Construction Staging Area Time Extension - 81 Wellesley Street East
As the Toronto Transit Commission (TTC) operates a transit service on Wellesley Street East, City Council approval of this report is required. Aragon Properties Ltd. is constructing a 28-storey residential condominium building at 81 Wellesley Street East. The site is located the south side of Wellesley Street East, between Church Street and Jarvis Street. The sidewalk, bike lane and a portion of the eastbound lane on the south side of Wellesley Street East fronting the site are currently closed to accommodate construction staging operations for the development. City Council, at its meeting on April 24, 25, 26 and 27, 2018, approved the subject construction staging area on Wellesley Street East, from May 1, 2018 to May 1, 2019. Transportation Services is requesting approval to extend the duration of the construction staging area on Wellesley Street East for an additional 24 months (i.e. from May 16, 2019 to April 30, 2021) in order to complete the construction of the development. The developer has requested an extension of the duration of the construction staging area on Wellesley Street East, in order to complete the construction of the development. Based on the information provided by the developer, site has experienced a number of construction delays due to inclement weather, equipment breakdown, and site logistics due to size of the site and limited available space to manoeuver equipment.
The Toronto and East York Community Council recommends that: 1. City Council approve the continuation of the closure of the south sidewalk on Wellesley Street East, between a point 34 metres east of Church Street and a point 19.5 metres further east, from May 16, 2019 to April 30, 2021. 2. City Council approve the continuation of the closure of the bike lane and a portion of the eastbound curb lane on the south side of Wellesley Street East, between a point 11 metres east of Church Street and a point 68.5 meters further east and the provision of a temporary pedestrian walkway within the closed lane, from May 16, 2019 to April 30, 2021. 3. City Council direct the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 4. City Council direct the applicant to continue providing and installing public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 5. City Council direct the applicant to continue sweeping the construction site daily and nightly, or more frequently as needed to be cleared of any construction debris and made safe. 6. Realignment of Permit Parking Area 3J to exclude the development located at 871 - 899 College Street
Transportation Services is requesting approval from City Council to prohibit the General Manager from accepting applications from residents of, visitors to, and tradespersons at the development properties municipally known as 871 - 899 College Street from residential on-street permit parking. Transportation Services has assessed the realignment of permit parking area 3J and the exclusion of the development property located at 871 - 899 College Street as requested by Toronto and East York Community Council, Item TE4.83, on March 19, 2019. Transportation Services is recommending approval of the exclusion as it will not impact negatively on College Street and neighbouring residents.

As the Toronto Transit Commission (TTC) operates a transit service on Coe Hill Drive, City Council approval of this report is required. Transportation Services is requesting approval to implement a designated on-street accessible loading zone, in front of the main entrance to Annette Street Public School, located on the north side of Jennings Avenue. Road Alteration - O'Connor Drive and St. Clair Avenue East
In support of the Vision Zero Road Safety Plan, Transportation Services is requesting approval to alter the roadway at the intersection of O'Connor Drive and St. Clair Avenue East in order to improve safety and accessibility for pedestrians. The alterations would include the removal of the westbound right-turn channel to allow for the installation of Accessible Pedestrian Signals (APS) at the intersection, the introduction of a dedicated westbound right-turn lane, as well as curb radii reductions at both the northeast and northwest corners. The alterations would also enhance safety for cyclists through the installation of a left turn bike box on the northwest side of O'Connor Drive. As the Toronto Transit Commission (TTC) operates bus service on O'Connor Drive and St. Clair Avenue East, City Council approval of this report is required.
The Toronto and East York Community Council recommends that: 1. City Council authorize the alteration of the intersection of O'Connor Drive and St. Clair Avenue East, including removal of the westbound right-turn channel, designation of a westbound right-turn lane, reduction of the curb radius at the northeast and northwest corners, removal of a westbound bus lay-by and installation of various cycling infrastructure improvements, generally as shown on Drawing 421G-3036, dated February 2019, included in the report (April 24, 2019) from the Director, Transportation Services, Project Design and Management. 2. Parking Amendments - Ripley Avenue

The purpose of this report is to prohibit parking on the north side of Ripley Avenue, between South Kingsway and a point 63 metres east. Residents brought a petition to the Councillor's office to prohibit parking in this area, as their section of the roadway is too narrow, especially in winter, with parking on both sides of the street.

