Appointment to Fill a Vacancy on the Community Centre Board of Management
The Cecil Community Centre Board of Management Board of Management has a vacancy as Stanley Ing is unexpectedly unable to complete his term. The Centre has nominated Sebastian Martinez to take Mr. Ing's place on the Board. On behalf of the Cecil Community Centre I am submitting this appointment as new business as it was submitted to the City but did not make the agenda closing for this meeting. A letter from the Executive Director is attached, and approving this appointment at this meeting will restore the board to full strength.

Parking Amendment - Bleecker Street
I am writing to request your support in amending the on-street parking regulation on the west side of Bleecker Street, south of Wellesley Street East in order to deter parking fronting the garbage loading zone of Fudger House Long-term Care Home located at 439 Sherbourne Street. Transportation Services staff recommends establishing a "No Standing Anytime" prohibition fronting the garbage loading zone in order to deter illegal parking in this area, and maintain unobstructed access. There will be no loss of on-street parking as a result of this parking amendment.
The Toronto and East York Community Council: 1. Rescinded the existing maximum one-hour parking regulation in effect at all times, on the west side of Bleecker Street, between Wellesley Street East and Carlton Street. 2. Authorized parking for a maximum period of one hour at all times, on the west side of Bleecker Street, between a point 32 metres north of Carlton Street and a point 87.5 metres south of Wellesley Street East. 3. Authorized parking for a maximum period of one hour at all times, on the west side of Bleecker Street, between Wellesley Street East and a point 55 metres south. 4. Rescinded the existing permit parking regulation in effect from 10:00 p.m. to 10:00 a.m. daily, except no parking 10:00 a.m. to 4:00 p.m., Monday to Friday, from a point 121 metres north of Carlton Street to a point 50 metres further north, on the even (west) side of Bleecker Street, from Wellesley Street East to a point 32 metres north of Carlton Street. 5. Parking Amendments - Rhodes Avenue between Fairford Avenue and the north end of Rhodes Avenue
Rhodes Avenue is a north-south street located in a residential community. I have heard from local residents requesting the removal of alternate side parking to affix parking to one side of the street. After polling residents of Rhodes Avenue, north of Fairford Avenue, residents have voted in favour of affixing the parking to one side of the street year round.
The Toronto and East York Community Council: 1. Rescinded the existing permit parking regulation in effect from 12:01 a.m. to 7:00 a.m., at all times, except no parking from 16th day to the last day of each month, from April 1 to November 30, inclusive, on the odd (east) side of Rhodes Avenue, from Fairford Avenue to a point 240.8 metres north. 2. Rescinded the existing permit parking regulation in effect from 12:01 a.m. to 7:00, at all times, except no parking from the first day to the 15th day of each month, inclusive, and no parking anytime from December 1 of one year to March 31 of the next following year, inclusive, on the even (west) side of Rhodes Avenue, from Fairford Avenue to a point 240.8 metres north. 3. Rescinded the existing parking prohibition in effect from 16th day to the last day of each month, from April 1 to November 30, inclusive, on the east side of Rhodes Avenue, between Fairford Avenue and the north end of Rhodes Avenue. 4. Parking Amendments - Selwyn Avenue
My office heard from school administrators at Gordon A. Brown Middle School regarding conflicting signage in their pick-up/drop-off area located on Selwyn Avenue. In order to correct this discrepancy, I recommend amending the existing parking prohibitions on Selwyn Avenue to the following.
The Toronto and East York Community Council: 1. Amended the existing parking prohibition in effect from 6:00 p.m. of one day to 8:00 a.m. of the next following day, Monday to Friday, and anytime, Saturday and Sunday, on the east side of Selwyn Avenue, between a point 38 metres north of St. Clair Avenue East and Dalecrest Drive, to be in effect from 6:00 p.m. of one day to 7:30 a.m. of the next following day, Monday to Friday, and anytime, Saturday and Sunday. 2. Rescinded the existing parking prohibition in effect at all times on the east side of Selwyn Avenue, between St. Clair Avenue East and a point 38 metres north.

Traffic Calming - Elmer Avenue, between Kingston Road and Norway Avenue (west branch)
Residents have reached out to my office with concerns about road safety and speeding along Elmer Avenue, between Kingston Road and Norway Avenue. As the majority of residents are in favour of this safety initiative, I would like to recommend the installation of speed humps.
The Toronto and East York Community Council: 1. Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Elmer Avenue, between Kingston Road and Norway Avenue (west branch). 2. Directed the City Solicitor to prepare a by-law to alter the roadway to install three speed humps on Elmer Avenue, between Kingston Road and Norway Avenue (west branch), generally as shown on Attachment 1 to the letter (November 7, 2023) from Councillor Brad Bradford.

Distillery Winter Village - Waiving of Parking Fees
The Distillery Winter Village has been an important cultural event of the downtown core's holiday season. With over 750,000 visitors annually, the Winter Village is Canada's premier holiday market, creating substantial economic growth for both the Distillery neighbourhood and the city at large during the winter holiday season. In years prior, fee losses had been waived for Pay and Display Parking Machines related to the temporary adjustment to traffic and parking regulations for the Winter Village. At the request of staff, I am putting forward this request to committee to continue the practice for the 2023 Winter Village, as we work to ensure another successful holiday season. As always, visitors are encouraged to take public transit, a rideshare service or bike/walk to The Distillery Winter Village as parking is extremely limited due to construction, and the busy nature of the event. The event organizer will be responsible for paying all operating costs associated with bagging of the five parking machines, which amounts to a total of $1,750.00 + tax.
The Toronto and East York Community Council recommends that: 1. City Council request the Toronto Parking Authority Board of Directors to waive any fees associated with the revenue loss from the Pay and Display Parking Machines, estimated at $44,100, as part of the 2023 Distillery Winter Village.

Parking Amendments - Conducting a new poll on Maclean Avenue
The purpose of this motion is to request that Transportation Services put aside poll FYP 2023-028 open between May 23, 2023 and June 21, 2023 to allow a new poll to be conducted. This motion was brought forward at the request of local residents in response to unique circumstances whereby the poll met the response threshold but did not achieve the 50% plus one in favour, despite there having been more responses in favour than opposed. Additionally, one ballot was returned by a deceased individual.
The Toronto and East York Community Council recommends that: 1. City Council direct, despite the provisions of City of Toronto Municipal Code Chapter 918, Parking on Residential Front Yards and Boulevards, and City of Toronto Municipal Code Chapter 190, Polling and Notification, that the poll FYP 2023-028 open between May 23, 2023 and June 21, 2023 conducted in relation to the application for front yard parking at 26 Maclean Avenue be disregarded and set aside and a new poll for the front yard parking application be conducted in accordance with the relevant Code Chapter(s).

My office has heard from local residents about an increase in traffic along Sammon Avenue, and would like to create safer pedestrian access at Woodington Avenue by realigning the all-way stop controls at this intersection.

The purpose of this motion is to re-open and amend TE5.51 and approve removal of two stop signs that have caused confusion in determining who has the right-of-way among drivers and pedestrians.

Re-opened Item TE5.51, All-way stop controls around Secord Elementary School, with respect to Part 1 and Part 2 of the decision of the Toronto and East York Community Council. 2. Replaced Part 1 and 2 with the following: 1. Authorized compulsory stop controls for eastbound and southbound traffic at the intersection of Chisholm Avenue and Lumsden Avenue (north intersection). 2.
