This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is requesting approval to implement an accessible loading zone on the south side of Elm Street, west of Murray Street, fronting the Charles Hastings Co-op Housing. The establishment of an accessible loading zone will provide unimpeded curb side access for Wheel-Trans.
The Toronto and East York Community Council recommends that: 1. Rescinded the existing parking prohibition in effect at all times on the south side of Elm Street, between St. Patrick Street and a point opposite the west limit of Murray Street. 2. Prohibited standing at all times on the south side of Elm Street, between St. Patrick Street and a point 16.5 metres east. 3. Transportation Services is requesting approval to install an accessible loading zone on the east side of Shaw Street, north of Garnet Avenue. The loading zone will operate between the hours of 8:00 a.m. and 6:00 p.m., Monday to Friday, and provide curb side access for Wheel-Trans. This designation will not eliminate any overnight permit parking spaces.

School Bus Loading Zone - Parking Regulation Amendments - Rogers Road
As the Toronto Transit Commission (TTC) operates a transit service on Rogers Road, City Council approval of this report is required. Transportation Services is requesting approval to designate a School Bus Loading Zone on the south side of Rogers Road close to the school's entrance to provide a safe pick-up/drop-off area for students attending St. Nicholas of Bari Catholic School, located at 363 Rogers Road.
The Toronto and East York Community Council deferred consideration of the item until its March 19, 2019 meeting.

Student Pick-up and Drop-off - Oriole Park Public School
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. In response to concerns regarding pick-up and drop-off activity in the vicinity of Oriole Park Public School, located at No. 80 Braemar Avenue, this report recommends amendments to the existing time periods pertaining to the parking for a maximum period of 10 minutes on Braemar Avenue, College View Avenue and Elmsthorpe Avenue. In addition, this report also corrects inconsistencies between on-street parking regulations posted on Braemar Avenue, College View Avenue, Elmsthorpe Avenue, and the Traffic and Parking By-laws as listed in Chapter 950 of the Toronto Municipal Code.

Two-Way Traffic Operation - Gloucester Street

Transportation Services is requesting approval to rescind the one-way operation on Gloucester Street, between Yonge Street and Gloucester Lane, as it relates to the site plan control application for 587-599 Yonge Street. This proposal will provide residents and visitors accessing the new building's retail stores, commercial offices and commercial parking garage direct access off of Yonge Street and addresses area residents' concerns regarding cut-through traffic on Gloucester Street.

Transportation Services is requesting approval from City Council to prohibit the General Manager from accepting applications from residents of, visitors to, and tradespersons at the development properties municipally known as 219-231 Dundas Street East for residential on-street permit parking. Transportation Services has assessed the realignment of permit parking area 6G and the exclusion of the development property located at 219-231 Dundas Street East as requested by Toronto and East York Community Council, Item TE31.6, on April 24, 2019. Transportation Services is recommending approval of the exclusion as it will not impact negatively on Dundas Street East residents.

This staff report is about a matter which Community Council has delegated authority from City Council to make a final decision. Transportation Services is requesting approval from Toronto and East York Community Council to extend the overnight on-street permit parking hours on Tecumseth Street, between King Street West and Niagara Street from 12:01 a.m. to 7:00 a.m., 7 days a week to the new hours of 12:01 a.m. to 10:00 a.m., 7 days a week and 5:00 p.m. to 7:00 p.m., Monday to Friday. By extending the overnight on-street permit parking hours residents will have improved parking flexibility and the Parking Enforcement Unit, Toronto Police Service, can effectively control long term parking by non-residents through tagging and towing operations.

Parking Regulation Amendment - Mackay Avenue
This staff report is about a matter that Toronto and East York Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to install a "No Parking Anytime" regulation on the north side of Mackay Avenue, between the first laneway west of Dufferin Street and a point 27 metres further west. The proposed parking amendment was requested by a resident whose parking pad is consistently blocked by vehicles parked in a substandard parking space.

