Traffic Calming - Scadding Avenue, between Princess Street and Hahn Place, and Speed Limit Reduction on Scadding Avenue, between Lower Sherbourne Street and Hahn Place
My office has been working with residents and the St Lawrence Neighbourhood Association around road safety in their neighbourhood. We have heard from local residents that this neighbourhood and the surrounding area experiences a high volume of pedestrian traffic associated with Parliament Square Park, Princess Street Park, David Crombie Park (Playground and Basketball Court). This neighborhood also has a school, daycare, community centre and old age building. Motorists are seen speeding on the subject street, and it is used as a cut through to bypass The Esplanade, between Lower Sherbourne Street and Berkeley Street/ Hahn Place. In a residential area like this one, these are concerns I take seriously. During the investigation, Transportation Services discovered a discrepancy between the by-lawed traffic regulation and the connecting roadways on Scadding Avenue. Recommendation 2 will resolve this inconsistency. My recommendations are intended to address ongoing residents' concerns regarding traffic safety on Scadding Avenue between Princess Street and Hahn Place by implementing traffic calming measures, including speed humps and reducing the posted speed limit to 30 kilometers per hour.

Adding Seating on Streetscapes in Ward 11
More than half the residents of Ward 11 do not have private motor vehicles and depend on active transportation and public transit. This includes a high concentration of seniors. The Ward Councillor has worked with the Toronto Transit Commission (TTC) to increase the number of benches at subway stations in the Ward and other locations. However, there remains a serious lack of seating along streetscapes in Ward 11, including in areas where local businesses wish to encourage increased pedestrian traffic.

Annex Intersections Safety Study
There are two wide, non-standard, offset intersections in the Annex that create chronic dangers for pedestrians: St. George Street at Bernard Avenue, and Kendal Avenue at Walmer Road. Both are heavily used, including by many children on the way to school. The Annex Residents Association has requested a study of opportunities to improve pedestrian safety at these intersections, for example, with pedestrian bump outs or similar mechanisms to right size traffic lane width and to encourage drivers to stop at the intersections.

Mount Pleasant Sidewalk Study

Rowanwood Watermain Construction - Temporary Permit Parking on Mathersfield Drive and Chestnut Park
The Rowanwood Watermain replacement is a major construction project. Parking restrictions to safely accommodate the construction on Rowanwood Avenue and surrounding streets will temporarily displace residential permit parking. To mitigate the impact on residents with valid street parking permits, Engineering and Construction Services in consultation with Transportation Services recommends permit parking be implemented on a temporary basis on nearby streets, including Mathersfield Drive and Chestnut Park, where existing parking regulations can be adjusted to accommodate displaced permit holders. At its meeting of May 28, 2026 City Council adopted Item TE33.58 which provided authorization for Toronto and East York Community Council to temporarily implement permit parking on Mathersfield Drive, between Pricefield Road and the Mathersfield Drive east leg and on Chestnut Park, between Roxborough Street East and Thornwood Road, exempt from the petition and polling requirements of subsection 925 of City of Toronto Municipal Code 925, Permit Parking.

Yonge Streetscape Study
Because of its dense transit connections, Yonge Street is undergoing extreme intensification between Bloor Street and Summerhill, much of it with little parking. These developments assume that most new residents will shop in the neighbourhood by foot. However, the combination of rundown sidewalks, endless construction, and retail displacement/ empty storefronts have make Yonge Street much less attractive and pleasant for pedestrians than it was a few years ago. This area urgently needs a clear vision for an inspiring and attractive Yonge streetscape that can be progressively realized, comparable to the streetscape design prepared for Elm Street, 2025.TE27.30 .

Colborne Street Temporary Two Way Road Designation
The City is reconstructing Colborne Street between Leader Lane and Church Street, Colborne Lane and Leader Lane between King Street East and Wellington Street East. The current construction time table puts the totality of the work occurring until January 2027. To maintain local access and improve traffic flow during construction, staff is recommending that Colborne Street, between Scott Street and Leader Lane, be temporarily converted from a one-way westbound traffic operation to a two-way traffic operation.

Leader Lane - Traffic and Parking Amendments
The Omni King Edward Hotel (37 King Street East) and King Edward Private Residences (22 Leader Lane) are located adjacent to and have entrances onto Leader Lane, between King Street East and Colborne Street. Leader Lane is a public lane located next to these properties. It is signed to operate as one-way southbound and provides entrances to the hotel and residence on the west side. The following parking regulations are currently in effect on this section of Leader Lane: West side - A Commercial Loading Zone that operates at all times - The corner parking prohibitions at King Street East and at Colborne Street are signed with a standing prohibition at all times East Side - Stopping is prohibited at all times The Omni King Edward Hotel and King Edward Residences expressed concerns regarding parking on this section of Leader Lane and the lack of short-term delivery opportunities next to the property and in this area. I requested that the existing parking regulations on this section of Leader Lane be changed to facilitate a 20-minute Delivery Zone that will operate at all times. This Delivery Zone can be used by any motor vehicle undertaking delivery activities.
