Further Report - Zoning By-law Amendment Application - 665, 667, 669 and 671 Sheppard Avenue West
A Zoning By-law Amendment application was previously considered by City Council at its meeting on July 16, 2019 (Item NY 7.1). The application proposed 39 five-storey, stacked, back-to-back townhouses, 7 three-storey townhouses and 1 three-storey semi-detached dwelling for a total of 48 units with 50 underground parking spaces at 665, 667, 669 and 671 Sheppard Avenue West. Some revisions to the proposal have been requested by the applicant including converting the stacked townhouse units to apartment units, adding indoor amenity space, an elevator and correcting some technical errors in the previous by-laws. The permitted height (in metres) and GFA are not proposed to change. Given that the final Bills have not yet been passed by City Council, this report recommends approval of the revised draft Zoning By-law Amendments, as shown as Attachments 1 and 2 to this report from the Chief Planner and Executive Director, City Planning. Public notice has been provided in accordance with the Planning Act.

City Council delete Parts 1 and 2 of Item NY7.1, titled "Final Report - Zoning Amendment Application - 665, 667, 669 and 671 Sheppard Avenue West" to remove the draft by-laws and replace them with the following: a. City Council amend Zoning By-law 7625, for the lands at 665, 667, 669 and 671 Sheppard Avenue West substantially in accordance with the draft Zoning By-law Amendment, attached as Attachment 1 to the report (August 19, 2020) from the Acting Director, Community Planning, North York District, with the following Sections contained in Attachment 1, amended to read as follows: AMENITY SPACE An Apartment Building or Townhouse must provide amenity space at a minimum rate of 4.0 square metres for each dwelling unit, of which at least 2.0 square metres for each dwelling unit is indoor amenity space. Each block does not require its own amenity space. BICYCLE PARKING A minimum of 44 long term and 5 short term bicycle parking spaces shall be provided. b. Final Report - Zoning By-Law Amendment - 340 St. Clements Avenue
This application proposes to amend Zoning By-law Nos. 438-86 and 569-2013 to permit the redevelopment of the subject lands for a 4-storey (12.7 metre high) residential townhouse containing 6 residential units resulting in an overall density (Floor Space Index - FSI) of 1.65 times the lot area. The proposed development would include 6 parking spaces in a covered garage. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2019). The proposal would result in a compact, low-rise residential development located within the Yonge-Eglinton Secondary Plan Area, in close proximity to transit, making efficient use of land and existing infrastructure, including public services and facilities, parks and open spaces and recreation facilities. This report reviews and recommends approval of the application to amend Zoning By-law Nos. 438-86 and 569-2013.

Accessible Parking Space - Tippett Road
This staff report is about a matter for which Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. Transportation Services is recommending the installation of a temporary accessible parking space on the east side of Tippett Road. The installation of the proposed accessible parking space will address the needs of a local resident during the COVID-19 pandemic crisis.

Safety Review - Keele Street and Calvington Drive
At its meeting on June 16, 2020, North York Community Council directed Transportation Services to conduct a review of the traffic safety and operations standards at the intersection of Keele Street and Calvington Drive. This report provides an overview of the safety review and safety improvements undertaken by Transportation Services.
North York Community Council: 1. Directed Transportation Services to expedite the implementation of the following proposed long-term improvements: a. Implementation of a sidewalk on the north side of Calvington Drive, between Keele Street and the TTC bus stop approximately 38 metres west; b. Review of LPI (Leading Pedestrian Interval) at the intersection; and c. Implementation of Left Turn Calming at the intersection. 2. Requested the General Manager, Transportation Services, to report to the November 2020 North York Community Council meeting on the status and update of the improvements implemented as listed in the "Short-term Improvements" sections of the report. 3. Requested the General Manager, Transportation Services, through the regular budgetary process, to include in the Transportation Capital Plan, where possible, action items listed in the "Long Term Improvements" section of the report. Where possible, use funds within existing approved funding envelopes to do preliminary scoping and work in this budgetary year.

Transportation Services is requesting approval from North York Community Council to introduce overnight on-street permit parking on Old Orchard Grove, between Avenue Road and a point 208 metres east of Avenue Road, on a street name basis, under the operating hours of 12:01 a.m. to 7:00 a.m., 7 days a week. Residents requested the implementation of overnight on-street permit parking on Old Orchard Grove to accommodate their long term parking needs without being subject to tagging by Parking Enforcement Officers.

Parking Amendments - Glen Park Avenue
This staff report is about a matter for which Community Council has delegated authority to make a final decision. Transportation Services is recommending the maximum 30-minute parking regulations in effect from 8:00 a.m. to 6:00 p.m., Monday to Friday, on both sides of Glen Park Avenue, east of Dufferin Street, be amended to be in effect for a maximum period of one-hour during the same hours. The longer duration was requested by local businesses for their customers. The proposed one-hour maximum parking regulations will address the concerns of local businesses and have a negligible effect on traffic operations.