Parking Amendments - Warren Crescent
As the Toronto Transit Commission (TTC) operate a transit service on Warren Crescent, City Council approval of this report is required. Transportation Services is requesting approval to rescind the alternate-side parking regulation on Warren Crescent, between Varsity Road and Crosby Avenue, and provide parking on the east and south sides of the street at all times. Parking Amendments - Heath Street West
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is requesting approval to increase the current parking prohibition on the south side of Heath Street West from a point 21.6 metres east of Deer Park Crescent to a point 34.7 metres further east. This is in response to multiple instances where a parked vehicle would partially block the driveway access for residents between 67 and 71 Heath Street West. This proposal will improve driveway access for residents in the area and will result in the loss of one parking space.

Transportation Services is requesting approval to extend the existing pick-up/drop-off area on the north side of Lonsdale Road in order to provide additional short-term parking opportunities for parents/guardians to escort their children to and from the Grace Church Daycare (No. 300 Lonsdale Road). Parking Amendments - Parkwood Avenue
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is requesting approval to implement a "No Stopping Anytime" regulation on the west side of Parkwood Avenue, fronting the entrance to the condominium complex at No. 6 Parkwood Avenue. Speed Hump Poll Results - Delisle Avenue

Proposed Relocation of On-Street Electric Vehicle Charging Stations - Wellington Street West

Transportation Services, working with Toronto Hydro, is in the midst of implementing the placement of electric vehicle charging stations associated with the On-Street Electric Vehicle Charging Stations - Pilot Project. In doing so, it was determined that the two Community Council approved locations on the south side of Wellington Street West, east of Clarence Square be shifted the equivalent of one parking space (i.e. 5.5 metres) further to the east to where the charging infrastructure would be better suited to facilitate an easier connection to the underground electrical power source. Downtown Yonge BIA 2019 Parklets Program
The Downtown Yonge Business Improvement Area (DYBIA) is proposing a parklet and greening project within the limits of existing street parking spaces along the south side of Elm Street, between Yonge Street and Bay, beginning in May 2019. Parklets are sidewalk extensions that provide space and amenities for residents and visitors to stop, sit, and rest while taking in the activities of the street. This particular installation was piloted for the last two years, and enhanced the general pedestrian and retail experience on Elm Street. Over the years, t- Downtowhe project has been supported by local businesses, Toronto Parking Authority, and has been well-received by the community. All costs and insurance requirements associated with the parklets are to be borne by the DYBIA and its agents.

Waiving Fee for Hello Seaton Street Event
Residents in Cabbagetown South have come together to organize Hello Seaton Street - a street event to encourage neighbours to get to know one another, promote a sense of inclusivity and sharing among the community. It is a significant step towards making Seaton Street more safe and inviting. Residents hope that this event will contribute to a more positive perception of their neighbourhood. The community has expressed a lack of social cohesion and bonds, as there are limited opportunities for neighbours to come together locally and there have been challenges with litter and hazardous waste improperly disposed. These and other issues have made the street feel unsafe. Neighbours have expressed that these challenges have made it uncomfortable for them to idle outdoors talking to one another or spend time in their front yards. Residents have initiated this street event in the hopes of starting longer-term, positive change. Hello Seaton Street is a local, volunteer-organized street event that will be open to all, with no fee to participate. Toronto and East York Community Council is being asked to waive the user fees for street events, as a means to support this important local community event. As the local Councillor, I can personally attest to the residents' commitment to promoting active citizenship, greater civic engagement for all and the strengthening of community bonds.

Follow-up to the Avenue Road Corridor Safety Review
The Avenue Road corridor between St. Clair Avenue West and Bloor Street West has been identified by residents as one of concern for pedestrian safety, which led to the 2017 Corridor Safety Review (TE27.48) by Transportation Services. Staff recommendations from the report led to some changes, including a pilot project at the existing School Safety Zone near Brown Junior Public School, but concerns over pedestrian safety remained. This led a number of community organizations and stakeholders to come together and create the 'Avenue Road Safety Coalition' with the aim of improving pedestrian safety along the corridor. The Coalition has reached out to our offices and we have been working together toward addressing many of the issues identified with Transportation staff. Please see the attached recommendations for your consideration.
The Toronto and East York Community Council directed: 1. Transportation Services to conduct a comprehensive intersection safety review at all intersections along the Avenue Road corridor between St. Clair Avenue West and Bloor Street West, with specific focus on Avenue Road and St. Clair Avenue West, Avenue Road and Dupont Street, and Avenue Road and Davenport Road, including but not limited to: a. Reviewing all intersections for leading pedestrian interval (LPI) installation; b. Investigating the feasibility of restricting right-turn movements on red traffic signals at the intersections of Avenue Road and Davenport Road, and Avenue Road and St. Clair Avenue West; c. Realignment of Permit Parking Area "5E" to exclude 33 Yorkville Avenue
The exclusion of the development located at 33 Yorkville Avenue from the 5E permit parking area is a means to ensure that current permit holders have sufficient parking space. The issuance of parking permits to residents of these developments would negatively impact on the already limited supply of parking spaces. Councillor Layton is requesting approval from Toronto and East York Community Council to prohibit the General Manager from accepting applications from residents of, visitors to, and tradespersons at the subject development property. Residents have reported that it is difficult to find a parking space close to home. The area cannot absorb the potential influx from another development.

