Final Report - Zoning By-law Amendment Application - 1 Tudor Gate
This application proposes to amend the Zoning By-law to permit six townhouse units fronting onto Bayview Avenue. The townhouse units are in one block and proposed to be three-storeys and 11 metres in height. Vehicular access to the townhouse units is proposed via a 6.0 metre wide north-south private driveway from Tudor Gate. Parking would be accommodated at the rear of the townhouse block with 12 resident parking spaces and one visitor parking space. The proposed floor space index is 1.15 times the area of the lot and the proposed lot coverage is 34%. The existing detached dwelling would be demolished. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms to the Growth Plan for the Greater Golden Horseshoe (2020). The proposal provides six townhouse units which are compatible with the surrounding neighbourhood and provides for appropriate townhouse infill development along a major street. The proposal conforms to the City of Toronto's Official Plan and meets the intent of the Bayview Townhouse Design Guidelines. This report reviews and recommends approval of the application to amend the Zoning By-laws.

Final Report - Zoning By-law Amendment Application - 154 Wicksteed Avenue
This application proposes to construct a six-storey (23.7 metres) office building containing 7,073 square metres of gross floor area, with two levels of underground parking for 67 vehicles at 154 Wicksteed Avenue. A ground floor bicycle room with 31 long-term bicycle parking spaces and shower facilities is also proposed. The building would contain a 125 square metres of restaurant or retail space at grade and 6,948 square metres of office space. Vehicular access is proposed to be provided from Wicksteed Avenue to the vehicle parking garage, and from Wicksteed Avenue and Clarke Street to the loading spaces. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The application conforms to the provisions of the Official Plan and the Core Employment Areas designation policies. This report reviews and recommends approval of the application to amend the Zoning By-law. The application introduces new office employment uses on a site designated Core Employment Areas in the Official Plan. The proposed uses and built form are compatible with the surrounding employment uses and will strengthen the long term viability of the employment area.

Final Report - Zoning By-law Amendment Application - 2772 and 2778 Keele Street
At its meeting of October 7, 2020, the North York Community Council adopted item NY18.10 requesting the Director of Community Planning, North York District, to bring forward a report to amend the Section 37 provisions of Site-Specific By-law No. 3-2005 (OMB), and authorize that the Section 37 provisions of the By-law be amended to specify that uncommitted funds be used for parkland and streetscape improvements in the vicinity of the development site at 2772 and 2778 Keele Street. This report recommends approval of amendments to the Section 37 provisions of By-law No. 3-2005 (OMB) providing for the reallocation of uncommitted funds as described above.

The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The proposal represents an appropriate intensification of the site in close proximity to a higher order transit station. Final Report - Zoning Amendment Application - 21 Clearcrest Avenue
This application proposes to amend the Zoning By-laws to permit the redevelopment of the subject land for seven, 3-storey townhouses with an average building height of 11.47 metres. Each unit will have a two-car integral garage at the rear of the townhouses accessed by the shared driveway from Clearcrest Avenue. The total gross floor area of the proposed development is 1,255.07 m² resulting in an overall floor space index (FSI) of 1.47 times the lot area. Refusal Report - Official Plan and Zoning By-law Amendment Application - 12 to 24 Leith Hill Road
This report reviews and recommends refusal of the application to amend the Official Plan and Zoning By-laws for the lands at 12 to 24 Leith Hill Road to permit three blocks of townhouse units, containing 48 dwelling units, at the western limit of the site, and an 11-storey residential building, proposed with 121 dwelling units, to the east of the existing 16-storey apartment building. The existing 16-storey apartment building, containing 221 dwelling units, and 2-storey block of townhouse units, containing a total of 6 townhouse units, at 12 to 24 Leith Hill Road are proposed to be retained as part of the application. An application for Rental Housing Demolition and Conversion under Section 111 of the City of Toronto Act (Chapter 667 of the Municipal Code) has been filed to permit the demolition of one (1) existing 1-bedroom rental dwelling unit in the existing 16-storey apartment building. This application will be reviewed under delegated approval. The proposed development is not consistent with the Provincial Policy Statement (2020) and does not conform with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The proposal sets out inappropriate development standards that do not allow for the orderly development of the lands. The proposal fails to conform with the policies of the City of Toronto Official Plan, including the Sheppard East Subway Corridor Secondary Plan, and does not appropriately respond to the Tall Building Guidelines, including inadequate setbacks, separation distances and scale of development.

Outdoor amenity areas including improved landscape treatments, amenity and play areas and seating areas for all tenants; and c. outdoor bicycle parking spaces in front of the proposed 11-storey building for all tenants. 4. City Council authorize the City Solicitor and other City Staff to take any necessary steps to implement City Council's decision.

