10-32 Raglan Avenue - Construction Staging Area
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Madison Raglan Limited is constructing a 34-storey condominium building at 10-32 Raglan Avenue. The site is located on the west side of Raglan Avenue, approximately 45 metres north of St. Clair Avenue West. By way of background, Toronto and East York Council Councill, at its meeting on June 11, 2024, authorized a closure of the east sidewalk south of 63-83 Raglan Avenue, to accommodate a construction staging area. To address pedestrian movements, a temporary pedestrian crossover (Level 2, Type B) was installed on Raglan Avenue, and a point 185 metres south of Maplewood Avenue. The pedestrian crossover is currently in operation and is planned to be removed once the development is completed (November 30, 2026). Transportation Services is requesting authorization to close the west sidewalk and a 4.5 metre wide portion of the northbound curb lane on Raglan Avenue for a period of 48 months, from March 1, 2025 to February 28, 2029, in order to facilitate construction staging operations for the new development site at 10-32 Raglan Avenue. As a result of the sidewalk closure, pedestrians will be redirected to the east sidewalk at the controlled pedestrian crossing at the intersection of St. Clair Avenue West and Raglan Avenue. North of the subject construction staging area, pedestrians will be directed to cross the at the above noted pedestrian crossover. It should be noted that the pedestrian crossover will be shared between the existing development at 65-83 Raglan Avenue and the proposed development at 10-32 Raglan Avenue till November 30, 2026 (21 months), at which point the condition to maintain operations of the pedestrian crossover expires. As such, Transportation Services is requesting authorization to extend the time duration of the of the temporary pedestrian crossover from December 1, 2026 to February 28, 2029. In addition to proposed construction staging area on Raglan Avenue, authorization is requested to temporarily close the public laneway to all road users, between Raglan Avenue and a point 43 metres west, for a period of 48 months, from March 1, 2025 to February 28, 2029, to facilitate construction staging activities.
The Toronto and East York Community Council: 1. Authorized the closure of the west sidewalk and a 4.5 metre wide portion of the northbound curb lane on Raglan Avenue, between a point 49 metres north of St. Clair Avenue West and a point 74 metres further north, from March 1, 2025 to February 28, 2029, inclusive. 2. Authorized a temporary full closure to all road users of the public laneway, between Raglan Avenue and a point 43 metres west, from March 1, 2025 to February 28, 2029, inclusive. 3. Rescinded the existing parking prohibition in effect from the 1st day of each month to the 15th day of each month, April 1 to November 30 inclusive, on the west side of Raglan Avenue, between a point 61.1 metres north of St. Clair Avenue West and a point 70 metres further north. 4. Rescinded the existing parking prohibition in effect at all times, on the west side of Raglan Avenue, between a point 32.7 metres north of St. Clair Avenue West and a point 60.3 metres north of St. Clair Avenue West. 5. Prohibited stopping at all times on both sides of Raglan Avenue, between a point 49 metres north of St. Clair Avenue West and a point 74 metres further north. 14. Authorized the continuation of the existing temporary Level 2, Type B - Pedestrian Crossover installed on Raglan Avenue, at a point 185 metres south of Maplewood Avenue to be in-operation from November 30, 2026 to February 28, 2029, which the issuance of the construction staging permit must be conditional on the Pedestrian Crossover being operational. 15. Authorized the following conditions of the construction staging permit, which relate to the temporary Level 2, Type B - Pedestrian Crossover: a. a deposit will be required to be submitted to "The Treasurer, City of Toronto", in advance of the permit being issued; the deposit is required to cover costs incurred by the City, in the event the developer does not provide a service that it must, as stipulated in the permit agreement conditions below; and upon completion of the construction project and return to normal operation, the unused portion of the deposit will be returned to the developer; b. the developer will be responsible for the maintenance and removal of the traffic control signal by one of the electrical contractors pre-approved by the City's Traffic Systems Construction and Maintenance Unit; maintenance levels specified by the City's Traffic Systems Construction and Maintenance Unit must be followed, to be in accordance with those followed by the City's Electrical Maintenance Contractor for the maintenance of the City's other traffic control signals; and c. the developer must provide to Transportation Services a seven day/24 hour contact name, phone number and email address for the City's dispatchers to forward operational malfunction/complaints to; if the City's dispatcher is not able to reach the contact by phone to provide details of a malfunction/complaint, then the City's Electrical Maintenance Contractor will be dispatched to investigate and complete repairs and the City's dispatcher will send an email to document the malfunction call and their inability to reach the contact; and the response and repair costs will be deducted from the deposit provided to the City. 16. Directed the applicant to sweep the construction site, adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe. 17. Directed the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 18. Directed the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local Business Improvement Areas and resident associations in advance of any physical road modifications. 19. Directed the applicant to install appropriate signage and request the applicant maintain all sightline to ensure that pedestrians, cyclists and motorists safety is considered at all times. 20. Directed the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Coordinator and the Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 21. Directed the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Coordinator and the Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 22. Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 23. Directed the applicant to cooperate with and provide all necessary assistance to the City Engineers, staff and representatives carrying out operation, maintenance and construction activities to municipal infrastructure within the vicinity of the construction staging area, and at no cost to the City to remove any staging to accommodate the necessary municipal infrastructure work. 24. Directed that Raglan Avenue be returned to its pre-construction traffic and parking regulations when the project is complete.

