Pay-and-Display Parking - Various Streets - July 2026 (Delegated)
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Broccolini is constructing a 34-storey residential condominium building at 83-97 River Street and 2-4 Labatt Avenue. The site is located at the north-east corner of River Street and Labatt Avenue. As a result, four pay and display parking spaces have been temporarily removed on River Street to accommodate construction. This construction is anticipated to continue until 2029. Toronto Parking Authority (TPA) has worked with Transportation Services to identify new on-street paid parking opportunities in Ward 13 to replace these lost spaces. These new spaces will support the local community and area businesses by encouraging a regular turnover in the on-street parking supply. Through this review, Transportation Services, in consultation with the Toronto Parking Authority (TPA), the developer, and Ward Councillor, is requesting approval for the installation of on-street paid parking on Defries Street and Mark Street in Ward 13. The proposed paid parking will replace the existing one-hour unpaid parking restrictions currently in effect and will help offset the temporary paid parking loss on River Street. The proposed changes will not impact on the flow of traffic and will encourage parking turnover. Defries Street and Mark Street are also currently licensed for on-street permit parking. Both on-street permit parking and paid parking can co-exist. Where signs for both programs co-exist, a valid permit holder will not be required to pay for parking. While this report seeks Community Council approval for the installation of on-street paid parking on Defries Street and Mark Street in Ward 13, this is an ongoing initiative. Transportation Services and TPA will continue to review and report on potential new on-street paid parking opportunities throughout the City of Toronto.
The Toronto and East York Community Council: 1. Authorized the amendments to parking regulations required to establish new on-street paid parking on Defries Street and Mark Street, as set out in Attachments 2 and 3, to the report (June 19, 2026) from the Director, Enforcement and Street Management, Transportation Services.

Temporary Adjustments to Traffic and Parking Regulations for the 2026 Canadian National Exhibition (Delegated)
This staff report concerns a matter for which the Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to seek Toronto and East York Community Council's authority to enact temporary traffic and parking amendments required to help the local community with their parking needs, and enhance traffic operations and pedestrian safety by minimizing traffic infiltration on local roads during the 2026 Canadian National Exhibition (CNE), which takes place from August 21 to September 7, 2026, inclusive. Drawing on lessons learned from previous CNE events, as well as input from The Exhibition Place, the local councillor, local residents, the event organizer, and Transportation Services staff, a set of traffic mitigation strategies was developed to minimize the impacts of increased event-related traffic on the surrounding community. To implement these measures, Transportation Services is recommending a series of temporary by-law amendments, as outlined in Attachments 1 and 2. A companion report, "Temporary Adjustments to Traffic and Parking Regulations for 2026 Canadian National Exhibition (Non-Delegated)", outlining the required temporary traffic and parking amendments for locations with TTC service was submitted to Toronto East York Community Council for consideration in parallel with this report. Further details on broader traffic and congestion management strategies which would include traffic management support by traffic agents and traffic signal timing adjustments to be implemented during the event are also provided in this report.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. In response to the direction from Toronto and East York Community Council, Transportation Services has reviewed pedestrian safety concerns along Castle Frank Road and on South Drive with a focus on the feasibility of adding pedestrian crossovers (PXO's) at 36 Castle Frank Road and two locations on South Drive. Based on the assessment undertaken, Transportation Services does not recommend the installation of a pedestrian crossover (PXO's) on Castle Frank Road as the technical warrant criteria was not met and the road geometry would be unsuitable. The requested PXO locations on South Drive are also not recommended but are being reported separately as a non-delegated item. Transportation Services also evaluated improvements to the existing all-way stop control at the intersection of Elm Avenue and Castle Frank Road/Nanton Avenue. Staff is recommending pavement marking improvements to improve sightlines and stop compliance on all approaches. The companion report, "Pedestrian Crossing Protection - Castle Frank Road and South Drive (Non-Delegated)", dated June 19, 2026, outlines the required non-delegated traffic amendments for the two requested PXO locations at South Drive and Craigleigh Gardens, and South Drive and Milkman's Lane access point. These two locations have TTC service and as such, cannot be considered with the delegated items on Castle Frank Road.
The Toronto and East York Community Council: 1. Deferred consideration of the Item until the January 2027 meeting of Toronto and East York Community Council.
Staff recommendation as filed
The Director, Enforcement and Street Management, Transportation Services recommends that: 1. Toronto and East York Community Council not authorize the installation of a pedestrian crossover at 36 Castle Frank Road (Castle Frank Road and a point approximately 100 metres southeast of Hawthorn Road).

St. John's Road - Additional Speed Humps
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending the installation of six additional speed humps on St. John's Road, between Jane Street and Beresford Avenue. Two speed humps were originally approved on this street in 2003, but an updated assessment has been requested, due to ongoing concerns with motorists travelling at a high rate of speed. Staff's assessment indicates the criteria as set out in the updated Traffic Calming Policy has not been satisfied based on numerical warrant. However, lower warrant minimums may be applied within areas designated as Community Safety Zones to enhance the safety of vulnerable road users. Therefore, six additional speed humps should be installed on St. John's Road.

