This staff report is regarding a matter for which the Toronto and East York Community Council has delegated authority to make a final decision. In accordance with Section 33 of the Planning Act and the City of Toronto Municipal Code, Ch. 363, Article 6 "Demolition Control", the application for the demolition of the existing two storey residential building at 78 Springhurst Avenue (Application No. 26 182029 DEM 00 DM) is being referred to the Toronto and East York Community Council for consideration to refuse or grant the application, including any conditions, if any, to be attached to the permit applications because a building permit has not been issued for a replacement building.
The Toronto and East York Community Council: 1. Environment, Climate and Forestry received an application to remove a City-owned female ginkgo tree (Ginkgo biloba) at 63 Albany Avenue due to concerns that the tree drops fruit with a foul odour. The City's Tree By-laws do not support the removal of this tree as it is healthy and maintainable. Following recent City Council direction, this report proposes an interim approach for the management of female ginkgo trees and requests that Toronto and East York Community Council approve a permit to remove one City-owned female ginkgo tree located at 63 Albany Avenue on condition that a tree of alternate species be planted as a replacement. City staff will report back to City Council in early 2027 with recommendations on an approach to the impacts of female ginkgo trees with a focus on community health and safety, as part of the ongoing Tree By-Law Review.

54 Gormley Avenue - Application to Remove a City Owned Tree
As part of the ongoing Tree By-Law Review, City Council has requested that Environment, Climate and Forestry provide recommendations specific to City-owned female gingko trees. The fruit produced by female ginkgo trees emits a noxious smell and toxic residue which inhibits residents from conducting proper maintenance. While staff's review is underway, this motion allows the residents of 54 Gormley to replace their existing female ginkgo tree with a less hazardous tree. I respectfully request your support for my motion to re-open item TE23.20, delete the previous decision and adopt the recommendations from Environment, Climate and Forestry staff permitting the removal of the tree.

City Council adopted the Commemorative Framework at its July 2022 meeting. Metrolinx East Harbour Transit Hub - Temporary Closure of Sunlight Park Road
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Metrolinx is constructing the East Harbour Transit Hub (EHTH), a major regional transit interchange station to be located within the Lakeshore East rail corridor, immediately east of the Don Valley Parkway and south of Eastern Avenue. To facilitate construction of the EHTH, Community Council approval is required for the temporary closure of: - Sunlight Park Road, between Broadview Avenue and Eastern Avenue; - The south sidewalk on Sunlight Park Road, between Broadview Avenue and Eastern Avenue; and - The east sidewalk on Broadview Avenue, between Eastern Avenue and Sunlight Park Road. The proposed temporary road and sidewalk closures are required to accommodate construction staging and laydown activities associated with the EHTH project and are requested from August 1, 2026 to June 30, 2029, inclusive. Transportation Services staff have reviewed the request and are satisfied that the proposed temporary closures are necessary to support construction of the EHTH and can be accommodated while maintaining pedestrian connectivity, emergency access, and the safe operation of the surrounding road network.

Transportation Services is requesting authorization to close the west sidewalk on Perth Avenue for a period of 16 months, from January 1, 2027, to April 30, 2028, in order to facilitate construction staging operations. Pedestrian access along the west side of Perth Avenue, adjacent to the site, will be restricted. Pedestrians will be redirected to the sidewalk on the east side of Perth Avenue.

Davpart Incorporated is constructing a 54-storey condominium building at 481 University Avenue, 481 University Avenue, 210 Dundas Street West, 70 Centre Avenue and 137 Edward Street. The site encompasses the entire block bounded by University Avenue, Dundas Street West, Centre Avenue, and Edward Street. By way of background, Toronto and East York Community Council, at its meeting on November 10, 2020, authorized the subject construction staging area on Edward Street and on Centre Avenue, from November 12, 2020, to September 30, 2026. Raglan Building Group Inc is constructing a 28-storey residential condominium building at 65-85 Raglan Avenue. 100 Bond Street - Construction Staging Area
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Podium Development Corp. is constructing a 21-storey purpose-built student residential building at 100 Bond Street. The site is located on the northwest corner of Dundas Street East and Bond Street. Transportation Services is requesting authorization to temporarily close the west boulevard and west sidewalk on Bond Street, as well as a portion of a public laneway (Victoria Street Lane), for a period of 50 months, from July 10, 2026, to August 31, 2030, to facilitate construction staging operations for the project. The closure of the Victoria Street Lane will restrict vehicular traffic. As a result, the east-west laneway, between Victoria Street Lane and Bond Street will be temporarily converted from a one-way eastbound operation to a two-way traffic operation to maintain local access. Due to the high density of the surrounding university, residential buildings, and businesses, a temporary pedestrian crossover will be installed on Bond Street to enhance pedestrian safety and facilitate safe crossings.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Deltera Contracting Inc. is undertaking the constructing of two residential towers, 41 and 33 storeys high at the properties municipally known as 27 Grosvenor Street and 26 Grenville Street. The site is located on the east side St. Vincent Lane, between Grenville Street and Grosvenor Street. This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is requesting approval to install all-way stop control at the intersection of Robinson Street and Manning Avenue (east intersection). Based on the assessment undertaken, the installation of all-way stop control is recommended and should enhance safety for all road users, including students attending the adjacent Charles G. Fraser Junior Public School. The installation of all-way stop control will require amendments to a school bus loading in the vicinity of the intersection. These amendments are necessary to ensure the pedestrian crossing area and approach are kept clear of parked vehicles. 629, 633 and 675 Eastern Avenue - Traffic Control Signals and Traffic Regulations
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. The properties located at 629, 633, and 675 Eastern Avenue, bounded by Eastern Avenue to the north and Lake Shore Boulevard East to the south, are planned to be redeveloped as a mixed-use development that includes the construction of a new north-south private road connecting Eastern Avenue and Lake Shore Boulevard East. This new private road will be aligned with Caroline Avenue, an existing north-south local road located north of Eastern Avenue. As conditions of development approval, transportation infrastructure improvements are required to safely accommodate the additional vehicular, pedestrian, and cycling activity generated by the development and to provide appropriate access to and from the site. Transportation Services is requesting approval to install traffic control signals at the two new intersections of the proposed private road with Eastern Avenue/Caroline Avenue and with Lake Shore Boulevard East. Transportation Services is also requesting approval to prohibit right turns on a red signal at both intersections and southbound through movements at the intersection of Eastern Avenue/Caroline Avenue and the proposed private road. Based on the transportation assessments undertaken in support of the development application, the proposed traffic control signals and associated traffic regulations will improve safety, accessibility and connectivity for all road users. These changes will address the requirements of the site plan agreement for the 629, 633, and 675 Eastern Avenue development and all costs will be the responsibility of the developer.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is requesting approval for the installation and removal of on-street accessible parking spaces for persons with disabilities. During the investigation, Transportation Services discovered conflicting by-laws and parking signage on Windermere Avenue. Recommendation 2 will rectify these inconsistencies.
The Toronto and East York Community Council: 1. Authorized the installation and removal of on-street accessible parking spaces at the locations identified in Attachment 1 to the report (June 19, 2026) from the Director, Enforcement and Street Management, Transportation Services. 2.
