All-way stop controls around Secord Elementary School
Toronto and East York Community Council, at its meeting on February 16, 2022 adopted item TE31.95, entitled "Road Safety Improvements around Secord Elementary School" and approved the installation all-way stop controls at a number of local streets in the vicinity of Secord Elementary School. The purpose of this motion is to revise Recommendations 1 to 6, to accommodate the by-law requirements necessary to ensure the already authorized signage is enforceable.
The Toronto and East York Community Council: 1. Authorized an all-way compulsory stop control at the intersection of Chisholm Avenue and Lumsden Avenue (north intersection). 2. Authorized an all-way compulsory stop control at the intersection of Chisholm Avenue and Lumsden Avenue (south intersection). 3. Authorized an all-way compulsory stop control at the intersection of Secord Avenue and Eastdale Avenue. 4. Authorized an all-way compulsory stop control at the intersection of Palmer Avenue and Dentonia Park Avenue. 5. Authorized an all-way compulsory stop control at the intersection of Dentonia Park Avenue and Maryland Boulevard. 6. Rescinded the existing compulsory stop control at the intersection of Dentonia Park Avenue and Avonlea Boulevard. 7. Authorized an all-way compulsory stop control at the intersection of Avonlea Boulevard and Dentonia Park Avenue (north intersection). 8. Authorized an all-way compulsory stop control at the intersection of Avonlea Boulevard and Dentonia Park Avenue (south intersection) 9. Authorized a compulsory stop control for northbound traffic on Sibley Avenue at Dentonia Park Avenue.

Traffic Calming - Wolverleigh Boulevard, between Glebemount Avenue and Woodbine Avenue
Residents have reached out to my office with concerns about road safety and speeding along Wolverleigh Blvd. My office polled local residents and the majority were in favour. In order to make our community safer for all, I recommend installing speed humps on this street.
The Toronto and East York Community Council: 1. Waived the poling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Wolverleigh Boulevard, between Glebemount Avenue and Woodbine Avenue. 2. Directed the City Solicitor to prepare a by-law to alter the roadway to install three speed humps on Wolverleigh Boulevard, between Glebemount Avenue and Woodbine Avenue, generally as shown on the attached Drawing 421G-3902, dated August 2021, from the Director, Traffic Management, Transportation Services.

Councillor Brad Bradford recommends that: 1. 40 kilometre per hour Speed Limit on Minor Arterial Roads
In our respective wards, Wards 4 (Parkdale-High Park), 9 (Davenport), 11 (University-Rosedale), 12 (Toronto-St. Paul's), 13 (Toronto Centre) and 14 (Toronto-Danforth), there are sections of arterial roads that are already 40 km/h due to the proximity to schools or because of the 2016 Council approval of the Road Safety Plan to reduce the number of road fatalities and serious injuries. However, there are still arterial roads that are 50 km/h. With staff support, we are looking to have all arterial roads, except Lake Shore Blvd, in our wards, be reduced to 40 km/h. The intent of this motion is to improve safety and provide consistency.
The Toronto and East York Community Council: 1. Authorized the reduction in the speed limit of all roads designated as minor arterials that currently have a speed limit above 40 kilometres per hour down to 40 kilometres per hour within the confines of Ward 4 (Parkdale-High Park), Ward 9 (Davenport), Ward 11 (University-Rosedale), Ward 12 (Toronto-St. Paul's), Ward 13 (Toronto Centre) and Ward 14 (Toronto-Danforth), excluding any minor arterial roads that bound more than the Toronto and East York Community Council area, and excluding minor arterial roads that bound Ward 10 (Spadina-Fort York) or Ward19 (Beaches-East York). 2. Amended City of Toronto Municipal Code Chapter 950, Traffic and Parking, generally as outlined in Attachment 1 to the letter (May 17, 2023) from Councillor Perks. 3. Authorized and directed the appropriate City Officials to take the necessary action to give effect to Toronto and East York Community Council's decision, including the introduction of any and all Bills that may be required.

Toronto and East York Community Council authorize the reduction in the speed limit of all roads designated as minor arterials that currently have a speed limit above 40 km/h down to 40 km/h within the confines of Wards 4 (Parkdale-High Park), 9 (Davenport), 11 (University-Rosedale), 12 (Toronto-St. Paul's), 13 (Toronto Centre) and 14 (Toronto-Danforth), excluding any minor arterial roads that bound more than the Toronto and East York Community Council area, and excluding minor arterial roads that bound Wards 10 (Spadina-Fort York) or 19 (Beaches-East York). 2. Toronto and East York Community Council amend City of Toronto Municipal Code Chapter 950, Traffic and Parking, generally as outlined in Attachment 1 to the letter May 17th, 2023 from Councillor Perks. 3. Toronto and East York Community Council authorize and direct the appropriate City Officials to take the necessary action to give effect to City Council's decision, including the introduction in Council of any and all Bills that may be required.

Parking relief for Wheeler Ave (Norway Avenue and Williamson Road - Parking Changes)
Toronto Water will complete watermain repair work on Wheeler Avenue, north of Norway Avenue, which is scheduled to take place until October 31, 2023. The work will result in the loss of on-street permit parking spaces on Wheeler Avenue. In order to ensure accessibility for residents requiring accessible parking during this project, City staff have requested the following amendments to parking regulations on Norway Avenue and on Williamson Road. Cycling will be maintained on Norway Avenue via shared lane.
The Toronto and East York Community Council: 1. Rescinded all existing parking prohibition in effect at all times on both sides of Norway Avenue between Lee Avenue and Kennilworth Avenue. 2 Rescinded all permit parking on both sides of Norway Avenue, between Lee Avenue and Kennilworth Avenue. 3. Designated permit parking, from 12:01 a.m. to 7:00 a.m., on both sides of Norway Avenue, between Lee Avenue and Kennilworth Avenue. 4. Rescinded the school bus loading zone on the north side of Williamson Road, between a point 9 metres west of a point opposite Wineva Avenue and a point 29 metres further west, for the period from July 1, 2023 to August 31, 2023. 5. Rescinded the parking for restricted periods on the north side of Williamson Road, between a point opposite Hambly Avenue and a point 38 metres west of a point opposite Wineva Avenue, for the period from July 1, 2023 to August 31, 2023. 6. Rescinded the no standing on the north side of Williamson Road, between a point opposite Hambly Avenue and a point 15 metres east of Hambly Avenue, for the period from July 1, 2023 to August 31, 2023. 7. Rescinded the no stopping on the north side of Williamson Road, between a point opposite Wineva Avenue and a point 38 metres west of Wineva Avenue, for the period from July 1, 2023 to August 31, 2023. 8. Designated permit parking, from 12:01 a.m. to 7:00 a.m., on the north side of Williamson Road, between a point opposite Wineva Avenue and a point opposite Hambly Avenue, for the period from July 1, 2023 to August 31, 2023. 9. Directed that Norway Avenue be returned to pre-construction traffic and parking regulations when the project is complete.
