Construction Staging Area - 1998-2000 Bathurst Street
This staff report is about a matter that Community Council has delegated authority to make a final. 59 Project Management is constructing a six-storey rental residential development with 54 units and two levels of underground parking, at 1998-2000 Bathurst Street. The site is located on Bathurst Street, mid-block between Eglinton Avenue West and Dewbourne Avenue. Transportation Services is requesting authorization to close a 1.8-meter-wide portion of the northbound curb lane on the first lane west of Bathurst Street north of Dewbourne Avenue, between a point 52 metres north of Dewbourne Avenue and a point 41 metres further north, for a period of 22 months (i.e., June 1, 2021 to March 30, 2023) to accommodate a construction staging area. Dewbourne Avenue between Bathurst Street and Peveril Hill North is currently designated for westbound traffic only, and therefore construction traffic exiting the laneway would be required to travel though the community to access the arterial roads in the area. To avoid this scenario, Transportation Services is proposing that Dewbourne Avenue be temporarily converted to allow for two-way traffic. Therefore, construction traffic exiting the laneway will be directed back out to Bathurst Street via Dewbourne Avenue.
The Toronto and East York Community Council: 1. Authorized the closure of a 1.8-meter-wide portion of the northbound curb lane on the first lane west of Bathurst Street north of Dewbourne Avenue, between a point 52 metres north of Dewbourne Avenue and a point 41 metres further north, from, June 1, 2021 to March 30, 2023. 2. Approved the implementation of two-way traffic operations on Dewbourne Avenue, between Bathurst Street and Peveril Hill North. 3. Amended the existing parking prohibition in effect from 9:15 a.m. to 11:15 a.m., 1:15 p.m. to 3:15 p.m., 3:45 p.m. to 6:00 p.m., Monday to Friday; 8:30 a.m. to 10:00 a.m., 4:00 p.m. to 6:00 p.m., Saturday and 8:30 a.m. to 6:00 p.m., Sunday, on the south side of Dewbourne Avenue, between a point 15 metres east of Peveril Hill North and Bathurst Street, to be in effect between a point 15 metres east of Peveril Hill North and a point 43.5 metres west of Bathurst Street. 4. Amended the existing maximum 15-minute parking regulation in effect 8:30 a.m. to 9:15 a.m., 11:15 a.m. to 1:15 p.m., 3:15 p.m. to 3:45 p.m., Monday to Friday on the south side of Dewbourne Avenue, between a point 15 metres east of Peveril Hill North and Bathurst Street, to be in effect between a point 15 metres east of Peveril Hill North and a point 43.5 metres west of Bathurst Street. 5. Construction Staging Area - 875 Eglinton Avenue West (Peveril Hill North)
This staff report is about a matter that Community Council has delegated authority to make a final. CentreCourt Development is constructing a 14-storey residential development with 333 units and two levels of underground parking, at 859-861 and 875 Eglinton Avenue West. The site is located on the south side of Eglinton Avenue West between Bathurst Street and Peveril Hill North. Transportation Services is requesting authorization to close the east sidewalk and the entire roadway on Peveril Hill North, between Eglinton Avenue West and a point 40 metres south (to the first laneway south of Eglinton Avenue West), for a period of 27 months (i.e., June 1, 2021 to August 31, 2023) to accommodate a construction staging area. The proposed staging area is similar to the staging area that was in place for the Metrolinx Crosstown Project on Perveril Hill North. Pedestrian operations on the east side of Perveril Hill North will be restricted and pedestrians will be directed to the existing sidewalk on the west side of Peveril Hill North. Pedestrian operations on the south side of Eglinton Avenue West and west side of Bathurst Street, abutting the site will be maintained in 2.1 and 1.7 metre-wide (respectfully) covered and protected walkways within the existing sidewalks. The proposed construction staging area will result in the removal of four parking machine spaces on the west side of Perveril Hill North, immediately south of Eglinton Avenue West.