Broadview and Danforth Intersection Safety Review
The intersection of Broadview and Danforth is a busy intersection used by pedestrians, cyclists, cars and TTC streetcars daily. Immediately north of the intersection is Broadview Subway Station and to the west is the Bloor Viaduct. The intersection is busy with pedestrian and vehicular traffic throughout the day. Residents have expressed concerns about the safety of this intersection, particularly during the afternoon rush hour period, when eastbound traffic becomes backed up across the viaduct as drivers try to turn left to go north on Broadview Avenue.
The Toronto and East York Community Council: 1. Requested Transportation staff study eastbound, left-turning traffic at the intersection of Broadview Avenue and Danforth Avenue and report back with their findings to Toronto and East York Community Council at their meeting on September 16, 2019. 2. Traffic Calming on Milverton Boulevard
Milverton Boulevard is a two-way residential street north of Danforth Avenue. Residents along Milverton Boulevard are concerned about vehicles speeding along their street and they have submitted a petition in favour of installing traffic calming on Milverton Boulevard between Greenwood Avenue and Linsmore Crescent. I will also be circulating a ballot to the residents along this section of Milverton Boulevard to gauge their support for speed hump installation.

Villiers Street, in the Portlands, is an important site for jobs and employment in the East End. However due to a lack of parking regulations there is an issue with long-term parking and storage of vehicles. Implementing pay-and-display on Villiers will ensure that businesses have spots and cut down on long-term parking. I am asking you to support this request.

Parking Amendments - Danforth Avenue
Businesses from the Danforth have been in touch with my office requesting help in dealing with a problem of driveways that are consistently blocked. Transportation Services has provided language to install No-Parking signs around the driveways to make it clear and obvious to cars that they cannot park there. This will not impact parking on the Danforth as it will only cover the driveway entrance. In order to move this change forward quickly I am asking that you support the recommendations in my letter, which have been provided by Transportation Services.

City Council prohibit parking at all times on the north side of Danforth Avenue, between a point 47.5 metres east Playter Boulevard and a point 3 metres further east. 2. Heritage Evaluation of 245 Logan
245 Logan was one of the first Dominion Stores in Canada and is on property that was earlier owned by Samuel Sewell, a patriarch of Leslieville's black community, who escaped slavery in Virginia to found a thriving community of refugees around the corner of Logan and Queen. It is also attached to 889-893 Queen Street East, which were identified as being of potential heritage significance in the Leslieville Urban Design Guidelines. Changes to this property would have potential impacts on the conjoined buildings above and beyond any impacts just on the property.

Traffic Calming - St. Clarens Avenue between Dupont Street and Lappin Avenue
On September 6, 2017, Toronto and East York Community Council adopted, as amended, Item TE26.106 entitled "Traffic Calming (Speed Humps) - St. Clarens Avenue" and, in doing so, authorized the installation of traffic calming on St. Clarens Avenue, between Dupont Street and Lappin Avenue, subject to a favorable poll of residents. The speed hump poll on the section of St. Clarens Avenue was conducted in December 2017. Based on the poll results, the minimum response rate of (50% + 1) was not reached; however, of the residents that responded, the majority supported the idea of having speed humps installed on St. Clarens Avenue. Given the negative poll results, speed humps were not installed at the time. Residents continue to contact my office to this day with concerns over speeding on St. Clarens Avenue and are asking that speed humps be installed on their street in order to improve safety. Given the previous poll results (majority resident support), I am requesting to have speed humps installed on St. Clarens Avenue by way of this motion. In early April 2019, I sent a letter to St. Clarens Avenue residents informing them of my intention to proceed with having speed humps installed on their street. To date, feedback has been positive and in support of having speed humps installed on St. Clarens Avenue, between Dupont Street and Lappin Avenue.

The intersection of Pape and Danforth is a busy intersection used by pedestrians, cyclists, cars and TTC busses daily. Immediately north of the intersection is Pape Subway Station, which recently had a traffic light installed. Residents have expressed concerns about the safety of these two intersections, and in particular the way the two traffic lights operate together. Transportation Services is undertaking a review of the two intersections. I am asking that the review be brought to Community Council to ensure that the community has the opportunity to give feedback.
