This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is recommending extending the existing corner parking prohibition on the north side of Sammon Avenue, just east of Marlow Avenue. This is in response to concerns received by Councillor Paula Fletcher's office regarding a sightline obstruction for southbound turning motorists at the intersection of Sammon Avenue and Marlow Avenue. This proposal will result in the loss of two on-street parking spaces.

Parking Amendments - Oak Park Avenue and Everett Crescent
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is recommending extending the existing corner parking prohibition on the east side of Oak Park Avenue, between Everett Crescent and a point 9 metres south, to be in effect between Everett Crescent and a point 32 metres south. This is in response to concerns received by Traffic Operations, via 311, regarding a sightline obstruction for westbound turning motorists at the intersection of Oak Park Avenue and Everett Crescent. This proposal will result in the loss of four on-street parking spaces on the east side of Oak Park Avenue, south of Everett Crescent.

Parking Amendments - Scarborough Road
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is recommending that standing be prohibited at all times on the east side of Scarborough Road, between a point 209.5 metres north of Queen Street East and a point 22.5 metres further north. This proposal will address concerns regarding parked vehicles obstructing sightlines for drivers exiting the condominium driveway at 75 Scarborough Road. This proposal will also result in the loss of one on-street parking space.

Realignment of Permit Parking Area 8D to exclude the development located at 1151 Queen Street East
Transportation Services is requesting approval from City Council to prohibit the General Manager from accepting applications from residents of, visitors to, and tradespersons at the development property municipally known as 1151 Queen Street East for residential on-street permit parking. Transportation Services has assessed the realignment of permit parking area 8D and the exclusion of the development property located at 1151 Queen Street East as requested by Toronto and East York Community Council, Item TE12.7, on January 8, 2020. Transportation Services is recommending approval of the exclusion as it will not impact negatively on Queen Street East residents.
The Toronto and East York Community Council recommends that: 1. City Council approve the amendment to Schedule B of the City of Toronto Municipal Code, Chapter 925, Permit Parking, to incorporate a revised map of permit parking area "8D", as attached in Attachment A of the report (February 11, 2020) from the Manager, Permits and Enforcement, Parking, Transportation Services. 2. City Council request the Director, Community Planning, Toronto and East York District to include in any future condominium reports to be brought forward on this development, the requirement for the application to state in all marketing materials, condominium disclosure documents, and sales agreements that the future owner, tenant, or sublet tenant or any other additional occupant or guest will be prohibited from applying for an on-street parking permit and the building will be excluded from any on-street permit specified area.

As part of the overall state-of-good-repair program, the College Street and Dundas Street West intersection has been programmed for reconstruction in 2020, including the replacement of Toronto Transit Commission (TTC) streetcar track in this area. The reconstruction project presents an opportunity to make other changes as part of a complete streets approach to improve the intersection for all road users with a focus on vulnerable road user safety. The purpose of this report is to seek approval from City Council to implement the following improvements to the intersection of College Street, Dundas Street West and St. Helen's Avenue: A new traffic control signal at the College Street and Dundas Street West intersection; and Closure to vehicular traffic of St. Helen's Avenue between College Street [North] and College Street. The changes proposed would improve road safety for everyone including shorter crossing distances for people walking, a safe connection between the existing bike lanes on College Street and Dundas Street West for people cycling, as well as improved sightlines and safer motor vehicle turning movements at the intersection of College Street and Dundas Street West. As the Toronto Transit Commission operates transit service on both College Street and Dundas Street West, City Council approval of this report is required.
The Toronto and East York Community Council recommends that: 1. City Council authorize the installation of traffic control signals at the intersection of Dundas Street West and College Street. 2. Traffic Control Signals - Dundas Street West and Lisgar Street/Rusholme Road
As the Toronto Transit Commission (TTC) operates a transit service on Dundas Street West, City Council approval of this report is required. Transportation Services is requesting authorization from City Council to replace the existing pedestrian crossover (PXO) at the intersection of Dundas Street West and Lisgar Street/Rusholme Road with traffic control signals. This is recommended based on safety criteria and will provide improved safety for pedestrians, cyclists and motorists at this intersection.

