The subject property is located on the southeast corner of Sherbourne and Carlton streets. The application proposes a 12-storey (42 metre) mixed-use building containing 100 rental residential units (8,149 square metres of residential gross floor area), of which 30% would be affordable housing, as well as 3,123 square metres of community space. The proposal would entail the removal of two components of the existing St. Luke's United Church (the narthex and gymnasium) while retaining the rest of the building. No vehicular parking spaces would be provided. A privately owned publicly accessible space is proposed on the Sherbourne Street frontage. Staff are currently reviewing the application. Confirm through the Final Report how the proposal responds to the Province's direction for growth around Major Transit Station Areas (MTSA) including: i. the origins of the Provincial Policy ii. clarify what constitutes an Major Transit Station Areas (MTSA) iii. stipulate the legislative requirements the City must conform to with respect to an Major Transit Station Areas (MTSA) iv. the specifics on the number of jobs/people per acre v. confirming the geographic zone of the Major Transit Station Areas (MTSA) at Broadview Station vi. confirm the existing jobs and residents in the Broadview Station Node, as identified in the Danforth Study work f. Request City Planning to provide a list of all of the rezoning applications from this applicant and specify the number of those projects which they have gone on to build prior to the Community Consultation Meeting. g. Request City Planning take into consideration all of the questions and comments put forward by the 180 residents who attended the Information Session hosted by the local Councillor on November 18, 2021. h. Request Urban Forestry to provide a detailed report on the number, type and sizes of all trees impacted by the applicant's proposal at the Community Consultation meeting. i. Request the Toronto and Region Conservation Authority (TRCA) to provide full comment on issues related to the top of bank and to development on or adjacent to the valley and ravine lands.

The proposed structure would include 16 affordable rental housing units that would be owned by the City of Toronto and operated by a community non-profit housing group under a long-term lease. Construction Staging Area - 400-420 King Street West (Charlotte Street)
As the Toronto Transit Commission (TTC) operates a transit service on King Street West, City Council approval of this report is required. TMG Builders is constructing a 49-storey mixed use residential condominium development at 400-420 King Street West. The site is located at the north-east corner of King Street West and Charlotte Street. Transportation Services is requesting authorization to close the east sidewalk on Charlotte Street, between King Street West and a point 45 metres to the north, for a period of 61 months (i.e., December 16, 2021 to December 31, 2026) to accommodate a construction staging area. Transportation Services is also requesting authorization to close the north side sidewalk and a 2.6 metre-wide portion of the westbound curb lane on King Street West, between Charlotte Street and a point 66 metres to the east, for a period of 26 months (i.e., July 1, 2022 to August 31, 2024). Pedestrian movements on the east side of Charlotte Street abutting the site will be restricted and pedestrians will be directed to the west side sidewalk of Charlotte Street. Pedestrian operations on the north side of King Street West will be maintained in a 2.1 metre-wide covered and protected walkway within the closed portion of the westbound curb lane. The number of northbound lanes will not be reduced on Charlotte Street. There will still be one westbound lane on King Street West, in which stopping will be prohibited at all times, and there will be no impact on the two eastbound lanes for traffic.
The Toronto and East York Community Council recommends that: 1. City Council authorize the closure of the east sidewalk on Charlotte Street, between King Street West and a point 45 metres to the north, from December 16, 2021 to December 31, 2026. 2. City Council authorize the closure of the north sidewalk and a 2.6 metre-wide portion of the westbound curb lane on King Street West, between Charlotte Street and a point 66 metres east, from July 1, 2022 to August 31, 2024. 3. City Council rescind the existing stopping prohibition in effect at all times on the north side of King Street West, between Charlotte Street and a point 54.5 metres east. 4. City Council prohibit stopping at all times on the north side of King Street West, between Charlotte Street and Peter Street. 5. City Council direct the applicant to pressure wash the construction site and adjacent sidewalks and roadways daily, or more frequently as needed, to keep clear of any construction debris and made safe. 6. City Council direct the applicant to ensure that the existing sidewalks and/or any proposed pedestrian walkways have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 7. City Council direct the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications. 8. City Council direct the applicant to install appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 9. City Council direct the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 10. City Council direct the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 11. City Council direct the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired. 12. City Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 13. City Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 14. City Council direct that Charlotte Street and King Street West be returned to their pre-construction traffic and parking regulations when the project is complete, except for Recommendation 4 above. 15. City Council direct the applicant to install stop signs and zebra markings at Charlotte Street and Oxley Street, subject to the approval of the General Manager, Transportation Services. 16. City Council direct the General Manager, Transportation Services, to review the safety and functionality of Charlotte Street in consultation with the local Ward Councillor in the second quarter of 2022.