55 Eastern Avenue - Construction Staging Area
As the Toronto Transit Commission (TTC) operates a transit service on Cherry Street, City Council approval of this report is required. Multiplex Construction Canada Ltd. is constructing a 13-storey long-term care facility at 55 Eastern Avenue. The site is located on the west side of Cherry Street, between Front Street East and Eastern Avenue. Transportation Services is requesting authorization to temporarily close the west sidewalk, a portion of the southbound curb lane, and southbound cycle track on Cherry Street, as well as temporarily close the north sidewalk and a portion of the westbound curb lane on Front Street East, for a period of 26 months, from April 1, 2025 to May 31, 2027, in order to enable construction staging operations for the development. Pedestrians will be redirected from the west side to the east side of the roadway of Cherry Street. Pedestrian movements on the north side of Front Street East will be maintained in a 2.1 metre wide covered and protected walkway within the closed portion of the curb lane. Pedestrian movements on Eastern Avenue will be maintained in a covered and protected walkway within the existing sidewalk on the south side.
The Toronto and East York Community Council recommends that: 1. City Council authorize the closure of the west sidewalk, southbound cycle track and a 4.4 metre-wide portion of the southbound curb lane on Cherry Street, between Front Street East and Eastern Avenue, from April 1, 2025 to May 31, 2027 inclusive. 2. City Council authorize the closure of the north sidewalk and a 4.3 metre wide portion of the westbound curb lane on Front Street East, between Cherry Street and a point 51.5 metres west, and a provision of a temporary pedestrian walkway within the closed portion of the westbound curb lane, from April 1, 2025 to May 31, 2027 inclusive. 3. City Council rescind the existing parking machine regulation on the west side of Cherry Street, between a point 33 metres north of Front Street East and a point 20 metres further north, from 8:00 a.m. to 9:00 p.m., Monday to Saturday; 1:00 p.m. to 9:00 p.m. Sunday, at a rate of $4.25 per hour and for a maximum period of three hours. 4. City Council rescind the existing stopping prohibition at all times on the west side of Cherry Street between Front Street East and a point 33 metres north. 5. City Council prohibit stopping at all times on the south side of Eastern Avenue, between Cherry Street and a point 33 metres west. 12. City Council direct the applicant to pressure wash or sweep (weather permitting) the construction site, adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe. 13. City Council direct the applicant to construct and maintain, for the full length of the staging areas abutting Front Street and Eastern Avenue, fully covered, protected and unobstructed walkways for all pedestrians, including for those with mobility devices, for the entire duration of the construction staging area permit to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services and ensure it is compliant with the Accessibility for Ontarians with Disabilities Act. 14. City Council direct the applicant to ensure that the pedestrian walkways along the full length of the staging areas on Front Street and Eastern Avenue have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 15. City Council direct the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local Business Improvement Areas and resident associations in advance of any physical road modifications. 16. City Council direct the applicant to install appropriate signage and request the applicant to install converging mirrors to ensure that pedestrians, cyclists, and motorists' safety is considered at all times. 17. City Council direct the applicant to provide sufficient number of traffic control persons as determined by the Work Zone Coordinator and the Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 18. City Council direct the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Coordinator and the Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 19. City Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 22. City Council direct the applicant, in consultation with Transportation Services, to maintain the northbound cycle track on the east side of Cherry Street and install appropriate signage to inform drivers and cyclists of any changes to the Southbound and Northbound cycle tracks on Cherry Street between Front Street East and Eastern Avenue. 23. City Council direct the applicant to provide monthly community meetings to discuss any concerns raised by the community. 24. City Council direct that Cherry Street, Front Street East, and Eastern Avenue be returned to its pre-construction traffic and parking regulations when the project is complete. 25. City Council direct the applicant to create a publicly accessible website with regular construction updates and post the website address on the construction site hoarding, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 26. City Council direct the applicant to mitigate light pollution by installing a shield/barrier on any lighting standards in close proximity to adjacent residential properties, such as cranes. 27. City Council direct the applicant to establish a Construction Management Working Group that meets monthly and invite local stakeholders including Municipal Licensing and Standards, Toronto Buildings, adjacent neighbours, local resident groups, local Business Improvement Areas and local school administration. 28. City Council direct the applicant to email monthly construction progress reports to the local Councillor and local residents' associations.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Menkes Developments Ltd. has undertaken the construction of a 39-storey residential condominium building at 180 Front Street East (formerly 176-178 Front Street East and 33 Sherbourne Street). The site is located at the northeast corner of Front Street East and Sherbourne Street. At its meeting of November 15, 2023, Toronto and East York Community Council authorized the temporary closure of the east sidewalk and a portion of the northbound curb lane on Front Street East, between Sherbourne Street and a point 58 metres east, from November 16, 2023 to December 31, 2024. At the time, the developer indicated they would require the staging area for a total of 26 months, from November 16, 2023 to December 31, 2025, however, the occupation was only approved for a 14 month period. Transportation Services is requesting authorization to extend the duration of the construction staging area on Front Street East for an additional eight months, from February 21, 2025 to September 30, 2025, to allow for the construction of the development to be completed.