City Council authorize the installation of traffic control signals at the intersection of Dundas Street West and Lisgar Street/Rusholme Road. 2. All-Way Stop Control - Alton Avenue at Sawden Avenue and Alton Avenue at Stanton Avenue
The findings of this staff report were requested to be provided to Toronto and East York Community Council. In response to Item TE2.73, Transportation Services reviewed the feasibility of installing all-way stop control at Alton Avenue and Sawden Avenue and at Alton Avenue and Stanton Avenue. Also, the feasibility of installing curb depressions at Alton Avenue's intersections with Sawden Avenue, Parkfield Avenue and Stanton Avenue was reviewed. Our assessment indicates the criteria as set out in the All-way Stop Control Warrant has not been satisfied at the subject intersections. Therefore, the installation of all-way stop control is not recommended at the intersections of Alton Avenue and Stanton Avenue and Alton Avenue and Sawden Avenue. Without pedestrian crossing protection, curb depressions are not recommended at Alton Avenue's intersection with Sawden Avenue and Stanton Avenue. However, as Alton Avenue and Parkfield Avenue does have all-way stop control present, curb depressions will be installed to facilitate east-west pedestrian crossings.
The Toronto and East York Community Council deferred consideration of Item TE14.58 indefinitely.

Our assessment has indicated that signal timing and hardware adjustments can be made at these signals to improve traffic operations and safety.

This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services staff reviewed the need for traffic calming, specifically the installation of speed humps, on Duggan Avenue, between Oriole Parkway and Lawton Boulevard, to address residents' concerns regarding vehicle speeds. Our assessment indicates the criteria as set out in the Traffic Calming Policy has not been satisfied. Therefore, traffic calming should not be installed on the subject section of Duggan Avenue.
The Toronto and East York Community Council: 1. Directed the Acting Director of Traffic Management, Transportation Services, to request the City Clerk to poll eligible householders on Duggan Avenue, between Oriole Parkway and Lawton Boulevard, to determine whether residents support the installation of traffic calming, in accordance with the City of Toronto Traffic Calming Policy. 2. Subject to favourable results of the poll: a. Authorized the installation of speed humps on Duggan Avenue, between Oriole Parkway and Lawton Boulevard; and b. Directed the City Solicitor prepare a by-law to alter sections of the roadway on Duggan Avenue, between Oriole Parkway and Lawton Boulevard, to install five speed humps, generally as shown on the copy of 'Drawing No. 421G-3650', dated February 2020, attached to the report (February 21, 2020) from the Acting Director, Traffic Management, Transportation Services. 3. Reduced the speed limit to 30 km/h on Duggan Avenue, between Oriole Parkway and Lawton Boulevard, in conjunction with the installation of speed humps.

Residents contacted my office several years ago requesting major changes to Hallam Street, citing its great potential for becoming the green spine or "complete street" of Dovercourt Village (Dufferin to Ossington). Hallam is a very wide collector street. This is, I understand, because it once had a streetcar line many years ago. The street's excess width provides great opportunities for improvements: new street trees, widened sidewalks, new boulevards, traffic calming and increased cyclist and pedestrian-friendly measures. Unfortunately Hallam Street has not been scheduled for road reconstruction and I have had to wait, along with residents, for the right time to create an over-arching vision for refreshing and revitalizing the street. We have recently pushed for more police enforcement as a means of helping improve safety, but I believe that more can be done while we wait for road reconstruction to be scheduled. I am therefore requesting that the General Manager, Transportation Services, identify temporary safety improvements and a longer term vision for Hallam Street.

Residents contacted my office when the Committee of Adjustment approved requested variances for 1779 St Clair Avenue West. They were concerned that the future issuance of parking permits to residents of these developments would negatively impact the already limited supply of parking spaces in the neighbourhood. The exclusion of the development located at 1779 St Clair Avenue West from the "3D" permit parking area is a means to ensure that permit holders continue to have sufficient parking space in the future. I am therefore requesting that Toronto and East York Community Council request of the General Manager, Transportation Services, to prohibit applications from residents of, visitors to, and tradespersons at the subject development property.

Parking Amendments - Waterloo Avenue
Parents, teachers, and community members from Alexander Muir/ Gladstone Avenue Junior and Senior Public Schools contacted my office with safety concerns regarding the schools' pick-up and drop-off zone. This safety issue is a result of congestion on Gladstone Avenue and Waterloo Avenue, due to the high volume of cars, cyclists, pedestrians and students in this area. It was therefore suggested that the pick-up and drop-off zone on Waterloo Avenue be extended to create more safe space for parents to pick-up and drop-off children who attend the schools. By way of this letter, I am hereby requesting that the school pick-up and drop-off zone on Waterloo Avenue be extended.

