To obtain Toronto and East York Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.
The Toronto and East York Community Council: 1. Designated part or those parts of the private road or roads shown on the site plans filed with the Fire Chief and General Manager, Fire Services in respect of the municipal addresses set out below, as fire routes pursuant to Municipal Code Chapter 880 - Fire Routes - 2 Secord Avenue and 90 Eastdale Avenue 2. Authorized the Fire Chief and General Manager, Fire Services and the City Solicitor to take the appropriate action to make a designated Fire Route.

As the Toronto Transit Commission (TTC) operates a transit service on Yonge Street and Bloor Street West, City Council approval of this report is required. Mizrahi Developments is constructing a mixed-use development at 1 Bloor Street West. The site is located on the southwest corner of Yonge Street and Bloor Street West. The development will consist of an 8-storey high retail podium and an 86-storey high residential tower. Construction staging operations for the development currently take place within the road right-of-way on the south side of Bloor Street West and on the west side of Yonge Street. Phase 1 of construction involved excavation, piling and shoring operations and building to the ground level, which is nearing completion. City Council, at its meeting on October 2, 2017, authorized the subject construction staging areas from October 9, 2017 to October 31, 2019. Transportation Services is requesting authorization to extend the construction staging areas on Yonge Street and Bloor Street West for an additional ten months (i.e. from November 1, 2019 to August 31, 2020), in order to facilitate the construction of the 8-storey high podium (Phase 2).
The Toronto and East York Community Council recommends that: 1. City Council authorize the continuation of the closure of the west sidewalk and a 3 metre wide portion of the southbound curb lane on Yonge Street, and the provision of a temporary sidewalk in the curb lane, between Bloor Street West and a point 66 metres south, from November 1, 2019 to August 31, 2020. 2. City Council authorize the continuation of the closure of the south sidewalk and a 1.2 metre wide portion of the eastbound curb lane on Bloor Street West, and the provision of a temporary sidewalk in the curb lane, between Yonge Street and a point 49 metres west, from November 1, 2019 to August 31, 2020. 3. City Council direct the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 4. City Council direct the applicant to continue providing and installing public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 5. Construction Staging Area Time Extension - 53 Ontario Street
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. Bel-East Corp. is constructing a 25-storey residential condominium building at 53 Ontario Street. The sidewalk and southbound curb lane on the east side of Ontario Street abutting the site are closed to accommodate construction staging operations for the development. Toronto and East York Community Council, at its meeting on September 6, 2017, authorized the subject construction staging area from September 13, 2017 to November 1, 2019. Transportation Services is requesting authorization to extend the duration of the construction staging area on Ontario Street for an additional eight months (i.e. from November 2, 2019 to June 30, 2020) in order to complete the construction of the development. The developer has requested an extension of the duration of the construction staging area on Ontario Street, as the site has experienced a number of construction delays due to inclement weather, equipment malfunction and delay to relocation of the overhead hydro wires fronting the site

