Parking Amendments - Hamilton Street
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending the approval of parking for a maximum period of one hour, from 10:00 a.m. to 12:00 midnight, daily on the west side of Hamilton Street, between Dundas Street East and Mountstephen Street. The proposed amendment will discourage long-term daily parking and increase parking turnover at this section of Hamilton Street. During the course of the investigation, it was noted that there is a discrepancy between posted signs and the existing parking regulations. Recommendations 2 and 3 will correct this inconsistency.
The Toronto and East York Community Council deferred consideration of the Item indefinitely.

Traffic Calming (Speed Humps) - Stanhope Avenue
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services has reviewed the need for traffic calming (speed humps) on Stanhope Avenue, between Hopedale Avenue and O'Connor Drive. The assessment indicates the warrant criteria as set out in the City of Toronto's Traffic Calming Policy has not been satisfied. Therefore, staff do not recommend the installation of speed humps on Stanhope Avenue.

Introduction of Overnight On-Street Permit Parking - Area 5C Ossington Avenue
As the Toronto Transit Commission (TTC) operates a transit service on Ossington Avenue City Council approval of this report is required. Transportation Services is recommending that overnight on-street permit parking be introduced on the odd (east) side of Ossington Avenue, between Salvador Allende Court and Marchmount Road from 12:01 a.m. to 7:00 a.m., on an area named basis within Permit Parking Area 5C. All-Way Stop Control at Sheridan Avenue and Atkins Avenue
Residents have contacted my office to share concerns with pedestrian safety and the need for stop contols at Sheridan Avenue and Atkins Avenue. Cars routinely speed through the intersection, resulting in a number of near misses. In a poll conducted by my office, over 80% of neighbouring residents supported the installation of an all-way stop at this intersection. I respectfully request your support on the following recommendation.

Geary Avenue Mobility and Public Realm Progress Report
Residents in my ward have shared their concerns regarding road and pedestrian safety along Geary Avenue, which extends beyond Dufferin Street to the west and ends at Ossington Avenue to the east. A growing number of new small businesses, restaurants, and cultural spaces have opened on Geary Avenue in the past several years - bringing more residents and their families to experience what Geary Avenue has to offer. I have heard numerous concerns about speeding cars, narrow sidewalks, and a lack of safety for pedestrians crossing between businesses. The need for action on safe mobility & public realm design is clear to ensure pedestrians and other vulnerable road users feel safe accessing the neighbourhood and many destinations along Geary Avenue. In 2021, City Council adopted the Geary Avenue Mobility & Public Realm Strategy as part of the Geary Works Planning Study (2021.PH24.1). This strategy includes ten strategic directions for improving the street and streetscape on Geary Avenue. The Geary Avenue Mobility & Public Realm Progress Report will provide updates on the implementation of the strategy and specific actions & interventions based on the strategic directions. Immediate and long-term road safety and Complete Streets solutions for a safer Geary Avenue will have myriad benefits for the local community, and those seeking to walk, cycle, and roll to enjoy this unique street. Therefore, I kindly request your support on the following recommendations.

Extending the Market Street Closure between Front Street East and The Esplanade
At our meeting on February 23, 2023 we authorized the General Manager, Transportation Services to temporarily close Market Street between Front Street East and The Esplanade from June 1, 2023 to October 15, 2023 and to report back by our June 22, 2023 meeting with recommendations regarding closing this section of Market Street permanently. This closure this past summer was very well received by the local community and tourists who flocked to the area. We haven't received a report back and now the temporary closure period is set to expire without recommendations on moving towards a permanent closure. I am requesting an extension of the temporary closure until such a time staff bring back a report with the recommendations for the permanent closure.

In consultation with local residents, and as part of a larger traffic review across Ward 13, I am proposing changes to parking along Power Street between Richmond Street East and Adelaide Street East. These changes will allow for smoother access to a recently constructed layby, accommodating for more efficient pick-up and drop-off for residents and visitors.

