Parking Amendments - Manor Road East
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is recommending that parking be prohibited at all times on the south side of Manor Road East at its intersection with Redpath Avenue. In conjunction with pavement marking treatments for the intersection of Manor Road East and Redpath Avenue, the proposed prohibition will eliminate the 10-minute and 1-hour parking spaces within the intersection to enhance driver awareness of the all-way stop controls at this intersection, and will result in the loss of four on-street parking spaces.
The Toronto and East York Community Council: 1. Prohibited parking at all times on the south side of Manor Road East, between a point 24 metres west of Servington Crescent (east intersection) and a point 32.5 metres further west. 2. Additional Parking Amendments - Construction Staging Area - 158 Front Street East
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. FMC Front Street Developments Inc., is constructing a 26-storey residential condominium building with 482 dwelling units at 158 Front Street East. The site is bounded by existing residential and commercial uses to the north, Sherbourne Street to the east, Front Street East to the south and Frederick Street to the west. Transportation Services is recommending amendments to the existing parking regulations on the north side of Front Street East, between Sherbourne Street and Frederick Street, in order to facilitate safe and efficient inbound and outbound manoeuvres of heavy vehicles at the new site access/egress points.
The Toronto and East York Community Council: 1. Rescinded the existing stopping prohibition in effect from 7:00 a.m. to 9:00 a.m., Monday to Friday, except public holidays on the north side of Front Street East, between Sherbourne Street and Frederick Street. 2. Parking Amendments - Strathcona Avenue
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is recommending extension of an existing signed parking prohibition on the south side of Strathcona Avenue. This is in response to concerns sent to Councillor Fletcher's office regarding vehicles parking close to the laneway east of Pape Avenue, south of Strathcona Avenue, and in obstructing sightlines of the contra-flow bike lane for laneway motorists. This proposal will result in the loss one on-street parking space.

Parking Amendments - Hannaford Street
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is recommending maximum one-hour parking from 9:00 a.m. to 6:00 p.m., Monday to Friday on the east side of Hannaford Street, between Lyall Avenue and Kingston Road. The proposed regulation will discourage long-term daytime parking and promote parking turnover by non-residents on this section of Hannaford Street.

Transportation Services staff is recommending all-way stop controls on Brentdale Drive at Lawton Boulevard and at Lascelles Boulevard to enhance safety for all road users at these intersections. Based on our review, while the installation of all-way stop control is not technically warranted at these intersections, we can support these installations based on improvements to the operating environment for all road users at these two intersections.

Student Pick-up/Drop-off Area - South Drive

Transportation Services is recommending designation of a student pick-up/drop-off area on the south side of South Drive, approximately 28.5 metres east of Mt. Pleasant Road, for Kids and Company located at 129 Mount Pleasant Road. The pick-up/drop-off area will provide parking for up to 15 minutes during school arrival and dismissal times. This will have a negligible impact on traffic operations.

Commercial Boulevard Parking Appeal - 170 Bedford Road
This staff report is about a matter which Community Council has delegated authority from City Council to make a final decision. Transportation Services has assessed an appeal for Commercial Boulevard Parking (CBP) from the owner of 170 Bedford Road. Commercial boulevard parking at this location is not recommended because on-street metered parking is in effect along the street fronting the proposed parking stalls. The regulations of the City of Toronto Municipal Code Chapter 743 do not permit CBP due to the installation of ramp to access the parking stalls will be contrary to municipal purpose due to loss of revenue from Toronto Parking Authority (TPA). The owner will be given an opportunity to make a deputation before Community Council.

Extension of Permit Parking Hours - Castle View Avenue
This staff report is about a matter which Community Council has delegated authority from City Council to make a final decision. Transportation Services is requesting approval from Toronto and East York Community Council to extend the overnight on-street permit parking hours on Castle View Avenue, between Spadina Road and Walmer Road, from 2:00 a.m. to 10:00 a.m., 7 days a week to the new hours of 12:01 a.m. to 10:00 a.m., and 6:00 p.m. to 8:00 p.m., 7 days a week and extend the one hour parking maximum to include one hour parking at all other times. By extending the overnight on-street permit parking hours and introducing one hour parking at all other times, residents will have improved parking flexibility and the Parking Enforcement Unit, Toronto Police Service, can effectively control long term parking by non-residents through tagging and towing operations.

Traffic Calming -Speed Humps - Sibley Avenue
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services staff reviewed the need for traffic calming, specifically the installation of speed humps, on Sibley Avenue, between Danforth Avenue and Dentonia Park Avenue, to address residents' concerns regarding vehicle speeds. Our assessment indicates the criteria as set out in the Traffic Calming Policy has not been satisfied. Therefore, traffic calming should not be installed on the subject section of Sibley Avenue.
The Toronto and East York Community Council: 1. Directed the Acting Director, Traffic Management, Transportation Services, to request the City Clerk to poll eligible householders on Sibley Avenue, between Danforth Avenue and Dentonia Park Avenue, to determine whether residents support the installation of traffic calming, in accordance with the City of Toronto Traffic Calming Policy. 2. Subject to favourable results of the poll: a. Authorized the installation of speed humps on Sibley Avenue, between Danforth Avenue and Dentonia Park Avenue; and b. At the Eastview Neighbourhood Community Centre's Annual Meeting held on June 20, 2019, the membership of the Eastview Neighbourhood Community Centre nominated the five individuals above for appointment by Toronto and East York Community Council to the Board of Management of the Eastview Neighbourhood Community Centre. Installing Speed Humps on Gilead Place, between King Street East and Eastern Avenue
Early this Summer, residents of Gilead Place were shaken when a large delivery truck hit a hydro pole along their street and steps from their door. Residents have noticed the increased traffic along their streets as vehicles speed through this narrow street. In 2017, residents brought forth a petition asking that speed mitigation measures be assessed to enhance safety in their community. Through Vision Zero, Toronto is committed to achieving pedestrian and road safety. Parking Amendments - Torbrick Road
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is requesting approval to implement maximum one-hour parking, from 10:00 a.m. to 4:00 p.m., Monday to Friday, on the north side of Torbrick Road, between Unity Road and the east end of Torbrick Road, in place of the existing statutory maximum three-hour parking limit. This is in response to a petition received from the residents of Torbrick Road requesting that the time limit for on-street parking be reduced to prevent long-term parking. This proposal will not result in the loss of any parking spaces on Torbrick Road.