Construction Staging - Port Land Flood Protection and Enabling Infrastructure Project
As the Toronto Transit Commission (TTC) operates a transit service on Commissioners Street, which is being rerouted along Villiers Street and Saulter Street South, City Council approval is required. Waterfront Toronto, City of Toronto, Toronto and Region Conservation Authority (TRCA) and the Toronto Port Lands Company (TPLC) have developed the Port Lands Flood Protection Project (PLFPP) to protect the Lower Don Lands and adjacent areas from potential loss of life and costly flood damage associated with a flood event, while triggering economic development. The solution involves creating two additional outlets for the Don River, which ultimately will be surrounded by new parks, green space and public realm enhancements. Several roads within the Port Lands area will be impacted. Ellis Don, a contractor hired by Waterfront Toronto, has submitted a proposal to implement PLFPP for the Lower Don Lands. An increase in the elevation of Commissioners Street by two metres is part of the proposal. Transportation Services is requesting approval to close Commissioners Street from Cherry Street to 120 metres east of Don Roadway from October 30, 2019 to May 16, 2022. The exceptions are sections of roadway providing access to properties at 39 Commissioners Street and 275 Cherry Street. The closure of these sections is deferred pending transfer of ownership and alternate access agreement with the property owners respectively. Transportation Services is also requesting approval to close a section of Don Roadway from Villiers Street to Commissioners Street, from October 30, 2019 to May 16, 2022. Villiers Street, running parallel to Commissioners Street will serve as an alternate route during the closure period. In order to accommodate the additional traffic, Villiers Street will also have operational changes implemented.
The Toronto and East York Community Council recommends that: 1. City Council authorize the temporary full closure of Commissioners Street to all road users from a point 37 metres east of Cherry Street to the west curb line of Munition Street, and from the east curb line of Munition Street to a point 120 metres east of Don Roadway, from October 30, 2019 to May 16, 2022. 2. City Council authorize the temporary full closure of Commissioners Street to all road users between the west curb line of Munition Street and the east curb line of Munition Street, from the later of the date that the ownership of 39 Commissioners Street has been transferred to Waterfront Toronto or the City and the date that 39 Commissioners Street has been fully vacated to May 16, 2022. 3. City Council authorize the temporary full closure of Commissioners Street to all road users from the east curb line of Cherry Street to a point 37 metres east further, from the date an access agreement with access terms acceptable to the General Manager of Transportation Services has been fully executed between Waterfront Toronto and the owner of the property at 275 Cherry Street to May 16, 2022. 4. City Council authorize the temporary full closure of Don Roadway to all road users from the south curb line of Villiers Street to the north curb line of Commissioners Street, from October 30, 2019 to May 16, 2022. 5. Accessible Loading Zone - Matilda Street
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is recommending designation of an on-street accessible loading zone on the north side of 50 Matilda Street, west of Munro Street. The establishment of an accessible loading zone will provide unimpeded curbside access for residents with accessibility needs to embark and disembark from TTC Wheel-Trans vehicles.
The Toronto and East York Community Council: 1. Designated an accessible loading zone to operate at all times on the north side of Matilda Street, between a point 30.5 metres west of Munro Street and a point 12 metres further west. 2. Rescinded the existing standing prohibition in effect at all times on the north side of Matilda Street, between a point 35 metres west of Munro Street and a point 7.5 metres further west.

Accessible Loading Zone - Woodmount Avenue
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is recommending designation of an on-street accessible loading zone on Woodmount Avenue. The establishment of an accessible loading zone will provide unimpeded curbside access to TTC Wheel-Trans service for a local resident.

Transportation Services has assessed an appeal for Commercial Boulevard Parking (CBP) from the owner of 170 Bedford Road. Commercial boulevard parking at this location is not recommended because on-street metered parking is in effect along the street fronting the proposed parking stalls. This report seeks City Council's approval to exempt the applicant from the parking requirement specified in Chapter 200.5.10.1.(1), By-law 569-2013 to provide 17 commercial parking spaces. The applicant is unable to accommodate parking on site and has requested approval to provide the parking at an off-site location in the vicinity of the subject property at 55 Howard Park Avenue, or to provide a Payment-in-Lieu of Parking to the City which amounts to $34,587.50 per space, for any parking that cannot be secured off-site to the satisfaction of Transportation Services. At its meeting on June 25, 2019, Toronto and East York Community Council directed Transportation Services to review and implement temporary safety improvements on Power Street, between Adelaide Street East and Richmond Street East, prior to signal installation in 2021. The harmonized by-law for cafés, parklets, and marketing displays requires seasonal removal of parklets and parklet cafés from November 15 to April 14 annually. Year-round installation of parklets is addressed on a case-by-case basis to allow for continued monitoring and observation of operations and maintenance of parklets in winter weather and any impacts on municipal snow removal operations. Parklet cafés and parklets were initially implemented on King Street and Duncan Street in 2018 and were permitted to operate year-round through the winter of 2019.
The Toronto and East York Community Council recommends that: 1. This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws. Transportation Services is reporting on the results of the traffic calming poll undertaken on Kendal Avenue, between Dupont Street and Wells Street. The poll provided a response rate of less than the 50 percent plus one ballot required by the traffic calming policy to confirm that there is a favourable consensus in the community to install speed humps on the subject section of Kendal Avenue. Accordingly, continuing the process to install speed humps on Kendal Avenue, between Dupont Street and Wells Street, is not recommended.
The Toronto and East York Community Council: 1. Authorized the installation of traffic calming (speed humps) on Kendal Avenue, between Dupont Street and Wells Street. 2. To the Chair and Members of Toronto East York Community Council: I am asking for your support on two issues that have a very real impact on residents in Beaches-East York every day: parking pad permissions and the need to access electric vehicle charging infrastructure on residential streets. As you know, the City's parking pad bylaw contains varying standards and requirements within the Toronto-East York Community Council boundary. Currently the rules surrounding parking pad permissions in Ward 19 are complicated and confusing for residents. We also know that we have a real challenge with building out infrastructure for electric vehicle charging, particularly for residents relying on on-street parking. The recommendations before you are meant to help us make meaningful progress on improving parking pad rules and building out EV infrastructure. First, they make the parking pad rules consistent across Ward 19. They do not introduce any new or previously unused site-related standards for getting a parking pad. They maintain the important, clear requirements protecting trees, minimizing storm water management impacts, and prioritizing access to on-street parking. The recommendations also begin developing a strategy to include EV charging infrastructure as a requirement for receiving parking pad permissions. This would only be in Ward 19. I have been working with staff to look at two implementation models. Short-term, the strategy will look at requiring a private EV charging station as a condition for receiving parking pad permission. Long term, the strategy will look at how parking pad applicants, along with the annual fee contributions, could be used to contribute to infrastructure to be used by vehicles on-street. There is rarely a perfect solution to meeting the many, sometimes competing needs of our residents. I believe these recommendations make important steps delivering better, consistent service to Beaches-East York residents, and even more importantly, helping us meet our city's increasingly critical climate goals.
The Toronto and East York Community Council: 1. Referred the item and all amendments considered by the Community Council, to the General Manager, Transportation Services, in consultation with City Planning; Toronto Water; Office of Environment and Energy; and Urban Forestry, and requested a report back to the February 5, 2020 Toronto and East York Community Council meeting on the following: a. right-of-way management; b. capacity of Toronto's electricity system; c. tree canopy; d. stormwater management; e. urban design; f. pedestrian safety; g. staff resources required to monitor the use of parking pads to ensure that they are only used by an electric vehicle.

