3718 and 3730 Kingston Road - Zoning By-law Amendment - Decision Report - Approval
This report recommends approval of the application to amend the Zoning By-law to permit the development of a 24-storey mixed-use building with a 7-storey podium at 3718 and 3730 Kingston Road. A total gross floor area of 30,905 square metres is proposed, consisting of 30,233 square metres of residential gross floor area (419 residential units) and 672 square metres of non-residential gross floor area resulting in a floor space index (FSI) of 5.25 times the area of the lot. The proposed development is consistent with the Provincial Planning Statement 2024 (PPS 2024) and conforms to the City's Official Plan. The proposal will intensify an underutilized site along an Avenue that is well served by both surface transit and emerging higher order transit networks through the Eglinton East Light Rail (EELRT). This report reviews and recommends approval of the application to amend the Zoning By-law.

On November 30, 2022, a Zoning By-law Amendment application was submitted to permit the development of a 25-storey residential building and a 35-storey mixed-use building, each with an eight-storey podium, a shared three-level underground parking garage and a public park on a portion of the lands municipally known as 2650 Lawrence Avenue East. This application was subsequently revised in August 2025, increasing the proposed heights to 33 storeys and 43 storeys, along with an increased unit count and gross floor area while deleting the proposed park. A separate Official Plan Amendment application was submitted on August 13, 2025, concurrently with the revised Zoning By-law Amendment application. The proposed amendment would apply to the entirety of the lands at 2650 Lawrence Ave East. It seeks to amend Official Plan Policy 3.4.8, which requires that development be set back from locations where flooding presents a significant risk to life and property by at least 10 metres or more, depending on the severity of existing or potential natural hazards. On August 20, 2025, the applicant appealed the Zoning By-law Amendment application to the Ontario Land Tribunal (the "OLT") due to City Council failing to make a decision within the prescribed time frames in the Planning Act . On January 13, 2026, the applicant appealed the Official Plan Amendment application to the Ontario Land Tribunal due to City Council failing to make a decision within the prescribed time frames in the Planning Act . This report recommends that the City Solicitor together with appropriate City staff attend the Ontario Land Tribunal hearing to oppose the application in its current form and to continue discussions with the applicant to resolve outstanding issues.

17 Bellehaven Crescent - Fence Exemption Report
This staff report concerns a matter for which the Scarborough Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to consider an application by the owner(s) of 17 Bellehaven Crescent to allow the current north property line fence/gates to remain at a height between 1.91 meters (6.2 feet) and 2.3 meters (7.54 feet) which exceeds the maximum height requirements of 1.2m (4ft). This is contrary to the City of Toronto Municipal Code Chapter 447 1.2(b) Fence Height - Table 1, Item 1.
The Scarborough Community Council: 1. Granted a fence exemption permit to the property owner of 17 Bellehaven Crescent, on the condition that the current fence be altered no later than February 19, 2027 as follows: a. Alter each of the three existing gates (two driveway and one pedestrian) by implementing open-fence construction as defined under Municipal Code Chapter 447-1.2(C)(1), notwithstanding the reference to 2.4 metres, to improve sight of line consistent with the safety policy goals of the by-law, consistent with the conceptual rendering in Exhibit A of Attachment 1 to the motion by Councillor Kandavel; b. Replace the fence from the north-east corner south to the existing first post on the east side of the property, being a length of approximately 1.5 metres, with fencing of an open-fence construction as defined under Municipal Code Chapter 447-1.2(C)(1), notwithstanding the reference to 2.4 metres, to an approximate height of 1.2 metres, as set out under Municipal Code Chapter 447-1.2(B)(1), consistent with the conceptual rendering in Exhibit A of Attachment to the motion by Councillor Kandavel; c. Replace the fence from the north-east corner west to the existing first column gate post on the north (front) side of the property, being a length of approximately 4 metres, with fencing of an open-fence construction as defined under Municipal Code Chapter 447-1.2(C)(1), notwithstanding the reference to 2.4 metres, to an approximate height of 1.2 metres, as set out under Municipal Code Chapter 447-1.2(B)(1), consistent with the conceptual rendering in Exhibit A of Attachment 1 to the motion by Councillor Kandavel. 2. Required that at such time as replacement of the fence is required, the installation comply with Municipal Code Chapter 447, Fences, or its successor by-law.