One-way Designation - Public Lane West of Dufferin Street
With the increase of traffic in the Wallace-Emerson neighbourhood and the usage of navigation apps that route motorists through public lanes, the public lane bounded by Dufferin Street, Wallace Avenue, Emerson Avenue and Armstrong Avenue has been used as a short cut to access Dufferin Street and to avoid the Wallace Avenue and Dufferin Street intersection. This traffic has negatively impacted the residents on Armstrong Avenue, Dufferin Street, and Wallace Avenue with cars speeding on a public lane and incessant honking. I received a petition from residents regarding the high traffic and disturbances. They are requesting to turn this public lane into a one-way northbound to avoid conflicting traffic, hence reducing noise and making the public lane safer. Therefore, my purpose with this motion is to recommend that the public lane be designated as one-way northbound.

Toronto Maple Leafs and Toronto Raptors Playoff Season - Closure of Bremner Boulevard
The General Manager of Transportation Services requires authority to temporarily close to vehicular traffic any highway or portion of a highway beyond four consecutive days for social, recreational, community, athletic or cinematographic purposes in accordance with Municipal Code Chapter 937-3, Temporary Closing of Highways. Approval to temporarily close a portion of Bremner Blvd for 79 days is a delegated authority to Toronto and East York Community Council. Maple Leaf Sports and Entertainment (MLSE) will be hosting viewing parties on Bremner Blvd outside of Scotiabank Arena's Gate 6 during the 2020 Toronto Maple Leafs and Toronto Raptors playoff season. MLSE has hosted viewing parties in this area for a number of years during home opener and playoff events. The requested temporary road closure is located on a portion of Bremner Blvd between Lake Shore Blvd and a point east of the parking garages servicing the buildings at 15 and 25 York St. The road closure area will be maintained for the full duration of the playoffs with barricades installed at either end. The viewing area consists of four large viewing screens and other small activations and programming, all located along the perimeter of this portion of Bremner Blvd in order to maintain emergency access on the roadway. Adjacent neighbours and the surrounding community have been advised of the plans for 2020 by MLSE. There is an ongoing commitment from MLSE to communicate with neighbours and respond to any local issues that may arise. U-Turn Prohibition - Roxborough Street East
As the City continues to improve our street through various Vision Zero road safety principles, local residents have actively been reporting small improvements we can make to provide better safety and security on our roadways. One of these identified improvements is a turning prohibition which will eliminate eastbound and westbound U-turn movements at all times on Roxborough St East, between Yonge Street and a point 95 metres east. The intent of this prohibition is to stop U-turns which have increasingly placed pedestrians, cyclists and other drivers at risk. Transportation Services staff have been consulted and have no objection to the proposed prohibition.

Re-opening of Item TE4.88 - Proposed lay-by for a taxicab stand - 900 Bay Street
It was recently brought to my attention that Traffic Operations has an outstanding service request (9480647) to review the feasibility of installing a lay-by on the west side of Bay Street, fronting 900 Bay Street. Recently, the Government of Ontario endeavoured on an approximately eight year renovation planned for 900 Bay Street and its adjacent properties. As this request requires further review, Transportation Services are requesting that Toronto and East York Community Council defer the "Proposed lay-by for a taxicab stand - 900 Bay Street" indefinitely, as previously approved in TE4.88 http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2019.TE4.88. Traffic Operations will retain all the existing data and information collected for this request until a time that this service request can be fulfilled.

Parking Amendment - Accessible Loading Zone - 111 Avenue Road
Residents and management of Hazelton Place Retirement Residence at 111 Avenue Road have requested an amendment to the existing parking regulations directly in front in front of the entrance to their building, so that two of the spaces that are currently pay-and-display are reserved for Wheel-Trans, accessible parking permit holders, and emergency vehicles, in the form of an Accessible Loading Zone. Many of Hazelton Place's residents experience significant mobility issues, and they have great difficulty travelling further to access their transportation when these spaces are already occupied.
The Toronto and East York Community Council recommends that: 1. City Council rescind the existing parking machine regulation in effect from 8:00 a.m. to 3:00 p.m. and 7:00 p.m. to 9:00 p.m., Monday to Friday, 8:00 a.m. to 9:00 p.m., Saturday and 1:00 p.m. to 9:00 p.m., Sunday for a maximum period of three hours at a rate of $3.00 per hour, between a point 306.3 metres north of Yorkville Avenue and a point 11 metres further north. 2. Implementation of Permit Parking on Beverley Street, between D'Arcy Street and Baldwin Street
At its meeting of February 5, 2020, City Council approved item TE13.55, regarding an exemption for the implementation of permit parking on Beverley Street, between D'Arcy Street and Baldwin Street, from the requirements of subsection 925-4B of City of Toronto Municipal Code Chapter 925, Permit Parking. Subsection 925-4B, provides that: "Where permit parking is not currently available and where a petition requesting permit parking signed by the residents of a minimum of 25% of the total number of residential premises having a residential address on the street or the flank of the street is submitted to the General Manager, a poll shall be conducted in accordance with Chapter 190, Polling and Notification, to determine if the residents wish to have permit parking on their road or area, as the case may be. In the event of a positive polling result, the General Manager shall report such result to the appropriate community council, which community council under delegated authority, shall be authorized to pass any necessary by-laws to implement permit parking on the road or area. In the event of a negative result, permit parking shall not be extended to the road or area, and no further permit parking poll shall be conducted for a period of two years" Residents of this small block do not have access to off street parking and are finding it difficult to locate available overnight parking spaces. Implementing permit parking would resolve their long term parking needs by providing a legal overnight parking option.

