315-325 Spadina Avenue - Construction Staging Area
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. 315 Spadina LP is constructing a 13-storey residential condominium building at 315-325 Spadina Avenue. The site is located on the north-east corner of Spadina Avenue and D'Arcy Street. Transportation Services is requesting approval to close the north sidewalk on D'Arcy Street for a period of 26 months, from February 1, 2024 to March 31, 2026 to facilitate construction staging operations. Pedestrian movements on the north side of D'Arcy Street abutting the site will be restricted and pedestrians will be directed to the south side sidewalk of D'Arcy Street. Additionally, approval is being requested to close the public laneway east of Spadina Avenue north of D'Arcy Street in various degrees for a period of 26 months, from February 1, 2024 to March 31, 2026 to facilitate construction staging operations.
The Toronto and East York Community Council: 1. Authorized the closure of the north sidewalk on D'arcy Street, between a point 8 metres east of Spadina Avenue and a point 48 metres further east, from February 1, 2024 to March 31, 2026 inclusive, to accommodate construction staging operations. 2. Authorized the full closure of the public laneway east of Spadina Avenue north of D'Arcy Street, between D'Arcy Street and a point 54 metres further north, from February 1, 2024 to April 31, 2025 inclusive, to accommodate construction staging operations. 3. Authorized the closure of a 3.5 metre wide portion of the public laneway east of Spadina Avenue north of D'Arcy Street, between D'Arcy Street and a point 54 metres further north from January 1, 2026 to March 31, 2026 inclusive, to accommodate construction staging operations. 4. Directed the applicant to sweep the construction site and adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe. 5. Directed the applicant to construct and maintain a fully covered, protected and unobstructed walkway for all pedestrians, including for those with mobility devices, for the entire duration of the construction staging area permit to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services and ensure it is compliant with the Accessibility for Ontarians with Disabilities Act. 6. 20-26 Maitland Street - Construction Staging Area
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. TMG Builders is constructing a 40-storey residential building with two levels of underground parking. The site is located on the north side of Maitland Street between Yonge Street and Church Street. Transportation Services is requesting approval to temporarily close a portion of the westbound lane on Maitland Street and a portion of the sidewalk on the north side of Maitland Street for a period of 36 months, from January 25, 2024 to December 31, 2026 to accommodate a construction staging area. Pedestrian operations on the north side of Maitland Street will be maintained in a covered and protected walkway within the closed portion of the existing westbound lane. One-way westbound traffic movement will be maintained on Maitland Street. The construction staging area will result in the loss of seven on-street parking machine spaces on the south side of Maitland Street.
The Toronto and East York Community Council: 1. In areas where no cycling lanes exist, directed the applicant, in consultation with Transportation Services, to install sharrow markings onto the roadway and display appropriate signage on the hoarding board to inform motorists and cyclist to safely share the road. 23. Directed the Director, Traffic Management, Transportation Services and the applicant to establish a Construction Management Working Group that meets monthly and invite local stakeholders including Municipal Licensing and Standards, Toronto Building, adjacent neighbours, local resident groups, local Business Improvement Areas and local school administration. 24. Directed the applicant to email monthly construction progress reports to the local Councillor, local residents' association and Business Improvement Area Board of Management. 25. Directed that Maitland Street be returned to its pre-construction traffic and parking regulations when the project is complete.