Road Alteration - King Street East at George Street
As the Toronto Transit Commission (TTC) operates a transit service on King Street East, City Council approval of this report is required. Transportation Services and Development Review are requesting approval to permit the closure of the eastbound curb lane on King Street East within the site frontage of the development proposal at 175-185 King Street East, in order for road space to be repurposed as an expanded boulevard in accordance with the City's Lane Width, Curb Radii Guidelines, and Curb Extension Design Guidelines and AODA requirements. The expanded boulevard would function as an extension of the existing eastbound King Street East curb lane closure to the west at Jarvis Street, which accommodates a permanent streetcar transit stop along the south side of the street. Temporary Traffic and Parking Amendments - Lake Shore Boulevard West, Stadium Road and Eireann Quay
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Engineering and Construction Services (ECS) and Toronto Transit Commission (TTC) are planning to replace the watermain and streetcar tacks at the intersection of Bathurst Street and Lake Shore Blvd West/Fleet Street, from February 17, 2025 to August 1, 2025. The project involves multiple construction phases where traffic lanes will be reduced to one lane in each direction. In order to improve traffic operations at the subject intersection, all turns will be prohibited during construction. These turn restrictions will impact access/egress for area residents and Billy Bishop Airport. Therefore, Transportation Services is requesting authorization to temporarily rescind the turn restrictions at nearby intersections to accommodate the detour traffic in the neighbourhood. In addition, the detour traffic on Stadium Road may present traffic flow issues due to the curbside parking lane on the west side of the street. To address any potential issues with two-way traffic flow, Transportation Services recommends a standing prohibition to be in effect at all times on the west side Stadium Road, from Queens Quay West to Bishop Tutu Boulevard. The above traffic and parking amendments will be in effect for approximately six months from February 17 to August 1, 2025 while the project is ongoing.

