The purpose of this report is to request authority to amend Purchase Order Number 6050859 with Sanscon Construction Limited for the reconstruction of the King Street West, Queen Street West, The Queensway and Roncesvalles Avenue (KQQR) intersection. The project includes the reconstruction of the TTC track allowance and platforms, roads and sidewalks; the construction of new streetscaping; the replacement of watermains; the relining of sewers; and the rehabilitation of The Queensway bridge over Parkside Drive.

As noted, part of this project included the reconstruction of the TTC streetcar platforms. In the process of completing this work in April, crews encountered challenges related to the underground structure of the tree pits located beside the platforms. As a result, the pedestrian areas between the streetcar platforms and the tree pits became compromised. The remediation of the tree pit structures is highly detailed and specialized work which is further complicated because they are adjacent to active streetcar platforms, requiring the work to be completed in very confined spaces, with crews needing to temporarily halt work with each streetcar to allow passengers to board. The Purchase Order Amendment is being requested to remediate the tree pit structures adjacent to TTC platforms on Roncesvalles Avenue, adjacent to the TTC platforms at Marion Street, Garden Avenue, High Park, Grenadier and Howard Park. The total value of the Purchase Order Amendment being requested is $523,363 net of all taxes and charges ($532,574 net of Harmonized Sales Tax recoveries). This revises the current purchase order value from $25,518,224 to $26,041,586 net of all taxes and charges ($26,499,918 net of Harmonized Sales Tax recoveries).
