This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services staff have reviewed the need for traffic calming, specifically speed humps on Montrose Avenue, between College Street and Dundas Street West, to address residents' concerns regarding vehicle speeds. Our assessment indicates the criteria as set out in the Traffic Calming Policy has not been satisfied. Therefore, traffic calming should not be installed on the subject section of Montrose Avenue.
The Toronto and East York Community Council directed: 1. The Acting Director, Traffic Management, Transportation Services, request the City Clerk to poll eligible householders on Montrose Avenue, between College Street and Dundas Street West, to determine whether residents support the installation of traffic calming, in accordance with the City of Toronto Traffic Calming Policy. 2. Traffic Calming - Speed Humps - Poll Results - Hilton Avenue
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is reporting on the results of the traffic calming poll undertaken on Hilton Avenue, between Melgund Road and Nina Street. The poll provided a response rate of less than 50 percent plus one ballot required by the traffic calming policy needed to confirm that there is a favourable consensus in the community to install traffic calming measure. Accordingly, continuing the process to install speed humps on Hilton Avenue, between Melgund Road and Nina Street, is not recommended.
The Toronto and East York Community Council directed: 1. Recipient of the Agnes Macphail Award
The Agnes Macphail Award was established by the Borough of East York. It continues today as an annual event to recognize an outstanding volunteer who lives within the boundaries of the former borough. The Agnes Macphail Selection Committee will be meeting on February 11th, 2019 to make their recommendation on the recipient of the 2019 Agnes Macphail Award. The Agnes Macphail Selection Committee will be submitting their recommendation on the recipient of the 2019 Agnes Macphail Award prior to the Toronto and East York Community Council meeting and the North York Community Council meeting on February 14, 2019 so that it can be considered on that date by the respective Community Council. This timing would allow the award ceremony to take place on March 24, 2019 which is the anniversary of Agnes Macphail's birth.

1151 Queen Street East - Community Consultation Meeting

A preliminary report came forward in July 2018 (TE34.98) and City Planning was directed to schedule a consultation meeting. 235 Carlaw Avenue - Heritage Designation
Carlaw-Dundas is a former industrial area in the City's east end that has been undergoing a transformation, emerging as a mixed-use creative and cultural hub of workers and residents. The Wrigley Building and many of the other buildings in the Carlaw - Dundas area were identified in 2014 as potentially having significant heritage value. The property at 235 Carlaw Avenue contains a building complex commissioned as the Canadian branch of Chicago's William Wrigley, Jr. Company Limited (afterward William Wrigley, Jr. Company Limited of Canada), producers of chewing gum. The five-storey North Building was completed in 1916 according to the plans of Toronto architects, Prack and Perrine, followed by the near-identical South Building in 1919, with the design purportedly modelled on the parent company's Chicago factory. As one of the largest companies in Leslieville, Wrigley's was noted during World War II for providing all its products to the Canadian military, including the Red Cross packages distributed to prisoners of war. As the location of Wrigley's and the Canadian Chewing Gum Company on Logan Avenue, Leslieville was nicknamed "the Chewing Gum Capital of Canada." With its scale and impressive Edwardian Classical detailing, the Wrigley Building complex is a local landmark on Carlaw Avenue and in Leslieville. I am asking you to support this motion to ensure that this building is maintained as a key heritage asset, and a centrepiece of the Carlaw - Dundas Area.

Parking Amendments - Spadina Crescent
St. Stephen's Community House recently opened a childcare centre at the Lord Lansdowne/da Vinci public school. The childcare centre provides before and after care for children in kindergarten and grades 1 to 6 from Lord Lansdowne, and the da Vinci school. The childcare centre operates between the hours of 7:30 a.m. and 6:00 p.m., Monday to Friday. However, school staff have advised that parents using the 10-minute pick-up and drop-off area on Spadina Crescent are receiving parking tickets. In order to prevent any further infractions to these motorists and better reflect the childcare operating times, Transportation Services is recommending that the existing maximum 10-minute parking limit on Spadina Crescent in effect from 8:00 a.m. to 9:30 a.m. and 3:00 p.m. to 5:30 p.m., Monday to Friday, be amended to be in effect from 7:00 a.m. to 10:00 a.m. and 3:00 p.m. to 6:00 p.m., Monday to Friday.

Toronto and East York Community Council at the East York Civic Centre
As the newly elected Councillor for Ward 19 Beaches-East York, I am honoured to represent such a diverse and engaged Ward. I love my community and look forward to working together with my Community Council, Council, Committee and Board colleagues to make the City a safer and more livable place to call home. As a part of my commitment to residents in my Ward, I will be hosting community meetings regularly to engage directly with them on important City issues. Engaging directly with community members and allowing them an opportunity to meet with me to discuss issues close to home is an effort that I think will make our community and myself as Councillor, stronger. I would like to reinforce my commitment to direct engagement by requesting of the Clerk, a report on the viability of hosting at least one meeting of TEYCC annually at the East York Civic Centre. Not only will this increase engagement with a community that otherwise might not be able to travel the distance to Toronto City Hall, but it will provide important local context for my Community Council colleagues.

