Construction Staging Area - 1285 Queen Street East
As the Toronto Transit Commission (TTC) operates transit service on Queen Street East, City Council approval of this report is required. Queen Leslie Developments Limited is constructing a six-storey residential development building with ground floor retail, at 1285 Queen Street East. The site is located on Queen Street East, mid-block between Leslie Street and Laing Street. Transportation Services is requesting authorization to close the south sidewalk and a 3.2 metre-wide portion of the eastbound curb lane on Queen Street East, between a point 110 metres east of Leslie Street and a point 36 metres further east, for a period of 25 months (i.e., May 10, 2021 to June 30, 2023) to accommodate a construction staging area. In addition, Transportation Services is requesting authorization to close a 2.9 metre wide portion of the westbound curb lane on Memory Lane, between a point 120 metres east of Leslie Street and a point 26 metres further east, for a period of 25 months (i.e., May 10, 2021 to June 30, 2023), to accommodate a construction staging area. Pedestrian operations on the south side of Queen Street East will be maintained in a 1.5-metre-wide covered and protected walkway within the closed portion of the existing lane. The construction staging area on Queen Street East will result in the loss of one eastbound traffic lane that is currently designated for on-street parking, resulting in the loss of six parking machine spaces.
The Toronto and East York Community Council recommends that: 1. City Council authorize the closure of the east sidewalk and a 3.2 metre-wide portion of the eastbound curb lane on Queen Street East, between a point 110 metres east of Leslie Street and a point 36 metres further east, from May 10, 2021 to June 30, 2023. 2. City Council authorize the closure of a 2.9 metre wide portion of the westbound curb lane on Memory Lane, between a point 120 metres east of Leslie Street and a point 26 metres further east, from May 10, 2021 to June 30, 2023. 3. City Council rescind the existing stopping prohibition in effect from 4:00 p.m. to 6:00 p.m., Monday to Friday on the south side of Queen Street East, between a point 92 metres east of Leslie Street and a point 55 metres further east. 4. City Council rescind the existing parking machine regulation in effect from 8:00 a.m. to 4:00 p.m. and from 6:00 p.m. to 9:00 p.m., Monday to Friday, 8:00 a.m. to 9:00 p.m., Saturday and 1:00 p.m. to 9:00 p.m., Sunday at a rate of $2.00 per hour and for a maximum period of 3 hours, on the south side of Queen Street East, between a point 92 metres east of Leslie Street and a point 55 metres further east. 5. This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. Tribute Communities is constructing a 27-storey residential condominium building with ground floor retail at 276-294 Main Street and 144 Stephenson Avenue. The site has some of the addresses as Main Street, however the staging areas are located Stephenson Avenue south of Danforth Avenue and west of Main Street. Construction of the development will be undertaken in several phases. This report deals with matters related to Phase 2 of the construction only. Transportation Services is requesting authorization to close the west and north sidewalk on Stephenson Avenue between a point 29 metres south of Danforth Avenue and a point 115 meters further south and west, for a period of 8 months (i.e., April 22, 2021 to December 15, 2021) to accommodate construction staging operations in Phase 2. In addition, Transportation Services is requesting to close a 2.1 metre-wide portion of the northbound curb lane on Stephenson Avenue, between a point 18 metres south of Danforth Avenue and a point 95 metres further south, for the same time period. Pedestrian operations on the west and north sides of Stephenson Ave will be restricted. Pedestrians will be directed to use the continuous sidewalk on the south and east sides of Stephenson Ave. The east side of Stephenson Ave will have a 1.5 metre wide protected walkway within the closed portion of the northbound lane. The construction staging area on Stephenson Avenue will result in the loss of the northbound traffic lane on the north/south portion of Stephenson Avenue. This closure will require Stephenson Avenue to operate as one way southbound only, abutting the closed portion of the street.