Approval of Decorative Fence at Church Street Public School
An illuminated, decorative fence is being installed at 83 Alexander Street, the Church Street Junior Public School, funded through the investment of Section 45(9) community benefit funds. These funds have been allocated to improve and restore the fencing around the school grounds for many years to come. A community access agreement has been finalized as part of this work, which will provide the neighbourhood with improved access to this significant green space. As the illuminated, artistic portion of this fence will exceed the height criteria of Chapter 743 of the Streets & Sidewalks Bylaw, an exemption is required.

Speed Limit Reduction - Niagara Street
There is no number of deaths or serious injuries on our streets that is acceptable. Each one is preventable. As a City, we must prioritize and accelerate measures to make our streets safe and accessible for all road users, especially vulnerable pedestrians and cyclists. In 2015, Toronto and East York Community Council directed that all roads within the district classified as local streets be reduced to a 30 km/h speed limit. Despite its local residential character, Niagara Street is technically classified as a collector roadway, and as a result the speed limit remained at 40 km/h. I am writing to recommend that the speed limit on Niagara Street be reduced to 30 km/h. In addition, my office has received a petition requesting additional traffic calming measures be implemented on Niagara Street. Following analysis of updated traffic counts and a speed study, I anticipate that Community Council will be requested to approve speed humps and/or other traffic calming measures at an upcoming meeting.

Re-opening of Item TE2.59 - Speed Hump Poll Results - Pendrith Street
On January 15, 2019, Toronto and East York Community Council approved the installation of speed humps on Pendrith Street, as per Item TE2.59. The original Recommendation for Item TE2.59 incorrectly indicated "four speed humps". However, the accompanying drawing 421G-2789 correctly showed "five speed humps" to be installed. This error must be corrected in order for the installation of traffic calming/speed humps to proceed and a highway alteration bylaw enacted. The cost to install five speed humps will be $20,000, rather than the $16,000 as previously indicated.

Parking Amendments - Elizabeth Street
Colliers International, property management of 77 Elm Street, requested amendments to the existing parking regulations on both sides of Elizabeth Street, south of Elm Street, in the vicinity of the first driveway south of Elm Street, east of Elizabeth Street. The intent of this amendment is to prohibit stopping within close proximity to this driveway and improve sightlines for motorists entering and exiting. Transportation Services staff have been consulted and have no objection to the proposed amendment.

Parking Amendments - Humewood Drive
I am submitting this parking amendment change to Community Council via a letter, rather than by staff recommendation, as this is a time sensitive situation that has been brought to my attention late last week. A large number of residents, permit parking holders, have received parking tickets overnight for parking in a previously "permit parking only" area on their street. Unbeknownst to them, after years of parking there, the signage got changed to "No stopping," as per an old City of York by-law that was actually never appropriately signed on the street. Traffic Operations and Signs & Markings staff have provided me with background information and a recommendation to adjust the by-law to permit parking only on the entire east side of the block. The west side of the street will be getting a "No stopping" prohibition, due to the presence of the Humewood Community School. This will ensure proper sightlines for students and staff crossing the street there, while providing the same sort of parking on the east side that the local residents have been accustomed to for decades.

The area of the St. Clair Avenue West and Bathurst Street Planning Framework has seen an increase in development applications in past years. We are anticipating further intensification in this area, which has spurred concern from local residents about the cumulative impact this will have on the community. Residents have raised concerns over traffic management, noise controls, air quality, truck traffic and overall road safety, which is why I am requesting the development of a comprehensive Traffic Management and Mitigation Plan for the area. I believe it is imperative to take a proactive approach in minimizing disruption and promoting safety in the community. This necessitates a coordinated effort by several City divisions to assess current conditions and make informed recommendations as to a focused and productive approach to these concerns.

Installation of Speed Humps on Harvie Avenue - Rochdale Avenue and Kitchener Avenue
Harvie Avenue residents have contacted my office over the last few months with concerns about high traffic volumes and speeding vehicles on their street, specifically, between Redhill Avenue and Hatherley road. At my request, Traffic Operations staff undertook a speed hump feasibility study on Harvie Avenue, between Redhill Avenue and Hatherley Road. The study showed that speed humps were warranted between Chudliegh Avenue and Rochdale Avenue, but not between Kitchener Avenue and Rochdale Avenue. The remaining sections, between Redhill Avenue and Kitchener Avenue, and Rochdale Avenue and Hatherley Road were also not warranted due to the high road grade above 5%. The purpose of this motion is to address resident safety concerns by having speed humps installed on Harvie Avenue, between Rochdale Avenue and Kitchener Avenue. Residents have been informed of this action by way of a letter from my office in early October 2019.
The Toronto and East York Community Council: 1. Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming on Harvie Avenue, between Rochdale Avenue and Kitchener Avenue. 2.