This staff report is about a matter that Community Council has delegated authority to make a final decision. Two Forest Hill Limited Partnership is constructing a nine-storey residential development with 94 units and two levels of underground parking, at 202-208 St. Clair Avenue West and 2-6 Forest Hill Road. The site is located on the northwest corner of St. Clair Avenue West and Forest Hill Road. Transportation Services is requesting authorization to close the west sidewalk on Forest Hill Road, between St. Clair Avenue West and a point 48 metres north, for a period of 34 months (i.e., June 18, 2021 to March 31, 2024) to accommodate a construction staging area. Pedestrian movements on the west side of Forest Hill Road abutting the site will be restricted. A temporary pedestrian walkway along the closed portion of the west sidewalk could not be installed due to insufficient roadway width to maintain both the temporary walkway and two-way traffic operations on Forest Hill Road. Pedestrian operations on the north side of St. Clair Avenue West abutting the site will be maintained in a 1.5-metre-wide covered and protected walkway within the existing sidewalk.

This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. 2114 Yonge Street Incorporated, is constructing a 10-storey residential condominium building with ground floor retail at 2112 -2114 Yonge Street. The site is located on the southwest corner of Yonge Street and Hillsdale Avenue West. Transportation Services is requesting authorization to close the south sidewalk and a 5.2-metre-wide portion of the eastbound curb lane on Hillsdale Avenue West, between Yonge Street and a point 46 metres west, for a period of 19 months (i.e., May 20, 2021 to December 31, 2022) to accommodate a construction staging area. This closure will require Hillsdale Avenue West to operate as one-way eastbound only, abutting the closed portion of the street. Pedestrian movements on the south side of Hillsdale Avenue West abutting the site will be restricted and pedestrians will be directed to the north side sidewalk of Hillsdale Avenue West. In addition, a covered and protected walkway will be installed within the existing sidewalk on the west side of Yonge Street abutting the site.

EllisDon Corporation is constructing two towers with a total of 400 rental and condominium units connected by an eight-story podium with one level on underground parking and a row of townhomes along Cooperage Street at 409 Front Street East. In addition, a five-storey training and education centre will also be constructed on the subject site. The site encompasses the entire block bounded by Front Street East to the north, Cooperage Street to the east, Mill Street to the south and Cherry Street to the west. Transportation Services is requesting authorization to close the west sidewalk on Cooperage Street, between Front Street East and Mill Street, for a period of 41 months (i.e., May 20, 2021 to September 30, 2024) to accommodate a construction staging area. Construction Staging Area Time Extension - 25 Ontario Street
This staff report is about a matter that Community Council has delegated authority to make a final. First Gulf is constructing a 24-storey office building at 25 Ontario Street. The site is located on the southeast corner of Adelaide Street East and Ontario Street. The east sidewalk and a 3.3 metre wide portion of the most easterly curb lane on Ontario Street is currently closed to accommodate a construction staging area. Toronto and East York Community Council at its meeting on June 18, 2020, approved the subject staging area on Ontario Street from June 19, 2020 to June 30, 2021. Toronto and East York Community Council approved the construction staging area for a period of one year, although the developer had indicated they would require the construction staging area until September 30, 2022. The developer has experiences some delays due to COVID-19 that has delayed the completion of their project until the end of December 2022. Transportation Services is requesting authorization to extend the duration of the construction staging area for an additional 18 months (i.e. July 1, 2021 to December 31, 2022) to allow for the construction of the development to be completed. Pedestrian movements on the east side of Ontario Street abutting the site are restricted. A temporary pedestrian walkway along the closed portion of the east sidewalk could not be installed due to insufficient roadway width to maintain both the temporary walkway and the southbound traffic operations on Ontario Street.