At its meeting of August 25, 2014 City Council adopted Item 2014.TE34.29 approving the Zoning Amendment application for the property 481 University Avenue, 210 Dundas Street West, 70 Centre Avenue and 137 Edward Street. Concurrent with the zoning approval was Item 2014.TE34.30, the consideration of alterations pursuant to the Ontario Heritage Act to the 481 University Avenue and 210 Dundas Street West located on the development site. The Council decision required that a number of conditions be satisfied prior to the issuance of any heritage alteration permit. The applicant has requested that the pre-approval conditions be amended to allow them to begin construction prior to the issuance of final Site Plan approval and to allow them to obtain a building permit prior to the submission of full building permit drawings for the entire project. The applicant's Site Plan application has been submitted and is under review by City staff. The City's interests are being secured through other means, including designation under Part IV of the Ontario Heritage Act, which occurred through the passing of By-laws 1393-2017 and 1394-2017. In addition, a Heritage Easement Agreement is being executed by the applicant prior to final Site Plan approval. The applicant is also being required to provide a Letter of Credit to the City to secure the full amount of the heritage conservation work prior to the issuance of a permit.
The Toronto and East York Community Council recommends that: 1. City Council amend its decision on Item 2014.TE34.30 by: a. deleting Part 1.d.ii. in its entirety; and b. amending Part 1.d.iii. by deleting the word "full" so that Part 1.d.iii. now reads: 1.d. iii. Turn Prohibition - Hillsdale Avenue East at 2131 Yonge Street Development
Dear Chair and Members, I am writing to request your support for a turn prohibition from a new development at 2131 Yonge Street, onto Hillsdale Avenue East. The request has been brought to me via the local residents association, the South Eglinton Ratepayers' & Residents' Association (SERRA). SERRA raised concerns over traffic infiltration onto Hillsdale Avenue East from the new development, as includes hundreds of new units and several commercial tenants. In order to protect the immediate community from major increases in traffic volumes on this local road, they have asked me to initiate a review of the prohibition proposal and move the change in Community Council. The approval would direct the new residents and shoppers onto Yonge Street rather than Hillsdale Avenue East. Upon a review of the request, Transportation Services had no concerns with the proposed prohibition. Please also see attached original letter by SERRA requesting this by-law change.

Front Street, Wellington Street and Church Street
At its meeting of December 13 - 15, 2016, City Council approved modifications to the section of Wellington Street East at the intersection of Church Street and Front Street through item TE20.44. Consistent with the St. Lawrence Market Neighbourhood Business Improvement Area (BIA) Master Plan for the area, the improvements will include a widened boulevard and centre median area, reduced crossing distances for pedestrians, an opportunity for trees, a streetcar loading area, a parking lay-by as well as space for patios and street furniture. The improvements will be constructed is part of a larger coordinated capital project to be delivered in 2020 which involves state-of-good-repair work including Toronto Transit Commission (TTC) streetcar track replacement, various utility upgrades, watermain improvements and roadway resurfacing for this section of Wellington Street East. East of Church Street, Front Street East is a four lane roadway, with two lanes in each direction separated by a centre median. At its intersection with Church Street, eastbound and westbound traffic diverge around the Flat Iron building with eastbound traffic continuing along Wellington Street and westbound traffic on Front Street. Transportation Services staff have advised that in order to implement the required Accessible Pedestrian Signals (APS) at the intersection and provide efficient movement of pedestrians, cyclists and motorists, that the south curb lane for westbound traffic which currently functions as a through/left turn lane needs to be designated as a left-turn only lane. As the Toronto Transit Commission (TTC) operates a transit service on Wellington Street East, City Council approval of this recommendation is required.