This staff report is about a matter for which the Scarborough Community Council has delegated authority to make a final decision. In accordance with city-wide residential demolition control under the Toronto Municipal Code Chapter 363, under the authority of Section 33 of the Planning Act, the application for the demolition of the existing residential building located at 1072 McCowan Rd is being referred to the Scarborough Community Council for consideration to refuse or grant the application, including any conditions, if any, to be attached to the permit application because a building permit application has not been issued for a replacement building.
That the Scarborough Community Council: 1. Approved the applications to demolish the residential building at 1072 McCowan Road without any conditions.

777 Victoria Park Avenue - Construction Staging Area
As the Toronto Transit Commission (TTC) operates a transit service on Victoria Park Avenue, City Council approval of this report is required. Ontario Limited is constructing a 36-storey rental tower and a 12-storey affordable housing tower at 777 Victoria Park Avenue. The site is located on the northeast corner of Victoria Park Avenue and Denton Avenue. Transportation Services is requesting authorization to temporarily close the east sidewalk and a portion of the northbound lane in Victoria Park Avenue; and the north sidewalk and a portion of the westbound lane on Denton Avenue for a period of 40 months, from March 26, 2026 to June 30, 2029, in order to enable construction staging operations for the development. Pedestrians will be redirected into a 1.8 metre wide covered and protected walkway within the closed portion of the northbound lane on Victoria Park Avenue. As a result of the sidewalk closure on the north side of Denton Avenue, pedestrians will be redirected to the south side of the roadway, at the all-way stop control at the intersection of Denton Avenue and Macey Avenue.
The Scarborough Community Council: 1. Deferred consideration of the item until the April 30, 2026 meeting of the Scarborough Community Council and directed the Director, Congestion and Network Management, Transportation Services to report back on the feasibility of alternative options for the proposed northbound curb lane closure on Victoria Park Avenue, working in consultation with the local Councillor, and considering options which mitigate adverse impacts on traffic flow and take the safety all users of the road and adjoining sidewalks into account.

City Council authorize the closure of the east sidewalk and an 8.2 metre wide portion of the northbound lane on Victoria Park Avenue, between Denton Avenue and a point 150 metres north, and provision of a temporary pedestrian walkway within the closed portion of the northbound lane, from March 26, 2026 to June 30, 2029 inclusive. 2. City Council authorize the closure of the north sidewalk and a 6.6 metre wide portion of the westbound lane on Denton Avenue, between Victoria Park Avenue and a point 61 metres further east, from March 26, 2026 to June 30, 2029 inclusive. 3. City Council rescind the existing parking prohibition in effect at all times on the east side of Victoria Park Avenue, between Denton Avenue and a point 150 metres north. 4. City Council prohibit stopping at all times on the east side of Victoria Park Avenue, between Denton Avenue and a point 150 metres north. 5. City Council prohibit stopping at all times on the north side of Denton Avenue, between Victoria Park Avenue and a point 61 metres east. 6. City Council direct the applicant to pressure wash or sweep (weather permitting) the construction site and adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe. 7. City Council direct the applicant to construct and maintain a fully covered, protected and unobstructed walkway for all pedestrians, including for those with mobility devices, for the entire duration of the construction staging area permit to the satisfaction of the City engineer and ensure it is compliant with the Accessibility for Ontarians with Disabilities Act (AODA). 8. City Council direct the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 9. City Council direct the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications. 10. City Council direct the applicant to install appropriate signage and request the applicant to install converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 11. City Council direct the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 12. City Council direct the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 13. City Council direct the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired. 14. City Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 15. City Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 16. City Council direct the applicant to cooperate with and provide all necessary assistance to the City Engineers, staff and representatives carrying out operation, maintenance, and construction activities to municipal infrastructure with the vicinity of the construction staging area, and at no cost to the City to remove any staging to accommodate the necessary municipal infrastructure work. 17. City Council direct the applicant to provide monthly community meetings, to discuss any concerns raised by the community. 18. City Council direct that Victoria Park Avenue and Denton Avenue be returned to its pre-construction traffic and parking regulations when the project is complete.

