As the Toronto Transit Commission (TTC) operates a transit service on Broadview Avenue, City Council approval of this report is required. The purpose of this report is to respond to City Council's direction to review and report back on the realignment of Permit Parking Area 8F to exclude the development located at 995-1005 Broadview Avenue and 2-4 Mortimer Avenue. Staff have determined the realignment of the Permit Parking Area 8F is feasible and has no objections to excluding the development located at 995-1005 Broadview Avenue and 2-4 Mortimer Avenue. If City Council excludes this address from the subject Permit Parking Area, residents and visitors of this address will be prohibited from participating in the on-street permit parking program.

Use of Nathan Phillips Square for Various Events - February 2023
The purpose of this report is to request exemptions from the Toronto Municipal Code Chapter 636 "Public Squares" and former City of Toronto Municipal Code Chapter 237 "Nathan Phillips Square" for events that are proposed to be held on Nathan Phillips Square in February, 2023, namely: - Maple Leaf Sports and Entertainment Foundation's "Toronto Maple Leafs Outdoor Practice" - The Ontario Snow Resort Association's "Intro to Skiing and Snowboarding" The issuing of permits and exemptions for the events listed in this report will be conditional on adherence to public health regulations. Organizers will be responsible for submitting operational plans to the permit-issuing body and monitoring on-site operations in a manner that maintains compliance with all public health guidelines and best practices. The Economic Development and Culture Division, in consultation with Toronto Public Health, will work with event organizers to assess viability, based on ongoing public health direction and the risks associated with specific events.
The Toronto and East York Community Council recommends that: 1. City Council grant an exemption to Maple Leaf Sports and Entertainment Foundation and the Ontario Snow Resort Association to operate a beer garden and to serve alcohol contingent upon the following conditions: approval of the Alcohol and Gaming Commission of Ontario; approval of the Medical Officer of Health; compliance with the City of Toronto's Municipal Alcohol Policy; and receipt of all the necessary permits associated with the production of the event i.e. building permit, noise by-law extension permit. 2. City Council grant permission to Maple Leaf Sports and Entertainment Foundation and the Ontario Snow Resort Association to solicit donations in support of their organizations. 3. City Council grant permission to Maple Leaf Sports and Entertainment Foundation and the Ontario Snow Resort Association to engage in sport demonstrations. 4. Requesting Permission for Open Flame on Nathan Phillips Square for "The Burn" on March 11-12, 2023
The purpose of this report is to request an exemption from the Toronto Municipal Code Chapter 636 "Public Squares" and former City of Toronto Municipal Code Chapter 237 "Nathan Phillips Square" for the use of open flame during "The Burn", a City-produced event that will be held on Nathan Philips Square on the weekend of March 11-12, 2023. Economic Development and Culture and the City Clerk's Office will be responsible for submitting operational plans to the permit-issuing body and monitoring on-site operations in a manner that maintains compliance with all Toronto Fire guidelines and best practices. Although it is being produced by the City of Toronto, it is being conceptualized and developed through a collaboration among creatives from Indigenous and equity-deserving communities. The Economic Development and Culture Division is working in consultation with Toronto Fire to monitor and assess risks associated with "The Burn."

Changing Parking Regulations for Mosques in Toronto Centre
Many residents in the Regent Park neighbourhood have reached out to my office regarding parking tickets being issued on Fridays during prayer times at local mosques. In order for the City of Toronto to champion equity, we must provide accommodation for all faiths, not just those observed on Sunday mornings. The city doesn't charge for parking on Sunday mornings until 1:00pm in most neighbourhoods. We have marginalised groups in our community whose needs must be addressed. This is the first step to a larger process that I want to undertake across the city to support multi-faith institutions including but not limited to mosques, synagogues and temples.
The Toronto and East York Community Council: 1. Requested the Director, Traffic Management, Transportation Services to investigate the feasibility and report back to the April 12, 2023 meeting of the Toronto and East York Community Council on changing parking regulations to ensure that parking is free for at least one hour per vehicle between the hours of 12:00 p.m. and 3:00 p.m. every Friday on the following streets: a. west side of Parliament Street between Shuter Street and Dundas Street; b. east side of Parliament Street between Shuter Street and St. David Street; and c. east and west Side of Parliament Street between Dundas Street and Oak Street.