This application proposes a fourteen storey residential building with 136 residential units and a Floor Space Index (a "FSI") of 4.6 on the existing vacant site at 2, 4 and 6 Teagarden Court. The applicant has appealed the application to the Local Planning Appeal Tribunal (the "LPAT") due to Council's failure to make a decision within the timeframe prescribed by the Planning Act. A Case Management Conference is scheduled for April 29, 2021. This report reviews the application and recommends that the City Solicitor together with City Planning staff and other appropriate staff be directed to oppose the application in its current form at the LPAT. It also seeks Council's direction on the application of Section 42 of the Planning Act with regards to parkland dedication.

In the event that the Local Planning Appeal Tribunal allows the appeal in whole or in part, City Council direct the City Solicitor to request the Local Planning Appeal Tribunal to withhold the issuance of the final Order until such time as the Local Planning Appeal Tribunal is advised by the City Solicitor that: a. the proposed Official Plan and Zoning By-law amendments are in a form and content satisfactory to the Chief Planning and Executive Director, City Planning and the City Solicitor; b. a Section 37 Agreement has been executed and registered to secure Section 37 contributions and related matters to the satisfaction of the Chief Planner and Executive Director, City Planning in consultation with the local Ward Councillor; and c. the applicant has addressed the outstanding engineering issues identified in the March 10, 2021 memorandum from the Manager, Development Engineering - North York. 3. The City of Toronto has received a request from the eating establishment, 7 NUMBERS, for a temporary outdoor patio space to be located in the rear yard of the property municipally known as 516 Eglinton Avenue West during the COVID-19 pandemic. This report recommends approval for a temporary use by-law pursuant to Section 39 of the Planning Act for the outdoor patio, with restrictions, to be provided in the rear yard. The temporary use by-law is proposed as a site-specific amendment to the city-wide harmonized Zoning By-law (569-2013). The by-law is proposed to expire on April 14, 2022. The proposed by-law is consistent with the Provincial Policy Statement (2020), conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020), and conforms to the Official Plan.

The application proposes to demolish the two existing commercial buildings and redevelop the site with a 9-10 storey mixed-use building fronting Dufferin Street, and a 7 storey residential building fronting a proposed new north-south street. This report provides information and identifies a preliminary set of issues regarding the application located at 1812 and 1818 Eglinton Avenue West. The Zoning By-law Amendment application proposes to demolish two commercial buildings which are 1-storey and 2-storey. As the Toronto Transit Commission (TTC) operates a transit service on Eglinton Avenue West, City Council approval of this report is required. 2280 Eglinton West Incorporated is constructing an eight-storey residential development with 141 units with ground floor retail and two levels of underground parking, at 2270 to 2280 Eglinton Avenue West. The site is located on the north side of Eglinton Avenue West, between Sanderstead Avenue and Croham Road. Transportation Services is requesting authorization to close the north sidewalk and the north branch of Eglinton Avenue West, between Croham Road and a point 50 metres east for a period of 16 months (i.e., June 14, 2021 to October 31, 2022) to accommodate a construction staging area. The subject section of Eglinton Avenue West is not the main portion of Eglinton Avenue West but an offshoot of Eglinton Avenue that is approximately 50 metres in length and operates one-way westbound. This staff report is about speed limit reductions for which Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. The Vision Zero Road Safety Plan Speed Management Strategy focuses on how higher speeds contribute to higher risk of serious injuries and fatalities, and that setting lower speed limits is a key tool for reducing operating speeds on Toronto's roadways. The Vision Zero Speed Management Strategy includes a program for reducing speed limits on local roads, as defined in the City's Road Classification System and public lanes or public alleys, to 30 km/h on a neighbourhood basis. With this approach the City is no longer required to sign every individual street within that designated area but only the entry and exit points to/from the designated area where speed limits change and any internal roads with a different speed limit. The purpose of this report is to recommend area-based speed limit reductions to 30 km/h on public lanes or public alleys and local roads in North York Community Council area as part of the Vision Zero Road Safety Plan Speed Management Strategy. In addition to the local road speed limit reductions, three additional collector roads have been identified for speed limit reduction in support of the Speed Management Strategy. These include proposed speed limit of 30 km/h on Elm Ridge Circle and 40 km/h on Torresdale Avenue, and Singer Court.

