Construction Staging Area Time Extension - 462 Eastern Avenue
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. 462 Developments Inc. is building an eight-storey condominium with a total of 286 units at 462 Eastern Ave. The site is located on the north side of Eastern Avenue, between Logan Avenue and Booth Avenue. The north sidewalk and westbound curb lane of Eastern Avenue, from the west side of Logan Avenue to the east side of Booth Ave, are closed to accommodate construction staging operations for the development. In addition, the west sidewalk and a portion of the southbound lane on Logan Avenue is closed, from Eastern Avenue to a point 90 metres north. Toronto and East York Community Council, at its meeting on December 3, 2019, approved the construction staging areas on Eastern Avenue and Logan Avenue from December 2, 2019 to March 31, 2022. The developer has requested an extension of the duration of the construction staging areas on Eastern Avenue and Logan Avenue, in order to complete the construction of the development. Based on the information provided by the developer, the site has experienced a number of construction delays due to COVID-19 and inclement weather. Transportation Services is requesting authorization to extend the duration of the construction staging areas on Eastern Avenue and Logan Avenue until September 1, 2022 in order to complete the construction of the development.
The Toronto and East York Community Council: 1. Authorized the continuation of the closure of the north sidewalk and westbound curb lane of Eastern Avenue, from the west side of Logan Avenue to the east side of Booth Ave, from April 22, 2022 to September 1, 2022. 2. Authorized the continuation of the closure of the west sidewalk and a 3 metre-wide portion of the southbound lane on Logan Avenue from Eastern Avenue to a point 90 metres further north, from April 22, 2022 to September 1, 2022. 3. Directed the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 4. Port Lands Flood Protection and Enabling Infrastructure - Construction Staging Time Extension
As the Toronto Transit Commission (TTC) operates a transit service on Commissioners Street, City Council approval is required. The TTC service has been rerouted along Villiers Street and Saulter Street South. Waterfront Toronto, City of Toronto, Toronto and Region Conservation Authority (TRCA) and the Toronto Port Lands Company (TPLC) have developed the Port Lands Flood Protection Project (PLFPP) to protect the Lower Don Lands and adjacent areas from potential loss of life and costly flood damage associated with a flood event, while triggering economic development. The solution involves creating two additional outlets for the Don River, which ultimately will be surrounded by new parks, green space and public realm enhancements. Several roads within the Port Lands area will be impacted. City Council, at its meeting on November 26, 2019, authorized a full closure of Commissioners Street, from Cherry Street to 120 metres east of Don Roadway from October 30, 2019 to May 16, 2022; and a full closure of Don Roadway, from Villiers Street to Commissioners Street, from October 30, 2019 to May 16, 2022. Waterfront Toronto has requested an extension of the duration of the road closures on Commissioners Street and Don Roadway, in order to complete the road reconstruction. Based on the information provided by Waterfront Toronto, the site has experienced issues with poor soil conditions and design approvals for utility relocations and enhancements, resulting in construction delays. Transportation Services is requesting authorization to extend the duration of the full closure of Commissioners Street and Don Roadway until May 31, 2023 and August 31, 2024, respectively.

Parking Amendments - High Park Avenue
As the Toronto Transit Commission (TTC) operates a transit service on High Park Avenue, City Council approval of this report is required. Transportation Services is recommending that stopping be prohibited on the west side of High Park Avenue, in the vicinity of High Park Subway Station driveway loop. The proposed amendment will deter vehicles from parking/stopping on the west side of High Park Avenue, just south of the High Park Subway Station driveway loop, improving maneuverability and sight lines for TTC buses turning between High Park Avenue and the driveway.
The Toronto and East York Community Council recommends that: 1. City Council amend the existing parking prohibition in effect from 7:00 a.m. to 9:00 a.m., Monday to Friday, except public holidays on the west side of High Park Avenue between Bloor Street West and Humberside Avenue to be in effect from 7:00 a.m. to 8:00 a.m. daily, between Bloor Street West and a point 59.1 metres further north. 2. Parking Amendments - Woodfield Road
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending that the existing parking prohibition, from 8:00 a.m. to 6:00 p.m., Monday to Friday, on the west side of Woodfield Road, north of Queen Street East, be rescinded. The proposed amendment will add about nine parking spaces on the west side of Woodfield Road, north of Queen Street East. During the course of the investigation, it was noted that there is a discrepancy between the posted signs and the existing parking regulations. Recommendation 2 will correct this inconsistency.

