Delivery Vehicle Parking Zone - Balliol Street
This staff report is about a matter that Community Council has delegated authority from City Council to make the final decision. Transportation Services is recommending the conversion of an existing advisory courier loading zone to an enforceable Delivery Vehicle Parking Zone on the north side of Balliol Street, east of Yonge Street. During the course of the investigation, it was noted that there is a discrepancy between the posted signage and the existing parking regulations on the south side of Balliol Street, between Yonge Street and Mount Pleasant Road (west intersection). Recommendations 5 and 6 in this report will correct this inconsistency.
The Toronto and East York Community Council: 1. Designated a Delivery Vehicle Parking Zone to be in effect at all times for a maximum period of 20 minutes, on the north side of Balliol Street, between a point 17.7 metres east of Yonge Street and a point 19.1 metres further east. 2. Ladysmith Avenue - School Bus Loading Zone
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending the designation of a school bus loading zone on the east side of Ladysmith Avenue, adjacent to Greenwood School, located at 24 Mountjoy Avenue, to provide a safe pick-up/drop-off area for students. This designation will result in loss of five on-street parking spaces on Ladysmith Avenue during the weekday, daytime periods.

Vehicle Width Restriction - Lane south of Davenport Road, east of Perth Avenue
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is seeking authority to prohibit vehicles greater than two metres in width from travelling the lane south of Davenport Road, east of Perth Avenue. Prohibiting vehicles which have a width of two metres or more from travelling on the subject lane section would be beneficial in reducing the incidence of damage to the adjacent private property.

Parking Amendments - Emily Street
This staff report is about a matter that Community Council has delegated authority to make a final decision. Transportation Services is recommending that standing be prohibited from Monday to Saturday on the west side of Emily Street, between King Street West and Wellington Avenue West. The proposed parking amendment will replace an existing parking prohibition and will improve traffic operations, traffic flow and sight lines exiting the various underground parking garages on this roadway. During the course of the investigation, it was noted that there is a discrepancy between posted signs and the existing parking regulations. Recommendations 1 and 4 will correct this inconsistency.

As the Toronto Transit Commission (TTC) operates a transit service on Dufferin Street, City Council approval of this report is required. As per conditions of approval for the development at 1141 Bloor Street West, 980 Dufferin Street and 90 Croatia Street, the installation of traffic control signals at the intersection of Dufferin Street and Croatia Street is required. The technical justification for the installation of traffic control signals is satisfied, therefore, the installation of traffic control signals on Dufferin Street and Croatia Street is recommended. 40 kilometres per hour Speed Limit on Major Arterial Roads
In our respective wards, Wards 4 (Parkdale-High Park), 9 (Davenport), 11 (University-Rosedale), 12 (Toronto-St. Paul's), 13 (Toronto Centre) and 14 (Toronto-Danforth), there are sections of arterial roads that are already 40 km/h due to the proximity to schools or because of the 2016 Council approval of the Road Safety Plan to reduce the number of road fatalities and serious injuries. However, there are still arterial roads that are 50 km/h. With staff support, we are looking to have all arterial roads, except Lake Shore Blvd, in our wards, be reduced to 40 km/h. The intent of this motion is to improve safety and provide consistency.
The Toronto and East York Community Council recommends that: 1. City Council authorize the reduction in the speed limit of all roads designated as major arterials that currently have a speed limit above 40 kilometres per hour down to 40 kilometres per hour within the confines of Ward 4 (Parkdale-High Park), Ward 9 (Davenport), Ward 11 (University-Rosedale), Ward 12 (Toronto-St. Paul's), Ward 13 (Toronto Centre) and Ward 14 (Toronto-Danforth), excluding Lake Shore Boulevard East, Lake Shore Boulevard West, Bayview Avenue and Don Valley Parkway/Bayview-Bloor Ramp located within the aforementioned Wards, excluding any major arterial roads that bound more than the Toronto and East York Community Council area, and excluding major arterial roads that bound Wards 10 (Spadina-Fort York) or 19 (Beaches-East York). 2. City Council amend City of Toronto Municipal Code Chapter 950, Traffic and Parking, generally as outlined in Attachment 1 to the revised letter (May 17, 2023) from Councillor Gord Perks. 3. City Council authorize and direct the appropriate City Officials to take the necessary action to give effect to City Council's decision, including the introduction in City Council of any and all Bills that may be required.

Parking and Traffic Regulations - 10 Armoury Street (New Ontario Court of Justice)
The Ontario government is opening a new courthouse in Toronto as part of its plan to modernize and improve access to the justice system. The fully accessible state-of-the-art courthouse will bring six Ontario Court of Justice (OCJ) criminal courts under one roof, including specialty courts, such as those for drug treatment, youth and mental health. Located at 10 Armoury Street, the new courthouse is bounded by Armoury Street, Centre Avenue and Chestnut Street. As part of this development, various on-street parking and traffic amendments have been proposed on these roadways in order to improve barrier free parking, curbside management and also to enhance safe traffic operations in this area. The following recommendation will address this matter.