At its meeting held on July 19, 20, 21 and 22, 2022, City Council adopted Item TE34.132 entitled "Pay-and-Display Parking - Dundas Street West, King Street West, Queen Street East and Pape Avenue" to establish new on-street paid parking locations which enacted the parking machine regulation in effect from 8:00 a.m. to 3:30 p.m., 6:30 p.m. to 9:00 p.m. Monday to Friday, from 8:00 a.m. to 9:00 p.m. Saturday and from 1:00 p.m. to 9:00 p.m. Sunday, at a rate of $2.00 per hour and for a maximum period of three hours, on the north side of Dundas Street West, between Morrow Avenue and Sorauren Avenue. Transportation Services has since discovered a technical error and requires correction.

Speed Bumps - Tom Longboat Lane
I am writing to respectfully request the implementation of speed bumps on Tom Longboat Lane. In 2021 The Longboat Area Resident's Association (LARA) reached out to former Councillor Joe Cressy's office over speeding concerns, and requested Transportation Services to review the need for speed bumps in Tom Longboat Lane. The study findings indicated that the operational characteristics satisfy the criteria set out in the guidelines adopted by City Council. In addition, former Councillor Joe Cressy received a petition from a majority of residents in favour of having speed bumps installed in Tom Longboat Lane.

Realignment of Permit Parking Area 4B to exclude the development address of 581 Bloor Street West
The exclusion of the development from the 4B permit parking area is a means to ensure that current permit holders have sufficient parking space. The issuance of parking permits to residents of these developments would negatively impact on the already limited supply of parking spaces. Councillor Saxe is requesting approval from Toronto and East York Community Council to prohibit the General Manager, Transportation Services, from accepting applications from residents of, visitors to, and tradespersons at the subject development property. The request is to ensure the balance of parking within area "4B" from the potential influx from the incoming 581 Bloor Street West development.

Motion to Re-Poll Eligible Voters on Strathearn Road toward installing Speed Humps on their Street
I am writing to respectfully request your support to re-poll residents of Strathearn Road, between Dewbourne Ave and Eglinton Avenue West, in order to install speed humps on their street. Residents requested for the installation of speed humps more than a couple of years ago; however, the process was truncated due to an unfavourable poll. Recently, there have been renewed concerns around speeding and other forms of reckless driver behavior that endanger kids. Following confirmation that the moratorium date has elapsed, my office has worked with traffic operations staff to poll eligible residents once again.
The Toronto and East York Community Council: 1. Directed the Director, Traffic Management, Transportation Services to request the City Clerk to poll eligible householders on Strathearn Road, between Eglinton Avenue West and Dewbourne Avenue, to determine whether residents support the installation of traffic calming, in accordance with the City of Toronto Traffic Calming Policy. 2. Subject to favourable results of the poll: a. authorized the installation of traffic calming (speed humps) on Strathearn Road, between Eglinton Avenue West and Dewbourne Avenue; and b. directed the City Solicitor to prepare a By-law to alter sections of the roadway on Strathearn Road, between Eglinton Avenue West and Dewbourne Avenue, to install one additional speed hump, generally as shown on the attached copy of Drawing No. 421G-3758, dated June 2020.