Construction Staging Area Time Extension - 342-346 Davenport Road
As the Toronto Transit Commission (TTC) operates a transit service on Davenport Road, City Council approval of this report is required. Freed Developments is constructing a 9-storey residential condominium building at 342-346 Davenport Road. The sidewalk and a portion of the westbound curb lane, on the north side of Davenport Road, is currently closed for construction staging operations. City Council, at its meeting on June 18 and 19, 2019 approved the subject staging area from June 25, 2019 to June 30, 2021. The developer has requested an extension of the duration of the construction staging area on Davenport Road, as the site has experienced a number of construction delays in the start-up of the site and delays related to COVID-19. Transportation Services is requesting authorization to extend the duration of the construction staging area on Davenport Road for an additional 12 months (July 1, 2021 to June 30, 2022) in order to complete the construction of the development.
The Toronto and East York Community Council recommends that: 1. City Council authorize the continuation of the closure of the east sidewalk and a 5.1 metre-wide portion of the westbound curb lane on Davenport Road, between a point 94 metres east of Dupont Street and a point 28 metres further east and provision of a temporary pedestrian walkway within the closed portion of the westbound curb lane, from July 1, 2021 to June 30, 2022. 2. Road Alteration - Woodbine Avenue
As the Toronto Transit Commission (TTC) operates a transit service on Woodbine Avenue, City Council approval of this report is required. Following extensive public consultation, City Council approved the installation of cycle tracks and bicycle lanes on Woodbine Avenue, between O'Connor Drive and Queen Street East on October 5, 2016. Transportation Services staff have been requested by the local Councillor to provide a design solution to address concerns of traffic congestion, delays and sightline issues on Woodbine Avenue, between Kingston Road and Gerrard Street East. Specifically, staff have been requested to prepare a revised design to provide an additional northbound travel lane while maintaining cycling infrastructure and off-peak parking. While staff do not support the proposed design, every effort has been made to achieve the objectives requested and mitigate risks to the best of our ability. The design remains sub-standard in a number of areas and therefore, staff does not support the proposed alteration of Woodbine Avenue.
The Toronto and East York Community Council recommends that: 1. City Council authorize the alteration of Woodbine Avenue, between Kingston Road and the CNR underpass, approximately 137 meters north of Gerrard Street East, generally as shown on "Drawing No. 421G-3853, 421G-3854 and 421G-3855, dated March 2021", attached to the report (March 30, 2021) from the Acting Director, Transportation Services, Toronto and East York District. 2. City Council direct the General Manager, Transportation Services to introduce all possible physical separation for the cycling infrastructure on Woodbine Avenue from Queen Street East to Danforth Avenue such as curbs, bollards and any other suitable measures to improve road safety. 3. City Council reduce the speed limit on Woodbine Avenue from 50 kilometres per hour to 40 kilometres per hour between Lake Shore Boulevard East and O'Connor Drive. 4. City Council direct the General Manager, Transportation services to continue monitoring the intersections of Woodbine Avenue at Gerrard Street East and Kingston Road for any signal timing or other modifications required, in consultation with the local Councillor. 5. Request to temporarily close a portion of Maitland Street east of Church Street for CafeTO
The past year, now leading into the second year of the pandemic, has hit small businesses hard, particularly for restaurants and bars along Church Street who have not had the typical tourism generated by events such as the Pride Festival or Halloween on Church. I have received requests from the Church Wellesley Village BIA, Church Street Garage and Churchmouse and Firkin to support their desire to have CafeTO patios on Maitland Street east of Church Street which would provide them with the adequate amount of space they need to survive and would also solve potential conflicts with the limited space available on Church Street. A temporary road closure would be required in order to accommodate the CafeTO permits for both Church Street Garage on the northeast side of Church Street and Maitland Street as well as Churchmouse and Firkin on the southeast side.

New condominiums are approved under the assumption that sufficient parking will be available on-site. However, the city has on occasion received and granted parking permits to residents in newly constructed buildings within existing permit parking areas, such as the 6K area in the St. Lawrence Neighbourhood. The 6K area has 176 parking spots. A recent count had 114 of those spaces issued. While a healthy number, cycling improvements to The Esplande may shrink the overall availability of parking spots in the 6K area. Of particular concern, the development at 177, 183, and 197 Front Street East and 15-21 Lower Sherbourne Street and 200 The Esplanade will add 1531 new residential units, enough to easily overwhelm this existing permit parking area. Request to Evaluate the Heritage Potential of Dovercourt House - 805 Dovercourt Road
It has been brought to my attention by the community and a local historian that this property may have architectural and cultural significance. This property has, for many years, been a gathering place for the local community and in particular a place for dancing to flourish. The organization that had been in the building for many years is now leaving and in order to preserve the existing property as a potential heritage resource, I am requesting that City staff urgently undertake an evaluation for inclusion to the City's Heritage Register.

Residents of the Oakwood Village neighbourhood contacted my office requesting that we rescind alternate side permit parking along Robina Avenue and affix it to the east side. My office then conducted a poll to ensure that there was community consensus for the proposed switch. With the majority of responses to the poll having returned positive; I am moving a recommendation to enact the following amendment.

Re-Open Item TE16.49: Requests for Changes to Parking Regulations in Ward 11
At the outset of the pandemic in 2020, my office received a series of requests from businesses and residents in Kensington Market to remove parking on Augusta in order to create more space for physical distancing. At the first opportunity my office moved to have this request studied, to ensure that we could support the new CafeTO programming that was forthcoming, as well as alleviate pressures on the street. Unfortunately, the request for study accidentally resulted in a change being made to the by-law before the study was completed which is the reason for the need to repeal this decision today. After the change to the conditions on the street, Transportation Services and Toronto Parking Authority advised that the removal of parking in this area would be problematic due to the high demand on parking for local residents and impacts on paid parking spaces. We have also since been advised the CafeTO and CurbTO programs do not require a change to parking regulations allowing us to continue to support local businesses without needing to permanently remove parking permissions.