Traffic Control Signals - Eglinton Avenue East and Street A, Wynford Drive and Street A
As the Toronto Transit Commission (TTC) operates bus service on Eglinton Avenue East and Wynford Drive, City Council approval of this report is required. Transportation Services is requesting approval from City Council to install traffic control signals at the intersections of Eglinton Avenue East and Street A, and Wynford Drive and Street A. Street A is currently an unnamed private north-south street, 175 metres east of Don Mills Road within the Crosstown development, located on the northwest quadrant of the intersection of Eglinton Avenue East and Don Mills Road. The proposed traffic signals are included in the subdivision agreement for the development and Street A will be a public street. Traffic control signals are justified at these intersections based on the anticipated vehicle and pedestrian volumes resulting from the development. The proposed traffic control signals will provide efficient access to and from within the community for all road users and provide protected crossings for pedestrians. The cost of the signals will be borne by the property owner.

Traffic Control Signals - Don Mills Road and Freshmeadow Drive
As the Toronto Transit Commission (TTC) operates a transit service on Don Mills Road and Freshmeadow Drive, City Council approval of this report is required. Transportation Services is requesting approval from City Council to install traffic control signals at Don Mills Road and Freshmeadow Drive. Traffic control signals will provide enhanced safety for TTC buses turning left onto Don Mills Road from Freshmeadow Drive. The installation of traffic control signals is also justified based on pedestrian activity in the vicinity of the intersection, including a seniors building and schools, the approximate 560 metre distance between crossing protection, TTC bus stops at the intersection, a five lane cross section on Don Mills Road, the high traffic volume on Don Mills Road and by installing signals we will likely draw pedestrians to cross at the intersection. While traffic controls signals will enhance safety for TTC buses, motorists and pedestrians crossing at the intersection, this installation will increase delays for motorists on Don Mills Road, as north/south traffic will no longer operate with free flow.

Parking Amendment - Eunice Road
In 2019, parking amendments were introduced along Eunice Road to permit one-hour parking for patients destined for the medical building at 1100 Sheppard Avenue East. Since these amendment have been introduced, residents along Eunice Road have had persistent issues with illegal parking and issues with shared road space. The proposed recommendations rescind the permission for one-hour parking in order will help to address this road safety issue.
North York Community Council: 1. Rescinded the parking prohibition in effect at all times on the south and east sides of Eunice Road, between a point 69 metres east of Ambrose Road and Marcelline Crescent (south intersection). 2. Rescinded the one hour maximum parking regulation in effect from 8:00 a.m. to 4:00 p.m., Monday to Friday, on the south side of Eunice Road, between a point 15 metres east of Ambrose Road and a point 54 metres further east. 3. Rescinded the parking prohibition in effect from 4:00 p.m. of one day to 8:00 a.m. of the next following day, Monday to Friday and at all times Saturday and Sunday, on the south side of Eunice Road, between a point 15 metres east of Ambrose Road and a point 54 metres further east. 4. Prohibited parking at all times on the south and east sides of Eunice Road, between Ambrose Road and Marcelline Crescent (south intersection).

Request to Re-open Item NY16.6: Request for Fence Exemption - Rear Yard - 47 Codsell Avenue
At its meeting on July 15, 2020, the North York Community Council adopted Recommendation 1 as part of Item NY16.6, titled "Request for Fence Exemption - Rear Yard - 47 Codsell Avenue". In so doing, Community Council refused an application submitted by the property owner at 47 Codsell Avenue, for an exemption from Toronto Municipal Code, from Chapter 447 1.2 B (1). The decision was based on an incomplete application where the subject fence was not yet proposed nor built. After consulting with the applicant and MLS staff, it was agreed that the matter should be revisited once a correct and complete application was re-submitted. 4588 Bathurst Street Electronic Ground Street Sign Application
The property owner of Sherman Campus, a recreational, educational and social Jewish Community Centre at 4588 Bathurst Street is proposing to install and maintain an electronic ground sign at the southern corner of the driveway entrance of the property on the west side of Bathurst Street.. The proposed sign will be constructed of aluminum angular frames and vinyl overlay measuring 0.51 metre in thickness, 3.43 metres in width, and 6.02 metres in height above ground and 2.44 metres depth, located in the City's right of way. Transportation Services requires North York Community Council's authority to permit the installation of the above mentioned ground sign and enter into an encroachment agreement with the property owner based on the submitted plans and applicable By-laws. The proposed electronic ground sign on the public right of way does not meet the requirements of the City of Toronto Municipal Code, Chapter 743, Streets and Sidewalks, Use of, for delegated approval as an encroachment by the General Manager, Transportation Services. Notwithstanding, Transportation Services does not have any objections to the proposed sign.

13 Barberry Place - Residential Demolition Application
On June 11th, 2020, Toronto Building received a request from Transportation Services to demolish an existing single family dwelling at 13 Barberry Place. Transportation Services requests the demolition of 13 Barberry Place, a two-storey, single family detached dwellings located south of Sheppard Ave E and east of Bayview Ave. This property was acquired by the City in 2018 as part of the planned construction of the Council-endorsed "Thomas Clark Way", a planned street in North York connecting Rean Drive to Kenaston Gardens. Furthermore, my office has been informed of a rodent issue at 13 Barberry Place. It is a property that the City expropriated for the future extension of Thomas Clark Way but it has since fallen into disrepair and is now the site of a rat infestation. The building is neither listed nor designated under the Ontario Heritage Act. Heritage Preservation Services have also confirmed that the property is not on any potential list. The demolition application is being referred to the North York Community Council because the building proposed to be demolished at 13 Barberry Place is residential and the applicant has not received a permit to replace the building or to redevelop the site. In such a case, Chapter 363 Article II of the City of Toronto Municipal Code requires Community Council to issue or refuse the demolition permit.
