Construction Staging Area - 342-346 Davenport Road
As the Toronto Transit Commission (TTC) operates a transit service on Davenport Road, City Council approval of this report is required. Freed Developments is constructing a 9-storey residential condominium building at 342-346 Davenport Road. The site is bounded by Designers Walk Lane to the north, existing residential buildings (338 Davenport Road) to the east, Davenport Road to the south and e to the existing residential buildings (348 Davenport Road) to the west. Transportation Services is requesting approval to close the sidewalk and a portion of the westbound lane on the north side of Davenport Road for a period of 24 months (June 25, 2019 to June 1, 2021), to accommodate construction staging operations. All of the existing vehicular traffic and bike lanes will be maintained during construction. Pedestrian operations on Davenport Road abutting the site will be maintained in a covered and protected walkway within the closed portion of the westbound curb lane.
The Toronto and East York Community Council, recommends that: 1. City Council approve the closure of the east sidewalk and a 5.1 metre wide portion of the westbound curb lane on Davenport Road, between a point 94 metres east of Dupont Street and a point 28 metres further east and provision of a temporary pedestrian walkway within the closed portion of the westbound curb lane, from June 25, 2019 to June 30, 2021. 2. City Council authorize the installation of parking machines on the north side of Davenport Road, between a point 150 metres east of Dupont Street and a point 56 metres further east. 3. City Council authorize the installation of parking machines on the south side of Davenport Road, between a point 165 metres east of Dupont Street and a point 56 metres further east. 4. City Council prohibit stopping at all times on the north side of Davenport Road, between a point 68 metres east of Dupont Street and a point 82 metres further east. 5. Construction Staging Area Time Extension - 1 Yorkville Avenue
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. TMG Builders is constructing a 56-storey residential condominium building at 1 Yorkville Avenue. The site is located in the south-west corner of Yonge Street and Yorkville Avenue. The sidewalk and a portion of the eastbound curb lane on the south side of Yorkville Avenue fronting the site are currently closed to accommodate construction staging operations for the development. Toronto and East York Committee Council, at its meeting on April 5, 2016, approved the subject construction staging area on Yorkville Avenue from June 1, 2017 to May 31, 2019. The developer has requested an extension of the duration of the construction staging area on Yorkville Avenue, in order to complete the construction of the development. Based on the information provided by the developer, site has experienced a number of construction delays due to inclement weather and extensive restorations to the existing heritage façade on the west elevation of the building. Therefore, Transportation Services is requesting approval to extend the duration of the construction staging area on Yorkville Avenue for an additional 12 months (i.e. from July 1, 2019 to May 31, 2020), in order to complete the construction of the development.

This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. Lanterra Developments Limited is constructing a 26-storey and 53-storey building at 501 Yonge Street, with frontage on Maitland Street and Alexander Street, respectively. The south sidewalk and a portion of the westbound lane on Maitland Street and the north sidewalk and a portion of the eastbound lane on Alexander Street, fronting the site are currently closed to accommodate construction staging operations for the development. Toronto and East York Committee Council, at its meeting on April 5, 2016, approved the subject construction staging areas on Alexander Street and Maitland Street, from April 13, 2017 to June 30, 2019. The developer has requested an extension of the duration of the construction staging area on Alexander Street and Maitland Street, in order to complete the construction of the development. Based on the information provided by the developer, the site has experienced a significant delay due to an extended amount of time coordinating underground restoration activities related to the TTC Line 1 Yonge-University. Therefore, Transportation Services is requesting approval to extend the duration of the construction staging areas for an additional 15 months on Maitland Street (i.e. from July 1, 2019 to September 30, 2020) and an additional 25 months on Alexander Street (i.e. July 1, 2019 to June 31, 2021), in order to complete the construction of the development.

Transportation Services is requesting approval to close the sidewalk and a portion of the northbound lane on the east side of Jarvis Street for a period of 26 months (June 25, 2019 to August 31, 2021), to accommodate construction staging operations. Two southbound and two northbound traffic lanes on Jarvis Street, in the vicinity of the site, will be maintained during construction. Pedestrian operations on Jarvis Street abutting the site will be maintained in a covered and protected walkway within the closed portion of the northbound curb lane.

Realignment of Permit Parking Area 5E to Exclude the Development Located at 33 Yorkville Avenue
Transportation Services is requesting approval from City Council to prohibit the General Manager from accepting applications from residents of, visitors to, and tradespersons at the development properties municipally known as 33 Yorkville Avenue from residential on-street permit parking. Transportation Services has assessed the realignment of permit parking area 5E and the exclusion of the development property located at 33 Yorkville Avenue as requested by Toronto and East York Community Council, Item TE5.82, on April 24, 2019. Transportation Services is recommending approval of the exclusion as it will not impact negatively on Yorkville Avenue and neighbouring residents.
