On September 2, 2022 the City received applications for Zoning By-law Amendment and Site Plan Control to permit a mixed-use development in the Port Land's McCleary District. This application proposed two 35-storey residential towers connected by a 4-storey commercial base building. A resubmission of the application was received on June 22, 2023, revising the height of the residential towers to 38 and 43-storeys respectively. The revised application contains 899 condo dwelling units and two levels of underground parking. On July 10, 2023 the applicant appealed these applications to the Ontario Land Tribunal ("OLT") due to Council's failure to make a decision within the time frame prescribed by the Planning Act. A Case Management Conference has been scheduled for November 17, 2023. This report recommends that the City Solicitor and appropriate City staff attend the OLT hearing to oppose the application in its current form and continue discussions with the applicant in an attempt to resolve outstanding issues and to ensure coordination with ongoing precinct planning for the McCleary District.
The Toronto and East York Community Council recommends that: 1. City Council direct the City Solicitor and appropriate City staff to attend the Ontario Land Tribunal in opposition to the current application regarding the Zoning By-law Amendment and Site Plan appeal for the lands at 685 Lake Shore Boulevard East and to continue discussions with the applicant to resolve outstanding issues. 2. In the event that the Ontario Land Tribunal allows the appeals in whole or in part, City Council authorize the City Solicitor to request that the issuance of any final Orders be withheld until such time as the City Solicitor advises that: a. the final form and content of the draft Zoning By-law is to the satisfaction of the City Solicitor and the Chief Planner and Executive Director, City Planning; b. the owner has addressed outstanding issues in relation to site servicing and has submitted revised Functional Servicing, Stormwater Management and Hydrogeological Reports providing confirmation of water, sanitary and stormwater capacity, to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services, and entered into and registered a financially secured agreement satisfactory to the Chief Engineer and Executive Director, Engineering and Construction Services to construct, provide, make operational, and warrant any necessary upgrades to existing services and facilities or new services and facilities; c. the final draft Zoning By-law includes appropriate holding provisions addressing matters related to flood protection, compatibility, transportation infrastructure, servicing, solid waste management, affordable housing and matters relevant to precinct planning to the satisfaction of the City Solicitor and the Chief Planner and Executive Director, City Planning; and d. necessary studies, including those related to pedestrian level wind impacts, sun and shadow, and noise and air quality compatibility have been completed and their recommendations addressed to the satisfaction of the Chief Planner and Executive Director, City Planning. 3. City Council authorize the City Solicitor and City staff to take any necessary steps to implement City Council's decision. 4. In the event the Ontario Land Tribunal allows the appeals in whole or in part, City Council request the applicant, in consultation with the Ward Councillor, to commit to the following measures in addition to the implementation of the standard City of Toronto Construction Management Plan, to the satisfaction of the Chief Building Official and Executive Director, Toronto Building, the Chief Planner and Executive Director, City Planning, the General Manager, Transportation Services and the Chief Engineer and Executive Director, Engineering and Construction Services, including but not be limited to the following: a. establish a Construction Liaison Committee made up of local residents and businesses including a representative of the local Residents Associations, to the satisfaction of the local Councillor; the Committee is to meet bi-weekly at the beginning of construction; and notes from the meetings are to be shared with the members and the Councillor's office in a timely way following each meeting; b. sweep the construction site daily and nightly, or more frequently as needed to be cleared of any construction debris and made safe; c. pressure wash the construction site and adjacent sidewalks, laneways and roadways weekly, or more frequently as needed to be cleared of any construction debris and made safe; d. ensure that the existing sidewalks and all pedestrian walkways have proper lighting to ensure safety and visibility at all times of the day and night; e. consult and communicate all construction, parking and road occupancy impacts with local businesses and residents in advance of any physical road modifications; f. install appropriate signage and converging mirrors where necessary to ensure that pedestrians', cyclists' and motorists' safety is considered at all times; g. post a 24 hours a day/7 day contact number for the site superintendent on the construction hoarding; h. create a publicly accessible website with regular construction updates and post the website address on the subject site; and i. include a minimum of 75 percent of advertisement surface area on the construction hoarding to be allocated to artwork at their sole cost, in collaboration with the Steps Initiative and to the satisfaction of the Ward Councillor. 5. In the event the Ontario Land Tribunal allows the appeals in whole or in part, City Council request the General Manager, Transportation Services to examine and report to the Toronto and East York Community Council after the Zoning By-law Amendment have come into full force and effect, regarding the realignment of the applicable Permit Parking Area and the exclusion of 685 Lakeshore and associated addresses, from the permit parking area.

This report recommends that City Council approve the erection of a building on the property located at 306-310 Gerrard Street East (designated under Part V of the Ontario Heritage Act as part of the Cabbagetown South Heritage Conservation District) in connection with the development of the subject site. The proposal is for a 10-storey (plus mechanical penthouse) mixed-use building that will replace three existing buildings and a surface parking lot. Council approval is required for the erection of the new building proposed for the subject lands. Council approval is not needed for the proposed demolition of the existing buildings as the buildings at 306 and 310 Gerrard Street East are not heritage properties, and Council has already approved demolition of the building at 308 Gerrard Street East due to its poor condition and lack of integrity. A pair of Victorian bay-and-gable heritage buildings is adjacent to the subject property to the west at 300 and 302 Gerrard Street East. The proposal is consistent with the heritage planning policy frameworks and meets the objectives of the Cabbagetown South Heritage Conservation District Plan. The impacts of the proposed development on the Cabbagetown South Heritage Conservation District are appropriately mitigated through the compatible design of the new construction.