Construction Staging Area Time Extension - Markham Street (Mirvish Village) (Phase 2 and 3)
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Westbank Projects Corp. is currently redeveloping a number of properties located in the south-west quadrant of Bloor Street West and Bathurst Street and Bloor Street West and Markham Street. A temporary full closure of Markham Street, between Bloor Street West and Lennox Street is in effect to accommodate construction staging operations for the development. Toronto and East York Community Council, at its meeting on October 17, 2017, approved the subject construction staging area on Markham Street, from October 24, 2017 to October 31, 2019. Toronto and East York Community Council, at its meeting on October 10, 2019, approved a time extension of the construction staging area on Markham Street for an additional 26 months (i.e. November 1, 2019 to December 31, 2021). The developer has requested an additional extension of the duration of the construction staging area on Markham Street due to delays caused by COVID-19, which extended fabrication timelines for construction activities. Transportation Services is requesting authorization to extend the duration of the construction staging area on Markham Street for an additional five months (i.e. from January 1, 2022 to May 31, 2022), to allow for Phases 2 and 3 of the development to be completed.
The Toronto and East York Community Council: 1. Authorized the continuation of the full closure of Markham Street, between Bloor Street West and Lennox Street, from January 1, 2022 to May 31, 2022. 2. Directed the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 10 metres and on all elevations from the construction site. 3. Directed the applicant to continue providing and installing public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, and to remove graffiti and keep the hoarding well maintained, at their sole cost, to the satisfaction of the Ward Councillor. 4. Directed the applicant to pressure wash the construction site and adjacent sidewalks and roadways daily, or more frequently as needed, to be cleared of any construction debris and made safe. 5. Directed that Markham Street be returned to its pre-construction traffic and parking regulations when the project is complete.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. SKYGRiD Construction Inc. has been engaged by 494 Yonge Street Inc., the recent new owner of 480 - 494 Yonge Street, to complete constructing a 39-storey residential condominium building with retail uses at 480-494 Yonge Street. A portion of St. Luke Lane abutting the site, and a portion of the eastbound curb lane and south sidewalk on Grosvenor Street are currently closed to accommodate construction staging operations for the development. Toronto and East York Committee Council, at its meeting on May 2, 2018, approved the subject construction staging areas on St. Luke Lane from October 1, 2018 to July 31, 2020; and Grosvenor Street, from October 1, 2018 to June 30, 2021. Toronto and East York Community Council continue to direct the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 8. Toronto and East York Community Council continue to direct the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 9. Toronto and East York Community Council continue to direct the applicant to install cane detection within the protected walkway to guide pedestrians who are visually impaired. 10. Toronto and East York Community Council continue to direct the applicant to continue to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 11. Toronto and East York Community Council continue to direct the applicant to continue to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 12. Toronto and East York Community Council direct that Stephenson Avenue and Main Street be returned to pre-construction traffic and parking regulations when the project is complete.

The proposed amendments will provide short-term parking to accommodate pick-up and drop-off activity for the proposed daycare at 459-461 Sackville Street. These parking amendments will also help deter double sided parking on the sides of the streets abutting this property during pick-up and drop-off hours of operation.

Based on that review, changes are proposed to amend or rescind the by-law entries at a number of locations to ensure they are uniform with the signage posted in the field.
