Caribou Road - Parking Amendments
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending that parking be prohibited from 8:00 a.m. to 10:00 a.m. and from 2:00 p.m. to 4:00 p.m., Monday to Friday, on the north side of Caribou Road, between a point 44 metres east of Bathurst Street and Glen Rush Boulevard. Currently parking is allowed for up to three hours at all times in this area. It is also recommended that the existing parking prohibition in effect at all times on the south side of Caribou Road, between a point 19 metres east of Bathurst Street and Glen Rush Boulevard, be amended to a stopping prohibition in effect at all times. The proposed changes will alleviate traffic congestion caused by a combination of the parking activity of customers of businesses on Bathurst Street and student drop-off and pick-up activity of a private school on the south east corner of Caribou Road and Glen Rush Boulevard. During the course of the investigation, it was noted that there is a discrepancy between the on-street signage and the posted signs. Recommendation 4 will correct this inconsistency. There is also a discrepancy between the existing parking meters and the parking meter schedule. Recommendation 5 will correct this inconsistency.

Adra Grado Way and Okra Tomar Crescent - Stop Control and Parking Amendments
This staff report is about a matter for which Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. Transportation Services is requesting North York Community Council to approve stop control and parking regulations on the dedicated but unassumed streets Adra Grado Way and Okra Tomar Crescent. These streets were opened to traffic in 2021 and the builder installed stop signs and parking prohibition signs based on the signage and pavement marking plan approved during site plan review. These signs do not have supporting by-laws. The proposed stop control and parking regulations will promote safe and efficient traffic operation on Adra Grado Way and Okra Tomar Crescent.

This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. At its meeting on May 24, 2022, North York Community Council requested Transportation Services to report back on the feasibility of allowing the use of the driveway apron for parking purposes on Van Horne Avenue for the homes identified as 488-612 Van Horne Avenue. For the purposes of this report a "driveway apron" refers to the portion of a driveway on the City Boulevard between the sidewalk and the travelled portion of the roadway. Parking on a residential boulevard within the City of Toronto is regulated through Chapter 918 of the Toronto Municipal Code, and within the provisions of Chapter 918 parking on this portion of the boulevard is not permitted. Transportation Services does not recommend amending Chapter 918 to allow parking within the driveway apron within the subject section of Van Horne Avenue due to the negative safety and operational impacts that are identified in the report.

Spring Garden Avenue - Parking Amendments
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending that the existing stopping prohibition on the north side of Spring Garden Avenue, between a point 115 metres east of Yonge Street and Doris Avenue, be amended to allow short-term 10 minute parking between 8:00 a.m. and 9:00 a.m. and 3:00 p.m. to 4:00 p.m., Monday to Friday. The proposed amendment will provide short term parking during the arrival and dismissal times for Claude Watson School for the Arts (CWSA) located on the north side of the street. During the course of the investigation, it was noted that there is a discrepancy between posted signs and the existing parking regulations. Recommendation 7 will correct this inconsistency.

The purpose of this report is to advise Council concerning an application by the property owner of 23 Laurentia Cres for a site-specific Fence Exemption, pursuant to Section 447-1.3.(C). 3 of Toronto Municipal Code, Chapter 447, Fences. The property owner is seeking Council's permission to allow for a juliette gate, which does not comply with the standards stipulated by Section 447-1.3.(C).3 of the bylaw.

There are two Colorado blue spruce trees, Picea pungens, in question, measuring 36 cm and 44 cm in diameter and one Austrian pine tree, Pinus nigra, measuring 54 cm in diameter. Melrose Avenue - Traffic Calming - Amendment to NY3.10
On February 22nd, 2023 North York Community Council adopted recommendations from staff to not install speed humps along Melrose Avenue between Yonge Street and Jedburgh Road. The purpose of this motion is to re-examine this study and ask City Staff conduct a poll of eligible householders on this block of Melrose Avenue to see determine if there is support for traffic calming measure to be instated.

Deleted its prior decision on Item NY3.10 and adopted instead the following: That North York Community Council: 1. Yorkdale-Glen Park Neighbourhood - Liveability Study
Residents of the Yorkdale-Glen Park Neighbourhood have been experiencing a drastic change to their streets as a direct result of new developments in the area. The purpose of this motion is to ask City Staff to conduct a liveability study for the neighbourhood and report back on ways to improve the area for the residents. The findings from this study are particularly important as more development applications are submitted and approved by City Planning along the Dufferin corridor.

McAdam Avenue and Groton Street (All-Way Stop Control)
In May 2022, Transportation Staff conducted a study to see if an all-way stop control at the intersection of McAdam Avenue and Groton Street met the criteria required for installation. This study came back finding that the criteria were not met. However, I have recently spoken to many members of the community who are concerned about the impacts of not having an all-way stop control at this intersection on community safety in the neighbourhood. The residents have polled neighbours and found overwhelming support for the installation of an all-way stop control at this intersection. Therefore, I am requesting that all-way stop controls be installed at the intersection of McAdam Avenue and Groton Street.

Elvaston Drive is a local road with two way traffic which extends from Sloane Avenue to just west of Halkin Crescent. I have heard from concerned residents about speeding on Elvaston Drive. As it is located in close proximity to Sloane Public School, I request that Transportation Services designate Elvaston Drive as a Community Safety Zone.

I have heard from concerned residents about vehicles regularly exceeding the speed limit on Eccleston Drive and I am requesting that the speed limit be reduced from 50 km/h to 40 km/h, to bring it in line with its other local roads in North York.

Teddington Park Avenue - Restoring the Median
The median on Teddington Park Avenue, particularly between Yonge Street and Bocastle Avenue, is in a significant state of disrepair. Due to the lower-than-regulated height, vehicles routinely drive over the median, causing damage to the sod and greenery and inhibiting growth in certain areas. The median is not only a community amenity, but also an important safety feature that helps narrow lanes and reduce vehicle speeds on a residential street. While I have reported this issue to Transportation Services on multiple occasions, including as recently as 2022, a long-term solution to restore and maintain the median has not been identified and it continues to deteriorate.
North York Community Council: 1. Directed the General Manager, Transportation Services to restore the median on Teddington Park Avenue in 2023 and consult with the local Councillor on long-term solutions.