Authorized the installation of traffic calming (six additional speed humps) on St. John's Road, between Jane Street and Beresford Avenue, generally as shown on Attachments 2 and 3 to the report (June 19, 2026) from the Director, Enforcement and Street Management, Transportation Services.

Improving Pedestrian Safety on Crescent Road - Delegated
Way finding apps have considerably increased cut-through traffic through formerly quiet residential areas in Ward 11. Residents have expressed serious safety concerns about cut-through motorists frequently driving onto the sidewalk on Crescent Road between Cluny Drive and South Drive, to circumvent TTC buses, trucks and parked cars. This is especially dangerous when children are walking to and from school, but poses a safety risk for all vulnerable street users. Recent site visits by Transportation staff have confirmed this safety concern and also noted operational delays that stopped vehicles are causing for the Rosedale 82 bus. Unobstructed two-way traffic flow is negatively impacted by the narrow road width combined with on-street standing/parking, delivery and construction vehicles plus TTC operations. However, removing these obstructions may encourage speeding, which is also a serious threat to the safety of vulnerable road users, and which can no longer be controlled with speed cameras. To avoid speeding, those living on this residential street have requested that the parking restrictions be combined with a reduced speed limit and speed cushions that accommodate TTC buses. Speed cushions would require additional parking restrictions. I am thefore bringing two motions, a non-delegated motion to amend the parking regulations on this section of Crescent Road to address the safety concerns, and a delegated motion for related matters. Under the delegated motion: - Sidewalk bollards would help prevent motorized vehicles from mounting the sidewalk in the area where such intrusions most frequently occur. - The speed limit would be reduced to 30 km/ hour.
The Toronto and East York Community Council: 1. Directed the General Manager, Transportation Services to install sidewalk bollards on Crescent Road in the location shown in Attachment 2 to the letter (May 11, 2026) from Councillor Dianne Saxe. 2. Reduced the speed limit from 40 kilometres per hour to 30 kilometres per hour on Crescent Road, between Yonge Street and South Drive (east intersection).

Toronto and East York Community Council reduce the speed limit from 40 km/h to 30 km/h on Crescent Road, between Yonge Street and South Drive (east intersection).

Euclid Avenue direction change
Euclid Street is a residential street that runs one-way northbound from Queen Street to north of Bloor Street, three blocks west of Bathurst Street. It is the closest continuous northbound street west of Bathurst Street, and has been overwhelmed with cut through traffic, including chronic illegal use by heavy trucks. The police have not been able to devote enforcement resources to deter illegal truck use of this street, or to breaches of the left turn restrictions at Bloor and at Harbord. Euclid street residents have therefore overwhelmingly requested that the block between Ulster and Harbord become one way southbound.
The Toronto and East York Community Council: 1. Amended the existing one-way northbound designation on Euclid Avenue, between Ulster Street and Bloor Street West, to be in effect between Harbord Street and Bloor Street West. 2. Designated Euclid Avenue, between Ulster Street and Harbord Street, as a one-way for southbound traffic only.

Re-open Items TE27.50, Roxborough Street West (Phase 2) - Construction Staging Area - Amendments and TE33.70, Improving Pedestrian Safety on Roxborough Road
By 2026.TE33.70, Toronto and East York Community Council amended a construction staging area (2025.TE27.50) for the construction of the new multi-unit residential building at 1 Roxborough Street West. That motion required Transportation Services to install a temporary pedestrian crossover 100m west of Paul Hahn Lane for the duration of the construction road occupancy, to ensure that pedestrians on the south side of the road have a safe access to the sole remaining (north side) sidewalk. Transportation Services has since advised that it is safer and more feasible to construct the pedestrian crossover 40m west of Paul Hahn Lane. Also, the current staging permit expires before the next TEYCC meeting.
The Toronto and East York Community Council: 1. Re-opened TE27.50, Roxborough Street West (Phase 2) - Construction Staging Area as it pertains to Part 1. 2. Amended Part 1 of its decision on TE27.50 by deleting the date "June 30, 2026" and inserting the date "December 31, 2026" so that it now reads: 1. Direct the General Manager, Transportation Services to install a temporary pedestrian crossover 40 metres west of Paul Hahn Lane to ensure that pedestrians can safely cross Roxborough Street West in order to walk to Yonge Street on the sole remaining (north side) sidewalk, until the south sidewalk on Roxborough Street West on the block west of Yonge Street is reopened to pedestrians.

Shaftesbury Avenue - Parking Amendment
Parking signs were removed from Shaftesbury Avenue years ago to facilitate a TTC "Easier Access" project to add elevators to the Summerhill subway station. Residents have been pressing for restoration of the original signs ever since the TTC relinquished the road and sidewalk space it had occupied for so long. Transportation Services has advised that they cannot restore the original signs until a by-law conflict is resolved by this motion.