Speed Limit Reduction - South Drive
This item is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended. South Drive, between Crescent Road and Elm is generally classified as a local roadway, however there are certain sections that have a collector road classification such as between Park Road and Mount Pleasant Road, and Sherbourne Street North and Glen Road. The entire roadway of South Drive operates with two-way traffic. TTC service is provided on South Drive, between Crescent Road to Glen Road by the '82 Rosedale' bus route. After a further review by Transportation Services staff, it was noted that there are inconsistencies with the by-lawed and posted speed limits on specific sections of South Drive. These by-law inconsistencies will be resolved by the adoption of the following recommendations noted below.

Muriel Avenue is a residential street with one-way southbound traffic. I have heard from residents of Muriel Avenue about serious traffic safety concerns that threaten pedestrian safety and they contacted me to request enhanced safety measures in their community. My office has polled the street and 96 percent of residents support this installation. In order to improve resident and pedestrian safety, the installation of an all-way stop at this intersection is being requested.

Permit Parking on Rosevear Avenue
Residents have reached out to my office to request the on street parking designation on Rosevear Avenue be amended so that parking is only available on the north side of the street. Rosevear Avenue is a local road with a speed limit of 30km/h. Currently on the north side there is no parking, except by permit, 12:01am - 7am daily in January, February, March, April, June, August, October, and December. On the south side there is no parking, except by permit, 11pm - 5am daily in May, July, September, and November. Three hour maximum parking is in effect at all other times. By amending the parking designation so that permit parking is permitted on the north side of the street only, Traffic Operations have found this would result in seven additional parking spaces being made available to residents throughout the year. There would be twenty street parking spaces available to residents in total. My office polled the homes on the street and found over 80 percent of the residents were in support of making this change.

Speed Hump Installation on Roblin Avenue from Plains Road to Cosburn Avenue
Residents have reached out to my office with concerns about speeding along their street and requested that traffic calming measures (speed humps) be installed on the street as a method of addressing these concerns. My office polled the homes on the street and found over 80 percent of the residents were in support of making this change. I am requesting that speed humps be installed on Roblin Avenue from Plains Road to Cosburn Avenue.

Ivy Avenue Slope Stabilization
In 2017 Transportation Services began a project to stabilize the slope behind the north side of Ivy Avenue, approximately around 42 Ivy Avenue. This is a long standing issue for these residents and I hope to be able to provide them a more fulsome update on this project.

Request to Assist the Bentley at 55 Lombard Street with Private Garbage Pick-up
The condominium at 55 Lombard Street, also known as The Bentley, was originally built in 1925 as the St. James Parking Garage, one of Toronto's first purpose-built parking garages before it was converted into private residences. Due to its unique history and land use conversation, private garbage pick-up occurs on Lombard Street in front of The Bentley rather than internally serviced like all new condominium residences. Across the street at 89-99 Church Street at the intersection of Lombard, a 45-storey mixed-use building being developed by Minto, has been under excavation for months without a final construction staging area permit. However, due to existing traffic concerns related to the construction site, Transportation Services has provided a temporary staging area for 89-99 Church Street while they work with Minto to bring a report forward to a future Toronto and East York Community Council meeting. This temporary staging area has allocated a portion of the road to provide a safe passage area for pedestrians, and it is expected that the future and final construction staging area report will recommend continuing this temporary encroachment onto Lombard Street to ensure public health and safety. This temporary staging area has unfortunately created a pinch point for garbage pick-up at 55 Lombard Street, as the wide garbage vehicles are having difficulty navigating the "narrowed" Lombard Street. Minto has worked to provide a short-term solution with 55 Lombard Street to allow for site supervisors at 89-99 Church Street to assist with traffic, but a long-term solution is needed while 89-99 Church remains under construction and requires a staging area. Residents of 55 Lombard Street have suggested that removing one paid-parking spot on the south side of Lombard Street, east of Church Street closest to the intersection would provide enough room to place their garbage and recycling for pick-up without requiring cooperation from 89-99 Church Street. This motion requests that Transportation Services consult with Minto and the board of directors and property manager of 55 Lombard Street to bring forward a solution, including parking amendments as required, to assist the residents of 55 Lombard Street and to ensure safe pedestrian passage on the street.

