lane West of Bathurst Street, between Herrick Street and Harbord Street, at the locations shown on File No. TC-128 attached as Attachment 7 to the report (February 6, 2023) from the Director, Planning and Capital Program, Transportation Services. 3. Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Markham Street. 4. Authorized the installation of traffic calming (speed humps) on Markham Street between Lennox Street and Harbord Street. 5. Directed the City Solicitor to prepare a By-law to alter sections of the roadway to install three speed humps on Markham Street between Lennox Street and Harbord Street, for traffic calming purposes, generally as shown in Attachments 10 and 11 to the report (February 6, 2023) from the Director, Planning and Capital Program, Transportation Services.

Permanently Closing Market Street between Front Street East and The Esplanade
Market Street, between Front Street East and The Esplanade, was temporarily closed in 2022 at the request of the St. Lawrence Neighbourhood Association and the St. Lawrence Market Neighbourhood Business Improvement Area (BIA). This closure last summer was very well received by the local community, with a survey indicating that approximately 80% of participants were interested in seeing Market Street close permanently to accommodate pedestrians and programming. Market Street, between Front Street East and The Esplanade was designed as a flexible street without curbs in 2014. Adjacent to the historic St. Lawrence Market, Market Street is within a heavily pedestrianized and historic part of Toronto known for its many restaurants, shops and boutiques. Following a successful 2022, the St. Lawrence Neighbourhood Association and the St. Lawrence Market Neighbourhood BIA have asked that this section of Market Street be permanently closed to vehicular traffic. This closure, aside from providing an attractive space for pedestrians next to a major civic asset, will allow the St. Lawrence Market Neighbourhood BIA to once again help program Market Street, and allow opportunities for additional seating, live performances and more. I fully support these efforts, but recognize that closing a City street will require further review. A request to conduct this review was requested by the Toronto and East York Community Council on May 19, 2021, and remains outstanding. I am therefore requesting that a temporary closure this year be permitted until the details of a permanent closure can be brought forward and implemented.

Speed Bumps - Tom Longboat Lane
I am writing to respectfully request the implementation of speed bumps on Tom Longboat Lane. In 2021 The Longboat Area Residents Association (LARA) reached out to former Councillor Joe Cressy's office over speeding concerns, and requested Transportation Services to review the need for speed bumps in Tom Longboat Lane. The study findings indicated that the operational characteristics satisfy the criteria set out in the guidelines adopted by City Council. In addition, former Councillor Joe Cressy received a petition from a majority of residents in favour of having speed bumps installed in Tom Longboat Lane.

Striking a Sub-committee on Metrolinx's Ontario Line Construction
Through the construction of the Ontario Line, Metrolinx will be adding 15.6-kilometres of subway track, and 15 new stations to Toronto's transit system. While this much-needed infrastructure will greatly improve transit for riders and drivers across the City, work must be done now to ensure the best results are achieved in terms of design, construction and community benefit. Residents and stakeholders have expressed concern over the lack of consultation and transparency in the process so far. We have seen firsthand the problems that occur when Metrolinx and the Provincial Government do not provide rigorous public consultation, and engage constructively with community stakeholders, as seen through the ongoing issues with projects like the Eglinton Crosstown Light-Rail Transit (LRT). We must learn from past experiences and find a better path forward. As work prepares to begin imminently on this new transit project, it is crucial that the City of Toronto set clear recommendations to the Provincial Government and Metrolinx on how to build and implement the Ontario Line to ensure the best results for residents in the Toronto and East York Community Council boundaries and across Toronto.
The Toronto and East York Community Council: 1. Established a subcommittee composed of Councillors from Wards 10 Spadina-Fort York, 13 Toronto Centre and 14 Toronto-Danforth impacted directly by the construction of the Ontario Line, in order to: a. hear from the public regarding Metrolinx's development, construction and implementation of the Ontario Line; and b. develop recommendations which can be forwarded to Metrolinx and the Ontario Government by City Council. 2. Directed the Executive Director, Transit Expansion Office, in consultation with other relevant City staff, to report to the first meeting of this subcommittee in March 2023 on the current status of the Ontario Line, the full timeline with as much detail as we have at the present time including pedestrian and traffic management plans within the Toronto and East York Community Council boundary, and what opportunities are possible for City and resident involvement moving forward.

Establishing a Community Safety Zone on Greenwood Avenue
Greenwood Avenue, between Danforth Avenue and O'Connor Drive, is a residential street with a school and park close by. The road is also subject to high traffic volumes due to its proximity to the Don Valley Parkway exit at Don Mills and is used by many vehicles heading south towards Danforth Avenue or Lakeshore Blvd East. The residents who live along Greenwood Avenue are very concerned about the traffic volume and speeding along their residential street. The implementation of a community safety zone will help to improve traffic safety on Greenwood Avenue. I hope you will support this recommendation.

City Council rescind the Community Safety Zone designation in effect at all times, on both sides of Greenwood Avenue, between Chatham Avenue and Springdale Boulevard. 2. Intersection Safety Improvements at Coxwell and Mortimer
The intersection of Coxwell and Mortimer is a busy hub in East York. RH McGregor Elementary School is located on the southwest corner, Michael Garron Hospital is located on the southeast corner, and the East York Civic Centre and Centennial Childcare centre is located on the northwest corner of the intersection. The nature of these various facilities means that this intersection is used by a high number of pedestrians and, in particular, children and other vulnerable road users. It is crucially important that this intersection be designed to ensure pedestrian safety. In 2021, item TE30.42 was adopted at Toronto and East York Community Council requesting safety improvements at this intersection. The following recommendations build upon these requests to further improve safety.
The Toronto and East York Community Council: 1. Requested Transportation Services to relocate the Toronto Transit Commission bus shelter on the southwest corner of Coxwell Avenue and Mortimer Avenue in order to provide more space for pedestrians and report back to the April 12, 2023 meeting of the Toronto and East York Community Council. 2. Requested Transportation Services to investigate the placement of a second crossing guard at Coxwell Avenue and Mortimer Avenue and report back to the April 12, 2023 meeting of the Toronto and East York Community Council.
