King-Parliament Secondary Plan Review - Proposed Secondary Plan
This report brings forward a proposed King-Parliament Secondary Plan (proposed Plan), which is the outcome of Phases 1 and 2 of the King-Parliament Secondary Plan Review and concurrent study of the North Side of Queen Street East between Jarvis Street and River Street. The proposed Plan builds on the success of the in-force King-Parliament Secondary Plan (1996) in addition to updated direction provided in the recently-approved Downtown Plan. The proposed Plan addresses heritage conservation, the improvement and expansion of parks and the public realm, and built form direction. The proposed Plan also includes specific objectives to support and enhance the employment cluster in the King-Parliament area and simplify the interpretation of overlapping policy frameworks that exist in the area. The Secondary Plan area comprises five Policy Areas, each reflecting a unique built form character. As an area targeted for growth and new investment, the proposed Plan recommends that development provide a full mix of uses that are designed to be compatible with their existing and planned context, conserve cultural heritage resources and improve and expand the public realm. The proposed Plan is consistent with the Toronto Official Plan (2006), Provincial Policy Statement (2014) and conforms to A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2019). This report recommends that the proposed Plan be used as the basis for further stakeholder and public consultation to support the development of a recommended Secondary Plan, to be brought forward to City Council by Q3 2020. In addition to Secondary Plan policy development, the report recommends preparation of an update of Zoning By-law 438-86 and Zoning By-law 569-2013 for the King-Parliament Secondary Plan area. Consultation for the Zoning By-law amendments will be held concurrently with further Secondary Plan consultation activities.

City Council direct the Chief Planner and Executive Director, City Planning to use the proposed King-Parliament Secondary Plan, found in Attachment 1 to the report (September 24, 2019) from the Director, Urban Design. 2. Designation of Fire Routes and amendment to Chapter 880 - Fire Routes - 138 St. Helens Avenue
To obtain Toronto and East York Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.

Construction Staging Area Time Extension - 4 Avenue Road
As the Toronto Transit Commission (TTC) operates a transit service on Avenue Road, City Council approval of this report is required. PCL Constructors Canada Incorporated is redeveloping the existing Park Hyatt hotel at 4 Avenue Road, located in the north-west corner of Avenue Road and Bloor Street West. City Council, previously approved a closure of the west sidewalk and a 2.9 metre wide portion of the southbound curb lane on Avenue Road, between a point 54.8 metres north of Bloor Street West and a point 56.4 metres further north and the provision of a temporary pedestrian walkway within the closed lane, from November 1, 2018 to May 30, 2019. Based on a secondary review of the Traffic Management Plan and site logistics, the applicant has reduced the footprint of the previously-approved construction staging area, thus avoiding the need for a long term lane closure of the southbound curb lane on Avenue Road. As a result, the southbound curb lane on Avenue Road is temporarily closed, daily, during the off-peak periods (9:30 a.m. to 7:00 p.m.), to facilitate construction staging operations. A temporary pedestrian walkway is not provided on the west side of Avenue Road. Transportation Services is requesting authorization to close the sidewalk on the west side of Avenue Road, between Bloor Street West and Prince Arthur Avenue for a period of nine months (i.e. October 30, 2019 to July 31, 2020). The closure of the sidewalk will restrict pedestrian movements along the subject section of Avenue Road. This will mitigate impacts to southbound traffic movements during the morning peak hours.

This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. Transportation Services is requesting approval to close the east sidewalk and a portion of the northbound lane on St. Patrick Street for a period of 38 months. Lanterra Construction Management LTD. is building three towers, 17, 36 and 39-storey condominium. The project includes three and a half levels below grade with the P1 level for Toronto Parking Authority (TPA). The site is located on the east side of St. Patrick Street, between Dundas Street West to the north side, Simcoe Street to the east and Michael Sweet Avenue to the south. To enable construction, the applicant requires the aforementioned closures.
The Toronto and East York Community Council: 1. Construction Staging Area - 23 Spadina Ave
This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. Transportation Services is requesting approval to close the south sidewalk and east bound parking lane on Blue Jays Way for a period of 39 months. Concord Adex Developments Corp. is building twin towers, 62 and 72 storey condominium with a grand total of 1373 units perched upon a 13 story podium. A six level underground and six level above ground parking facilities are proposed to accommodate parking needs. The site is located on the east side of Spadina Ave, between Bremner Boulevard to the south side, Blue Jays Way to the north and Navy Wharf Court to the east. To enable construction, the applicant requires the aforementioned closures.
The Toronto and East York Community Council: 1. Approved the closure of the south sidewalk and eastbound bound parking lane on Blue Jays Way, from Spadina Avenue to Navy Wharf Court, from September 23, 2019 to December 15, 2022. 2. Directed the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper lighting to ensure safety and visibility at all times of the day and night. 12. Directed the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications. 13. Directed the applicant to install appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 14. Directed the applicant to establish a construction management working group that meets regularly and invite local stakeholders including Transportation Services, Municipal Licensing and Standards, Toronto Building, adjacent neighbours, local resident groups, and local BIAs. 15. Directed the applicant to create a publicly accessible website with regular construction updates and post the website address on the site.

Construction Staging - Port Land Flood Protection and Enabling Infrastructure Project
As the Toronto Transit Commission (TTC) operates a transit service on Commissioners Street, which is being rerouted along Villiers Street and Saulter Street South, City Council approval is required. Waterfront Toronto, City of Toronto, Toronto and Region Conservation Authority (TRCA) and the Toronto Port Lands Company (TPLC) have developed the Port Lands Flood Protection Project (PLFPP) to protect the Lower Don Lands and adjacent areas from potential loss of life and costly flood damage associated with a flood event, while triggering economic development. The solution involves creating two additional outlets for the Don River, which ultimately will be surrounded by new parks, green space and public realm enhancements. Several roads within the Port Lands area will be impacted. Ellis Don, a contractor hired by Waterfront Toronto, has submitted a proposal to implement PLFPP for the Lower Don Lands. An increase in the elevation of Commissioners Street by two metres is part of the proposal. Transportation Services is requesting approval to close Commissioners Street from Cherry Street to 120 metres east of Don Roadway from October 30, 2019 to May 16, 2022. The exceptions are sections of roadway providing access to properties at 39 Commissioners Street and 275 Cherry Street. The closure of these sections is deferred pending transfer of ownership and alternate access agreement with the property owners respectively. Transportation Services is also requesting approval to close a section of Don Roadway from Villiers Street to Commissioners Street, from October 30, 2019 to May 16, 2022. Villiers Street, running parallel to Commissioners Street will serve as an alternate route during the closure period. In order to accommodate the additional traffic, Villiers Street will also have operational changes implemented.

Transportation Services is recommending designation of an accessible loading zone on the west side of Russett Avenue. The loading zone will provide curb-side access for Wheel-Trans vehicles picking up or dropping off patrons. The loading zone is required from 8:00 a.m. to 7:00 p.m., Monday to Friday. Lane Designation and Parking Amendments - The Esplanade at Yonge Street
As the Toronto Transit Commission (TTC) operates a transit service on The Esplanade, City Council approval of this report is required. In order to improve TTC operations, clearly define lane usage and mitigate any potential vehicular conflicts, Transportation Services is recommending that the southerly westbound lane on The Esplanade at Yonge Street be designated for westbound left turns only, and that the westbound curb lane be designated for straight through and right turns only. In addition, Transportation Services is recommending that standing be prohibited at all times on the north side and parking be prohibited at all times on south side of The Esplanade, between Yonge Street and Scott Street, to deter parking and improve traffic flow.