Parking Amendments - Fraser Avenue, Jefferson Avenue and Pardee Avenue

Transportation Services is requesting approval to rescind the current parking prohibitions on the west sides of Fraser Avenue, Jefferson Avenue and Pardee Avenue to provide additional parking spaces around Lamport Stadium located at 1155 King Street West. City of Toronto's Shelter Support and Housing Administration (SSHA) reviewed city properties to provide 24-hour respite service and choose a location at 1155 King Street, the parking lot of Lamport Stadium. The new structure will occupy approximately 100 parking spaces at this location. Due to the high demand for parking, local residents, businesses and BIA want to make available alternative parking spaces around this location. Transportation Services, in discussion with the Toronto Parking Authority (TPA) and Shelter Support and Housing Administration is recommending additional pay-and-display parking spaces on the west sides of Fraser Avenue, Jefferson Avenue and Pardee Avenue. Transportation Services staff is requesting approval to designate two maximum 15-minute pick-up/drop-off areas on the north side of Chapmen Avenue, between Dawes Road and Munford Crescent, in order to facilitate parents and guardians to pick-up/drop-off students attending George Webster Elementary School, located at 50 Chapman Avenue.
The Toronto and East York Community Council: 1. Rescinded the existing parking prohibition in effect at all times on the north side of Chapman Avenue, between a point 177 metres west of Dawes Road and a point 318 metres west of Dawes Road. 2. Rescinded the existing parking prohibition in effect at all times on the south side of Chapman Avenue, between Dawes Road and George Webster Road. 3. Authorized parking for a maximum period of 15 minutes from 7:00 a.m. to 9:00 a.m., and from 3:00 p.m. to 6:00 p.m., Monday to Friday, on the north side of Chapman Avenue, between a point 115 metres west of Dawes Road and a point 60 metres further west, and a point 9 metres east of Munford Crescent (east intersection) and a point 103 metres further east. 4. Prohibited stopping at all times on the north side of Chapman Avenue, between a point 85 metres west of Dawes Road and a point 30 metres further west, and between a point 112 metres east of Munford Crescent (east intersection) and a point 79 metres further east. 5. Prohibited stopping from 7:00 a.m. to 9:00 a.m. and from 3:00 p.m. to 6:00 p.m., Monday to Friday, on the south side of Chapman Avenue, between Dawes Road and Munford Crescent (east intersection). 6. Authorized all-way stop control at the intersection of Chapman Avenue and George Webster Road. 7. Rescinded the existing stop control for northbound traffic on Avis Crescent (east intersection) at Chapman Avenue. 8. Rescinded the existing through highway designation on Chapman Avenue from the west side of Avis Crescent (east intersection) to the east side of Elmont Drive, and from the west side of Dawes Road to the east side of Avis Crescent (east intersection). 9. Designated Chapman Avenue as a through highway from the west side of George Webster Road to the east side of Elmont Drive, and from the west side of Dawes Road to the east side of George Webster Road.

Parking Amendments - Woodbine Avenue
As the Toronto Transit Commission (TTC) operates a transit service on Woodbine Avenue, City Council approval of this report is required. Transportation Services is requesting approval to prohibit stopping at all times on the east side of Woodbine Avenue, between a point 12 metres north of Milverton Boulevard (north intersection) and a point 27 metres north, in front of 1095 and 1097 Woodbine Avenue. The proposed amendment will deter parking at this location, improve sight lines and address safety concerns expressed by area residents and businesses. This amendment will result in the removal of one on-street parking space in front of 1095 and 1097 Woodbine Avenue.

This intersection is currently uncontrolled and the installation of a stop control will clearly define the right-of-way, regulate traffic flow and enhance traffic safety at this intersection.

Transportation Services staff have reviewed the need for all-way stop control at the intersection of Indian Grove and Ridout Street to address residents' concerns regarding safety for pedestrians, cyclists and motorists using this intersection. The installation of all-way stop control at this intersection is recommended as the warrant criteria are extremely close to being achieved and all-way stop will improve safety for all road users.

Traffic Control Signals - Oakwood Avenue and Rosemount Avenue
The purpose of this report is to obtain approval to convert an existing pedestrian crossover (PXO) to traffic control signals on Oakwood Avenue at Rosemount Avenue. The installation of traffic control signals is technically justified and will enhance safety for pedestrians and motorists at the intersection of Oakwood Avenue and Rosemount Avenue. Based on the results of traffic control signals warrant, staff is recommending that the pedestrian crossover be replaced with traffic control signals. As the Toronto Transit Commission (TTC) operates bus service on Oakwood Avenue, City Council approval of this report is required. The TTC has been advised on the matter.