Encroachment Agreement - 60 Mill Street
This staff report is about a matter for which Community Council has delegated authority from City Council to make a final decision. Transportation Services has reviewed an application to construct an encroachment within the public right-of-way at 60 Mill Street. The encroachment consists of a private sanitary control manhole which is in contravention of City of Toronto Municipal Code Chapter 743, Streets and Sidewalks, Use Of. The purpose of this report is to request authority to enter into an encroachment agreement with the property owner to permit the construction of the private maintenance manhole within the City's right-of-way on Trinity Street, subject to conditions.
The Toronto and East York Community Council: 1. Traffic Calming (Speed Humps) - Elmsdale Road
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services has reviewed the need for traffic calming (speed humps) on Elmsdale Road, between Donlands Avenue and O'Connor Drive. The assessment indicates the warrant criteria as set out in the City of Toronto's Traffic Calming Policy has not been satisfied. Therefore, staff do not recommend the installation of speed humps on Elmsdale Road.

The assessment indicates the warrant criteria as set out in the City of Toronto's Traffic Calming Policy has not been satisfied. Users of the Early Learning Centre at 17 High Park Avenue expressed concerns about vehicles that remain in the pick-up / drop-off spot in the mornings. Transportation staff have provided the below recommendations.

All-Way Stop at St. Mark’s Road and Humbercrest Boulevard
Stop signs currently exist for north and south bound motorists navigating through the intersection. The St. Mark's Road and Humbercrest Boulevard intersection was reviewed by Transportation Engineers in 2013 and 2019. Bollard Installation - 10 Earlscourt Avenue
Over the past year, I have heard from residents across Ward 9 (Davenport) requesting bollard installations and replacements on account of safety concerns. Bollards act as both a physical and visual barrier, protecting people and property from damage without impeding the public right of way. In the case of 10 Earlscourt Avenue, the homeowner is concerned about property damage as vehicles enter the laneway. Commonly used applications such as signage and traditional police enforcement have been ineffective and do not provide enough of a deterrent against potential vehicle impact. As a result, I am recommending the installation of rigid, impact resistant, fixed-in-place bollards at the following locations to protect property and enhance community safety.

At the February 2022 meeting of Toronto East York Community Council authorized the installation of speed bumps in Cosmos Nature Lane, bounded by Bloor Street West, Margueretta Street, Wallace Avenue and Brock Avenue (TE31.96). Realignment of Permit Parking on Hillsdale Avenue West to exclude the development address of 2112-2114 Yonge Street
I am writing to respectfully request that the development at 2112-2114 Yonge Street be excluded from the permit parking program, specifically from neighbouring Hillsdale Avenue West. This exclusion would ensure that current permit holders have sufficient parking space, as the issuance of parking permits following this development would negatively impact the already limited supply of parking spaces on Hillsdale Avenue West. Moreover, this action would prohibit the General Manager, Transportation Services, from accepting applications from residents of, visitors to, and tradespersons at the subject development property. Residents have reported to my office that it is difficult to find a parking space close to home. As such, my office has worked closely with the Oriole Park Association (OPA), the South Eglinton Davisville Residents' Association (SEDRA) and City staff in coming up with this recommendation.

Chester Hill Road and Lookout - Update
Chester Hill Road is a residential street in East York which dead ends to the west at the Chester Hill Lookout. In 2019, I held a site visit with City staff and residents and moved a motion to address safety concerns which were brought to my attention. I have since been working with local residents to have speed humps and a CCTV camera installed as well as road design improvements. The CCTV camera was installed several months ago but remains unconnected and non-functional. City staff also have not provided an update on the street redesign since the 2019 site visit. I am writing today to request an update on these initiatives.