I am writing to request your support in directing Traffic Operations Staff to install a speed hump on Winona Drive before the intersection with Earlsdale Avenue. Local residents and concerned parents reach out to both my office and Councillor Bravo's office, advising that this intersection should have additional traffic calming measures. There is a stop sign, but as this section of Winona Drive is one-way and downhill between Vaughan Road and St. Clair Avenue, there are many vehicles passing through - many of which fail to stop properly. At a site visit with concerned residents, my staff were informed that a speed hump prior to the intersection would be a start in getting adequate traffic calming measures at this intersection.
The Toronto and East York Community Council: 1. Waive the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed hump) on Winona Drive, between Holland Park Avenue and Earlsdale Avenue (north intersection). 2. Directed the City Solicitor to prepare a By-law to alter the roadway to install one speed hump on Winona Drive, between Holland Park Avenue and Earlsdale Avenue (north intersection), generally as shown on Drawing TC-145 dated May, 2023, from the Director, Traffic Management, Transportation Services.

No Stopping West Side of Logan Avenue south of Eastern Avenue
I have been contacted by a local businesses, a recording studio, who have been having persistent issues with their loading area being blocked. Their loading area is a legal boulevard parking spot that is often blocked by illegal parking. Transportation Services has provided language to change the regulations on this short stretch to "No-Stopping" which would ensure that this access is maintained. 100 College Street - Revising Heritage Designation Status
On August 7, 2020, the Senior Manager, Heritage Planning, Urban Design, City Planning, recommended that City Council include the property at 100 College Street (the University of Toronto's Banting Institute) on the City of Toronto's Heritage Register, and state its intention to designate the property at 100 College Street under Part IV, Section 29 of the Ontario Heritage Act. On September 16, 2020, Toronto East York Community Council deferred consideration of this recommendation until consideration of a rezoning application for this address, or consideration of the University of Toronto Secondary Plan, whichever came first. Since that time, the city has approved the University of Toronto Secondary Plan. In accordance with the Plan, the University is now seeking a development partner to build a major, much-needed, new life sciences innovation centre at this address. This centre will be a major economic asset for the city, creating thousands of jobs, and attracting top talent from around the world. The University of Toronto has satisfied me that it is not adviseable to designate 100 College Street under the Ontario Heritage Act, because designation would impede the financing and construction of this important new life sciences innovation centre. In addition, ERA Architects have provided a persuasive case that the building itself does not merit designation under the Heritage Act in terms of the 9 criteria specified in Ont. Reg. 9/06 for heritage value assessment. ERA advises that this building does not meet any of the 9 criteria. In particular, it is not the building in which Banting and Best made their world-changing discoveries, it was simply built and named in Banting's honour after the fact. Commemorating Banting and Best's discoveries is important, both to the city and to the University. Through the attached letter from President Gertler, the University has committed to work with the city on a commemoration plan that will highlight this legacy. To preserve a physical reminder of the imposing brick buildings that were built along this part of College Street in the 1930s, the University has also committed to incorporate the current 100 College St. door in an external display. For these reasons I am recommending the following.

This report reviews and recommends approval of an application to amend the Zoning By-law to permit a 12-storey mixed use building at 374-390 Dupont Street. The building is proposed to contain 256 dwelling units and 1,000 square metres of non-residential gross floor area.
The City Planning Division recommends that: 1. City Council amend the Official Plan, for the lands at 374-390 Dupont Street substantially in accordance with the draft Official Plan Amendment included as Attachment 6 to the report (May 5, 2023) from the Acting Director, Community Planning, Toronto and East York District. 2. City Council amend Zoning By-law 569-2013, for the lands at 374-390 Dupont Street substantially in accordance with the draft Zoning By-law Amendment included as Attachment 7 to the report (May 5, 2023) from the Acting Director, Community Planning, Toronto and East York District. 3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment or draft Zoning By-law Amendment as may be required. 4. Before introducing the necessary Bills to City Council for enactment, City Council require the owner to: a. submit a Functional Servicing and Stormwater Management Report for review and acceptance to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services; and b. submit a revised Rail Safety Report for review and acceptance to the satisfaction of the Director, Community Planning, Toronto and East York District. 5. City Council direct the Chief Planner and Executive Director, City Planning, in consultation with the local Ward Councillor and the City Solicitor, to continue to work with the applicant to explore an in-kind community benefit package pursuant to 37(6) of the Planning Act that includes: a. streetscape improvements on Dupont Street in the vicinity of the lands at 374-390 Dupont Street, including wider sidewalks, bump outs, street trees and similar public realm improvements; and b. public realm improvements that enhance the Dupont TTC Subway Station entrances at the northwest and southeast corners of Spadina Road and Dupont Street, including seating, vegetation, wider sidewalks and public art; and to report back to City Council for further instruction on any offer of in-kind community benefits made by the owner. 6. City Council request that the owner make reasonable commercial efforts to convey off-site parkland to the City equal to the value of the on-site parkland dedication, in fulfilment of the parkland dedication requirements pursuant to Section 42 of the Planning Act, with the off-site parkland dedication to be acceptable to the General Manager, Parks, Forestry and Recreation and free and clear of any above or below grade encumbrances, with the exception of any encumbrances as may be otherwise approved by the General Manager, Parks, Forestry and Recreation, to be conveyed prior to the issuance of the first above grade building permit; and a. in the event that the off-site parkland dedication is less than the value of the on-site parkland dedication, then the owner will pay cash-in-lieu of parkland to make up for the shortfall in parkland dedication, prior to the issuance of the first above grade building permit; and b. in the event that the owner is unable to provide an acceptable off-site parkland dedication to the City, the owner will be required to satisfy the parkland dedication requirement through the payment of cash-in-lieu; and the value of the cash-in-lieu of parkland dedication will be appraised through Real Estate Services and payment will be required prior to the issuance of the first above grade building permit.