Re-allocating dormant Section 37 funds within Ward 11
Ward 11 has a pressing need for funds for affordable housing. For Ward developments approved under the Planning Act between 1988 and 2013, the City has, for many years, held s. 37 funds that were not used for the purposes identified in their respective zoning bylaws. In some cases, an intended purpose was achieved years ago without requiring the entire allocated sum. In other cases, the original purpose is no longer in Ward 11, did not proceed, or is impractical or inappropriate. No community benefit is provided by holding s. 37 funds from these old bylaws in the City's bank account year after year while they lose much of their purchasing power. In the last decade, s. 37 bylaws contained a provision authorizing reallocation of the funds if they are not used for the originally intended purpose within three years of the bylaw. This avoids waste by allowing precious public funds to be reallocated to current priorities. However, zoning bylaws from 2013 and earlier did not contain this provision. Amending them now will allow long-dormant funds to be put to use for climate smart affordable housing within Ward 11. This motion directs staff to bring forward a City-initiated Zoning By-law Amendment to the first possible Toronto and East York Community Council meeting for a statutory public meeting to amend the zoning by-laws identified in Attachment 1 to the motion to reallocate dormant funds to climate smart affordable housing and TTC Station improvements within Ward 11, and to update the terms of the bylaws.

Naming Recommendation for 60 Howard Street Park
On February 26, 2019, City Council requested through item MM3.21 that the City Manager report on the feasibility of naming a City Facility in honour of the late former Councillor, Dr. Gordon Chong. Council also gave staff the authority to commence the process under the City of Toronto Property Naming Policy in lieu of an application and report back with recommendations on the naming. Parks, Forestry and Recreation worked with Strategic Partnerships, and consulted with the Chong Family and the local Councillor to identify 60 Howard Street Park as an appropriate location to commemorate the life, long-standing public service, activism and lasting impact of Dr. Gordon Chong. On September 9, 2020, Council placed a short-term moratorium on namings and renamings as part of the Recognition Review and Dundas Street Renaming and through item EX16.3. Resumption of naming services commenced once the moratorium was lifted and after Council approved a new framework for commemoration in the public realm on July 19, 2022, through item EX34.6.

This amendment comes at the request of the Cabbagetown South Resident's Association in response to the safety and security issues at the Dundas and Sherbourne intersection. A no-standing zone at this intersection would improve traffic flow and sightlines for the public. As the Toronto Transit Commission (TTC) operates a transit service on Dundas Street East, City Council approval of this motion is required.

Traffic Calming - Aldwych Avenue, between Pape Avenue and Woodycrest Avenue
Aldwych Avenue is an east-west residential street in East York. I have heard from local residents concerned about speeding on their street, requesting that speed humps be installed. After polling residents of Aldwych Avenue, 77% of residents support the installation of speed humps. This letter includes recommendations to improve safety on the street by installing speed humps.

Parking Amendments - Robbins Avenue
My office received requests from local residents on Robbins Ave to rescind the existing parking prohibition located in front of Moncur Park. This location was unsigned for years, and residents became accustomed to the additional 3-4 parking spots provided. I would like to remove the parking prohibition to increase permit parking in the area.
The Toronto and East York Community Council: 1. Rescinded the existing parking prohibition in effect at all times on the north side of Robbins Avenue, between a point 54.9 meters east of Coxwell Avenue and a point 24.4 meters further east. 2. Rescinded the parking prohibition in effect from the 16th day to the last day of each month, from April 1 to November 30, inclusive, on the north side of Robbins Avenue, between a point 79.2 meters east of Coxwell Avenue and the northeast end Robbins Avenue. 3. Rescinded the parking prohibition in effect from the 16th day to the last day of each month, from April 1 to November 30, inclusive, on the north side of Robbins Avenue, between Coxwell Avenue and a point 54.9 metres east. 4. Prohibited parking from the 16th day to the last day of each month, from April 1 to November 30, inclusive, on the north side of Robbins Avenue, between Coxwell Avenue and the northeast end Robbins Avenue. 5. Rescinded the existing permit parking regulation in effect from 12:01 a.m. to 7:00 a.m. daily, except no parking 16th day to the last day of each month, inclusive, from April 1 to November 30, inclusive; no parking anytime from December 1 of one year to March 31 of the next following year, inclusive; and no parking anytime from a point 54.9 metres east of Coxwell Avenue to a point 24.4 metres further east of it, on the even (north) side of Robbins Avenue, from Coxwell Avenue to the east end of Robbins Avenue. 6. Residents have reached out to my office with concerns about road safety and speeding along Amroth Avenue, between Danforth Avenue and Oakcrest Avenue. As the majority of residents are in favour of this safety initiative, I would like to recommend the installation of speed humps.