Fix Coffee & Bikes has submitted an application for a liquor licence to the Alcohol and Gaming Commission of Ontario ("AGCO") for the premises at 80 Gladstone Avenue, operating under the name Fix Coffee & Bikes Inc. ("Premises"). The application is for a restaurant with a proposed indoor capacity of 30 persons. The Premises are located in close proximity to residential properties. There are concerns related to noise, litter, safety, lighting and other potential disturbances to residents in the area. This application for a liquor licence is not in the public interest unless the concerns of the residents are addressed. The Registrar of the AGCO should be requested to issue a Proposal to Review or a Proposal to Refuse the liquor licence application. The City needs to file its objection to the liquor licence application as soon as possible because there is a deadline and also to be able to participate in any hearing in this matter. It is urgent that Council consider this matter at this Council meeting

Parking Amendment on Rogers Road
As the Toronto Transit Commission (TTC) operates a transit service on Rogers Road, City Council approval for this item is required. My office was made aware of a discrepancy between the location of parking signs and related pavement markings on the south side of Rogers Road, just west of Caledonia Road, which has led to vehicles often parking on the bike lane. The recommendations below would allow City staff to make the required changes in order to eliminate this conflict while maintaining as much parking as possible. The proposed changes will result in the addition of one legal parking space.

Downtown Winery by the Glass Permit application to the Alcohol and Gaming Commission of Ontario
In January 2018, Toronto and East York Community Council approved a request from Macedo Winery to obtain a Manufacturer's Limited Liquor Sale licence, which would allow for a "sales by the glass" permit for their brewery at 30 Ossington Avenue. In following up with the AGCO, Macedo Winery was informed that they need to operate their Ossington Avenue location under a different name than their already existing Dufferin Street location. Macedo Winery on Ossington Avenue is now called Downtown Winery.

Developing Principles on Ontario Place
Ontario Place is a critical part of our City and our Province. These treasured lands represent a crucial public asset that has served the public for decades, and an asset that must be respected. In our rapidly growing City, access to public land for the public good must continue to be a critical priority. Recently, the Provincial Government announced the dissolution of the governing body of Ontario Place and indicated their intention to move forward with a future redevelopment of the Ontario Place lands. Any potential changes to Ontario Place must be made in the public interest and must include a rigorous public consultation process. Ontario place is for all Ontarians and its future must be discussed and decided in public. On January 15, 2019, Toronto and East York Community Council approved my motion to strike a sub-committee on Ontario Place, and directed City Planning staff to report to the first meeting of the sub-committee on the history, ownership and current status of Ontario Place. The subcommittee will be meeting on March 5th. As the City has significant interests both with respect to land ownership and the future of the Ontario Place lands, it is critical that staff outline recommended principles to consider for the redevelopment of Ontario Place.
The Toronto and East York Community Council: 1. Requested the Director, Community Planning, Toronto and East York District, to include as part of the report to the March 5, 2019 meeting of the Subcommittee on Ontario Place, recommended principles that should inform the redevelopment of Ontario Place.

226 Greenwood - Encroachment Agreement
226 Greenwood is home to Maha's Restaurant, which has become an East End institution. However it has recently come to light that the prior owners of the building never entered into the necessary encroachment agreement with the City after construction. An agreement has been drafted by Transportation Services, and is ready to move forward, it only needs formal approval. I am asking that you support my motion to approve the agreement and not cause undue delays.

Toronto Local Appeal Body Representation for 878 Palmerston Avenue
On January 30, 2019 the Committee of Adjustment approved the application for variances at 878 Palmerston Avenue despite communications from the Manager, Engineering and Construction Services requesting that the owner make revisions to the plans to meet Ontario Building Code requirements for fire and safety access, as well as provide drawings showing a fire hydrant located within 45m as required by the building code. This Motion will authorize the City Solicitor to attend the TLAB in order to oppose the proposed variances and consent requested in the Applications. This matter is time sensitive and urgent as the deadline for appeals is February 19, 2019.
The Toronto and East York Community Council recommends that: 1. City Council direct the City Solicitor to appeal the Committee of Adjustment decision on Minor Variance Application No.A1049/17TEY respecting 878 Palmerston Avenue to the Toronto Local Appeal Body, and attend the Toronto Local Appeal Body hearing to request that the conditions contained in the November 16, 2018 Memorandum from the Manager, Development Engineering, Toronto and East York District be imposed; and 2. City Council authorize the City Solicitor to take all steps necessary to bring resolution to the appeal, in consultation with the Ward Councillor and the Chief Planner and Executive Director, City Planning.