No Stopping Prohibition on Hendrick Avenue south of Benson Avenue
I am writing to respectfully request a "No Stopping" prohibition on Hendrick Avenue south of Benson Avenue, to enhance safety for students at the McMurrich Junior Public School. Over a year ago, a driver hit a 3-year old McMurrich student, while driving a car at the intersection of Benson and Hendrick Avenues. This incident brought to light serious safety flaws at that particular intersection and around the school zone in general. One of the safety issues identified was parents dropping off and picking up their kids on Hendrick Avenue, which is dead end Street, and is not a designated loading area - creating gridlock and causing significant sightline issues for cars reversing. As a result, that strip has become very unsafe for students walking to school through the back entrance, designated only for pedestrians. My office has worked with traffic operations staff in coming up with these recommendations to address this safety issue.
The Toronto and East York Community Council: 1. Amended the existing parking prohibition in effect at all times, on the west side of Hendrick Avenue, between the south end of Hendrick Avenue and the first lane south of St. Clair Avenue West to be in effect between Benson Avenue and the first lane south of St. Clair Avenue West. 2. Placement of a Temporary Crossing Guard at the Intersection of Oriole Parkway and Gormley Avenue
I am writing to respectfully request the placement of a temporary school crossing guard at the intersection of Oriole Parkway and Gormley Avenue. Active Traffic management staff informed my office a few months ago that the location is not warranted as per a technical analysis conducted, and that the guard will be withdrawn at the end of December 2022. The crossing guard has since been withdrawn, and the School Community has expressed serious concerns around this development-highlighting significant safety and design flaws with this intersection, such as insufficient sidewalk width, sightline constraints, to name but a few. Not to mention, the very busy nature of Oriole Parkway and the numerous concerns around speeding and other forms of reckless driver behaviour makes this request an imperative. On behalf of the School Community, I am requesting an override of the technical analysis to keep the guard in place until a safety audit is conducted by the Traffic Operations staff. We anticipate this should be completed within a year.

Based on staff's investigation, the installation of the all-way stop control is technically warranted and will enhance operational safety at this intersection.

Parking Machines - Eastern Avenue
At its meeting held on June 29, 2022, Toronto and East York Community Council adopted item TE34.133 and approved the installation of on-street paid parking on a number of local streets in Wards 11, 13 and 14. The south side of Eastern Avenue, between Cherry Street and Trinity Street was selected as a location for the introduction of pay and display parking. However, the recommendation to approve pay and display parking on this street was inadvertently omitted in the previous report. The motion provided will address this matter.

Recipient of the 2023 Agnes Macphail Award
The Agnes Macphail Award was established by the Borough of East York to annually recognize and outstanding volunteer who upheld the values and causes of Agnes Macphail and who live within the boundaries of the former borough. Goldenfield Brewery By-The-Glass Permit application to the Alcohol and Gaming Commission of Ontario
In January 2023, Toronto and East York Community Council approved a request from Goldenfield Brewery to obtain a Manufacturer's Limited Liquor Sale licence, which would allow for a "sales by the glass" permit for their brewery at 71 Sunrise Avenue. In following up with the Alcohol and Gaming Commission of Ontario, Goldenfield Winery was informed that they must obtain a By-the-Glass Endorsement for their Manufacturer´s Limited Liquor Sales Licence. The issuance of this endorsement requires a confirmation from Toronto City Council that it has passed a resolution in support of the endorsement.

Residents have reached out to my office with concerns about speeding along their street, and requested that traffic calming measures (speed humps) be installed as a method of addressing these concerns. My office polled the homes and there was strong support from the residents for making this change. I am requesting that speed humps be installed on Newman Avenue between Secord Avenue and Rosevear Avenue.

In 2019 City Council endorsed a plan about Toronto's Nighttime Economy. Due to the pandemic many of these initiatives were paused, but I expect they will be underway this term. While this is a city-wide strategy it is one that will primarily impact Toronto and East York communities. Liquor Licenses, patios, traffic and parking are all expected to be part of the Nighttime Economy Strategy. These issues are all routinely dealt with at TEYCC. Anticipating that a report may be coming in the near future I am hoping that TEYCC can be consulted on the elements of this initiative. I am hoping for your support for this recommendation.

Safety proposal for St. Mark's Road
The residents have expressed concern that the hill portion of St. Mark's Road, between Humbercrest Boulevard and Varsity Road, may not be safe for road users during winter conditions. There have been recent reported collisions where cars have skidded off the road. Many children use the hill to get to area schools and the residents have asked for a solution to keep pedestrians using the sidewalk on the north side of the road safe during winter.