The Toronto and East York Community Council recommends that: 1. This report recommends that City Council approve the alterations proposed for the heritage properties at 90, 90A (formerly 90 Isabella Street), 92 and 94 Isabella Street which are designated under Part IV of the Ontario Heritage Act. The subject properties are located on the north side of Isabella Street between Church Street and Jarvis Street. 90A and 92 Isabella Street contain a pair of three-storey semi-detached house-form buildings dating to 1888-1889 and 94 Isabella Street contains a two-and-a-half storey house-form building constructed c.1885. 90 Isabella Street contains a row of three-storey townhouses situated north of 90A and 92 Isabella Street, which were constructed in the mid-1970s and are not heritage resources. The proposed development has been submitted in connection with applications for a Zoning By-law amendment and Site Plan Control and involves the construction of a 69-storey residential tower on the site with the in-situ retention of the street-facing (south) elevations and a portion of the east and west return walls and the dismantling and reconstruction of the entire west wall of 90A Isabella Street. Elements of the interior of 90A and 92 Isabella Street will be integrated into new, reconfigured interior spaces. The proposed alterations are generally consistent with the existing policy framework. The heritage impacts of the development proposal are appropriately mitigated through the overall conservation strategy.
The Toronto and East York Community Council recommends that: 1. and e. prior to the release of the Letter of Credit required in Recommendation 1.d.5. above, the owner shall: 1. provide a letter of substantial completion prepared and signed by a qualified heritage consultant confirming that the required conservation work and the required interpretive work has been completed in accordance with the Conservation, Lighting and Interpretation Plans and that an appropriate standard of conservation has been maintained, all to the satisfaction of the Senior Manager, Heritage Planning, Urban Design, City Planning; 680 Northcliffe Boulevard - Residential Demolition Application
This staff report is about a matter for which the Toronto and East York Community Council has delegated authority to make a final decision. In accordance with city wide residential demolition control under the Toronto Municipal Code Chapter 363, under the authority of Section 33 of the Planning Act, the application for the demolition of the existing one storey single detached dwelling at 680 Northcliffe Boulevard (Application No. 23-213762 DEM 00 DM) is being referred to the Toronto and East York Community Council for consideration to refuse or to grant the application, including any conditions, if any, to be attached to the demolition permit application because a building permit application for the replacement building has not been applied for. The demolition application is being referred to the Toronto and East York Council because the building proposed to be demolished contains one residential dwelling unit and there are no replacement building permits to be issued at this time.
The Toronto and East York Community Council: 1. Maple Reinders Constructors Ltd is constructing a 6-storey self storage building at 3524 Dundas Street West. The site is located on the north side of Dundas Street West between Priscilla Avenue and Willard Avenue. Transportation Services is requesting approval to close the north sidewalk and the north side westbound curb lane on Dundas Street West for a period of 9 months, from December 31, 2023 to October 1, 2024 to facilitate construction staging operations. Pedestrian movements on the north side of Dundas Street West abutting the site will be maintained in a minimum 2.1 metre-wide covered and protected walkway. Construction Staging Area - Lake Shore Boulevard West (955 Lake Shore Boulevard West)
Work is being initiated by a private entity (i.e., EllisDon Civil) and given that the closure duration is greater than 30 days and located on a major arterial road, City Council approval is required. EllisDon Civil has undertaken the Infrastructure Ontario - Ontario Place Site Servicing Renewal project. The project scope includes decommissioning, removal and replacement of ageing infrastructure, specifically watermain and sanitary work. A section of the watermain replacement is located under the Martin Goodman Trail. In order to facilitate construction activities, a temporary closure of the Martin Goodman Trail is required. Trail users will be redirected into a closed and protected pathway on Lake Shore Boulevard West. Transportation Services is requesting authorization to close the eastbound curb lane on Lake Shore Boulevard West, from Ontario Drive and a point 126 metres further east, for a period of 11 weeks from December 18, 2023 to March 1, 2024, in order to provide a safe detour around the temporary closure of the Martin Goodman Trail.

YSC Development Corp is constructing a 50-storey condominium building at 1404-1428 Yonge Street. The site is located on the west side of Yonge Street between St Clair Avenue West and Farnham Avenue. This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Deltera Inc. is constructing a 57 storey mixed use development consisting of residential, below-grade parking, retail, and heritage uses. The site is located on the north side of Queen Street East between Church Street and Dalhousie Street. Transportation Services is requesting approval to temporarily close the west sidewalk and a section of the southbound curb lane on Dalhousie Street for a period of 20 months, from November 16, 2023 to June 30, 2025 to accommodate a construction staging area. A separate report will be completed in 2025 to address Phase 2 which is projected to be completed by March 2028. Pedestrian movements on both sides of Dalhousie Street will be closed. Pedestrian movements will be maintained in a 2.1 metre-wide covered and protected walkway within the existing sidewalk on the east side of Church Street and the north side of Queen Street East. A section of Dalhousie Street will be designated as one-way for northbound traffic only.
