This Report recommends approval of the application to amend a site specific Zoning By-law at 250 Wincott Drive and 4620 Eglinton Avenue West to increase the heights of two previously approved mixed-use buildings (Buildings A and B) from 11-storeys each to 24- and 29-storeys. With the proposed increase in heights, the current development application would permit approximately 690 residential units and 513 square metres of non-residential space, 470 square metres of community agency space, and 387 residential parking spaces in Buildings A and B. The site is currently developed with an existing commercial plaza (Building D) that would remain in the northern portion of the site. The site has permissions for an additional mixed-use building (Building C) located in the southeast portion of the site near the intersection of Wincott Drive and Eglinton Avenue West. The current development application is scoped to the central and west portions of 250 Wincott Drive and 4620 Eglinton Avenue West, focused on increasing the heights of Buildings A and B while continuing to provide the main elements from the 2021 Rezoning (18 150932 WET 04 OZ), including non-residential and community agency space in the base buildings of Buildings A and B, and maintaining the previously approved public park, Privately Owned Publicly-Accessible space (POPS), private street with access from Wincott Drive and Eglinton Avenue West, and private driveway with access from Widdicombe Hill Boulevard. All site accesses would continue to have public access easements secured for both vehicles and pedestrians. The current development application does not seek changes to Building C and D beyond the permissions that are already in place for those two buildings through existing Planning Act approvals to date. Overall, Buildings A, B, C, and D are designed to function together to provide a cohesive public realm and add a significant amount of new residential units (both rental and condominium), commercial space, and public amenities to this area of Eglinton Avenue West in close proximity to planned higher order transit - the Eglington Crosstown West Extension (ECWE) - with its associated planned stations at Kipling Avenue and Islington Avenue.
The Etobicoke York Community Council: 1. Adjourned the public meeting for item EY27.2 to the February 18, 2026 meeting of the Etobicoke York Community Council and that no further notice be given, and directed the Director, Community Planning, Development Review, in consultation with the Director, Strategic Initiatives, Policy and Analysis, City Planning, and Legal Services, to report with an update to the November 6, 2025 report to Community Council on: a. Results of the review of the new Transportation Impact Study posted November 4, 2025, including an explanation of the changes to previous transportation related submissions, including the new road and traffic volumes, and the provision of shared parking across the entire site and future site divisions; b. Options to provide a public roadway through the site which will address concerns of local residents, and protect for public access to the plaza during the various development phases; c. Results of the outcome of the pending Ontario Land Tribunal decisions on variances and consents; d. Updated performance statistics concerning Floor Space Index for each building on each land parcel as contemplated in the original and revised consent application, with regard to streets, easements, shared public spaces, and park land; e. Update on the status of the Eglinton Crosstown West Extension - Major Transit Station Areas, and what, if any, application there is to this site; and f. A comparative review of the new provisions of the Draft Zoning By-law Amendment (November 21, 2025) to the provisions of Zoning By-law 834-2021, as amended by By-law 57-2025. 2. Requested the Director, Community Planning, Development Review, and the Applicant, in consultation with the local Councillor, continue discussions in an effort to resolve the community's concerns with the application, and to report on any revisions.

This staff report is about speed limit reductions for which Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. The Vision Zero Road Safety Plan Speed Management Strategy focuses on how higher speeds contribute to higher risk of serious injuries and fatalities, and that setting lower speed limits is a key tool for reducing operating speeds on Toronto's roadways. The Vision Zero Speed Management Strategy includes a program for reducing speed limits on local roads, as defined in the City's Road Classification System, and public lanes or public alleys, to 30 km/h, on a neighbourhood basis. With this approach the City is no longer required to sign every individual street within that designated area, but only the entry and exit points to/from the designated area where speed limits change and any internal roads with a different speed limit. This report introduces 14 new entries to Schedule XLV, covering all local roads and laneways within the remaining area of Ward 2, as well as three newly assumed roadways in Ward 3 Area 5. This report also corrects a typographical error in the Ward 1 Area 12 map that was originally entered into Schedule XLV (Part 2) as Area 9.
The Etobicoke York Community Council: 1. Designated the areas in Ward 2 and Ward 3 as a designated area with an associated speed limit of 30 km/h, with the exception of specified excluded highways or bridges, and amend the City of Toronto Municipal Code Chapter 950, Traffic and Parking, generally as outlined in Attachment 1 to the report (November 7, 2025) from the Director, Planning, Design and Management. 2. Authorized the amendment of Schedule XLV (Part 1) to City of Toronto Municipal Code Chapter 950, Traffic and Parking, to remove Thomas Fisher Drive, Edward Horton Crescent and Augustus Terrace from being excluded from the Designated Area such that this portion of highway will then be included within the corresponding designated area in Column 1 in Schedule XLV (Part 1). 3. Authorized the amendment of Schedule XLV (Part 2) to City of Toronto Municipal Code Chapter 950, Traffic and Parking to remove Thomas Fisher Drive, Edward Horton Crescent and Augustus Terrace from being pending roadways such that these roadways are now local roads within the corresponding designated area in Column 1 in Schedule XLV (Part 1). 4. Authorized the amendment of Schedule XLV (Part 2) to City of Toronto Municipal Code Chapter 950, Traffic and Parking to remove the map titled "Local Road Speed Limit Reduction (Area 9) in Ward 1" showing the area from Highway 27 to the west, Islington Avenue to the east, Rexdale Boulevard to the north and Dixon Road to the south and add the map in Attachment 1 to the report (November 7, 2025) from the Director, Planning, Design and Management titled "Local Road Speed Limit Reduction (Area 12) in Ward 1".

