Use of Nathan Phillips Square for Various Events from August 1, 2022 - April 30, 2023
The purpose of this report is to request various exemptions from the Toronto Municipal Code Chapter 636 "Public Squares" and former City of Toronto Municipal Code Chapter 237 "Nathan Phillips Square" for events that are proposed to be held on Nathan Phillips Square, August 1, 2022 - April 30, 2023. The issuing of permits and exemptions for the events listed in this report will be conditional on adherence to public health regulations. Organizers will be responsible for submitting operational plans to the permit-issuing body, and monitoring on-site operations in a manner that maintains compliance with all public health guidelines and best practices. Staff in the Economic Development and Culture Division, in consultation with Toronto Public Health, will work with event organizers to assess viability, based on ongoing public health direction and the risks associated with specific events.

Appointments to the Board of Management of the Applegrove Community Complex
The Board further confirms this nominee is qualified to serve under the provisions of the City of Toronto's Public Appointments Policy and the Relationship Framework for Community Centre Boards of Management. On behalf of the Board, I respectfully request that the City take the necessary steps to appoint this nominated candidate. Applegrove's Board of Management recently received delayed notification that at the organizational meeting of the Toronto District School Board held on November 15, 2021, the Board nominated Trustee Michelle Aarts as its representative on the Applegrove Community Complex Board of Management for the term November 15, 2021 to November 14, 2022.

Donlands Station TTC Second Exit Program - Parking Changes
On February 24, 2021, Toronto and East York Community Council considered and adopted decision number 11 in Item TE23.62, which stated: "Prohibited stopping at all times on the south side of Strathmore Boulevard, between Dewhurst Boulevard and a point 52 metres west of Donlands Avenue." In order to ensure accessibility for residents requiring accessible parking during this construction, City staff have requested Toronto and East York Community Council adopt the above recommendation.
The Toronto and East York Community Council: 1. Rescinded the existing stopping prohibition in effect at all times on the south side of Strathmore Boulevard, between Dewhurst Boulevard and a point 52 metres west of Donlands Avenue. 2. Prohibited parking at all times on the south side of Strathmore Boulevard, between Dewhurst Boulevard and a point 52 metres west of Donlands Avenue. 2. Directed that Strathmore Boulevard be returned to pre-construction traffic and parking regulations when the project is complete.

Accessible Parking Space Installation - 127 Earlscourt Avenue
Recently, I have heard from the homeowner of 127 Earlscourt Avenue requesting the installation of an accessible parking space (APS). In the reported case, both residents are seniors with severe mobility and health issues. For these reasons they have applied and qualified for an accessible parking permit. Traffic Operations staff conducted an investigation of the property and noted that an on-street accessible space would not be supported under their guidelines. However, by way of Toronto East York Community Council I am making an amendment to facilitate the installation of an accessible parking space in order to provide the residents with convenience and an improved quality of life.
The Toronto and East York Community Council: 1. Designated an on-street accessible parking space on the west side of Earlscourt Avenue, between a point 73.4 metres south of Hope Street and a point 5.5 metres further south inclusive, from the 16th day to the last day of each month, Apr. 1st to Nov. 30th, inclusive. 2. Bollard Installation - 19 Silverthorn Avenue
Recently, I have heard from the homeowner of 19 Silverthorn Avenue requesting bollard repair and replacement along the flankage of their property. Bollards act as both a physical and visual barrier, protecting people and property from damage without impeding the public right of way. In the reported case, the resident has a fence around their front yard and bollards along its flankage, which have been damaged because of vehicle impact. As a result, I am recommending that the damaged bollards be replaced in order to protect property and enhance community safety.

Request for Traffic Study in North Corso Italia Neighbourhood
Traffic safety and calming in the North Corso Italia neighbourhood of Ward 9 has been an ongoing issue. Being in close proximity to arterial roadways such as Rogers Road, Dufferin Street, and St. Clair Avenue West, this neighbourhood is often subject to vehicles travelling at high speeds, cut-through traffic, congestion, and noise. With an existing aging population along with many young families living in the neighbourhood, a group of local residents representing various streets in North Corso Italia, established a Traffic Management Committee to develop a complete street plan and implement a series of coordinated traffic calming and road safety measures to alleviate the concerns that are negatively impacting the neighbourhood. Focused on prioritizing the safety of the most vulnerable road users, including pedestrians and cyclists, the Committee has come up with short and long-term goals such as enhanced pavement markings and signage, speed limit reductions, installation of planters, stop signs, changes in road direction, and traffic control signals in an effort to address their concerns. In order to address the traffic concerns of the North Corso Italia neighbourhood, it is important that these issues are reviewed and investigated at the local level and in an collaborative way as opposed to examining them in individually. As a result, I am requesting that the City's Transportation Services Division conduct a traffic study in the North Corso Italia neighbourhood as directed below.
The Toronto and East York Community Council directed: 1. The General Manager, Transportation Services to establish a comprehensive neighbourhood streets plan for the North Corso Italia neighbourhood, bounded by Rogers Road, Dufferin Street, St. Clair Avenue West and Prospect Cemetery, including a review and analysis of the recommendations made by the North Corso Traffic Management Committee and consideration of any other appropriate measures to address the issues raised by the community or identified by City staff.

