Directed Staff to review acceleration options for the Islington Station Easier Access project to recover time from unforeseen underground site conditions in regards to Toronto Hydro and utility works. Options to include: incentivization with the Contractor to mitigate schedule delays, including reviewing additional staging options to complete Right of Way (ROW) work under Islington Avenue with Toronto Hydro, to provide an accessible path to a new Islington Station entrance as soon as possible (Q2 2027 or earlier).

Honouring Howard Moscoe
The TTC Board: 1. Approved the naming of the atrium at Yorkdale Station as the Howard Moscoe Atrium, in recognition of his service as the first Chair of the Toronto Transit Commission of the amalgamated City of Toronto and his decades of advocacy for public transit in Toronto, including his sustained efforts to return the Arc en Ciel light installation by artist Michael Hayden to Line 1's Yorkdale Station, in principle and subject to: a. Consultation with the family of Howard Moscoe and receipt of the family's written consent, in accordance with the TTC's Commemorative and Honourary Recognition Policy; and b. Consultation with the artist, Michael Hayden, regarding the association of his work with the commemoration, and confirmation that the naming and any related signage are consistent with the artist's moral rights and with the terms of the applicable restoration agreement. 2. Delegated authority to the Chief Strategy and Customer Experience Officer to complete the consultation with the family of Howard Moscoe and with the artist, Michael Hayden, to obtain the family's written consent and to confirm the artist's position on the association of his work with the commemoration, and, upon completing those steps, to finalize and implement the naming; and, if the family's consent is not obtained or the artist's rights cannot be satisfactorily addressed, to report back to the Board with alternative options for commemoration. 3. Directed staff to confirm the funding, implementation, and ongoing maintenance arrangements for the recognition prior to installation, consistent with the Commemorative and Honourary Recognition Policy.

Transit Network Expansion Update - Provincial Projects in Delivery
The TTC Board: 1. Received this report for information. 2. Directed TTC staff, through the City's development review process, to identify when a proposed development is located in a corridor or network segment where: current or forecast demand indicates insufficient transit capacity based on currently funded plans; additional transit infrastructure, station capacity, service, or accessibility-related improvements may be required to support growth at a reasonable level of service; required improvements are not yet fully funded; and/or the anticipated in-service date of required improvements is not expected to align with projected development occupancy. 3. Requested the Chief Executive Officer, TTC, to report back to the Board, through a future Transit Network Expansion Update or other appropriate report, on options for establishing corridor- and station-level service and capacity measures to support long-term planning, including how such measures could be used to inform development review, capital planning, and intergovernmental funding requests. 4. Directed that TTC staff request the Chief Planner and Executive Director, City Planning, when reporting to City Council on zoning by-law amendments, Official Plan amendments, or other planning approvals in identified high-demand transit corridors, to include any TTC comments regarding known funded and unfunded transit capacity requirements, including the expected timing of required infrastructure where available. 5. Directed TTC staff, in consultation with the City of Toronto, to develop strategies for funding transit infrastructure growth requirements that support City approved development, recognizing the TTC also has a priority need to address state-of good repair of existing assets.

The TTC Board: 1. Declared surplus to the operational needs of the TTC and authorize the release to the City of Toronto, the portion of 6 Spadina Road, measuring approximately 320 square metres in area and currently used as a station entrance (the "Surplus Lands"), subject to the following requirement: a. That the Owner of the proposed development at 350 Bloor Street West (the "Owner") construct both a new integrated entrance connection within 350 Bloor Street West and the capacity expansion work to Spadina Station (the "Spadina Capacity Improvements"). 2. Authorized the release of these lands to the City of Toronto ("City"), for ultimate sale to the Owner, in accordance with TTC Procedural By-Law No. 2, TTC Policy 8.2.0 - Disposal of Surplus Property, Acquisition of Real Property, Office and Short-Term Lease, and the City surplus property process, on terms and conditions satisfactory to the TTC's General Counsel. 3. Approved the new entrance connection to Spadina Station within the proposed 35-storey development at 350 Bloor Street West (the "Development") and the subsequent closure, and demolition of the stand-alone, single-storey entrance building to Spadina Station, located on the Surplus Lands (the "Existing Entrance Building"). 4. Authorized execution of an entrance connection agreement, and any other agreements arising as a result of the new entrance connection, closure and demolition of the Existing Entrance Building, and construction of the Spadina Capacity Improvements, all on terms and conditions acceptable to the TTC's General Counsel.

The TTC Board: 1. Authorized execution of an Entrance Connection agreement for a new connection at 2200 Yonge Street, and any other agreements arising as a result of the entrance connection, all on terms and conditions acceptable to the TTC's General Counsel. 2. That the TTC Chief Capital Officer, in consultation with the Executive Director of Development Review and the Chief Planner and Executive Director of City Planning, be directed to finalize with the applicant the design of the built form and landscape elements associated with the entrance connections, and the interfaces between those elements and the surrounding publicly-accessible plaza, in a manner that creates an exceptional and high quality publicly accessible space. 3. Approved deferring the calculation and application of the entrance connection fee for the reconfigured entrance connection to Eglinton Station at 2200 Yonge Street to a future Board report, which will also outline other amendments to the 2018 Lease Amending Agreement, allowing the TTC to develop an updated fee that is appropriate to the Master Development Plan currently being revised by the building Owner. 4. Requested Metrolinx to create a plan for a public art installation on the east wall of the Metrolinx station box, in consultation with the Ward Councillor.

Delegated authority to the Chief Executive Officer during the Board recess from July 22, 2026, until the first scheduled TTC Board meeting of the new term, to: a. award or amend contracts that may exceed a term of five years, including optional terms, or the projected term of capital funding for a project as otherwise approved by the Board and City Council subject to: i. the value of the contract award or amendment being within the CEO's current delegation of authority financial limits; and ii. funding being available within the TTC's approved budgets; and where the contract is funded through the TTC's Capital Budget and the contract term extends beyond the current approved 10-Year Capital Budget, the Chief Executive Officer's approval is also subject to: A. the Interim Chief Financial Officer confirming that funding is available for the portion of the contract within the approved 10-Year Capital Budget; and B. the commitment by the Chief Executive Officer and Interim Chief Financial Officer to fully fund future budget requirements for amounts beyond the current 10-year Capital Budget term through the subsequent annual budget process. b. in consultation with the Interim Chief Financial Officer, enter into agreements, including any amendments and extensions, with other orders of government, including their agencies, to take actions as required to preserve the TTC's ability to secure intergovernmental funding or financing opportunities that may arise, including entering into any necessary agreements with other levels of government to receive such funding. 2. Delegated authority to the Interim Chief Financial Officer to approve the following budget adjustments, provided that sufficient budgets and funds are available to reallocate: a. budgets between capital projects or sub-projects in an amount of not more than $6 million; and b. operating budgets in an amount of not more than $1 million, including associated changes to service levels and complement. 3. Directed the Chief Executive Officer, or delegate, to: a. report to the first Board meeting of the new term on the use of any delegated authority under Recommendation 1 and 2 above; and b. report budget adjustments to City Council, through the Budget Committee in accordance with the requirements set out in the Toronto Municipal Code Chapter 279, Toronto Transit Commission.