90-104 Queen Street East and 3 Mutual Street - Construction Staging Area Time Extension
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Citi-Core Construction Management Ltd is constructing a 34-storey mixed-use residential building with ground floor retail space at 90-104 Queen Street East and 3 Mutual Street. The site is located at the northeast corner of Queen Street East and Mutual Street. The east sidewalk and a portion of the northbound curb lane on Mutual Street is currently closed for construction staging operations. A section of Mutual Street abutting the site is temporarily designated as one-way northbound. At its meeting on February 23, 2023, Toronto and East York Community Council approved the subject construction staging area on Mutual Street from February 24, 2023 to March 1, 2024. At the time, the developer indicated they would require the staging area for a total of 34 months, from February 24, 2023 to November 30, 2025. As the previous permit was only approved for a 13 month period, the developer has requested an extension of the duration of the construction staging area on Mutual Street. Transportation Services is requesting authorization to extend the duration of the construction staging area on Mutual Street for an additional 21 months, from March 2, 2024 to November 30, 2025, to allow for the construction of the development to be completed.
The Toronto and East York Community Council: 1. Authorized the continuation of the closure of the east side sidewalk and an 8.2 metre wide portion of the northbound curb lane on Mutual Street, between Queen Street East and Richard Bigley Lane, and provision of a temporary pedestrian walkway within the closed portion of Mutual Street, from March 2, 2024 to November 30, 2025. 2. Authorized the continuation to designate Mutual Street, between Queen Street East and Richard Bigley Lane, as one-way for northbound traffic only. 3. Authorized the continuation to prohibit westbound left turns anytime, from Richard Bigley Lane onto Mutual Street. 4. Authorized the continuation to rescind the existing parking machine regulation in effect from 8:00 a.m. to 9:00 p.m., Monday to Saturday; and 1:00 p.m. to 9:00 p.m. Sunday, on the east side of Mutual Street, between Queen Street East and Richard Bigley Lane. 5. As the proposed street closures involve a motor vehicle race and takes place on a major arterial road, City Council approval is required. Transportation Services is requesting approval to temporarily close and amend the necessary traffic regulations on Lake Shore Boulevard West, between Strachan Avenue and Ontario Drive and on Strachan Avenue, between Fleet Street and Lake Shore Boulevard West from July 17, 2024 to July 22, 2024. Transportation Services is recommending that stopping be prohibited at all times on three short sections of the north side of Sammon Avenue, between Pape Avenue and Dewhurst Boulevard North, to accommodate three mid-block curb extensions. Currently there is permit parking along these blocks and the change will result in the loss of two permit parking spaces in Area 8A. This parking zone, 8A, has ample availability to absorb the loss. The purpose of this report is to provide details on the current status of the Ontario Line project within the boundaries of Toronto and East York Community Council (TEYCC), including timelines, construction mitigation plans, and community engagement milestones. On July 19, 2023, City Council adopted TM1.2 - City of Toronto Recommendations for Metrolinx's Ontario Line Construction within the Toronto and East York District to fulfill the Ontario Line Subcommittee's ('Subcommittee') mandate by consolidating City staff recommendations while incorporating public feedback provided throughout the Subcommittee's duration, reflecting on City Council directives, and providing a clear and comprehensive package of initiatives that the Province and Metrolinx should implement to construct the Ontario Line. City staff have shared the recommendations with Metrolinx and Metrolinx has responded, indicating general support for incorporating the City's recommendations. This report includes responses from Metrolinx regarding: community benefits; business supports; community engagement; traffic and construction management; affordable housing and rental replacement; real estate; and parks and neighbourhood investments. This report also includes updates on Ontario Line implementation, including the status of major contracts and other construction updates.
The Toronto and East York Community Council recommends that: 1. City Council direct the Executive Director, Transit Expansion to request Metrolinx to: a. accelerate the restoration of the southbound streetcar tracks on York Street, to match the current schedule of the City's advanced time frame for Adelaide Street construction; b. provide a comprehensive communication and marketing strategy by the second quarter of 2024 for Business Improvement Areas impacted by the construction of the Ontario Line, including necessary financial supports; c. work in conjunction with the City of Toronto's Music Office to provide support for live music venues impacted by Ontario Line construction, including, but not limited to, a detailed work schedule to ensure bookings can be adjusted in advance of disruptions; d. provide an update to the City on City Council's request to establish minimum targets for affordable rental housing in all Transit Oriented Communities; e. take all actions available to ensure that owners and tenants do not experience financial loss due to impact or displacement due to construction of the Ontario Line; f. provide a formalizing, public, workforce development program as part of the community benefits strategy for inclusion in the next quarterly update; and g. investigate supports for resident and business groups outside of the Business Improvement Area framework.

City Council on December 13, 14, and 15, 2023, referred Item TE9.45 to the January 24, 2024 meeting of the Toronto and East York Community Council. Summary from the report and attachment 1 (October 30, 2023) from the Director, Traffic Management, Transportation Services on 1404-1428 Yonge Street - Construction Staging Area As the Toronto Transit Commission (TTC) operates a transit service on Yonge Street, City Council approval of this report is required. YSC Development Corp is constructing a 50-storey condominium building at 1404-1428 Yonge Street. The site is located on the west side of Yonge Street between St Clair Avenue West and Farnham Avenue. Transportation Services is requesting approval to close the west sidewalk, the southbound bike lane, a portion of the southbound lane, and the northbound bike lane on Yonge Street for a period of 35 months, from November 30, 2023 to October 31, 2026 to facilitate construction staging operations. Pedestrian movements on the west side of Yonge Street, abutting the site, will be maintained in a minimum 1.8 metre-wide covered and protected walkway. The southbound and northbound bike lanes will be closed, and signage will be posted informing cyclists the bike lane ends in advance of the construction staging area and shared lane pavement markings will be installed advising cyclists and motorists to merge into a single traffic lane in the vicinity of the work zone. The construction staging area will result in the loss of four parking machine on-street spaces on the west side of Yonge Street.