Temporary Left-Turn Prohibition - Elm Street at Yonge Street
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. By way of background, at its meeting on November 8 and 9, 2023, City Council adopted Item 2023.TE8.24 entitled "Construction Staging Area - 8 Elm Street" and in so doing, authorized a closure of the west sidewalk and southbound curb lane, between Elm Street and a point 40 metres north, with a 2.1 metre covered and protected walkway in the closed curb lane, from November 30, 2023, to November 30, 2027. Transportation Services has received sightline obstruction concerns from area residents due to the above mentioned covered and protected walkway on the northwest corner of Yonge Street and Elm Street. Based on a site investigation, staff has determined that the covered walkway creates a sightline obstruction for eastbound motorists on Elm Street, turning left at Yonge Street. The developer advised that the covered walkway cannot be modified to address the sightline concerns, nor can it be removed, as it provides pedestrians a safe pathway around the construction staging area.

Transportation Services is requesting approval, on behalf of the Toronto Transit Commission (TTC), to install transit priority measures (TPMs) to support the diversion routes associated with the closure of King Street East and Church Street intersection for watermain and streetcar track maintenance from May 2025 to August 2025. The 503 Kingston Road, 504 King, and 508 Lakeshore will be diverted due to the closure. The diversion will result in 25 streetcars in the peak hour, up from seven streetcars in existing conditions, using Queen Street east of Spadina Avenue to Broadview Avenue and the existing diversion associated with the Ontario Line construction. The Queen Street diversion uses tracks on Richmond Street and Adelaide Street, between York Street and Church Street to by-pass the closure of Queen Street from Bay Street to Victoria Street. Therefore, the existing 501 Queen service will also be impacted by the diversion due to the increased number of streetcars using this route. The proposed temporary transit priority measures aim to mitigate the impact on the 102,900 daily customers primarily on streetcars that travel along the diversion route. The measures in this report are being approved as temporary, and a long-term plan for parking and traffic regulation changes on Queen Street West and Queen Street East between Spadina Avenue and Broadview Avenue will be brought forward to Toronto and East York Community Council in the near future. This report proposes a suite of transit priority measures to support the diversion including new parking restrictions on Queen Street, additional no stopping zones, increased duration of turning restrictions, restrictions on CaféTO curb lane installations and, implementing a short eastbound transit-only lane at the intersection of Queen Street East and Broadview Avenue to support streetcar and general traffic operations. In addition to the proposed TPMs, the TTC will work with City staff to support the diversion using the Traffic Agent program and signal timing optimizations where possible As TTC operates transit service on Broadview Avenue, Queen Street, Richmond Street, Adelaide Street, Church Street and York Street, City Council approval of this report is required.

Improving Bike Lane Inspections in Toronto and East York Community Council district
On November 13 and 14, 2024, City Council requested the Deputy City Manager, Infrastructure Services to report to the February meeting of Toronto and East York Community Council with a street sweeping service standard for both separated and non-separated bikeways, and to provide a plan for how staff will improve their routine and complaint-based bikeway inspections, including enforcement inspections fronting private and third party construction sites within the Toronto and East York Community Council area. Transportation Services plans to report to the Infrastructure and Environment Committee meeting in the second quarter of 2025 with a City-wide street sweeping review, which will include bikeway street sweeping service standards. The purpose of this report is to provide a high-level overview of Transportation Services' recent and planned improvements to both routine and complaint-based bikeway inspections, including enforcement inspections fronting construction sites.
The Toronto and East York Community Council recommends that: 1. City Council request the General Manager, Transportation Services report to the Infrastructure and Environment Committee in the fourth quarter of 2025 on the results on monitoring cycle tracks.