As we all know, the pandemic has hit our small, independent storefront businesses disproportionally hard. Many have already closed and the Canadian Federation of Independent Business reports that one in seven small businesses are at risk of going under as a result of COVID-19. The owners of Bar Volo, a family-owned Italian restaurant located at 17 St. Nicholas Street, reached out to my office in desperation. After a year of pandemic lockdown that prohibits indoor dining, like many restaurants in Toronto, Bar Volo, is on the verge of closing. They are in rare placement as a restaurant that directly fronts onto a laneway with no sidewalks and no conventional outdoor patio space. The survival of Bar Volo is now contingent on having an outdoor patio space to operate safely. I have worked with Transportation Staff to explore all possible options and believe that a temporary road closure of St. Nicholas Street from Phipps Street to St. Joseph Street may be possible to safely accommodate the CafeTO permit for Bar Volo.

Hogarth Avenue and Ingham Avenue: Traffic Safety and Infiltration
In 2015 residents around the Hogarth Avenue and Ingham Avenue intersection requested a report on measures that would reduce traffic infiltration, speed, and other measures to improve pedestrian safety in this neighbourhood. In a review of past TEYCC motions my office determined that this request had never been completed. I am asking for your support to have Transportation report back on this request.

Undertaking Public Consultation for the Hotel X Phase 2 Proposal
Exhibition Place is a unique and important public resource for Toronto as a large publicly-owned property close to the downtown core, Lake Ontario, and major transportation links. It is of immense value to Torontonians today, and we must also be wise stewards of Exhibition Place for the continued benefit of future generations. In support of making the most of the present and future of Exhibition Place, on May 19, 2019, City Council adopted the recommendations of the Exhibition Place Cultural Heritage Landscape Assessment (CHLA) and directed staff to utilize these recommendations in the development of a Master Plan for Exhibition Place. On September 30, 2020, Council approved the Exhibition Place Master Plan - Phase 1 Proposals Report. The emerging Master Plan and the CHLA affirm a vision to maintain Exhibition Place as a unique and valuable City asset, with diverse roles as Toronto's preeminent gathering place, a place with a unique and valuable heritage and landscape and a place of innovation and economic activity. Hotel X Phase 2 proposal A presentation was made at the October 26, 2020 meeting of the Exhibition Place Board of Governors proposing a second phase expansion of the Hotel X facility at Exhibition Place. The proposal includes a 400-room hotel in a tower and a 6,000 to 7,000 seat auditorium-style entertainment venue. The proposed hotel would be located to the west of Stanley Barracks on the south side of Princes' Boulevard. The first phase was approved by City Council in December 2009. (EX36.3) Uses at Exhibition Place are not subject to a zoning By-law but are governed by s. 406 of the City of Toronto Act and s. 43 of the Municipal Code. The Act and the Code, which have identical provisions, permit a variety of uses, generally recognizing and supporting the role of Exhibition Place as the City's downtown fairgrounds and the trade and convention facilities on the site, as well as permitting "any other purposes that the City may approve." Although there is no zoning approval required for changes at Exhibition Place such as the proposed hotel, the hotel complex is subject to planning review through a site plan control application. Site plan control is delegated to the Chief Planner and Executive Director of the City Planning. There is typically no public consultation process as part of site plan control approval. Due to the lack of an automatic public consultation process, it is necessary for Toronto and East York Community Council to initiate this work. There was considerable public interest expressed in the future of Exhibition Place throughout the development of the Master Plan Proposals Report and the public consultation program conducted by City Planning staff as part of the development of the emerging Master Plan. There is likewise a strong desire - and need - to engage with and consult with the public from the outset of reviewing the Hotel X Phase 2 proposal.

Supporting Canada Square Working Group Process with Additional Information
Last month, Council supported my motion to establish a Community Working Group to inform a Canada Square Special Study Area report. Planning Staff are concurrently evaluating Oxford Development's rezoning application for the Canada Square site at the south west corner of Yonge and Eglinton. The Working Group will be composed of local School Trustees, Residents' Associations, Tenants' Associations, Business Improvement Areas, neighbouring Councillors, community organizations, and other stakeholders. Some of the stakeholders participating in the Working Group have requested information regarding the subject site be made available to them prior to the commencement of the process to inform their participation. This motion requests City Staff provide a report with the requested information at the next meeting of Council.

17 Boothroyd Avenue Permit Parking
I am writing today regarding a redevelopment at 17 Boothroyd Avenue. The applicant is proposing to convert an existing triplex into a six-unit apartment building. They are proposing to provide five parking spaces on site. They required a variance as the by-law requires six parking spaces for residents and three for visitors. At the Committee of Adjustment the applicant argued that the proximity to transit was among key factors as to why they did not need to provide the full parking requirement. The principle that I am following is that that applicants who argue for a lesser parking ratio than required by the bylaw that should not be able to supplement their parking supply by using the on-street permit spaces.