Etobicoke Greenway Trail Project
In collaboration with Hydro One, the Etobicoke Greenway Trail Project is a significant opportunity to enhance recreational access and active transportation for Etobicoke residents. The trail project is the centrepiece of a legacy investment, part of a larger Hydro One initiative to upgrade electricity transmission infrastructure in Etobicoke. There is a project website with additional details: https://www.hydroone.com/about/corporate-information/major-projects/etobicoke-greenway The Etobicoke Greenway was added to the City's cycling infrastructure planning process through my motion in 2022: https://secure.toronto.ca/council/agenda-item.do?item=2022.IE31.12 The Etobicoke Greenway was formalized as part of City's planned cycling network as a near term implementation project under IE14.3 - Cycling Network Plan Update (2025 - 2027) https://secure.toronto.ca/council/agenda-item.do?item=2024.IE14.3 This project is a joint initiative between Hydro One and the City of Toronto to formalize a paved multi-use trail within the Hydro One corridor. The proposed trail will be approximately four kilometres long and three metres wide, extending through several key segments of the corridor, such as: - Bloor Street to Burnhamthorpe Road - Rivercove Drive to Martin Grove Road (just south of Winterton Drive) - From the southwest corner of Willowridge Road and Richgrove Drive northeast to Longburne Drive The proposed trail, once fully completed, will link several neighbourhoods with the Kipling Transit Hub at Six Points, including subway, GO trains, local and regional buses. Hydro One will lead the design and construction of the trail, with completion anticipated by late 2027. The current scope is limited to the trail surface itself and does not include amenities such as benches, lighting, signage, waste bins, gates, splash pads, dog parks, or pollinator gardens. While these features are outside Hydro One's current scope; however, the City may consider such enhancements in the future through the Provincial Secondary Land Use Program (PSLUP), subject to the appropriate approvals. Upon completion, the City will assume maintenance responsibilities beginning December 1, 2027, including: - Grass cutting along trail edges approximately 12-14 times per year - Snow removal approximately 5-6 times per winter season - Surface sweeping at least twice per year Staff understand that Hydro One is investing approximately $7.5-$8.0 million in this initiative, which covers full design and construction as well as a one-time capital contribution to support the City's maintenance and equipment needs through December 31, 2031. After this date, ongoing maintenance costs will be assumed by the City. Adjustments to the Parks operating resources will be formalized through future budgets. Before Hydro One can proceed into the design phase, a signed agreement is required, and Parks & Recreation does not have authority to execute any agreement directly. This motion requests that the General Manager report directly to the next Etobicoke York Community Council meeting with an update on the project, and with any recommendations to facilitate the completion of an agreement, necessary to advance the project to the next step.
The Etobicoke York Community Council: 1. Requested the General Manager, Parks and Recreation to report back on January 6, 2026 with proposed next steps for the Etobicoke Greenway Trail project, including an outline of any required authorities to advance the design and construction of the multi-use trail within the Hydro One corridor and an outline of project costing and any anticipated, longer term financial impact to the City.

Vanhill Avenue - Parking Restrictions
Excessive parking on the north side of Vanhill Avenue, just west of Islington Avenue has been causing issues near the intersection. Nearby businesses are finding entering and exiting nearby driveways to be unsafe due to the number of parked vehicles. As a result, I am requesting that parking be prohibited at all times in this area.
