City Council on December 17 and 18, 2024, adopted the following: 1. City Council suspend Duron Ontario Ltd.'s and any affiliated persons, as defined Toronto Municipal Code in Chapter 195, Procurement, eligibility to bid on or be awarded any City of Toronto contracts as a supplier of goods and/or services or as a subcontractor to such a supplier, including any options, renewals or extensions of existing contracts, for a period of four (4) months commencing upon the date of approval of this report.

This report recommends that City Council suspend Duron Ontario Ltd.'s ("Duron") eligibility to bid on, or be awarded, any City of Toronto contracts for a period of 4-months for contraventions of the City of Toronto's Supplier Code of Conduct (Supplier Performance) in Chapter 195 of the Toronto Municipal Code. Duron is currently suspended from bidding pursuant to the authority of the Chief Procurement Officer. When it received notice that the Chief Procurement Officer was considering a recommendation that a longer suspension be imposed by City Council, Duron requested additional information.

In response, the Chief Procurement Officer has determined that some additional information will be provided to Duron. A 4-month suspension is recommended to: a. permit the Chief Purchasing Official to provide this information to Duron, consider Duron's response, and decide upon an appropriate recommendation; and, b. preclude Duron from bidding on City contracts in the interim.
