Construction Staging Area Time Extension - John Street - 283 Adelaide Street West
This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is requesting approval to close the east sidewalk and curb lane on John Street to construct the condominium. Mondiale Development Ltd., is building a 48-storey condominium building with six levels of underground parking at 283 Adelaide Street West, located at the southeast corner of Adelaide Street West and John Street. In order to construct the development, Mondiale Development Ltd., requires the aforementioned closures. This closure will be in effect for 24 months. Toronto and East York Community Council, at its meeting on January 17, 2017, approved the subject construction staging area on John Street, from February 1, 2017 to January 31, 2019. Transportation Services is requesting approval to extend the duration of the subject construction staging area from March 1, 2019 to July 31, 2019 in order to complete the construction of the development.

Approved the continuation of the closure of the sidewalk and curb lane on the east side of John Street, between Pearl Street and a point 48.0 metres north, from March 1, 2019 to July 31, 2019. 2. Construction Staging Area Time Extension - Phase 1 - 19 Duncan Street
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Westbank Projects Corp. is constructing a 57-storey high mixed-use development at 219 and 223 Adelaide Street West and 19 Duncan Street. Construction of the development will be undertaken in several phases. This report deals with matters related to Phase 1 of construction only on Duncan Street, which includes drilling, shoring and installation of façade retention steel structure. The sidewalk on the east side of Duncan Street abutting the site is currently closed to accommodate construction staging operations for the development. Pedestrians are directed to the sidewalk on the west side of Duncan Street. Toronto and East York Community Council, at its meeting on September 6, 2017, approved the subject construction staging area from October 9, 2017 to April 9, 2018, including a one-way northbound operation. A Motion from Councillor Joe Cressy dated June 5, 2018, recommended the traffic on Duncan Street to be returned to 2-way traffic operations with only the sidewalk on the east side of Duncan Street to be closed as part of the Construction Staging Area, as well as an extension until December 31, 2018. Transportation Services is requesting an approval to extend the duration of the subject construction staging area from March 1, 2019 to April 30, 2019 in order to complete the Phase 1 of construction.