Request for a Fence Exemption - 174 Armour Boulevard
This staff report is in regards to a matter for which the North York Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to advise Council concerning an application by the property owner of 174 Armour Boulevard for a site-specific Fence Exemption, pursuant to Section 447-1.5(B) of Toronto Municipal Code, Chapter 447, Fences. The property owner is seeking Council's permission to erect a new fence 2.44 meters in height, which does not comply with the standards stipulated by Section 447-1.2(B)(1) of the bylaw. The proposed fence location would be in the rear yard on the east property line and forms a barrier to the neighbouring property. The proposed fence material is pressure treated wood, board on board. No complaint was filed for the fence.
That North York Community Council: 1. Granted the application for a fence exemption by the property owner of 174 Armour Boulevard, thereby allowing the proposed fence to be erected and maintained as constructed. At such time as replacement of the fence is required that such installation will comply with Municipal Code Chapter 447, Fences, or its successor by-law.

Re-Opening Item NY23.38: Request for Fence Exemption - 24 Swiftdale Place
Following the April 20, 2021 North York Community Council meeting, I received correspondence from the property owner of 24 Swiftdale Place and their agent in relation to their Fence Exemption Application. They asked me to re-open this Item as they believe that they did not receive appropriate information from City Staff, about the specific chapter of the Fence Bylaw that their construction was non complaint with, before the April 20th North York Community Council Meeting. As a result, they feel that they were unable to adequately prepare to present their Fence Exemption Application to the North York Community Council on April 20th.

Parking Amendments on Salonica Road
The residents living on the north-south leg of Salonica Road have contacted my office about their concerns with the number of vehicles that park on both sides of the street to access the nearby Sunnybrook Park. In some cases, the volume of parked vehicles make it challenging for residents to enter and exit their driveways or drive down the street. They have submitted a petition to my office requesting for parking to be restricted on the east side of the street. Transportation staff have no concerns with the proposal.

Request to Evaluate the Heritage Potential of 75 Talara Drive and 11 Dervock Crescent
Amongst all of the intensification and redevelopment occurring along the Sheppard East subway corridor, rests an original and unique piece of North York history. The continuous building at 75 Talara Drive and 11 Dervock Crescent is well known for its distinct shape and style. It is now one of the few examples of low-rise "Missing Middle" accommodation in the area. In recognition of this landmark rental property, I am seeking an expert opinion and request that staff evaluate it in order to preserve the existing property as a potential heritage resource.

953 Wilson Avenue - Construction Aggregates Operations and Health/Safety Concerns
Our office continues to receive frequent communication from residents close to 953 Wilson Ave. construction regarding the operations undertaken at the construction aggregate processing facility. The lot was zoned industrial employment before the 1970's and since, several neighbourhoods have developed on its surroundings. Over the last couple of years, the site has been used by a company that stores and transports different construction aggregates to and from sites around the GTA. The storing of these aggregates have amounted to an approximately 18 meters tall hill that can be seen from several blocks away. The aggregates are then blown away by the wind across several neighbourhoods. The lessee in charge of the storing and transportation operations had previously promised to reduce the size of the construction aggregates mound. The remaining aggregates were also to be relocated to an enclosed storage facility expected to be built on site. So far no progress has been made by the lessee on any of the previously mentioned solutions.
North York Community Council: 1. Directed the West District Manager, Municipal Licensing and Standards to develop a safety and dust control plan, at the lessee's cost, and report back by Q3 2021, that would include but not be limited to: a. Construction and deployment of a custom made flat or conical stockpile cover; b. Construction of taller and double layered dust protection fences; c. Spraying of water at least three times a day within and around the property line, and publicly accessible surroundings; and d. Application of polymers for dust control on areas that do not receive vehicle traffic.

Pathway from Westgate Boulevard into Earl Bales Ravine - Naming Suggestions
There is a pathway located in the Armour Heights neighbourhood, starting at Westgate Boulevard and leading into the Earl Bales Ravine, which is an extremely important and vital public space for the local community. Over the years, the path has been paved and extended throughout Earl Bales Park becoming a popular and frequented route by residents, visitors, dog walkers, and hikers from the area. The path and its natural beauty have been and continue to be a great source of pride and inspiration for the community at large. Currently unnamed, the Summit Heights community has mobilized and gathered over 800 signatures to name the pathway after a local resident who passed away last month due to cancer. The resident, Gerald Spring, was an active member of the community and had a profound impact on his family, friends, neighbors, and the broader community. The attached petition and letters of support received by our Office attest to this fact. As a result, naming opportunities for the pathway or nearby alternatives in memory of Gerald Spring should be explored.

In light of recent most tragic event involving a 7 year-old child struck by a motor vehicle on Fraserwood Avenue, the community requests that action be taken and safety measures for all road users, especially pedestrians are put in place to better protect local neighbours and residents. My office has been in touch with Transportation Services' staff and asks on behalf of the residents along Fraserwood Avenue and its neighbouring community to have a safety audit be conducted and measures implements as soon as possible to ensure safety of all road users.
