Traffic Calming Poll Results - Strathnairn Avenue, between Lonborough Avenue and Keele Street
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. This report summarizes the result of the traffic calming poll for owners and occupants of Strathnairn Avenue, between Lonborough Avenue and Keele Street. Polling ballots were mailed to the affected residents on May 16, 2019 and 36% of the residents on Strathnairn Avenue, between Lonborough Avenue and Keele Street, responded to the polling. As a result, the minimum response rate of 50% plus 1 votes needed to proceed with the installation was not achieved.

Parking Regulation Amendment - Millwick Drive
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to prohibit stopping at all times on Millwick Drive, from Milvan Drive (southeast intersection) to a point 378 metres further northwest on the north and east side of the street, and to a point 338 metres further northwest on the west and south side of the street. The proposed amendment to the existing parking prohibition will address the concerns of the business owners about heavy vehicles parked on both sides of Millwick Drive and will improve traffic operations on this section of the road.

Poll for Traffic Calming - John Street, between Pine Street and Elm Street
In 2008, Etobicoke York Community Council approved the installation of speed humps on John Street, between Jane Street and Elm Street. The speed humps were installed in 2010, and the speed limit was reduced to 30 km/h. In 2014, John Street was under construction. Residents on the section of John Street between Pine Street and Elm Street requested that the speed humps not be reinstalled. In response, Etobicoke York Community Council requested that the City Clerk (Polling Registry Services) conduct a poll of residents on John Street, between Pine Street and Elm Street, to gauge support for reinstalling the speed humps. The majority of respondents voted against reinstalling the speed humps and so they were not reinstalled. The speed limit remained at 30 km/h. A petition signed by residents of John Street, between Pine Street and Elm Street, has since been submitted to my office requesting that speed humps be approved for installation on this section of the street. On September 9, 2019 I held a community meeting to discuss the request to install speed humps on this section of John Street again. Prior to approving the reinstallation of speed humps on this section of John Street, a new poll should be conducted to gauge support for this initiative.

Poll for Traffic Calming - Liscombe Road
In 2016, property owners/occupants of houses on Liscombe Road where polled to gauge support for the installation of speed humps. At that time, 22 respondents voted against the installation of speed humps and 19 in support. There has been a renewed interest in the installation of speed humps on this street. As the moratorium to conduct a new poll for speed humps on Liscombe Road expired in October 2018, the proposal for speed humps can be reconsidered.

Maximize the Buttonwood School and Park Site - Next Steps and Development of a Public Meeting
In 2018 the TCDSB purchased the former Buttonwood School property at 100 Allanhurst Dr., Ward 2, with the intention to develop an urgently needed new elementary school. Etobicoke Centre has long experienced pupil accommodation pressure at the secondary level. Finding a suitable site for a new secondary school has been a constant challenge. Finding suitable locations for City facilities like a new community centre has similar challenges. The City of Toronto's Parks and Recreation Facilities Master Plan 2019-2038 recommends that a new Community Centre be constructed in Etobicoke Centre, geographically proximate to the Buttonwood site. The Buttonwood school site is adjacent and contiguous to Buttonwood Park, which spans northward to Eglinton Avenue. Following a closer review of the Buttonwood site it has become apparent that with some spatial reorganization of the school and the park, it may be feasible to construct both a secondary school and primary school on the same site. On September 12, 2019 the TCDSB Corporate Services Committee approved development of an elementary and/or secondary school on the Buttonwood site ranked as #2 on its 2019-2020 capital priorities list, and will be submitting a business case on the project to the Ministry of Education. My preliminary discussions with the TCDSB revealed that the potential to co-develop a school(s), and a City of Toronto Community Centre as part of shared facility would be worth exploring further. In addition, support from the City of Toronto in allowing some spatial reorganization between the Buttonwood school site and City Park would be beneficial to the public interest.
Etobicoke York Community Council recommends that: 1. City Council request the General Manager, Parks, Forestry and Recreation, in consultation with the Chief Planner and Create TO, to engage with the Toronto Catholic District School Board regarding the feasibility, next steps and development of a public consultation process on a solution which could maximize the Buttonwood School and Park sites for both the needs of the School Board and the City with regard to the development of schools, a community centre and a park, and to report to Council in Q1 2020 with recommendations.