Construction Staging Area - Armoury Street - 11 and 33 Centre Avenue and 80 Chestnut Street
This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. EllisDon Corporation is constructing a 17-storey institutional building at the lands located at 11 and 33 Centre Avenue and 80 Chestnut Street. The site is bounded by an existing commercial building (55 Centre Avenue and 108-110 Chestnut Street to the north, Chestnut Street to the east, Armoury Street to the south and Centre Avenue to the west. Operating under a monthly Street Occupation Permit, a construction staging area has been setup on the north sidewalk and a portion of the westbound curb lane on Armoury Street, between Centre Avenue and Chestnut Street. Transportation Services is requesting approval to the close of the north sidewalk and two westbound lanes on Armoury Street, in order to accommodate construction activities. As a result, of the subject construction staging area, the existing pedestrian crossover on the east leg of Armoury Street and Chestnut Street is obstructed, creating sight line issues for both motorists and pedestrians at the intersection. Therefore, Transportation Services is also requesting approval to install all-way stop controls at the intersection of Armoury Street and Centre Avenue, and for the removal of the existing pedestrian crossover. This recommendation would better serve the needs of the pedestrian crossing the roadways and address the sight line issues. The construction staging area and installation of all-way stop controls for the development is requested for a period of 12 months. A construction staging areas for the development has also been proposed within the west sidewalk and a portion of the southbound lane on Chestnut Street. Matters related to the subject construction staging areas on Chestnut Street will be discussed in a future staff report, as the project nears the phase where this street occupation is required.
The Toronto and East York Community Council: 1. Rescinded the existing pedestrian crossover on Armoury Street, immediately east of Centre Avenue. 3. Authorized all-way compulsory stop controls at the intersection of Armoury Street and Centre Avenue. 4. Rescinded the existing parking machine regulation in effect from 8:00 a.m. to 9:00 p.m., Monday to Saturday; and 1:00 p.m. to 9:00 p.m., Sunday, on the north side of Armoury Street, between a point 23 metres west of Chestnut Street and Centre Avenue. 5. Rescinded the existing parking prohibition in effect at all times on the south side of Armoury Street, between Centre Avenue and Chestnut Street. 6. Rescinded the existing standing prohibition in effect at all times on the south side of Armoury Street, between Centre Avenue and Chestnut Street. 7. Construction Staging Area Time Extension - 143 Avenue Road
As the Toronto Transit Commission (TTC) operates a transit service on Avenue Road, City Council approval of this report is required. Dash Developments is constructing a 10-storey mixed-use development at 143 Avenue Road. The site is located on the south-east quadrant of Avenue Road and Davenport Road. The sidewalk and a portion of the northbound curb lane on the east side of Avenue Road fronting the site are currently closed to accommodate construction staging operations for the development. City Council, at its meeting on January 31 and February 1, 2018, approved the subject construction staging area on Avenue Road, from February 7, 2018 to February 7, 2019. A time extension of the construction staging area on Avenue Road for an additional 8 months (i.e. from February 26, 2019 to October 13, 2019), in order to complete the construction of the development.
The Toronto and East York Community Council recommends that: 1. City Council approve the continuation of the closure of the east sidewalk on Avenue Road, between a point 20 metres south a Davenport Road and a point 61 metres further south, from February 26, 2019 to October 31, 2019. 2. City Council approve the continuation of the closure of the northbound curb lane on Avenue Road, between a point 20 metres south a Davenport Road and a point 61 metres further south and the provision of a temporary pedestrian walkway within the closed lane, from February 26, 2019 to October 31, 2019. 3. Construction Staging Area - 547-555 College Street - Phase 2
As the Toronto Transit Commission (TTC) operates a transit service on College Street, City Council approval of this report is required. SKYGRiD Construction Incorporated is constructing mixed-use commercial retail and residential suites at the lands municipally known as 547, 549 and 555 College Street. This development includes 3-story building and a 6-story commercial building. The site is bounded by a public laneway to the south, existing commercial building to the east and College Street to the north, and Manning Avenue to the west. Transportation Services is requesting approval to close the sidewalk on the south side of College Street and remove 6 pay parking spots on College Street within the lay-by. This occupation is Phase 2 for development of this site and would be required for the duration of 20 months to accommodate shoring and excavation work construction staging operations for the development. With the proposed construction staging area in place, vehicular traffic operations on College Street will be maintained. Pedestrian will be directed to a covered walkway within the lay-by on College Street fronting this site. Vehicular operations on College Street will remain unchanged. A change in parking on College Street would occur as a result of the removal of 6 pay parking spots required for staging and site access.

Lifetime Developments is constructing a 30-storey condominium at 20 Edward Street. The site is bounded by a public laneway to the north, existing commercial uses (6 - 10 Edward Street) to the east, Edward Street to the south and existing residential (633 Bay Street) uses to the west. Transportation Services is requesting approval to close the north sidewalk and a portion of the westbound lane on Edward Street abutting the north side of the site for a period of 36 months to accommodate a construction staging operations. As the Toronto Transit Commission (TTC) operates a transit service on Bloor Street East, City Council approval of this report is required. SkyGrid Construction Incorporated is constructing a 54-storey residential building and a 10-story hotel building at 387-403 Bloor Street East. The development site will have frontage on both Bloor Street East and Selby Street, respectively. The development is currently in progress, operating under a monthly Street Occupation Permit. Transportation Services is requesting approval to close the sidewalk and a portion of the eastbound lane on the south side of Bloor Street East for a period of 12 months to accommodate construction staging operations. The developer originally requested a closure for 34 months but Transportation Services is seeking authority for 12 months at this time. Staff will review the need to extend the duration of the construction staging area and seek authority from City Council if necessary. Construction staging area for the development has also been proposed within the north sidewalk and boulevard on Selby Street. Matters related to the construction staging area on Selby Street will be discussed in a future staff report nearer the time when the subject occupation is required.

Speed Hump Poll Results - Brunswick Avenue
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is reporting on the results of the traffic calming poll undertaken on Brunswick Avenue, between Dupont Street and Wells Street. The poll provided a response rate of less than the 50 percent plus one ballot required by the traffic calming policy needed to confirm that there is a favourable consensus in the community to install speed humps on the subject section of Brunswick Avenue. Accordingly, continuing the process to install speed humps on Brunswick Avenue, between Dupont Street and Wells Street, is not recommended.
The Toronto and East York Community Council directed: 1.