Speed Hump Installation on Delaware Avenue
In June 2021, residents reached out to my office with an urgent concern about speeding along their street and requested via an online survey that traffic calming measures (speed humps) be installed as a method of addressing these concerns. Of those that responded, 86% were in support of making this change. I am requesting that speed humps be installed on Delaware Avenue from Dupont Street to Hallam Street.

Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Delaware Avenue, between Dupont Street and Hallam Street. 2. As a part of the King / Queen / Queensway / Roncesvalles (KQQR) road reconstruction work, St. Joseph's Health Centre (SJHC) has requested that emergency service vehicles have full access to the SJHC Melynk driveway, located on The Queensway between Glendale Ave and Sunnyside Ave. Engineering & Construction Services (ECS), in consultation with TTC and Transportation Services Traffic Operations, have reviewed and agree with installing curb depressions on The Queensway to accommodate emergency service vehicles. To deter regular vehicular traffic from entering the TTC track allowance, the curb depressions will be offset with the south side curb depression located further west.

City Council prohibit eastbound and southbound left turns at all times at the intersection of The Queensway and the private driveway at 30 The Queensway, located on the north side of The Queensway, approximately 90 metres west of Sunnyside Avenue, emergency vehicles excepted.

Residential Demolition Application - 67 Raglan Avenue
This staff report is about a matter for which the Toronto and East York Community Council has delegated authority to make a final decision. In accordance with city-wide residential demolition control under the Toronto Municipal Code Ch.363, under the authority of Section 33 of the Planning Act, the application for the demolition of an existing 2-storey dwelling, at 67 Raglan Avenue (Application No. 22 123145 DEM 00 DM) is being referred to the Toronto and East York Community Council for consideration to refuse or grant the application, including any conditions, if any, to be attached to the permit application because a building permit has not been issued for a replacement building.
The Toronto and East York Community Council: 1. Approved the application to demolish the two 2-storey dwelling at 67 Raglan Avenue with the following conditions: a. That construction fences be erected in accordance with the provisions of the Municipal Code, Chapter 363, Article 7, if deemed appropriate by the Chief Building Official; b. That all debris and rubble be removed immediately after demolition; c. That sod be laid on the site and that the site be maintained free of garbage and weeds, in accordance with the Municipal Code Chapter 629-10, paragraph B and 629-11; d. That any holes on the property are backfilled with clean fill; e. That pursuant to By-law 3102-95 of the former City of York, the owner enter into a beautification agreement with the City containing a beautification plan to the satisfaction of the City Solicitor and the agreement be registered on title to the lands; f. That City Planning Staff be authorized to prepare the agreement in consultation with the Ward Councillor and the owner; and g. That the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

Badgerow Avenue Parking Changes

Hopedale Avenue and Minton Place All-Way Stop
Hopedale Avenue is a residential street with two-way traffic that runs between Pape Avenue and O'Connor Drive. I have heard from residents of Hopedale Avenue about serious traffic safety concerns that threaten pedestrian safety and they contacted me to request enhanced safety measures in their community. My office has polled the street and 83% of residents support this installation. In order to improve resident and pedestrian safety, the installation of an all-way stop at this intersection is being requested.