Report Back on Metrolinx's Ontario Line Construction within the Toronto and East York District
Metrolinx's Ontario Line will be approximately 15.6 kilometres in length and will include 15 stations along its route. The Ontario Line will connect to other higher-order transit options including the Eglinton Crosstown LRT, Line 1, Line 2, and to the GO network, in addition to numerous TTC streetcar and bus routes. The purpose of this report is to provide additional information requested by the Subcommittee on Metrolinx's Ontario Line Construction within the boundaries of Toronto and East York Community Council (TEYCC), including details on: - costs of awarded contracts and the companies that make up the consortiums delivering the work; - federal funding; - provincial plans for community benefits; - engagement with Business Improvement Areas and available supports for businesses along the alignment; - ongoing activities to manage traffic congestion, including traffic management plans and permit conditions, and other construction impacts; - noise and vibration levels; - plans for tree retention and to approaches to mitigate impacts to parks during construction; and - details of affordable housing plans and impacts to housing, amongst other matters.
The Toronto and East York Community Council recommends that: 1. City Council request that prior to Metrolinx accessing Jimmie Simpson Park to remove the retaining wall that the City receive a formal written undertaking for replacement of the wading pool, replacement of the playscape and without the public release of the planned replacement wall. 2. City Council direct the Deputy City Manager, Community and Social Services to report to the July 5, 2023 meeting of the Planning and Housing Committee on the current issues faced by Fontbonne Ministries and the tenants related to the construction of the above ground Ontario Line, and replacement of rooming houses and low income tenants facing eviction with the construction of the Ontario Line. 3. City Council request the Deputy City Manager, Infrastructure and Development Services to report back to the July 6, 2023 meeting of the Economic and Community Development Committee on how a formal project labour agreement for the Ontario Line can be secured to create measurable construction hour targets for apprentices and pre-apprentices from groups previously identified by the City.

Ladysmith Avenue is a residential street located south of Danforth Avenue and east of Greenwood Avenue. It is directly adjacent to a new school and I have heard from residents concerned about the volume and speed of traffic that will use this street when the new school opens. I have polled the street and local residents support the installation of speed humps on Ladysmith Avenue.

I have been contacted by a local residents of Sammon Avenue who have been having ongoing issues with access to permit parking on their street. This section of Sammon Avenue, between Coxwell and Durant is also used for student pick-up and drop-off at the adjacent elementary school and is often used for short term parking for visitors to Michael Garron Hospital too. Transportation Services has provided language to change the regulations on this block of Sammon Avenue to allow for a few additional permit parking spaces for residents. As a part of construction, Michael Garron Hospital has installed a temporary parking layby on the north side of Sammon Avenue, east of Coxwell Avenue. In order for the bylaw to reflect these changes, staff suggest the below recommendations.

Prohibited standing at all times on the north side of Sammon Avenue, between a point 42.5 metres east of Coxwell Avenue and a point 65 metres further east. 2. Amended the existing parking machine regulation in effect from 6:00 p.m. to 9:00 p.m., Monday to Friday and from 9:00 a.m. to 9:00 p.m., Saturday and Sunday, at a rate of $3.00 per hour and for a maximum period of three hours, on the north side of Sammon Avenue, between a point 30.5 metres east of Coxwell Avenue and point of 26 metres further east, to be in effect between 30.5 metres east of Coxwell Avenue and point 12 metres further east. 3.
