Toronto Parking Authority seeks to retain Toronto Hydro-Electric System Limited to deploy and operate thirty-two electric vehicle chargers at Toronto Parking Authority-operated facilities. Toronto Parking Authority is requesting authority to enter into two (2) agreements, one (1) for the retention of Toronto Hydro-Electric System Limited with respect to nine (9) Electric Vehicle chargers that will replace the existing Electric Vehicle charging equipment that Toronto Parking Authority has in place at three (3) Toronto Parking Authority facilities; and the other for Toronto Hydro-Electric System Limited 's retention with respect to twenty-three (23) Electric Vehicle charges at other locations within Toronto Parking Authority facilities.

The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the status of Toronto Parking Authority's Electric Vehicle Charging Pilot Project and to seek authority to include new and amended terms and conditions in the agreements needed to enable Toronto Parking Authority 's retention of Toronto Hydro-Electric System Limited to provide the necessary goods and services to install the Electric Vehicle charging stations and operate for a three (3)-year period, the Electric Vehicle charging stations as a Toronto Parking Authority service provider. Key changes to the terms and conditions include the removal of a licence for Toronto Hydro-Electric System Limited to access the Toronto Parking Authority facilities to operate the Electric Vehicle charging infrastructure as an independent amenity operated by a third-party, along with the restructuring of the agreement to retain Toronto Hydro-Electric System Limited as a service provider to operate the Electric Vehicle charging infrastructure; and the incorporation of actual installation costs as the basis for calculating Toronto Parking Authority's option to purchase the electric vehicle charging units and/or related infrastructure at the end of the term. Should Toronto Parking Authority Board of Directors adopt the recommendations of this report, Toronto Parking Authority will work with Toronto Hydro-Electric System Limited to finalize and execute the necessary agreements before the end of 2021 with installation and operation of the thirty-two chargers expected in 2022.