Transportation Services has reviewed the need for speed humps Fallingbrook Road, between Queen Street East and Windsor Avenue. The assessment indicates the warrant criteria as set out in the Traffic Calming Policy has not been satisfied. Therefore, staff do not recommend the installation of speed humps on Fallingbrook Road.

Nantucket Boulevard - Parking Amendments
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending that the existing parking prohibition on the east side of Nantucket Boulevard, south of Wickware Gate, be amended to allow parking between the months of November and April. The proposed amendment will provide on-street parking for the use of employees working at the City of Toronto's winter maintenance depot, located at 1 Nantucket Boulevard. When plowing and salting is activated during winter events, operators drive to the depot from across the region. Parking has been maximized within the depot but there is not enough space on-site for all employee's private vehicles. The proposed changes will not impact the operation of Nantucket Boulevard, which is wide enough to maintain two-way traffic and double-sided parking, and will add approximately 30 on-street spaces.

St. Andrews Road - Traffic Calming (Speed Humps)
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending the installation of speed humps on St. Andrews Road, between Brimley Road and McCowan Road. Staff's assessment indicates the criteria as set out in the Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on St. Andrews Road. During the course of the investigation, it was noted that there are discrepancies between the signed and by-lawed speed limit on St. Andrews Road. Recommendation 2 in this report will correct this found inconsistency.

Re-opening item SC28.24 - Waldock Street - Parking Zones Adjustments
I am requesting to reopen Item SC28.24 - Waldock Street - Parking Zones Adjustments, which was adopted by the Scarborough Community Council on January 13, 2026. Transportation Services identified that the original wording in Recommendation 1 omitted the reference to the north side of Waldock Street, and Recommendation 2 did not include the street name or specify the side of the street. As the original approval occurred less than one year ago, Council procedures require that the previously approved item be re-opened in order to amend parking regulations.
The Scarborough Community Council: 1. Re-opened Item SC28.24, titled "Waldock Street - Parking Zones Adjustments" with respect to Recommendations 1 and 2. 2. Upton Road - Parking Amendment
Local businesses have raised concerns about vehicles stopping along the south side of Upton Road, as it can limit maneuverability and create operational challenges by occasionally obstructing industrial driveways. In this commercial area, on-street stopping can interfere with loading activity, delivery access, and the efficient movement of vehicles, particularly during peak business hours or winter conditions when snow storage further narrows the roadway. Stornoway Court - Parking Adjustments
I am writing to request parking amendments to Stornoway Court to reduce frequent incidents of congestion and blocking of driveways. Morningside Avenue - Corridor Review
Morningside is a vital corridor in the east end of Toronto. Many residents have communicated with my office about traffic congestion and conditions that make intersections along Morningside unsafe. We are asking for a comprehensive study to see what improvements we can make for a better commute along Morningside.
The Scarborough Community Council recommends that: 1. City Council request the Director, Enforcement and Street Management, Transportation Services, in coordination with the Toronto Transit Commission to conduct a review of traffic and transit operation on Morningside Avenue between Finch Avenue East and Lawrence Avenue East and report back to Scarborough Community Council with findings and any appropriate recommendations, including consideration of: road safety, transit performance, intersection performance, traffic speed, traffic volume, and level of service for active transportation modes with a report back to Scarborough Community Council in the third quarter of 2027.