As the Toronto Transit Commission (TTC) operates a transit service on Wellesley Street West, City Council approval of this report is required. In addition, this report proposes the temporarily removal of the cycle track on the north side of Wellesley Street West abutting the development. Based on these conditions, this matter requires final approval by City Council. Wellesley Street Nickolas Residences Limited Partnership is constructing a 55-storey residential development building at 6-16 Wellesley Street West and 5-7 St. Nicholas Street. The site is located on the north side of Wellesley Street West, west of Yonge Street between Bistro Lane and St. Nickolas Street. Transportation Services is requesting authorization to close the north sidewalk and a 2.3-metre-wide portion of the eastbound curb lane/cycle track on Wellesley Street West, between Bistro Lane and St. Nickolas Street for a period of 54 months (i.e., July 1, 2021 to December 31, 2025) to accommodate a construction staging area. In addition, Transportation Services is requesting authorization to close St. Nickolas Street in its entirety, between Wellesley Street West and a point 43 metres north for a period of 54 months (i.e., July 1, 2021 to December 31, 2025) to accommodate a construction staging area. The construction staging area on Wellesley Street West will result in the loss of one eastbound traffic lane that is currently designated as a cycle track. Residents in the Earlscourt neighbourhood have contacted my office with concerns about vehicles travelling at high and unsafe speeds along Lansdowne Avenue, especially where there is a bend in the road. This corner is located near the entrance of Earlscourt Park. Following a motorist losing control of their vehicle and crashing into fencing in the park, a guard rail was installed at this corner, on the inside of the sidewalk, to deflect and slow down errant vehicles from leaving the roadway. However, the placement of the guard rail does not protect the outside sidewalk and leaves pedestrians exposed. I reached out to Traffic Operations and asked them for guidance on these issues and to make recommendations to address them. As a result, and after having consulted with area residents, I am recommending that we move to report back on and investigate the feasibility of their request to have an outside guard rail installed as outlined below.

No Parking - Terra Nova Retirement Home - 1289 Dundas Street West
Terra Nova is a retirement home located at 1289 Dundas Street West in the Little Portugal neighbourhood. In front of the building is a section of the street marked by outdated "yellow lollipop" No Parking Signs, which were installed by the pre-amalgamation City of Toronto. The space is regularly used to drop-off residents as well as by Wheel-Trans and ambulances. However, these signs have no legal authority and are not enforceable by the Toronto Parking Authority (PKE), which has led to cars parking in front of the retirement home when technically they should not be located in this area. Guidance from the City's Traffic Operations division was sought with respect to making a recommendation on this issue concerning the area in front of Terra Nova, and as a result I am recommending that the parking by-law be amended as outlined below.

Recently, several small businesses contacted my office regarding the No Stopping prohibition and lack of on-street parking available to customers on Edwin Avenue north of Dupont Street, which has had a negative impact on sales. Because Edwin Avenue and Dupont Street is a signalized intersection, vehicles are required to comply with a No Parking prohibition of 30.5 metres as per Chapter 950 section E (3). Guidance from the City's Traffic Operations division was sought with respect to making a recommendation on this issue concerning this portion of Edwin Avenue, and as a result I am recommending the following amendment as outlined below.

Realignment of Permit Parking Area "2-" to Exclude 181 Sterling Road
The exclusion of the development located at 181 Sterling Road from the 2-permit parking area is a means to ensure that current permit holders have sufficient parking space. The issuance of on-street parking permits to tenants of this new residential developments would negatively impact on the already limited supply of parking spaces for nearby residents. I am therefore requesting approval from Toronto and East York Community Council to prohibit the General Manager, Transportation Services, from accepting applications from residents of, visitors to, and tradespersons at the subject development property. Residents have reported that it is difficult to find a parking space close to home. The request is to ensure the balance of parking within area 2-from the potential influx from another development in the neighbourhood.

The availability of permit parking in our neighbourhoods continues to be a hot topic of discussion among residents, new, old, and former. The increasing density we are seeing from development does not suggest that our current model for on-street parking availability is one that is equitable, nor that it can support any new residents to the area moving forward. By taking steps to eliminate access to parking spaces we can help promote less dependency on a personal vehicle, and protect the available public supply for general use. The exclusion of the development located at 374-388 Dupont Street from the 5C permit parking area is also a means to ensure that current permit holders have sufficient parking spaces and we are not oversubscribing any one area from access to public parking availability. The issuance of parking permits to residents of this development would negatively impact on the already limited supply of on-street parking spaces in the area.