316 Bloor Street West - Request for City Solicitor to Attend at the Toronto Local Appeal Body
The applicant applied to the Committee of Adjustment requesting variances from Site Specific Zoning By-law 595-2021(OLT), as amended by City Wide By-law 569-2013 (Application Number A0597/23TEY), including variances to height, maximum permitted gross floor area, and minimum amenity space. Site Specific By-law No. 595-2021 (OLT) zones the subject property to permit a 29-storey mixed-use building of 98 metres. The applicant applied to permit a mixed-use building of 121.4 metres. On December 13, 2023, the Toronto East York Panel of the Committee of Adjustment approved the requested variances, with conditions including a cash contribution allocated towards community facilities, recreation, cultural space, and/or streetscape improvements within Ward 11 (the "Decision"). (Decision in Attachment 1). In its report dated December 4, 2023, City Planning Staff commented that they had no objections to the proposed variances. Staff recommended that the Owner make a cash contribution to the City of Toronto, should the Committee of Adjustment approve the variances. (Staff Report in Attachment 2). This letter will authorize and direct the City Solicitor to appeal and to attend the Toronto Local Appeal Body, along with appropriate City staff, in order to oppose the Committee of Adjustment's decision, on the ground that the variances were not minor. This Motion will also authorize the City Solicitor to retain outside consultants and to resolve the matter on behalf of the City in her discretion. This matter is time sensitive and urgent as the City Solicitor has already appealed the Decision to the Toronto Local Appeal Body in order to preserve the City's statutory right and requires instructions to appeal and attend the hearing for this matter.

Orde Street Public School Traffic Calming
Parents of students attending Orde St Public School have expressed grave concerns about safety outside the school's main entrance. Every day, approximately 350 children enter and exit the school through its main entrance, which is located on a high-traffic laneway adjacent to a busy parking lot. Numerous vehicles speed through this laneway, posing significant risks to our children. There have already been several near-miss accidents, and it's only a matter of time before a more severe incident occurs. Transportation Services agrees that children's safety in this area can be improved by installing speed humps in the laneway close to the school entrance.

The parking by-laws on Scarth Road at South Drive require amendment. Vehicles chronically stop at the north/west corner of Scarth Road, at South Drive, obstructing the pedestrian walk. This creates an unsafe crossing situation, particularly for pedestrians with accessible needs. In order to deter stopping in this area, Transportation Services recommends increasing the corner parking prohibition from its current "No Parking Anytime" regulation to a "No Stopping Anytime" regulation. This will help deter drivers from blocking the pedestrian path and improve sightlines, particularly for pedestrians with accessible needs. There will be no loss of on-street parking with this parking amendment.

There is a narrow, crooked lane west of Palmerston Avenue, between Barton Avenue and Palmerston Square, which is not suitable for wide vehicles. Wayfinding apps have been directing an increasing number of large vehicles to attempt to traverse this lane. These attempts have a significant risk of scraping the vehicle against the concrete side walls, causing public and private damage. To reduce such damage, vehicles greater than two metres in width should be prohibited from travelling on this lane.

Stop Control - Bowman Street and Carlton Street
I am writing to request your support in implementing stop control for southbound motorists on Bowman Street at Carlton Street. There are no existing traffic controls and the right-of-way rule applies at Bowman Street and Carlton Street. Following a review by the City's Vision Zero Projects, a minor street stop control was recommended at this uncontrolled three-way "T" type intersection to clearly define the right-of-way, regulate traffic flow and enhance driver and pedestrian safety.

Reducing the speed limit on outstanding collector roads to 30 km/h within Ward 4
In 2015, a motion to reduce the speed limit of all local (residential) roads in the Toronto and East York Community Council area from 40 km/h to 30 km/h was passed. In 2021, through the direction of Vision Zero, this was expanded city wide. However, certain streets were excluded because they were classified as a collector road. Transportation staff were asked to review the collector roads in the ward. Transportation staff have completed their review of the outstanding collector roads in Ward 4 that are still 40 km/h. Reducing the speed limit from 40 km/h to 30 km/h will improve safety and provide consistency with the surrounding residential street that are 30 km/h. Vision Zero 2.0 states that higher vehicle speeds contribute to higher risk of serious injuries and fatalities by reducing driver reaction time, increasing the vehicle stopping distance, and inflicting more severe blunt force trauma on victims upon impact. Speed reduction aims to mitigating risks associated with high speeds.

I am writing to you today to request your support in amending the on-street parking regulations on the west side of Peter Street, between Richmond Street West and Adelaide Street West in connection to the new development at 108 Peter Street. Under current conditions, the existing motorcycle parking area on this section of Peter Street encroaches into the new driveway that services this building. Transportation Services is recommending that the existing motorcycle parking remain but must be shortened to deter parking in this area and blocking the driveway.