Implementing Community Plan to Pedestrianize a segment of Collier Street with Section 37 Funds
In 2022, by CC45.21 - 717 Church Street and 85, 89, 93 and 97 Collier Street - Zoning By-law Amendment Application - Request for Further Directions Regarding Ontario Land Tribunal Hearing, Council agreed to settle the rezoning application for a small triangular parcel known as 717 Church Street, 85, 89, 93 and 97 Collier Street, to allow construction of a condominium development. The settlement was amended by 2023 MM 11.26, to provide for, among other things, $1 million in s. 37 funds for improvements to Collier Street plus, if possible, public art. At the request of the community, the primary purpose of the Collier Street improvements is to improve safety and access to public space by creating a pedestrian plaza at the west end of the site. Since that time, the applicant has worked closely with the neighbouring community and city staff to develop a plan for the pedestrian plaza. However, Transportation Services has not yet developed a procedure to implement this initiative, and has no unit responsible for it. In May 2024, TEYCC authorized a construction management plan for TE13.23 - 717 Church Street, 85, 89, 93 and 97 Collier Street - Construction Staging Area. This plan has already closed the eastbound lane of Collier Street until February 2027. The construction project has accelerated the urgency of pedestrianization of Collier Street, due to reckless vehicles speeding through the area despite the large number of construction vehicles and reduced visibility. This letter is to begin the process of pedestrianization with a temporary closure while the applicant and community work with Transportation Services to finalize the permanent pedestrian plaza.
The Toronto and East York Community Council: 1. Authorized the closure of the north curb lane on Collier Street, between Church Street and a point 45 metres east to all motor vehicles except emergency vehicles and construction vehicles delivering materials to the development site, from February 21, 2025 to January 31, 2027. 2. Requested the General Manager, Transportation Services to work with the applicant at 717 Church Street and the neighbouring community on how to implement their joint proposal to pedestrianize the western portion of Collier Street abutting the site, and report back to the Toronto and East York Community Council by the fourth quarter of 2025 with all necessary details.

East Bayfront Community Recreation Centre Naming
The East Bayfront Community Centre is a new 25,000 sq ft facility scheduled to open in the east waterfront in spring 2025. It is part of the community infrastructure planned for this area as we continue the revitalization of our waterfront. A placeholder name, East Bayfront CRC, will be used until a formal naming process is completed. Given the waterfront's historical, cultural and ongoing significance to Treaty partners and Indigenous communities, the City can use the opportunity of naming this community infrastructure to further advance truth, justice, reconciliation and placekeeping.

Making Necessary Sidewalk Adjustments on Austin Terrace
I am writing to ask for your support in my request to direct Transportation Services to make necessary adjustments to the new sidewalk installation outside of 7A, 7B and 7C Austin Terrace to allow on-street parking again on Austin Terrace. I fully support expanding sidewalk networks and connectivity. I also believe such installations must be implemented in partnership with local residents. My office has heard that, while public notice was given of the installation to nearby residents, the expected results of the installation, such as loss of on-street parking, was not adequately shared. The sidewalk's configuration has resulted in a loss of neighbourhood parking and has severely impacted local residents. Cars continue to park outside of 7A, 7B, and 7C Austin Terrace, which has led to bottlenecks in traffic and nearby residents being unable to exit their driveways.

I'm writing to request support to shift from the current "No Stopping 7:30-9:30 AM and 3:30-6:30 PM" to a more effective "No Stopping Anytime" along Lower Jarvis and Jarvis Street, South of Queen. This change aims to deter illegal parking and enhance traffic flow. Moreover, with the imminent completion of St. Lawrence Market North, we anticipate increased pedestrian and vehicular traffic.