Traffic Control Signals - 740 Dupont Street
As part of the proposal at 740 Dupont Street, a new traffic control signal is proposed to be installed at the site driveway connection to Dupont Street. The proposed traffic control signal will be located on Dupont Street, approximately 145 metres west of Christie Street. In support of this traffic signal control, the applicant has submitted detailed traffic signal, functional, and civil plans for the new intersection. These plans illustrate the required electrical and civil infrastructure work, along with pavement marking and signage for the new intersection and traffic control signal. The applicant will be responsible to fund and construct all of the related works shown on the plans to complete the full signalized intersection on Dupont Street. No further on-street parking or turning restrictions will be implemented on Dupont Street as part of this traffic signal control implementation. As the Toronto Transit Commission (TTC) operates a transit service on Dupont Street, City Council approval of this report is required.

The Crescent Town Community Centre is a non-City recreation centre that was established under a Borough of East York development agreement in 1971. All-Way Stop at the Intersection of Oak Park Avenue and Gates Avenue
Residents have reached out to my office with concerns about road safety and speeding along Oak Park Avenue. They have reported drivers speeding as they travel north from the Danforth, using Oak Park as a cut through to avoid busier streets. My office polled the homes near the intersection of Oak Park and Gates Avenue, and over 80 percent of residents supported changing the existing 2-way stop into an all-way stop as a method of traffic calming for the neighbourhood. To keep making our community safer for all, I recommend installing an all-way stop at this intersection.

Amend Parking Regulations on Church Street, between Wood Street and Alexander Street
Over the past four years, my office has been in deep conversation with City staff, Toronto District School Board, Church Wellesley Village BIA, Church Wellesley Neighbourhood Association, local business and community members about opportunities for public realm improvements in the area, especially on Church Street. Central to our discussions was the community ambitions to produce a significant placemaking opportunity by replacing the failing and outdated fence of the school. To that effect and through City Council approval, my office provided $1,051,744.54 to the Church Street Public School through s.37 and s.45(9) funding for the the creation, design and installation of a customized decorative fence and public art installation around the perimeter of the school. The central piece of this new public work will be prominently featured on the west fence at the Church Street Public School. The Church Wellesley community has rightly expressed a desire to further improve pedestrian safety, maintain clear sightlines and significantly beautify Church Street by ensuring that the new public art and significant public investment can be appreciated and seen at all time without any visual obstructions caused by parked vehicles. In preparation for the completion and permanent unveiling of this new artwork, there have been community requests to prohibit parking at any time on the east side of Church Street, between Wood and Alexander Streets.

Pedestrianizing Market Street and Leader Lane
Figuring out how to better use our physical infrastructure is increasingly important as we look to create healthier, safer and more active communities. The St. Lawrence Market Neighbourhood Business Improvement Area (BIA) has been reviewing streets within its catchment and have identified two streets within, Market Street and Leader Lane, as having the potential to be transformed into pedestrian-only streets that support these goals. Market Street, between Front Street East and The Esplanade, was designed as a flexible, curbless street in 2013. Adjacent to the historic St. Lawrence Market, Market Street currently accommodates one-way southbound traffic, with parking on both sides. During the summer and fall, parking on the west side of the road is turned into space for restaurant patios. Its design was chosen in part to allow Market Street to easily be closed to vehicular traffic, with the long-term intention to see the street closed to vehicles. Aside from being a draw for pedestrians, this closure could help assist Market Street restaurants and St. Lawrence Market Street vendors who have struggled during this pandemic. Leader Lane, between Colborne Street and Wellington Street East, is a city laneway that accommodates one-way southbound traffic. The BIA and community desires to see the laneway closed to create a safer, more attractive connection to Berczy Park, and have partnered with the Laneway Project with plans to "winterize it" this year. While it does accommodate limited servicing for buildings in the area, the BIA has been working closely with stakeholders to redirect loading/unloading off this laneway. Closure for the summer will benefit the Wellington Street reconstruction and remove the need to accommodate traffic during construction. The St. Lawrence Market Neighbourhood BIA would like to see these streets piloted for a temporary closure this summer to review and implement changes that would help benefit local residents and businesses. The BIA would also like to explore what a long-term closure beyond 2021 would look like.