City Council amend City of Toronto Municipal Code Chapter 918, Parking on Residential Front Yards and Boulevards, by deleting the phrase: "30 and 31" from § 918-5B and inserting the phrase: "and 30"; 2. City Council amend City of Toronto Municipal Code Chapter 918, Parking on Residential Front Yards and Boulevards, by inserting a new § 918-7.12 as follows: § 918-7.12 Wards 31 and 32 A. Despite any other provisions in this chapter, § 918-8C(2) and (3) do not apply to an application for front yard parking and/or to an application for a license to park on any portion of a boulevard where the application is for a residential property located within the area of the former City of Toronto in Ward 32 or within the area of the former City of Toronto in Ward 31 where: 1. a. The application is for a front yard parking pad adjacent to an existing mutual driveway which has a width of less than 2.2 metres measured at the narrowest point; or b. Additional ramping is not required or, if any additional ramping is required, there is no loss of an on-street permit parking space; and 2. The property meets all other requirements of this chapter. Despite any other provisions in this chapter, § 918-9D and E do not apply to a front yard parking pad in the area of the former City of Toronto in Ward 32 or in Ward 31 where any additional ramping is not required. 3. City Council authorize the direct and appropriate staff to take the necessary steps to give effect the Council's decision, including the introduction in Council of any bills that may be necessary to give effect to Council's decision. 4. City Council request the General Manager, Transportation Services, in consultation with the Chief Financial Officer and Treasurer, to develop a strategy to introduce a requirement for all new front yard parking pads approved under Chapter 918 in the former City of Toronto in Wards 31 and 32 to include electric vehicle charging outlets, including strategies for a payment in lieu of the installation of such charging outlets, and options for creating a City of Toronto Electric Vehicle Charging Infrastructure Fund with the ability to direct payments to this fund, and report back to the relevant standing committee in Q2 2020.

The property at 167 Queen Street East has been identified through the ongoing work of the King-Parliament Secondary Plan as having the potential to hold cultural heritage value under the Ontario Heritage Act. The property owner has applied under the Building Code Act to demolish the building. The Toronto Preservation Board will consider a report from the Senior Manager, Heritage Preservation Services, City Planning, entitled: "Inclusion on the City of Toronto's Heritage Register - 167-185 Queen Street East and Intention to Designate under Part IV, Section 29 of the Ontario Heritage Act - 167 Queen Street East" at its meeting on November 12, 2019. The intent of this motion is to direct staff to report directly to the November 26, 2019 Council City meeting so that Council has an opportunity to consider City Planning's recommendations on the property, with respect to the Ontario Heritage Act, prior to the issuance of a demolition permit for the subject property under the Building Code Act.
