Final Report - Zoning By-law Amendment Application - 1 Tudor Gate
This application proposes to amend the Zoning By-law to permit six townhouse units fronting onto Bayview Avenue. The townhouse units are in one block and proposed to be three-storeys and 11 metres in height. Vehicular access to the townhouse units is proposed via a 6.0 metre wide north-south private driveway from Tudor Gate. Parking would be accommodated at the rear of the townhouse block with 12 resident parking spaces and one visitor parking space. The proposed floor space index is 1.15 times the area of the lot and the proposed lot coverage is 34%. The existing detached dwelling would be demolished. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms to the Growth Plan for the Greater Golden Horseshoe (2020). The proposal provides six townhouse units which are compatible with the surrounding neighbourhood and provides for appropriate townhouse infill development along a major street. The proposal conforms to the City of Toronto's Official Plan and meets the intent of the Bayview Townhouse Design Guidelines. This report reviews and recommends approval of the application to amend the Zoning By-laws.

Final Report - Zoning By-law Amendment Application - 154 Wicksteed Avenue
This application proposes to construct a six-storey (23.7 metres) office building containing 7,073 square metres of gross floor area, with two levels of underground parking for 67 vehicles at 154 Wicksteed Avenue. A ground floor bicycle room with 31 long-term bicycle parking spaces and shower facilities is also proposed. The building would contain a 125 square metres of restaurant or retail space at grade and 6,948 square metres of office space. Vehicular access is proposed to be provided from Wicksteed Avenue to the vehicle parking garage, and from Wicksteed Avenue and Clarke Street to the loading spaces. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The application conforms to the provisions of the Official Plan and the Core Employment Areas designation policies. This report reviews and recommends approval of the application to amend the Zoning By-law. The application introduces new office employment uses on a site designated Core Employment Areas in the Official Plan. The proposed uses and built form are compatible with the surrounding employment uses and will strengthen the long term viability of the employment area.

Request for Direction Report - Zoning By-law Amendment Application - 1460 Victoria Park Avenue
This Report responds to the Zoning By-law Amendment application which has been appealed to the Local Planning Appeal Tribunal due to the lack of a decision by City Council. The applicant proposes to amend the Zoning By-law in order to permit the redevelopment of the lands at 1460 Victoria Park Avenue with a 9-storey building containing 114 residential dwelling units and one retail unit at grade fronting onto Victoria Park Avenue. The overall floor space index proposed for this project is 4.19 times the lot area. The proposed development in its current form is not consistent with the Provincial Policy Statement (2020), does not conform with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020) or the City's Official Plan. Issues to be resolved, as outlined in this report, include: site organization, building massing and setbacks, the proposed future alignment of O'Connor Drive, and the use of a Holding Symbol. The Zoning By-law amendment application was appealed on June 12, 2020 to the Local Planning Appeal Tribunal (LPAT) on the basis that the City failed to make a decision within the prescribed time period set out in the Planning Act. A Case Management Conference was held on February 23, 2021. A second Case Management Conference will be held on May 25, 2021 to finalize the issues list and the Procedural Order. This report recommends that the City Solicitor, together with City Planning staff, and other appropriate City staff, attend the LPAT hearing in opposition to the current proposal. It is also recommended that staff continue to work with the applicant in an attempt to resolve the outstanding issues with the application as outlined in this report.

City Council direct the City Solicitor, together with City Planning staff and other appropriate staff to attend the Local Planning Appeal Tribunal hearing to oppose the Zoning By-law Amendment Application in its current form. 2. City Council direct City Planning Staff to continue to work with the applicant to resolve the issues detailed in this report. 3. The application proposes to amend the Official Plan and Zoning By-law (the "application") to permit a 20-storey mixed use building with 808 square metres of ground floor retail and 262 residential units at 6080 Yonge Street and 11 Homewood Avenue (the "subject site"). The applicant has appealed the application to the Local Planning Appeal Tribunal (the "LPAT") due to Council's failure to make a decision on the application within the time prescribed by the Planning Act. A case management conference at the LPAT is scheduled for April 22, 2021. No hearing dates have been set. This report recommends that the City Solicitor, together with City Planning staff and other appropriate City staff, attend the LPAT hearing in opposition of the application. It also recommends that staff continue to have discussions with the applicant in an effort to resolve the issues outlined in this report and to report back to City Council on the outcome as appropriate.

Final Report - Class 4 Noise Area Classification (NPC-300) - 815 to 845 Eglinton Avenue East
This report recommends that City Council classify the development blocks at 815 to 845 Eglinton Avenue East as a Class 4 Area under relevant provincial noise guidelines administered by the Ministry of Environment and Climate Change (MOECC). A Class 4 Area classification allows for higher daytime and nighttime sound level limits than would otherwise be permitted in relation to a noise sensitive land use such as residential dwellings and associated outdoor living areas. The impact of such higher levels is mitigated by specified noise control measures. An Environmental Noise Analysis prepared in support of the development with the lands at 815 to 845 Eglinton Avenue East confirm that the development blocks within the plan of subdivision can be appropriately considered for a Class 4 Area classification. A Class 4 Area classification endorsed by City Council resolution would allow for existing industrial, manufacturing and transit operations close to the subject site, to use this noise classification and sound level limits in applications for required provincial approvals including operating certificates.

On June 8 2020, a Zoning By-law Amendment and Rental Housing Demolition Application were submitted for the properties at 1718 to 1734 Bayview Avenue. A preliminary report was adopted by North York Community Council on September 10, 2020. Since the time of the original application submission, the proposal has been revised to include five additional properties at 1710, 1712, 1714, 1716 and 1736 Bayview Avenue. The revised address now includes the properties municipally known as 1710 to 1736 Bayview Avenue and the revised application now proposes a nine-storey residential building fronting onto Bayview Avenue and 12 live-work units also facing Bayview Avenue. This report provides information and identifies a preliminary set of issues regarding the revised application located at 1710 to 1736 Bayview Avenue. Staff are currently reviewing the application which has been circulated to all appropriate agencies and City divisions for comment. Staff are targeting a Community Consultation Meeting for Q2 2021.

This report seeks City Council's approval to exempt the owner of 310 Wilson Avenue from the non-residential parking space requirement specified in former City of North York Zoning By-law No. 7625. The site was the subject of Minor Variance Application No. A0553/20NY, which proposed the conversion of the below grade and ground floor areas of the existing building from a retail use to a dental clinic use. In accordance with the above-noted By-law, a minimum of 11 parking spaces would be required for the site given the proposed conversion. The applicant is unable to accommodate 9 of the 11 required parking spaces on-site and has requested a Payment-In-Lieu of Parking to the City, which amounts to $45,000. The parking space exemption associated with the Payment-In-Lieu of Parking application is considered appropriate given that the associated parking space shortfall will not have a significant impact on parking conditions in the immediate area. Section 40 of the Planning Act grants City Council the authority to approve payment-in-lieu of parking. As the Toronto Transit Commission (TTC) operates a transit service on Sheppard Avenue West, City Council approval of this report is required. Transportation Services is seeking authorization to install traffic control signals at the intersection of Sheppard Avenue West and Pewter Road.