Speed Hump Installation - London Street between Markham Street and Bathurst Street.
In August 2020, Transportation Services began to review the need for traffic calming measures on London Street, between Markham Street and Bathurst Street after my office received a request from neighbours to have the City address safety concerns on the street. London Street is a local road that operates one-way in the eastbound direction from Markham Street and Bathurst Street. It has a posted regulatory speed limit of 30 km/h and an average daily traffic volume of about 1252 between Markham Street and Bathurst Street. The pavement width on London Street is about 7.3 metres and there are sidewalks provided on both east and west side of the road. Heavy vehicles are prohibited at all times and there is no TTC service provided on London Street. Transportation Services conducted a mid-block speed and volume study on London Street in November 2-4, 2022. The study findings were assessed against the City of Toronto's traffic calming policy and it was found that London Street, does not satisfy the installation criteria for traffic calming devices. This being said, we know that meeting the required thresholds can be difficult, and even one vehicle travelling at the wrong speed at the wrong time can have tragic consequences. We must act to prevent speeding on our roads and speed humps are an excellent physical barrier to contain speed.

Parking and Traffic Amendments - Cumberland Street between Avenue Road and Bellair Street
In 2016, staff started to look at the potential to transition Cumberland Road to become at least partially 2-way to ensure safety within the Yorkville neighbourhood at the request of the local resident associations. Converting a section of Cumberland from its current one-way eastbound direction to a two-way operation is possible. In preparation of doing so, parking will need to be eliminated on Cumberland within the 2-way portion in order to safely accommodate traffic flow. This would mean No Stopping Anytime on both sides of the street. The limit for the 2-way portion on Cumberland would start from Avenue Rd to approx. the pedestrian crossover. This would give vehicles exiting driveways along this stretch the 2-way option. Westbound left-turns at Avenue would be prohibited for safety. The two-way operation would provide motorists exiting all the driveways along this stretch an alternate route to exit the Yorkville area. There are no other driveways east of the pedestrian crossover to Bellair so this section could remain one-way eastbound. Stopping will need to be prohibited at all times on both side of the two-way section of Cumberland in order to deter all curbside activities so that safe unobstructed two-way traffic flow is maintained. The recommendations below solidify the changes being requested and will allow for the future potential closure of Cumberland beside the Village of Yorkville Park.
The Toronto and East York Community Council: 1. Rescinded the existing parking prohibition in effect at all times on the north side of Cumberland Street between a point 75 metres east of Avenue Road and a point 84 metres further east. 2. Passenger Loading Zone - Murray Street
During the pandemic, a passenger loading zone was installed on Murray Street as a part of the CurbTO initiative. This loading zone was intended to help with parking challenges around Princess Margaret and congestion with pick up/drop off activities in the vicinity of their Murray Street driveway. Staff were previously planning to remove this zone and re-instate the pay and display parking spaces that were removed. However, Princess Margaret staff have reached out and requested that this zone remain, and made permanent. According to hospital staff, the zone has helped with parking congestion in the area, and provided an alternative space where patients can safely load/unload. Making this area a permanent Passenger Loading Zone is possible, but will require Community Council approval to amend the current parking by-laws. The recommendations will be to remove the pay and display parking and implement a regulatory "Passenger Loading Zone". The zone will be signed No Standing Anytime "Passenger Loading Zone". Under this regulation one can legally pick-up/drop-off passengers only. Parking will not be allowed in this area. Given the fact this change has been in place for almost 2 years without substantial impact to the existing system, and supporting the hospital clients, we should work to support this request.

Toronto and East York Community Council amend the existing parking machine regulation in effect from 8:00 a.m. to 9:00 p.m. at a rate of $4.00 per hour and for a maximum period of 3 hours, on the east side of Murray Street, between Orde Street and a point 90 metres south, to be in effect between a point 65.3 metres south of Orde Street and a point 24.7 metres further south.

Speed Hump Installation - Burnfield Avenue between Ossington Avenue and Shaw Street
Residents along Burnfield presented a petition signed in 2021 to my office, motivated to address local traffic safety concerns, requesting the installation of speed humps between Ossington Avenue and Shaw Street. Given the ongoing increase of developments along Dupont Street, residents have observed an increase in traffic in the area and cut-through traffic into local streets, particularly Burnfield Ave. In an effort to try and help address traffic safety concerns for vulnerable road users along the street, including seniors who walk in the neighbourhood, children who play and cycle, the installation of traffic humps could help mitigate some of the cut-through traffic and create overall safer road conditions.
The Toronto and East York Community Council: 1. Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Burnfield Avenue, between Ossington Avenue and Shaw Street. 2. Directed the City Solicitor to prepare a by-law to alter sections of the roadway on Burnfield Avenue, between Ossington Avenue and Shaw Street, to install three speed humps, generally as shown on the copy of 'Drawing No. 421G-4021' dated May 2022 from the Director, Traffic Management, Transportation Services, attached to the letter (May 26, 2022) from Councillor Mike Layton, Ward 11, University-Rosedale.
